Pension Preservation and Savings Expansion Act of 2003 - Amends the Internal Revenue Code, the Economic Growth and Tax Reconciliation Act of 2001, the Social Security Act, the Employee Retirement Income Security Act of 1974, and the Retirement Protection Act of 1994 to revise various pension and retirement provisions, including provisions affecting: (1) pension portability; (2) retirement plan participation and coverage; (3) IRAs; (4) defined benefit plans; (5) retirement plan contribution and distribution rules; (6) retirement plans of tax-exempt organizations and plans for government employees; (7) stock options; and (8) retiree health plans.

Bulletproof Vest Partnership Grant Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY 2007 the authorization of appropriations for the Bulletproof Vest Partnership Grant Program (a matching grant program which helps State, tribal, and local jurisdictions purchase armor vests for use by law enforcement officers).

Health Care Parity for Legal Transportation and Recreational Activities Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to prohibit a group health plan or health insurance issuer from denying benefits otherwise provided for the treatment of an injury solely because such injury resulted from the participation of the participant or beneficiary in a legal transportation and recreational activity such as motorcycling or skiing.

American Hospital Preservation Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) restore the full market basket percentage increase applied to payments to hospitals for inpatient hospital services furnished to Medicare beneficiaries starting in FY 2004, and for FY 2005 and each subsequent fiscal year as well; (2) ensure the full market basket update for any fiscal year after FY 2005; and (3) restore the reimbursement factor for indirect medical education payments to teaching hospitals to the FY 2002 level for FY 2005 and each subsequent fiscal year, after providing for an increase in such factor from current levels for FY 2004.

Breast Cancer and Environmental Research Act of 2003 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Pension Benefits Protection Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code of 1986 (the Code) to protect pension benefits of employees in defined benefit (DB) plans, and to ensure that age discrimination laws are applied to conversions to cash balance plans and other such plans that are hybrids of DB's and defined contribution plans. Requires ERISA, the Code, and the Age Discrimination Act of 1967 to be applied and administered without regard to certain proposed regulations of the Secretary of the Treasury that relate to reductions of accruals and allocations because of the attainment of any age, and to application of nondiscrimination cross-testing rules to cash balance plans. Amends ERISA and the Code to protect certain DB plan participants from forced conversions to hybrid DB plans by plan amendments which change the way the accrued benefit to participants or beneficiaries are expressed and which reduce the rate of future benefit accrual of one or more participants. Requires employers, at the time such amendment takes effect, to provide employees who have attained 40 years of age or 10 years of service with certain notices and an election upon retirement to receive benefits as determined either under the plan in effect at time of retirement or under the plan in effect immediately before the plan amendment. Sets forth a formula to determine when a plan amendment adopted by a large (100 or more participants) DB plan shall be treated as wearing away accrued benefits.

Directs the Secretary of Energy to establish a research, development, and demonstration program in genetics, protein science, and computational biology of microbes and plants to support the energy and environmental mission of the Department. Provides that the program shall support individual investigators and multidisciplinary teams of investigators through competitive, merit-reviewed grants. Establishes as the program goal developing technologies and methods, based on the biological functions of microbes and plants, that: (1) can facilitate the production of fuels; (2) convert carbon dioxide to organic carbon; and (3) detoxify soils and water at DOE facilities contaminated with heavy metals and radiological materials. Requires the Secretary to: (1) transmit to Congress a research plan describing how the program will accomplish that goal; (2) contract with the National Academy of Sciences to review the plan; and (3) transmit the review to Congress along with the Secretary's response to recommendations. Prohibits the Secretary from conducting biomedical research in carrying out such program.

