American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Specifically, the bill directs the Election Assistance Commission's (EAC's) Standards Board and Local Leadership Council to issue voluntary considerations for states about various aspects of election administration. Additionally, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote; requires states to provide designated congressional election observers with full access to observe the administration procedures of federal elections; prohibits federal agencies from using funds made available for salaries and expenses to solicit or enter into agreements with nongovernmental organizations to conduct voter registration or voter mobilization activities on the agency's property or website; prohibits federal funds for election administration for states that allow ballot harvesting, with exceptions; establishes various requirements for elections in the District of Columbia; makes various changes to the EAC; and prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda. The bill also establishes the Twentieth Amendment Section Four Panel, which must recommend to Congress model legislation to resolve any vacancy created by the death of a candidate in a contingent presidential or vice-presidential election. The bill makes changes to campaign finance, including by (1) repealing limits on coordinated party expenditures, and (2) prohibiting federal funds from being used to make payments in support of a congressional election campaign. It also makes changes to the Federal Election Commission.

Support for Patients and Communities Reauthorization Act This bill reauthorizes through FY2028 and modifies various grants, programs, and activities that address substance use and misuse. This includes reauthorizing (1) data collection, education, and surveillance activities; (2) grants and other support for substance use disorder prevention, treatment, and recovery; (3) student loan repayment and other programs for the substance use disorder workforce; and (4) programs for addressing trauma, particularly for children, youth, and their families. Generally, the modifications expand programs. Additionally, the bill modifies provisions related to the scheduling of controlled substances, including by incorporating illicit xylazine (a compound used in veterinary medicine as a nonopioid tranquilizer) into schedule III of the Controlled Substances Act. Further, the bill makes permanent a requirement that Medicaid programs cover medication-assisted treatment for individuals with substance use disorders.

Choice in Automobile Retail Sales Act of 2023 This bill limits the authority of the Environmental Protection Agency (EPA) with regard to regulating emissions standards for new motor vehicles. Specifically, the EPA is prohibited from prescribing a regulation related to new motor vehicle emissions standards that (1) mandates the use of any specific technology, or (2) results in limited availability of new motor vehicles based on the type of new motor vehicle engine. Additionally, the bill prohibits the EPA from finalizing, implementing, or enforcing the proposed rule titled Multi-Pollutant Emissions Standards for Model Years 2027 and Later Light-Duty and Medium-Duty Vehicles . Among other purposes, the proposed rule includes more stringent greenhouse gas standards for both light-duty and medium duty vehicles starting with model year 2027.

John W. Walsh Alpha-1 Home Infusion Act of 2023 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Medicare Orthotics and Prosthetics Patient-Centered Care Act This bill prohibits payment under Medicare for a prosthesis, custom-fabricated orthosis, or off-the-shelf orthotics that is delivered via a drop shipment (i.e., shipped to an individual who does not have training in how to properly fit or care for the device). It also specifically allows for payment of replacements of custom-fitted devices.

Consensual Donation and Research Integrity Act of 2023 This bill requires certain entities that acquire human bodies and sell for profit a whole human body or human body part to register with the Department of Health and Human Services. Registered entities must comply with record-keeping, labeling, packaging, and disposition requirements. The registration and related requirements do not apply to the Organ Transplantation Network (a public-private partnership that links the professionals involved in the U.S. donation and transplantation system) or its members; the preparation, transportation, and final disposition of human bodies or body parts by funeral service professionals; and schools of medicine, dentistry, and mortuary science and other research and training entities that do not sell whole human bodies or body parts for profit.

Amputation Reduction and Compassion Act of 2023 or the ARC Act of 2023 This bill provides for coverage of peripheral artery disease screening tests without cost-sharing under Medicare and Medicaid for certain at-risk individuals. It also requires the development of certain educational programs, a payment model, and Medicare quality measures to reduce amputations relating to such disease.

