Mississippi River National Heritage Corridor Act of 1987 - Establishes the Mississippi River National Heritage Corridor, which includes Arkansas, Illinois, Iowa, Kentucky, Louisiana, Minnesota, Mississippi, Missouri, Tennessee, and Wisconsin. Establishes the Mississippi River National Heritage Corridor Commission to prepare within two years a plan which includes an inventory and an assessment of the natural, economic, and historic resources of the Corridor. Requires the Commission to assist States within the Corridor and political subdivisions to preserve the values of the Corridor. Requires the Commission to collect and disseminate information related to the Corridor. Directs the Commission to assist in the development of the Great River Road. Requires the Commission to report biennially to the Secretary of the Interior and the chief executive officer of a Corridor State on the activities of the Commission. Directs the Secretary to assist and review the Commission in its work. Authorizes appropriations for FY 1989 through 1991.

Centers of Excellence in Geriatric Research and Training Act of 1987 - Amends the Public Health Service Act to require the Director of the National Institute on Aging to enter into cooperative agreements with and make grants to public and private nonprofit entities to pay costs of development or expansion of centers of excellence in geriatric research and training. Requires each such center to use the facilities of a single institution or be formed from a consortium. Requires centers to conduct research into the aging processes and into diagnosis and treatment related to aging, advanced training programs, programs to develop individuals capable of conducting research, and educational and training activities for students of the health professions. Requires centers to place primary emphasis on training physicians to train other physicians and students in geriatrics. Requires the Director to conduct an evaluation and report annually to the Congress. Authorizes appropriations for FY 1988 through 1990.

Directs the Secretary of Defense (the Secretary) to develop a plan for the detection, intervention, prevention, and treatment of child abuse on military installations. Requires such plan to be revised not less than one year after its initial development and not less than once every three years thereafter. Requires each plan developed, as well as each update, to be submitted to the Congress. Outlines features to be included in the plan developed under this Act, including the training of appropriate personnel on military installations in the detection, investigation, and treatment of child abuse on such installations. Directs the Secretary to consult with appropriate agencies in developing such plan. Directs the Secretary to establish a task force to make recommendations to the Secretary concerning coordination and integration of services pertaining to the detection, intervention, prevention, and treatment of child abuse in order to maximize available resources. Directs the Secretary to establish a child protection team for each military installation to provide, on a 24-hour-a-day basis, specialized diagnostic assessment, evaluation, consultation, and other supportive services as specified. Requires a child protection team for a military installation to begin an investigation of each report of child abuse on such installation within 24 hours of the time such report is received. Requires such team to begin such an investigation immediately if it appears from the report that: (1) the family concerned may flee; (2) the child will be endangered; (3) the child will be unavailable for purposes of conducting the investigation; or (4) the facts otherwise so warrant. Requires each team, in conducting such an investigation, to: (1) determine the composition of the family or household; (2) determine whether there is any indication that any child in the family or household is abused; (3) determine the immediate and long-term risk to each child if the child remains in the existing home environment; (4) determine the protective treatment and services necessary to safeguard and ensure the child's well-being and development; and (5) whenever possible, seek to interview the child concerned in a neutral setting, other than where the abuse occurred. Directs each such child protection team, within three days of receiving a child abuse report, to submit a report of child abuse to the commanding officer of the military installation involved. Directs the Secretary to designate an appropriate officer at each military installation for purposes of taking a child into protective custody, without the consent of the parents or legal guardians, if the circumstances are such that continuing the child in the child's place of residence presents an imminent danger to the child in the child's place of residence, or when circumstances indicate the need for a medical examination. Authorizes a child to be kept under such protective custody until the next regular session of the appropriate court or tribunal, or for as long as ordered by such court or tribunal. Requires any officer who takes such a child to immediately notify the commanding officer of such installation that he or she has done so. Requires such commanding officer to then: (1) initiate an investigation by the child protection team for the military installation; and (2) make every reasonable effort to notify the parents or legal guardians of the child that the child has been taken into protective custody. Requires a commanding officer to similarly notify such parents or legal guardians in the case of institutional child abuse in an institution on a military installation. Presumes a child under the age of 13 to be competent as a witness for purposes of an investigation into an offense allegedly committed against such child.