Energy Policy Act of 2003 - Amends Federal energy law with respect to specified areas of Federal energy policy. Provides for private development of energy resources on previously proscribed Federal lands. Amends the National Energy Conservation Policy Act and the Energy Policy and Conservation Act with respect to energy conservation, energy assistance, and energy efficiency programs, including the Energy Star programs. Alaska Natural Gas Pipeline Act of 2003 - Sets forth a statutory framework for the expedited approval, construction, and operation of an Alaska Natural Gas Transportation Project as an alternative to the framework provided in the Alaska Natural Gas Transportation Act of 1976. Instructs the President to fill the Strategic Petroleum Reserve (SPR) to full capacity. Amends the Energy Policy and Conservation Act to repeal the temporary funding and exercise of authorities governing the SPR (thus making permanent the authority to operate the SPR and other energy programs). Prescribes guidelines for the Secretary of Energy to implement a program for the recovery of unproven oil and natural gas reserves. Price-Anderson Amendments Act of 2003 - Amends the Atomic Energy Act of 1954 to extend to August 1, 2017, the authority to indemnify Nuclear Regulatory Commission (NRC) licensees, Department of Energy (DOE) contractors, and nonprofit educational institutions. Amends the Federal Power Act to set forth implementation guidelines for: (1) Federal Energy Regulatory Commission (FERC) establishment of incentive-based transmission rate treatments to promote capital investment in electric energy transmission facilities in interstate commerce; (2) the siting of interstate electrical transmission facilities; and (3) open access transmission by unregulated transmitting utilities. Creates a statutory mechanism for electric reliability standards incorporating Electric Reliability Organizations to establish and enforce reliability standards for the bulk-power system, subject to FERC review. Public Utility Holding Company Act of 2003 - Repeals the Public Utility Holding Company Act. Amends the Federal Power Act to: (1) direct FERC to promulgate market transparency rules governing sales of electric energy at wholesale in interstate commerce, or transmission services in interstate commerce; (2) prohibit round trip trading; and (3) extend FERC jurisdiction to certain interstate sales of electric energy that violate FERC rules. Requires the Federal Trade Commission to issue rules that prohibit in the absence of consumer consent: (1) the change of selection of an electric utility ("slamming"); and (2) the sale of goods and services to an electric consumer ("cramming"). Establishes a safe harbor for renewable fuels containing methyl tertiary butyl ether (MTBE) that is used for or intended as a motor vehicle fuel. Instructs the Secretary of Energy to establish a loan guarantee program for private sector construction of facilities to process and convert municipal solid waste into fuel ethanol and other commercial byproducts. Directs the Secretary of Energy to conduct energy research and development programs concerning: (1) energy efficiency; (2) distributed energy and electric energy systems; and (3) renewable, fossil, and nuclear energy. Targets the following areas for program implementation: (1) bioenergy programs; (2) renewable energy in public buildings; (3) nuclear energy research programs; (4) advanced fuel recycling technology; (5) university nuclear science and engineering support; (6) fossil energy research, including coal mining technologies; and (7) technologies for ultra-deepwater and unconventional natural gas and other petroleum resources. Provides loan guarantees for: (1) a certain coal gasification project that produces power in deregulated energy generation markets; (2) a petroleum coke gasification polygeneration project; and (3) the owner of a specified experimental plant on such terms and conditions as the Secretary of Energy determines, including interest rates and upfront payments. Outer Continental Shelf Shallow Water Deep Gas Royalty Relief Act - Instructs the Secretary of the Interior to suspend royalties under existing leases for natural gas produced from deep wells on oil and gas lease tracts in shallow waters of the Gulf of Mexico. Amends the Outer Continental Shelf Lands Act to: (1) mandate that a specified statutory bidding system be used on certain prospective oil or gas lease sales located on tracts within certain Planning Areas in the Gulf of Mexico and all tracts in a frontier area offshore Alaska; and (2) extend the royalty-suspension authority of the Secretary of the Interior to the planning areas offshore Alaska. National Geological and Geophysical Data Preservation Program Act of 2003 - Instructs the Secretary of the Interior to implement a National Geological and Geophysical Data Preservation Program. Amends the Outer Continental Shelf Lands Act, the Deepwater Port Act of 1974, and the Ocean Thermal Energy Conversion Act of 1980 to permit easements for specified activities not otherwise authorized when such activities: (1) support exploration, development, production, transportation, or storage of oil, natural gas, or other minerals; or (2) produce or support production, transportation, or transmission of energy from sources other than oil and gas. Arctic Coastal Plain Domestic Energy Security Act of 2003 - Sets forth an oil and gas leasing program for lands within the Coastal Plain. Repeals the Alaska National Interest Lands Conservation Act of 1980. Coal Leasing Amendments Act of 2003 - Amends the Mineral Leasing Act to repeal the 160-acre limitation for coal leases; (2) authorize further extension of the diligent development period for mining plans beyond the statutory forty-year maximum; and (3) prohibit requirement of financial assurance for certain coal leases. Prescribes implementation guidelines for: (1) corridor designations needed or useful for oil and gas pipelines and electricity transmission and facilities on Federal lands in specified Western States; (2) electricity transmission rights-of-way through a specified National Forest and other public lands; and (3) wind energy development projects on public lands. Energy Tax Policy Act of 2003 - Amends the Internal Revenue Code with respect to credits and deductions pertaining to energy conservation, distribution, and production. Prescribes tax treatment of corporate expatriation. Amends specified statutes relating to Federal housing mortgage insurance to increase mortgage insurance incentives for energy efficient housing.

