Reserve Retirement Deployment Credit Correction Act - Removes the requirement that days of active duty or active service used to reduce the minimum age at which a member of the reserves may retire for non-regular (reserve) service must occur in the same fiscal year.

Renewable Fuels Reinvestment Act - Amends the Internal Revenue Code to extend through 2015 the income and excise tax credits for alcohol used as fuel, the cellulosic biofuel producer tax credit, and the reduced credit for ethanol blenders. Amends the Harmonized Tariff Schedule of the United States to extend until 2016 the additional tariff on ethyl alcohol blends (ethanol) used as fuel.

TRICARE Dependent Coverage Extension Act - Deems the following individuals as dependents, for purposes of dependent coverage under TRICARE (a Department of Defense [DOD] managed health care program): (1) a child who has not yet attained age 26 and is not eligible to enroll in any employer-sponsored plan; or (2) a person who is in the legal custody of the covered member, has not attained age 26, is not eligible to enroll in any employer-sponsored plan, resides with the member, is not otherwise a dependent under TRICARE, and is not the child of another covered beneficiary. Requires a premium payment for such coverage.

Spending Reduction Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish nonsecurity discretionary category spending limits (spending caps) for FY2011-FY2015. Defines "nonsecurity discretionary category" as all discretionary appropriations except budget accounts within major functional category (050) National Defense, (150) International Affairs, (700) Veterans Benefits and Services, and the National Nuclear Security Administration (NNSA) within major functional category (270) Energy, and any appropriations for the Department of Homeland Security (DHS). Repeals the termination date for Pay-As-You-Go (PAYGO) enforcement mechanisms under such Act (thus making them permanent). Declares that, if for any fiscal year, legislation making appropriations for discretionary accounts includes a designation for emergency requirements, such measure may not be considered in either chamber as passed or agreed to unless by a vote of at least two-thirds of the Members.

Forecast for the Future Act of 2010 - Requires the President's budget to Congress to include a detailed, separate analysis and display, by budget function, agency, and program, of the net present value of future costs of each entitlement program for the fiscal year for which the budget is submitted and each of the four ensuing fiscal years. Amends the Congressional Budget Act of 1974 (CBA) to require concurrent budget resolutions to include, for display purposes only and for each entitlement program, the net present value of the future costs of the program over a 75-year time frame. Directs the congressional budget committees to hold hearings in each Congress with a goal of developing a plan to restore the government to a sustainable long-term fiscal path. Requires the Director of the Office of Management and Budget (OMB) to submit to the President and Congress a report listing: (1) the fiscal exposures of the government; and (2) the net present value of the future costs of the program over a 75-year time frame. Amends the CBA to require the Director of the Congressional Budget Office (CBO) to submit a similar report to Congress.

Encourages: (1) efforts to increase access to clinical and community-based preventive services and to strengthen the nation's public health system; (2) community designers to take into consideration health implications of planning decisions and to build communities and transportation systems that enable all residents access to safe, affordable housing, nutritious foods, clean air and water, public transportation, safe sidewalks and streets, and health services; and (3) the people of the United States to learn about the role of public health in improving the nation's health.

Community Airport Access and Protection Act of 2010 - Allows sponsors of general aviation airports to enter into agreements granting persons owning property adjacent to the airport through-the-fence access for aircraft located on their property. Declares that sponsors who make such agreements shall not be ineligible for airport improvement project grant funds conditioned on general assurances on airport uses.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Aviation Jobs Outsourcing Prevention Act - Requires a domestic or a foreign air carrier to file with the Secretary of Transportation any agreement, a request to discuss cooperative arrangements, or a modification or cancellation of an agreement between the domestic or foreign air carrier and another air carrier, a foreign carrier, or another carrier. Requires the Secretary to disapprove or, after periodic review, end approval of, an agreement, a request to discuss cooperative arrangements, or a modification that provides for or permits the sharing or pooling of revenue or profits between participating carriers earned in covered operations, unless the Secretary finds that each participating air carrier's share of the pooled revenue or pooled profits (whichever is greater) contributed by covered operations in any consecutive 12-month period does not exceed 130% of the participating carrier's share of pooled available seat miles (ASMs) in covered operations during the period.

Achievements of the GI Bill Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single gold medal in honor of the recipients of assistance under the Servicemen's Readjustment Act of 1944 (commonly known as the GI Bill of Rights), in recognition of their great contributions in both their military and civilian life, and the contributions of Harry W. Colmery in initiating actions which led to the enactment of that Act. Requires the medal, following its award, to be given to the Smithsonian Institution for display. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at appropriate locations selected by the Secretaries of Veterans Affairs (VA), Defense (DOD), or Education.

Medicare Prescription Drug Price Negotiation Act of 2010 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to negotiate with pharmaceutical manufacturers the prices that may be charged to Medicare part D prescription drug plan (PDP) sponsors and MedicareAdvantage (MA) organizations for covered part D drugs for part D eligible individuals who are enrolled under a PDP or under an MA-Prescription Drug (MA-PD) plan.