Reducing Exposure to Burn Pits Act This bill requires the Office of the Under Secretary of Defense for Acquisition and Sustainment within the Department of Defense to submit a report to Congress on incinerators and waste-to-energy waste disposal alternatives to burn pits (areas used for burning solid waste in open air without equipment). The report must be submitted not later than 60 days after the President submits the budget for FY2025.

Protecting America's Distribution Transformer Supply Chain Act This bill prohibits the Department of Energy (DOE) from revising existing energy conservation standards for distribution transformers in electric power systems for the next five years. During that time, DOE may not propose, finalize, implement, administer, or enforce any rule under the Energy Policy and Conservation Act that establishes requirements that are different than the requirements for distribution transformers under the 2013 final rule titled Energy Conservation Program: Energy Conservation Standards for Distribution Transformer s.

Falun Gong Protection Act This bill requires the President to impose visa- and property-blocking sanctions on foreign persons that are knowingly responsible for, are complicit in, or have engaged in the involuntary harvesting of organs in China. The sanctions shall not apply to certain activities, such as authorized U.S. intelligence or law enforcement activities.

(The Parthenon Marbles are marble sculptures that were removed from the Parthenon in the early 19th century when it was under Ottoman rule and later transferred to the British Museum.)

Ensuring Medicaid Continuity for Children in Foster Care Act of 2023 This bill allows states to receive federal Medicaid payment for services provided to foster care children in qualified residential treatment programs (i.e., programs with trauma-informed treatment models that address the needs of children with serious emotional or behavioral disorders or disturbances).

Federal Interventions and New Detections of Fentanyl Act of 2023 or the FIND Fentanyl Act of 2023 This bill reauthorizes through FY2028 the pilot program that is administered by the Department of Health and Human Services that supports coordination between public health laboratories and law enforcement in order to better detect fentanyl and other synthetic opioids.

This joint resolution nullifies the Environmental Protection Agency rule relating to Federal "Good Neighbor Plan" for the 2015 Ozone National Ambient Air Quality Standards (88 Fed. Reg. 36654) and published on June 5, 2023. The rule ensures that 23 states meet "Good Neighbor" standards required by the Clean Air Act by reducing pollution that significantly contributes to problems attaining and maintaining health-based air quality standards for ground-level ozone in downwind states.

This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Transparency In Charges for Key Events Ticketing Act or the TICKET Act This bill requires ticket sellers (including sellers on the secondary market) for concerts, performances, sporting events, and similar activities to clearly and prominently disclose at the beginning of the transaction, and prior to the selection of a ticket, the total ticket price for the event and an itemized list of the base ticket price and each fee (e.g., service fee, processing fee, delivery fee, facility charge fee, tax, or other charge). The total ticket price must also be disclosed in any advertisement, marketing, or price list. Currently, ticket sellers generally disclose fees at the checkout stage. Additionally, ticket sellers that are offering to sell a ticket that the seller does not have in their actual or constructive possession must clearly and prominently disclose that the ticket is not in their possession before an individual selects a ticket to purchase. The Federal Trade Commission must enforce these requirements.

Improving Mental Health and Drug Treatment Act of 2023 This bill permanently allows state Medicaid programs to receive federal payment for substance-use disorder services that are provided at institutions for mental diseases (IMDs) for individuals aged 21 to 64. The bill also extends the maximum length of stay over a 12-month period from 30 days to 45 days and requires state Medicaid programs to review IMD compliance with relevant standards of care.

Preserving Safe Communities by Ending Swatting Act of 2023 This bill makes it a crime to intentionally convey false or misleading information in circumstances where the information may reasonably be expected to cause an emergency response and the information indicates the occurrence of criminal conduct or a threat to health or safety.

Expanding Access to Diabetes Self-Management Training Act of 2023 This bill expands Medicare coverage of diabetes outpatient self-management training. It also requires the Center for Medicare and Medicaid Innovation to test a model in which such training is provided virtually.

Access to Genetic Counselor Services Act of 2023 This bill provides for coverage under Medicare of genetic counseling services that are furnished by genetic counselors. Covered services include those services, as well as incidental services and supplies, that would otherwise be covered under Medicare if provided by a physician.