Medicare Area Wage Index and Standardized Rate Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2004 and thereafter. Provides for an exception from current requirements for adjustment of the proportion of the diagnostic-related group (DRG) PPS rates representing hospital costs attributable to wages and wage-related costs. Declares that, for adjustments made for different area wage levels for discharges occurring in FY 2004 and thereafter for disproportionate share hospitals for which the adjustment factor established by the Secretary of Health and Human Services for the fiscal year is less than 1.0, the Secretary shall substitute for the proportion of hospital costs otherwise estimated a proportion of 62 percent.

Animal Fighting Prohibition Enforcement Act - Amends the Animal Welfare Act to increase the imprisonment penalty for animal fighting violations from one year to two years. Makes it unlawful to sell, buy, transport, or deliver in interstate or foreign commerce a knife, gaff, or other sharp instrument used in a bird-fighting venture. Revises enforcement provisions. Permits euthanasia for an animal in extreme pain. Includes the Internet or any technology as interstate instrumentality.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to Prime Minister Tony Blair of the United Kingdom in recognition of his outstanding and enduring contributions to maintaining the security of all freedom-loving nations. Requires the Secretary of the Treasury to: (1) strike such gold medal (and authorizes the Secretary to strike and sell duplicate bronze medals); and (2) deposit sums received from the sale of the bronze medals into the U.S. Mint Public Enterprise Fund.

Clean School Buses Act - Directs the Secretary of Energy to establish a pilot program for awarding grants on a competitive basis to eligible entities for the demonstration and commercial application of alternative fuel school buses and ultra-low sulfur diesel school buses. Directs the Secretary to establish a program for entering into cooperative agreements with private sector fuel cell bus developers to develop fuel cell-powered school buses, and subsequently with at least two units of local government using natural gas-powered school buses and such private sector fuel cell bus developers to demonstrate the use of fuel cell-powered school buses.

Broad-Based Stock Option Plan Transparency Act of 2003 - Directs the Securities and Exchange Commission (SEC) to require companies to include within certain mandatory reports details regarding stock option plans, stock purchase plans, and other arrangements involving employee acquisition of an equity interest in the company, including: (1) a discussion of the dilutive effect of stock option plans (written in accordance with the Plain English Handbook published by the Office of Investor Education and Assistance of the Commission); (2) expanded disclosure of the dilutive effect of employee stock options on the company's earnings per share number; (3) prominent placement and increased comparability of all stock option related information; and (4) a summary of stock options granted to the five most highly compensated executive officers, including outstanding stock options of those officers. Directs the SEC to examine and report to specified congressional committees on the effectiveness of the enhanced disclosures required by this Act in increasing transparency to current and potential investors. Prohibits the Commission, between enactment of this Act and submission of such report, from recognizing as generally accepted accounting principles any new accounting standards regarding the treatment of stock options. Directs the Secretary of Commerce to analyze and report to specified congressional committees on broad-based employee stock option plans, particularly in the high technology and any other high growth industries.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to limit the late enrollment penalty to a ten percent increase in the monthly part B premium due over a period equal to twice the number of years that the part B beneficiary could have been but was not enrolled under Medicare part B.

Reforestation Tax Act of 2003 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Allows a deduction, for qualified timber property, for reforestation expenditures and terminates current provisions allowing for the amortization of such expenditures.

Hydrogen Fuel Act of 2003, or Hydrogen Act - Amends the Spark M. Matsunaga Hydrogen Research, Development, and Demonstration Act of 1990 to authorize the Secretary of Energy to: (1) prepare a comprehensive interagency coordination plan for research, development, and demonstration programs and activities designated under such Act; and (2) conduct a program to transfer technology to the private sector in order to foster the exchange of generic, nonproprietary information and technology developed under this Act among industry, academia, and the Federal Government. Declares that the goals of the research and development program are to enable: (1) a decision by automakers by 2015 to offer affordable and technically viable hydrogen fuel cell vehicles in the mass consumer market; and (2) production and delivery to consumers of model year 2020 hydrogen fuel cell vehicles meeting specified requirements. Instructs the Secretary to conduct a research and development and demonstration programs for: (1) hydrogen infrastructure; (2) fuel cells and fuel cell technologies including hydrogen-powered fuel cell vehicles; and (3) hydrogen codes, standards, and safety protocols. Prescribes implementation guidelines. Directs the President to establish an interagency task force to: (1) address development of designated hydrogen infrastructure, fuel cells in government applications, and vehicle hydrogen fuel system integrity safety; and (2) coordinate interagency programs and activities, including information exchange. Replaces the Hydrogen Technnical Advisory Panel with the Hydrogen Technical and Fuel Cell Advisory Committee to advise the Secretary on the programs and activities under such Act. Repeals the Hydrogen Future Act of 1996.

