Congenital Heart Futures Reauthorization Act of 2024 This bill reauthorizes through FY2029 the National Congenital Heart Disease Research, Surveillance, and Awareness Program, which is administered by the Centers for Disease Control and Prevention. The program supports data collection, educational campaigns, and other efforts to better understand the causes and effects of congenital heart disease across various demographics.

Uncovering UNRWA’s Terrorist Crimes Act This bill prohibits federal funds from being used to provide funding, directly or indirectly, to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The bill also requires the Department of State to report to Congress on the total U.S. funding to UNRWA from FY2020 through FY2024.

This joint resolution nullifies the final rule issued by the Federal Communications Commission titled The Infrastructure Investment and Jobs Act: Prevention and Elimination of Digital Discrimination and published on January 22, 2024. The rule prohibits broadband providers from adopting policies or practices that differentially impact consumers' access to broadband service based on their income, race, ethnicity, religion, or national origin, provided such policies or practices are not justified by issues of technical or economic feasibility.

Equal Representation Act This bill requires any questionnaire used in the decennial census to include a checkbox or other similar option for respondents to indicate whether the respondent and each household member is (1) a U.S. citizen, (2) a U.S. national but not a citizen, (3) a non-U.S. national ( alien under federal law) lawfully residing in the United States, or (4) a non-U.S. national unlawfully residing in the United States. The Department of Commerce must make public the number of persons in each state, disaggregated by each of these four categories. The bill also requires that the statement sent by the President to Congress indicating the number of persons in each state (related to the reapportionment of U.S. Representatives) exclude noncitizens.

Emergency Reporting Act This bill requires the Federal Communications Commission (FCC) to publicly report on certain activations of the Disaster Information Reporting System (DIRS). DIRS is a reporting system, activated during severe weather and other events impacting communications service, through which communications providers report outages and other degradations to service. If the system was activated for at least seven days, the FCC must issue a preliminary a report that includes (1) the number and duration of any service outages, (2) the approximate number of users or the amount of infrastructure potentially affected by a service outage, and (3) the number and duration of any outages at public safety answering points (PSAPs) that prevent the PSAPs from receiving and routing emergency calls. The FCC must also hold at least one public field hearing in the area affected by the event, and it must issue a final report that includes recommendations on how to improve the resiliency of affected networks. Separately, the FCC must publish a general report on (1) the volume and nature of 9-1-1 outages that are not required to be reported under current outage notification rules, and (2) the value to public safety agencies of the inclusion of visual information in outage notifications from communications providers.

Protect Medicaid Act This bill prohibits federal payment under Medicaid for the administrative costs of providing health benefits to noncitizens who are ineligible for Medicaid based on their immigration status. The Department of Health and Human Services must report on specified information regarding states that provide health benefits to such individuals.

This resolution condemns acts of rape and sexual violence as weapons of war, including those acts committed by Hamas on and since October 7, 2023. The resolution also calls on all nations to criminalize rape and sexual assault and hold accountable all perpetrators of sexual violence, including state and non-state armed groups.

Hydrogen for Ports Act This bill supports infrastructure for hydrogen-derived fuels, including ammonia, at ports and in the shipping industry. Specifically, the Department of Energy must establish a program for infrastructure that supports the use of such fuels at ports and in the shipping industry. States, local governments, tribal governments, certain private entities, and other eligible entities may apply for grants.

Hydrogen for Trucks Act This bill requires the Department of Transportation to establish a grant program that assists eligible entities in purchasing (1) heavy-duty fuel cell vehicles (e.g., trucks) that use hydrogen as a fuel source, and (2) related equipment. Certain entities that control heavy-duty truck fleets or public hydrogen fueling stations may apply for grants. Grant recipients must use the funding to demonstrate the performance of at least seven heavy-duty fuel cell vehicles that use hydrogen as fuel source or at least one hydrogen fueling station for use by such vehicles.

Roberto Clemente Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue coins in recognition of the life of Roberto Clemente, baseball player and human rights activist. All sales of coins issued under this bill must include a surcharge to be paid to the Roberto Clemente Foundation.

Medicare Audiology Access Improvement Act of 2023 This bill provides for Medicare coverage of certain audiology services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.

Ending Importation of Laundered Russian Oil Act This bill prohibits the importation of energy products that were produced at any refinery that uses crude oil originating in Russia. Current law prohibits the importation of Russian products that are classified under chapter 27 of the Harmonized Tariff Schedule (which includes mineral fuels, mineral oils and products of their distillation, bituminous substances, and mineral waxes). The bill extends this prohibition to products that were produced at any refinery that uses crude oil originating in Russia.