Housing our Military Veterans Effectively Act of 2023 or the HOME Act of 2023 This bill addresses the funding and administration of certain Department of Veterans Affairs (VA) programs related to homeless veterans. The bill generally increases the maximum rate of per diem payments provided by the VA to entities (i.e., grant recipients or authorized entities) that furnish services and transitional housing to homeless veterans. Additionally, the bill authorizes the VA to provide a maximum of 200% of the otherwise applicable maximum rate for entities providing services to veterans in (1) rural areas or highly rural areas, (2) areas with a high rate of suicide among veterans, or (2) areas with a high rate of homelessness among veterans. The bill also amends the West Los Angeles Leasing Act of 2016 to modify the process by which the VA enters into leases or land-sharing agreements. Additionally, consideration of a lease under the West Los Angeles Leasing Act of 2016 may include consideration other than money. Through FY2024, the bill authorizes the VA to use certain available funds to provide specified assistance (e.g., assistance for food) to homeless veterans who are participating in the Department of Housing and Urban Development-VA Supportive Housing (HUD-VASH) program. The bill authorizes the VA to collaborate with organizations to manage the use of VA land for homeless veterans to live and sleep.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

ACPAC Modernization Act This bill extends through FY2028 the authority for the Aviation Consumer Protection Advisory Committee (ACPAC), which advises the Department of Transportation in carrying out activities relating to airline customer service improvements. The bill also expands ACPAC membership to include a ticket agent representative.

Providing Relief and Stability for Medicare Patients Act of 2023 This bill temporarily increases the payment rate under Medicare for certain office-based services that involve high-priced equipment. Specifically, the bill increases the payment rate under the Medicare physician fee schedule for services provided in a nonfacility (i.e., office) setting for which most of the cost is attributable to equipment and supplies. The increase applies to services furnished in 2024 and 2025. Additionally, the Government Accountability Office must report on the correlation, if any, of payment rates for these services under the Medicare physician fee schedule and patient access to these services.

National POW/MIA Memorial and Museum Act This bill designates the memorial and museum that is being constructed on an approximately 26-acre area on the POW-MIA Memorial Parkway in Jacksonville, Florida, as the National POW/MIA Memorial and Museum. The director of the memorial and museum shall submit a report to Congress that includes a budget for the memorial and museum.

Access Technology Affordability Act of 202 3 This bill allows a refundable tax credit equal to the amounts paid for qualified access technology for use by a blind individual who is the taxpayer, the taxpayer's spouse, or a dependent of the taxpayer. Qualified access technology is hardware, software, or other information technology with the primary function of converting or adapting information that is visually represented into forms or formats usable by blind individuals. The credit is limited to (1) costs that are not compensated by insurance or otherwise, and (2) an aggregate amount of $2,000 per blind individual in any period of three consecutive taxable years. The credit must be adjusted for inflation after 2024 and terminates after 2028.

Veterans National Traumatic Brain Injury Treatment Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to furnish, under the Veterans Community Care Program, hyperbaric oxygen therapy to veterans with traumatic brain injuries or post-traumatic stress disorder.

Love Lives On Act of 2023 This bill extends entitlement for various benefit programs and services for surviving spouses of deceased members of the Armed Forces or veterans. First, the bill removes the expiration on a surviving spouses' entitlement to educational assistance through the Marine Gunnery Sergeant John David Fry Scholarship (Fry Scholarship). The bill also provides that the remarriage of a surviving spouse must not bar the furnishing of dependency and indemnity compensation to such spouse. Next, the Department of Defense may not terminate the payment of an annuity for a surviving spouse under the Survivor Benefit Plan solely because the surviving spouse remarries. Additionally, the bill provides commissary store and MWR retail facility (e.g., exchange store) access to surviving spouses regardless of the martial status of the spouse. Such spouses must be entitled to use such stores and facilities to the same extent and on the same basis as surviving spouses who did not remarry. The bill expands the definition of a dependent under TRICARE to include a remarried widow or widower whose subsequent marriage has ended due to death, divorce, or annulment. Finally, the bill modifies the definition of a surviving spouse for purposes of veterans benefits to include same sex marriages.