Medicare Ambulance Payment Reform Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to payment for ambulance services to revise requirements for the establishment of a fee schedule. Directs the Secretary of Health and Human Services to establish a system for the coding of claims for ambulance services, including a code set specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service.

Remote Sensing Applications Act of 2003 - Directs the Administrator of the National Aeronautics and Space Administration to: (1) establish a program of grants for pilot projects to explore the integrated use of sources of remote sensing and other geospatial information to address State, local, regional, and tribal agency needs; (2) establish an advisory committee to monitor the program; (3) transmit to Congress an independent evaluation of program effectiveness; and (4) ensure that project results are retrievable through an Internet-accessible database. Requires the Administrator to seek opportunities to assist: (1) in the development of commercial applications potentially available from the remote sensing industry; and (2) State, local, regional, and tribal agencies in applying remote sensing and geospatial information technologies for growth management. Requires the Administrator to establish an educational outreach program to increase awareness at institutions of higher education and such agencies of the potential applications of remote sensing and geospatial information. Requires the Administrator to study the effect of remote sensing imagery costs on potential State, local, regional, and tribal agency applications.

Columbia Orbiter Memorial Act - Directs the Secretary of the Army to construct in Arlington National Cemetery, Virginia, a memorial marker honoring the seven members of the crew of the Columbia Orbiter who died on February 1, 2003, during the landing of space shuttle mission STS-107. Authorizes the Administrator of the National Aeronautics and Space Administration to: (1) accept gifts and donations for that or another memorial or monument to the crew; and (2) transfer any donations accepted to the Secretary for the Arlington National Cemetery memorial.

Latin America Military Training Review Act of 2003 - Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months. Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.

Code Adam Act - Requires each Federal building that is open to the public to have in place procedures for locating a child who is missing in that building. Requires the head of each executive agency, the Director of the Administrative Office of the United States Courts, the House Office Building Commission, and the Committee on Rules and Administration of the Senate to direct employees to assist any parent, guardian, or teacher whose child is missing in a Federal building by instituting and enforcing procedures that include: (1) obtaining a detailed description of the child and activating a "Code Adam" alert; (2) escorting the parent, teacher, or guardian to the door to help identify the child; (3) monitoring building exits; (4) requiring all persons with children to exit through a designated entrance; (5) searching the building and contacting local law enforcement if the child isn't found; (6) calling 911 and notifying the National Center for Missing and Exploited Children; and (7) preparing a report of the incident.

American Dream Downpayment Act - Amends the Cranston-Gonzalez National Affordable Housing Act to: (1) authorize the Secretary of Housing and Urban Development to make grants to participating jurisdictions for downpayment assistance to low-income, first-time home buyers; and (2) make the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 inapplicable to such assistance.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees. Sets an implementation deadline of the first open enrollment period beginning not less than 90 days following enactment.

Staffing for Adequate Fire and Emergency Response Firefighters Act of 2003 - Amends the Federal Fire Prevention and Control Act of 1974 to require the establishment of an office within the United States Fire Administration to administer the Staffing for Adequate Fire and Emergency Response (SAFER) Firefighter grant program under this Act. Authorizes the U.S. Fire Administrator to make direct four-year grants to State career, volunteer, and combination fire departments for staff increases in order to provide protection from terrorism and hazards. Specifies Federal grant contribution levels. Requires grantees to retain hired career firefighters for at least one year after grant termination. Terminates program authority ten years after enactment of this Act. Authorizes the Administrator to: (1) give preferential hiring to career firefighters where non-federal contributions exceed the minimums provided for by this Act; and (2) provide technical assistance to States, local governments, Indian tribes, and other public entities. Requires project evaluations.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Civil Rights Tax Relief Act of 2003 - Amends the Internal Revenue Code to exclude from gross income amounts received by a claimant on account of claims based on unlawful discrimination (as defined). Permits income averaging for backpay and frontpay awards received on account of such claims.