Nuclear Waste Policy Commission Act of 1987 - Prohibits any expenditures from the Nuclear Waste Fund (or any other source) for site-specific activities until the Nuclear Waste Policy Review Commission (established by this Act) has submitted a specified report to the Congress, and the Congress authorizes the resumption of such activities after reviewing the report. Establishes the Nuclear Waste Policy Review Commission and makes it responsible to the Congress. States that the Commission's function shall be to examine the Nation's progress in the disposal of high-level radioactive waste and spent nuclear fuel and to make recommendations to the Congress. Details the scope of the Commission's review. Outlines the manner in which the Commission shall administer its affairs. Requires the Commission to submit a comprehensive report to the Congress within 18 months after the date of enactment of this Act. Authorizes appropriations to implement this Act for FY 1988 through 1990.

Prohibits outlays for that year from exceeding such estimated receipts unless the Congress, by a three-fifths rollcall vote of each House, provides for a specific excess of outlays over receipts. Requires the Congress, whenever actual outlays exceed actual receipts for any fiscal year, to provide by law for the repayment of such excess in the ensuing fiscal year. Requires a three-fifths rollcall vote of each House to increase the public debt. Directs the President to submit to the Congress a proposed budget for each fiscal year in which total outlays do not exceed total receipts. Requires the approval by a majority of the total membership of each House by rollcall vote before any bill to increase revenue may become law. Waives this article for any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing, and total outlays shall include all outlays of the United States, except those for repayment of debt principal.

Entitles a bankruptcy judge or magistrate who has served at least five years to disability retirement. Provides for cost-of-living adjustments in such retirement system. Requires each bankruptcy judge or magistrate who elects an annuity under this Act to notify the Director of the Administrative Office of the United States Courts. Declares that such judge or magistrate shall not be entitled to an annuity under the civil service systems. Declares this Act applicable to service on or after October 1, 1979. Establishes transition provisions for incumbent judges and magistrates. Provides survivors' annuities for bankruptcy judges, magistrates, and incumbents. Authorizes the recall of retired bankruptcy judges and magistrates into service.

Directs the Secretary of Transportation to make available ten percent of the funds for a public-use airport to local governmental units and public agencies for noise compatibility program grants if the Secretary finds that such airport is not making reasonable progress towards development and implementation of such a program. Amends the Aviation Safety and Noise Abatement Act of 1979 to authorize the Secretary to make grants to airport operators and local governmental units to soundproof public buildings used primarily for medical or educational purposes which are adversely affected by airport noise in the noise impact area surrounding the airport.

Federal Employees Leave Act of 1987 - Directs the Office of Personnel Management to establish a program under which the annual leave of a Federal employee may be transferred to the annual leave of any other Federal employee if such other employee requires additional leave because of a personal emergency. Describes the requirements for receiving and using transferred leave and for donating annual leave. Requires agencies to establish procedures to ensure that a leave recipient is not permitted to use or receive transferred leave after the personal emergency ceases to exist. Provides for restoring unused transferred leave to leave donors on a prorated basis. Prohibits an employee from being coerced into donating, receiving, or using annual leave under the voluntary leave transfer program. Makes postal employees eligible to participate in such program. Authorizes the exclusion from such program of employees working under negotiated contracts and agencies for which such program would cause substantial disruption. Requires such program to terminate five years after its commencement. Requires the Office of Personnel Management to report to the President and the Congress on the program not later than six months before its termination. Authorizes the Office to establish general guidelines for agencies to conduct experimental programs to determine the desirability and feasibility of providing additional leave as a means of recognizing outstanding performance or other achievements by Federal employees. Terminates such experimental programs five years after the date of enactment of this Act. Requires the Office to report to the President and the Congress on such programs not later than six months after their termination.

Rural Letter Carriers Tax Simplification Act - Provides that, for taxable years beginning after 1986, rural mail carriers are permitted to compute the amount of the income tax deduction for use of their automobiles in performance of mail services: (1) by using a standard mileage rate for all miles of such use equal to 150 percent of the basic standard rate; or (2) without applying the limitation on deductions generally applicable in cases when the business use of the automobile accounts for 50 percent, or less, of its use. Prohibits the use of 150 percent of the basic standard mileage rate in determining the allowable deduction if the taxpayer claims an investment tax credit or depreciation deduction for such automobile.