This resolution calls on Azerbaijan to immediately return all Armenian prisoners of war, hostages, and other detained persons and to provide information on those detained or deceased in custody. It also (1) calls on the President to impose human rights sanctions on Azerbaijani officials involved in illegal detention, torture, and extrajudicial killing of Armenian prisoners of war and other detained persons; (2) calls on the President to suspend military or security assistance to Azerbaijan; and (3) urges the Department of State to make clear to Azerbaijani authorities their obligations under international law to release and treat humanely all prisoners of war and other detained persons.

This resolution strongly condemns any instances of antisemitism occurring at colleges and universities in the United States. The resolution also encourages higher education leaders (e.g., presidents, deans, and administrators) to publicly condemn speech that incites or celebrates violence against any people based on religious beliefs, national origin, or ancestry; and encourages institutions of higher education to engage with Jewish student organizations and ensure that Jewish students, faculty, and staff can pursue their academic and personal aspirations without fear.

Providing Realistic Opportunity To Equal and Comparable Treatment for Rare Act or the PROTECT Rare Act This bill provides for coverage under the Medicare prescription drug benefit, Medicaid, and private health insurance of certain drugs that are used to treat rare diseases or conditions (i.e., diseases or conditions that affect 200,000 or fewer individuals). Such drugs must be supported by peer-reviewed research or medical experts and must not have been reviewed unfavorably in specified compendia or used in a way that conflicts with approved labels.

Clergy Act This bill establishes a two-year window for certain members of the clergy and Christian Science practitioners to revoke their exemption from Social Security and Medicare taxes on ministerial earnings. Under current law, such individuals who object to participation in public insurance programs on religious or conscientious grounds may apply to the Internal Revenue Service for an irrevocable exemption and will not receive Social Security or Medicare benefits in retirement unless they have qualifying credits from other employment. The Internal Revenue Service must develop a plan to inform members of the clergy and Christian Science practitioners of their eligibility to revoke prior exemptions, pursuant to the bill's changes.

Independent Programmers Tax Incentive Act This bill allows a new tax credit for carriage of qualified independent programmers by eligible distributors and multichannel video programming distributors based on license fees and the average number of subscribers. The bill defines eligible distributor as any person that is either engaged in the trade or business of being a multichannel video programming distributor, or a virtual multichannel video programming distributor. The term multichannel video programming distributor is defined in federal regulations as any entity engaged in the business of making available for purchase, by subscribers or customers, multiple channels of video programming. Such entities include, but are not limited to, a cable operator, a BRS/EBS provider, a direct broadcast satellite service, a television receive-only satellite program distributor, and a satellite master antenna television system operator, as well as buying groups or agents of all such entities. The bill defines qualified independent programmer as a U.S.-based person engaged in the production, creation, or wholesale distribution of linear video programming (including, but not limited to, women-, minority-, or socially disadvantaged-, owned programmers) if such person is not a publicly-traded company, multichannel video programming distributor, virtual multichannel video programming distributor, network, or television station company.

Supporting Patient Education And Knowledge Act of 2023 or the SPEAK Act of 2023 This bill establishes the Improved Access to Health Care Information Technology for non-English Speakers Task Force. The task force must assess any current barriers that limit the ability of non-English speakers to access telehealth services and recommend improvements (e.g., technological enhancements). The Department of Health and Human Services (HHS) must collect information from relevant stakeholders to inform the task force's assessments and recommendations. HHS must establish a website with best practices for connecting non-English speakers with telehealth services, based on the task force's final report.

This bill terminates the presidential waiver of certain sanctions on Iran and the licenses issued by the Department of the Treasury that allowed for the transfer of previously blocked Iranian funds (namely, the approximately $6 billion of Iranian funds that the Biden Administration permitted to be transferred from restricted accounts in South Korea to restricted accounts in Qatar to facilitate the release of five U.S. citizens detained in Iran). Furthermore, the President may not exercise waiver authority related to certain accounts belonging to Iran.

This resolution condemns the release of $6 billion in sanctioned Iranian funds and urges the immediate rescission of the waiver that allowed for the transfer of such assets. It also condemns potential violations of the Taylor Force Act, which prohibits U.S. foreign assistance from directly benefiting the Palestinian Authority except for certain humanitarian purposes.