Aquatic Invasive Species Research Act - Requires the National Oceanic and Atmospheric Administration (NOAA), the Smithsonian Environmental Research Center, and the U.S. Geological Survey (Administering Agencies) to: (1) enter into a memorandum of understanding regarding the implementation of this Act; and (2) develop and conduct a marine and fresh-water research program to support efforts to assess rates and patterns of the introduction of invasive nonnative species into the Aquatic Ecosystem and efforts to detect, prevent, and eradicate them. Requires the Administering Agencies to: (1) develop standardized protocols for conducting ecological and pathway surveys of nonnative aquatic species; (2) document baseline ecological information of the aquatic ecosystem and pathways; (3) acting through NOAA, administer a program to award grants to academic institutions and other appropriate groups to develop standardized protocols and conduct marine and fresh-water research experiments; and (4) conduct laboratory and field-based marine and fresh-water research experiments on a range of taxonomic groups to identify the relationship between the introduction and establishment of nonnative aquatic species. Requires the United States Geological Survey to develop, maintain, and update a central, national database of the information and make the database widely available to the public. Requires the Administering Agencies to analyze the data collected. Makes the Invasive Species Council responsible for disseminating such information and develop a national strategy for how it will be shared with Federal, State, and local entities. Requires the Environmental Protection Agency (EPA), acting through the Office of Research and Development, to develop a grant program to fund research, development, demonstration and verification of environmentally sound, cost-effective technologies and methods to control and eradicate aquatic invasive species. Reauthorizes the ship pathway technology demonstration program. Requires the Coast Guard and the EPA to develop a research program to support implementation of ship pathway standards to prevent the introduction and spread of invasive species by ships into the Aquatic Ecosystem. Requires the National Science Foundation to establish a grant program for researchers at institutions of higher education and museums to carry our research programs in systematics and taxonomy.

National Affordable Housing Trust Fund Act of 2003 - Establishes the National Affordable Housing Trust Fund in the Treasury to promote the development, rehabilitation, and preservation of affordable and safe low-income housing through grants to States and local jurisdictions.

Federal Firefighters Fairness Act of 2003 - Amends Federal law to provide that, with regard to an employee in fire protection activities: (1) heart disease, lung disease, specified cancers and infectious diseases shall be presumed to be proximately caused by the employee's employment; (2) the disability or death of an employee in fire protection activities due to such a disease shall be presumed to result from personal injury sustained while in the performance of such employee's duty; and (3) such presumptions may be rebutted by a preponderance of the evidence.

Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal: (1) to persons, including specified individuals, who served as Sioux or Comanche Code Talkers during World War II; (2) honoring the Choctaw Code Talkers of World War I; and (3) to any other Native American member of the armed forces, identified by the Secretary of Defense, who served as a Code Talker in any foreign conflict in which the United States was involved during the 20th Century. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

Lifespan Respite Care Act of 2003 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Maternal and Child Health Bureau of the Health Resources and Services Administration, to award grants or cooperative agreements to develop State-wide lifespan respite care programs. Defines "lifespan respite care" to mean a coordinated system of accessible community-based respite care services for family caregivers regardless of the individual's age, race, ethnicity, or special need. Requires the Secretary to establish a review panel to make recommendations on applicants. Permits the use of funds for respite care services and training programs. Limits grants to five years. Directs the Secretary to provide for the establishment of a National Resource Center on Lifespan Respite Care to maintain a national database and provide training, technical assistance, and information.

National Aquatic Invasive Species Act of 2003 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to establish aquatic invasive species prevention requirements for all vessels operating in U.S. waters. Requires the Secretary of the department in which the Coast Guard is operating to promulgate regulations for ballast water management standards and certification procedures. Directs the Aquatic Invasive Species Task Force to establish a priority pathway management program that identifies those pathways that pose the highest risk for the introduction of aquatic invasive species unless further managed. Prohibits the importation of live aquatic organisms not in trade without specified screening and approval. Requires the Assistant Secretary of the Army for Civil Works, with the concurrence of the Administrator of the Environmental Protection Agency, to construct and maintain a national dispersal barrier program to prevent the spread of aquatic invasive species in U.S. waterways. Provides for expansion of the Brown Tree Snake Control Program and Aquatic Nuisance Species Program information, education, and outreach activities. Requires the Task Force to establish a national subcommittee on nutria for its control. Requires the Invasive Species Council to coordinate with the Task Force to combat aquatic invasive species. Requires the Task Force to recommend to appropriate Federal agencies additions to the list of aquatic invasive species. Requires the Task Force, the Council, and the Secretary of State to coordinate activities to ensure that international efforts to prevent and manage aquatic invasive species are coordinated with U.S. policies.

