Teaching Children to Save Lives Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to State agencies to award grants to local agencies and targeted schools or school districts for cardiopulmonary resuscitation (CPR) training in targeted localities. Requires such training to use nationally recognized training courses, and to be in public schools which include students in any of grades six through 12. Requires such grants to be used to: (1) ensure, in conjunction with local efforts, that training sites have the ability to start up; and (2) foster community partnerships among public and private organizations to help provide such training.

Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Federal Judicial Fairness Act of 2001 - Repeals a Federal provision limiting salary increases for Federal judges or Supreme Court Justices to those specifically authorized by Act of Congress. Amends the Federal judicial code to make the cost of living adjustments in judicial salaries effective in the first pay period beginning on or after January 1 each year (currently, such adjustments are triggered by General Schedule adjustments). Prohibits the percentage adjustment taking effect in a calendar year, in any salary rate, from exceeding that adjustment taking effect in such year under General Schedule pay rate provisions. Increases the rate of basic pay for: (1) the Chief Justice of the United States; (2) an Associate Justice of the U.S. Supreme Court; (3) a judge of a U.S. circuit court, a district court, and the U.S. Court of International Trade; (4) a bankruptcy judge; and (5) a full-time magistrate judge.

Electronic Commerce Enhancement Act of 2001 - Requires the Director of the National Institute of Standards and Technology (NIST) to establish an Advisory Panel to report on the challenges facing small and medium-sized manufacturers and other such businesses in integrating and utilizing electronic commerce technologies and business practices. Requires the Panel's final report to the Director and specified congressional committees to include: (1) a three-year planning document for NIST's Manufacturing Extension Partnership (MEP) program in the field of electronic commerce; and (2) recommendations for NIST to address interoperability issues in electronic commerce. Requires the MEP program to: (1) establish a pilot program to assist such manufacturers and businesses in integrating and utilizing electronic commerce technologies and business practices through a competitive grants program; and (2) consult with the Panel and utilize the Panel's reports. Requires the Director to: (1) identify critical enterprise integration standards and implementation activities for major manufacturing industries; (2) report to Congress on such matters and anticipated related NIST activities for that fiscal year; and (3) submit to Congress a plan for enterprise integration for each major manufacturing industry. Requires annual plan updates for an industry until enterprise integration has been achieved.

Makes the point of order described in (2) above inapplicable to social security or Medicare reform legislation. Requires any Federal budget submitted by the President that recommends an on-budget surplus for any fiscal year that is less than the surplus of the Fund for such year to include a proposal for social security or Medicare reform legislation. Makes this Act inapplicable upon the enactment of social security and Medicare reform legislation. Defines "social security reform legislation" and "Medicare reform legislation" as a bill or joint resolution to save social security or Medicare, respectively, that specifies that it constitutes reform legislation.

States that a technician shall be considered to lose dual status upon: (1) being separated from the Selected Reserve; or (2) ceasing to hold the military grade specified for the technician position held.

Campus Fire Safety Right-to-Know Act of 2001 - Amends the Higher Education Act of 1965 to require each eligible institution participating in any program under title IV (Student Assistance) to: (1) prepare, publish, and distribute to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report which discloses specified types of information about that institution's campus fire safety standards and practices; (2) make periodic reports to the campus community on fires and false alarms that are reported to local fire departments, to aid in preventing similar occurrences; and (3) submit annually to the Secretary of Education a copy of statistics on campus occurrences of fires and false fire alarms. Directs the Secretary to: (1) review such statistics; (2) make copies available to the public; (3) identify exemplary fire safety policies, procedures, and practices, and disseminate information concerning those policies, procedures, and practices that have proven effective in the reduction of campus fires; and (4) report to the Congress analyses of the current status of fire safety systems in college and university facilities, and of the appropriate fire safety standards to apply to these facilities, as well as cost estimates and recommendations.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect State regulation of bear population or to affect the lawful hunting of bears under State law.