Transnational Repression Policy Act This bill seeks to reduce transnational repression (the actions of foreign governments to intimidate, silence, or harm members of diaspora and exile communities to prevent them from exercising their human rights). This bill requires the President to impose property- and visa-blocking sanctions on certain foreign persons (individuals and entities) that directly engage in transnational repression. This bill also requires the Department of State to develop a strategy to promote initiatives that (1) enhance international awareness of transnational repression; (2) address transnational repression, including by raising the costs of perpetrating repressive activities and by protecting targeted individuals and groups; and (3) conduct outreach to those targeted by foreign governments. Additionally, the State Department and the Department of Justice must provide training to certain individuals (e.g., relevant federal employees and law enforcement partners) on specified aspects of transnational repression. The bill also directs the intelligence community to prioritize, to the extent feasible, the identification of those perpetrating transnational repression against communities in the United States.

Promoting Access to Treatments and Increasing Extremely Needed Transparency Act of 2023 or the PATIENT Act of 2023 This bill expands hospital price transparency requirements and establishes additional reporting requirements with respect to prescription drugs and pharmacy benefit managers (PBMs). The bill also extends funding for various programs such as the Teaching Health Center Graduate Medical Education program, Community Health Center program, and National Health Service Corps. Specifically, the bill provides statutory authority for the requirement that hospitals publish an annual list of shoppable services they provide, including specified pricing information. Beginning in 2025, a hospital may not use an internet-based price estimator tool to meet the publication requirement for shoppable services. The bill also modifies the health insurance plan disclosure requirements to include the rates for certain in-network services and prescription drug payment information. The bill further requires providers of diagnostic laboratory tests under Medicare to publish online certain price information. Medicare Advantage (MA) organizations must report information about payments made to providers in which the MA organization has an ownership interest. Medicare prescription drug plan sponsors must report certain price information for covered drugs. Additionally, the bill requires health insurance plan issuers (or the PBM providing services on behalf of the plan) to report to the plan sponsor specified information about prescription drugs dispensed under the plan. This includes rebates, fees, alternative discounts, or other remuneration the plan receives from drug manufacturers. Finally, the bill requires pass-through pricing models, and prohibits spread-pricing, for payment arrangements with PBMs under Medicaid.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

Reinstate Our Troops Act This bill addresses the reinstatement of members of the Armed Forces who requested an exemption from an order to receive a COVID-19 vaccination and were involuntarily separated solely on the basis of the refusal to receive such vaccination. Specifically, at the election of the separated individual, the bill requires the military department concerned to reinstate the individual, in the same rank and grade the individual held at the time of separation. An individual must elect to be reinstated within the one-year period following the enactment of this bill. Additionally, such individuals (enlisted members and officers) are not required to repay a bonus for failure to complete a period of service solely because such service was incomplete due to the exemption request and involuntary separation. The military department concerned must return a bonus repaid by an individual if the individual elects to be reinstated. If an individual does not elect reinstatement, the military department concerned must ensure the discharge of the individual is characterized as honorable. The military department concerned must also expunge from an individual's military service record any reference to adverse action related to the refusal to receive a COVID-19 vaccination.

United States Foreign Service Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in recognition of the 100th anniversary of the United States Foreign Service. All surcharges received by Treasury from the sale of such coins must be paid to the Association for Diplomatic Studies and Training to support the collection, curation, and sharing of diplomatic history in the United States via oral history, books, social media, and other means.

Study To Observe and Prevent (STOP) Human Trafficking Act of 2023 This bill directs the Department of Justice, in coordination with the President's Interagency Task Force to Monitor and Combat Trafficking in Persons, to study and report on the prevalence and instances of human trafficking at adult entertainment clubs in the United States.