Salmon Planning Act - Requires the Secretary of Commerce (Secretary) to enter into an arrangement with the National Academy of Sciences providing for scientific analysis of Federal salmon and steelhead recovery efforts. Requires the Comptroller General of the United States to study the potential effects of partially removing the four lower Snake River dams, including those on: (1) the economy of surrounding communities; (2) water transportation; (3) irrigation; (4) energy production; and (5) the extinction of salmon and steelhead populations in Snake River. Authorizes the Secretary of the Army, acting through the Corps of Engineers, to partially remove the dams if found necessary by: (1) the Secretary to restore Snake River salmon and steelhead populations to meet obligations under the Endangered Species Act of 1973; (2) the Secretary of the Interior to meet treaty obligations to Indian tribes or other sovereign nations; or (3) the Administrator of the Environmental Protection Agency to meet requirements of the Federal Water Pollution Control Act.

Standards Development Organization Advancement Act of 2003 - Amends the National Cooperative Research and Production Act of 1993 to provide that, in any action under the antitrust laws, the conduct of a standards development organization (SDO) while engaged in a standards development activity shall be subject to a rule of reason standard. Limits the amount recoverable and attorney's fees with respect to standards development activity engaged in by an SDO. States that an SDO may, not later than 90 days after commencing activity for the purpose of developing or promulgating voluntary consensus standards or 90 days after enactment of this Act, whichever is later, file simultaneously with the Attorney General and the Commission a written notification disclosing: (1) the name and principal place of business of the SDO; and (2) documents showing the nature and scope of such activity. Allows an SDO to file additional disclosure notifications as appropriate to extend protections under this Act to standards development activities that are not covered by, or that have changed significantly since, the initial filing. Includes standards development activity within notice, disclosure, and withdrawal from notification requirements of the Act.

NASA Flexibility Act of 2003 - Amends the National Aeronautics and Space Act of 1958 to provide the Administrator of the National Aeronautics and Space Administration the authority to: (1) compensate certain excepted personnel at the basic rate payable for level III of the Executive Schedule; (2) pay recruitment, redesignation, relocation, and retention bonuses in exchange for service agreements; (3) make voluntary separation incentive payments in excess of the dollar limitation that would otherwise apply under the Homeland Security Act; (4) make term appointments and permanent conversions; (5) fix basic rates of pay for critical positions; (6) extend intergovernmental personnel act assignments; and (7) involve in demonstration projects such numbers of individuals as the Administrator determines to be appropriate (current law limits the number to 5,000). Requires the NASA Administrator: (1) before exercising any such authorities, to submit to specified congressional committees and provide to all NASA employees a written workforce plan identifying each critical need and describing how the exercise of those workforce authorities would address each such need; and (2) after six years, to report on the effectiveness of exercising such authorities. Terminates such authorities as of October 1, 2009.

Northern Rockies Ecosystem Protection Act - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Northern Continental Divide ecosystem; (2) Greater Yellowstone ecosystem; (3) Greater Salmon/Selway ecosystem; (4) Greater Cabinet/Yaak/Selkirk ecosystem; (5) Islands in the Sky Wilderness; and (6) Blackfeet Wilderness. Designates: (1) specified wild land areas as Biological Connecting Corridors to protect the life flow of the Northern Rockies Bioregion; (2) the inventoried roadless areas identified as part of the Corridors as components of the System; and (3) certain biological connecting corridors as special corridor management areas. Establishes the Hells Canyon/Chief Joseph National Park and Preserve as a National Park System unit. Repeals Federal law provisions that establish the Hells Canyon National Recreation Area. Requires the Secretary of the Interior to: (1) implement a program of ecosystem restoration in the Preserve; and (2) study the feasibility of creating a Flathead National Park and Preserve in the area generally known as the Glacier View Ranger District of the Flathead National Forest. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. Establishes the National Wildland Restoration and Recovery System and the National Wildland Recovery Corps. Requires the Secretaries of the Interior and Agriculture to assure nonexclusive access to the specified areas and corridors designated by this Act by Native Americans for traditional cultural and religious purposes.

The Adoption Tax Relief Guarantee Act - Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to make the sunset provisions inapplicable to provisions that expanded and increased the adoption credit and adoption assistance programs under the Internal Revenue Code.