Amends the Trade Act of 1974 to require certification of a group of workers (including agricultural firm or subdivision workers) as eligible to apply for trade adjustment assistance under such Act if the Secretary of Labor determines that a significant number or proportion of them in the workers' firm (or subdivision) have become totally or partially separated (or threatened with total or partial separation), and either that: (1) the firm's (or subdivision's) sales or production, or both, have decreased absolutely, imports from the People's Republic of China of like or directly competitive articles have increased by reason of the extension of normal trade relations treatment, and such increase in imports contributed importantly to such workers' separation (or threat thereof) and to the decline in the firm's (or subdivision's) sales or production; or (2) there has been a shift in production by the workers' firm (or subdivision) to the People's Republic of China of articles like or directly competitive with the firm's (or subdivision's) articles by reason of such extension of normal trade relations treatment.

Limits the right to seek contribution from other parties in certain circumstances. Revises provisions regarding settlements. Establishes a liability allocation process for NPL facilities. Reauthorizes appropriations to the Hazardous Substance Superfund through FY 2007.

Bipartisan Campaign Finance Reform Act of 2001 - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit the solicitation of soft money (not subject to FECA) by political parties, increasing the contribution limit for State committees of political parties and the aggregate individual contribution limit. Prohibits a committee of a political party, after party nomination of a candidate, from making both coordinated and independent expenditures to the candidate during the election cycle. Requires a coordinated activity to be considered a contribution to the candidate and an expenditure by the candidate. Prohibits the deposit (except in escrow accounts) or negotiation of contributions from a person making aggregate contributions exceeding $200 annually by a candidate's authorized committee, unless the information required of and disclosed by the contributor is complete. Establishes: (1) time frames (with certain exceptions) for filing of statements with the Federal Election Commission (FEC) by certain persons who make aggregate disbursements exceeding $50,000 annually (of soft money) for specified Federal election activities expressing support for or opposition to a Federal office candidate or a political party; and (2) a voluntary personal funds expenditure limit of $50,000 for eligible congressional candidates. Sets forth disclaimers to affirm equal participation of eligible voters in campaigns and elections for Federal office. Establishes: (1) a clearinghouse of specified public information on political activities of foreign principals and their agents; and (2) the Independent Commission on Campaign Finance Reform. Amends the Federal criminal code to prohibit White House political fundraising. Expresses the sense of Congress on "controlling legal authority" concerning use of Federal property to raise campaign funds. Amends the Federal criminal code to establish criminal penalties for anyone who solicits or receives anything of value for providing a person with access to specified Federal property. Amends FECA to require political committees of national political parties (for use of Air Force One by the President, Vice President, or an executive department head) and candidates for Federal office (who don't already hold Federal office) to reimburse the Federal government for use of Government property for fundraising and campaign-related travel. Amends FECA to prohibit campaigns from providing cash to individuals to encourage turnout on election day (walking around money) Mandates imprisonment for certain FECA violations. Amends the Internal Revenue Code to prohibit presidential and vice presidential candidates certified to receive public financing from coordinating expenditures for issue advocacy unless the funds used are subject to FECA. Provides for expulsion of Members of the House of Representatives convicted of violating FECA's foreign national contribution prohibitions.

Fishable Waters Act of 2001 - Amends the Federal Water Pollution Control Act (the Act) to establish a program of grants to States with approved fisheries habitat protection, restoration, and enhancement programs. Permits States to designate watershed councils to carry out fisheries habitat protection, restoration, and enhancement plans. Makes projects that support or implement specific recommendations contained in a council plan eligible for financial support from a State's fisheries habitat account established pursuant to this Act. Directs the Secretary of the Interior, acting through the Director of the Fish and Wildlife Service, to establish a community fisheries habitat revitalization program to provide for assistance to State fish and wildlife agencies for projects to improve urban watersheds and public access to such watersheds in order to restore fisheries habitat or enhance fisheries uses and provide recreational opportunities. Requires States with approved programs to establish fisheries habitat accounts for providing financial support for recommended projects. Requires the Secretary, acting through the Directors of the Fish and Wildlife Service and the Geological Survey, to establish a national planning program for protection and restoration of fisheries habitat through improved floodplain management practices on major waterways. Provides for public dissemination of technical information on fisheries-related needs for instream flows. Treats Indian tribes as States for purposes of this Act. Reauthorizes appropriations for FY 2002 through 2006 under the Act for grants for: (1) nonpoint source pollution control management programs; and (2) groundwater quality protection activities to advance States toward implementation of such programs.

Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado.

Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Directs the Administrator to develop and implement a plan to increase the involvement of small communities in the regulatory review processes conducted under the Regulatory Flexibility Act of 1980, the Small Business Regulatory Enforcement Fairness Act of 1996, and title II of the Unfunded Mandates Reform Act of 1995. Directs each EPA regional office to establish a Small Town Ombudsman Office. Requires the Administrator to distribute to small communities a guide to Federal environmental requirements for small communities.

Acid Rain Control Act

Acid Rain Control Act - Directs the Administrator of the Environmental Protection Agency to establish a Nitrogen Oxide Allowance Program under which the contiguous States and the District of Columbia will be allocated allowances, beginning in 2004, to emit limited monthly amounts of nitrogen oxides. Makes it unlawful, after January 1, 2002, for: (1) the owner or operator of an affected facility to emit nitrogen oxides exceeding the amount of allowances held; or (2) any person to hold, use, or transfer such allowances, except as provided under this Act. Repeals the nitrogen oxides emission reduction program under the Clean Air Act. Imposes penalties for emissions in excess of allowances. Requires offsets of allowances in the calendar year following the one in which excess emissions occurred. Decreases the amount of sulfur dioxide authorized to be emitted under an existing allowance program for 2007 and subsequent years. Provides for regulations to: (1) protect specified regional ecosystems, including those modifying nitrogen oxide and sulfur dioxide allowance allocations; and (2) control electric utility and industrial source mercury emissions. Directs the Administrator to establish a competitive grant program to fund research related to the effects of nitrogen deposition on sensitive watersheds and coastal estuaries in the eastern United States.

Streamlined Environmental Reporting and Pollution Prevention Act of 2000 - Directs the Administrator of the Environmental Protection Agency to integrate and streamline reporting requirements. Requires the Administrator, to ensure consistency and facilitate use of the integrated reporting program, to: (1) allow each person required to submit information to the Administrator to report to one point of contact using a single electronic system or paper form and, in the case of any person subject to more than one annual reporting requirement, at one time during the year; (2) identify environmental or occupational safety or health reporting requirements that are not administered by the Administrator; (3) implement data standards and a nomenclature understandable to persons without environmental expertise; (4) consolidate reporting of information that would be required to be reported at more than one point in the same data submission; (5) provide for data formats and submission protocols that conform with public-domain standards for electronic commerce, are accessible to a majority of reporting persons, and provide for data integrity and reliability; (6) publish a document that the Administrator shall use as the framework for databases in which reported data are kept and that the Administrator shall allow other Federal agencies and governments to use; (7) establish an electronic service center to assist reporting persons; (8) provide each reporting person access to scientifically sound, publicly available information on pollution prevention technologies and practices; (9) provide protection of confidential business information; and (10) promote development of software that helps reporting persons in assembling and submitting information and receiving information on pollution prevention technologies and practices . Provides that nothing in this Act requires a person to use the integrated reporting program instead of an existing reporting method. (Sec. 4) Requires the Administrator, at the request of any Federal, State, tribal, or local agency, to coordinate the integration of reporting required under this Act with similar efforts by the agency that are consistent with this Act. Authorizes the Administrator to develop a procedure under which a person that is required to report information under laws administered by the Administrator and laws administered by a State, tribal, or local agency to report all required information through one point of contact using a single electronic system or paper form and, in the case of persons subject to more than one annual reporting requirement, at one time during the year. Directs the Administrator, to facilitate reporting by persons with facilities in more than one State, tribal, or local jurisdiction, to encourage the use of a common data format by any State, tribal, or local agency coordinating with the Administrator. (Sec. 6) Requires the Administrator to report to Congress on provisions of law that explicitly prohibit or hinder the integration of reporting and other actions required under this Act. (Sec. 7) Provides that nothing in this Act: (1) changes any provision of Federal, State, tribal, or local law or the obligation of any person to comply with any provision of law; (2) alters any person's obligation to provide information required under any reporting requirement; or (3) authorizes the Administrator to require the reporting of additional information or to eliminate the reporting of information currently required to be reported. (Sec. 8) Authorizes appropriations.