Taking Responsibility For Congressional Pay Act - Reduces the rate of basic pay for each Member of Congress by 5%, rounded to the nearest multiple of $100 (or, if midway between multiples of $100, to the next higher multiple of $100). Declares that such adjustment shall be in lieu of any adjustment which (but for this Act) might otherwise take effect in 2011.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Transparency in All Health Care Pricing Act of 2010 - Requires any and all individuals or business entities, including physicians, pharmacies, pharmaceutical manufactures, and insurance entities, that offer or furnish health care related items, products, services, or procedures for sale to the public to publicly disclose, on a continuous basis, all prices for such items, products, services, or procedures. Authorizes the Secretary of Health and Human Services (HHS) to: (1) investigate any individuals or business entities that fail to comply with the requirements of this Act; and (2) impose civil fines, or other civil penalties, as appropriate.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Renewable Fuel Pipeline Act of 2010 - Amends the Energy Policy Act of 2005 to allow federally-guaranteed loans for renewable fuel pipelines in amounts equal to 80% of the project cost of the facility that is the subject of the guarantee, as estimated at the time the guarantee is issued. Defines "renewable fuel" to mean fuel that: (1) is produced from renewable biomass and that is used to replace or reduce the quantity of fossil fuel present in a transportation fuel; and (2) includes ethanol and biodiesel.

Travel Restriction Reform and Export Enhancement Act - Prohibits the President from: (1) regulating or prohibiting travel to or from Cuba by U.S. citizens or lawful permanent residents or any transactions incident to such travel; and (2) restricting direct transfers from a Cuban financial institution to a U.S. financial institution executed in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. States that: (1) any regulation restricting or prohibiting such Cuban travel shall have no effect; and (2) such prohibition shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. citizens or legal residents. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to define "payment of cash in advance" as the payment by the purchaser of an agricultural commodity or product and the receipt of such payment by the seller prior to: (1) the transfer of title of such commodity or product to the purchaser; and (2) the release of control of such commodity or product to the purchaser.

National Discovery Trails Act of 2010 - Amends the National Trails System Act to establish national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on federal lands and, with the consent of the owner, on non-federal lands. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado. Sets forth requirements for designation as a national discovery trail. Requires the appropriate Secretary for each national discovery trail to: (1) administer the trail in cooperation with a competent trailwide volunteer-based organization; and (2) submit a comprehensive plan for the protection, management, development, and use of such trail.

Veterans Access to Care Act - Amends the Public Health Service Act to designate medical facilities of the Department of Veterans Affairs (VA) as health professional shortage areas. Requires, for eligibility to participate in the National Health Service Corps Scholarship Program and the National Health Service Corps Loan Repayment Program, that an individual not be participating in the VA's Health Professionals Educational Assistance Program. Directs the Secretary of Health and Human Services (HHS), in carrying out the National Health Service Corps Program, to consult with the Secretary of Veterans Affairs regarding health professional shortage areas that are VA medical facilities.

Healthy Start Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to deliver commodity assistance to states for their school breakfast programs. (Currently, commodity assistance is delivered to states for their school lunch programs.) Sets forth the formula for determining the amount of such assistance to be provided to each state for its school breakfast program.

Health Insurance Industry Fair Competition Act - Amends the McCarran-Ferguson Act to provide that nothing in that Act shall modify, impair, or supersede the operation of any of the antitrust laws with respect to the business of health insurance. Applies prohibitions against using unfair methods of competition to the business of health insurance without regard to whether such business is carried on for profit.

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.

Metropolitan Medical Response System Program Act of 2010 - Amends the Homeland Security Act of 2002 to establish within the Department of Homeland Security (DHS) a Metropolitan Medical Response System Program to support state and local jurisdictions in preparing for and maintaining all-hazards response capabilities to manage public health and mass casualty incidents resulting from natural and man-made disasters, terrorist acts, and epidemic disease outbreaks, by systematically enhancing and integrating first responders, public health personnel, emergency management personnel, and other participants in mass casualty management. (Repeals provisions of the Post-Katrina Management Reform Act of 2006 regarding a Metropolitan Medical Response Program.) Directs the Assistant Secretary, Office of Health Affairs, to develop programmatic and policy guidance for the Program in coordination with the Administrator of the Federal Emergency Management Agency (FEMA). Authorizes the Secretary, through the Administrator, to enter in contracts with local jurisdictions to assist in preparing for and responding to mass casualty incidents. Authorizes the use of contracts to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Sets forth eligibility requirements. Encourages local jurisdictions receiving assistance under the Program to develop and maintain memoranda of understanding and agreement with neighboring jurisdictions to support a system of mutual aid among the jurisdictions. Requires the Administrator: (1) in coordination with the Assistant Secretary, Office of Health Affairs, and a National Metropolitan Medical Response System Working Group, to issue performance measures for each local jurisdiction that enters a contract under this Act; and (2) together with the Assistant Secretary and the Working Group, to conduct a review of the Program.

Amends the Clean Air Act to exclude from the definition of "air pollutant" any of the following solely on the basis of its effect on global climate change: carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride. Prohibits the Administrator of the Environmental Protection Agency (EPA) from implementing activities relating to the inclusion of international indirect land use change in the implementation of the renewable fuel program. Excludes indirect emissions from international land use changes from the definition of lifecycle greenhouse gas (GHG) emissions. Requires the Administrator and the Secretary of Agriculture (currently, the Administrator) to determine the aggregate quantity of GHG emissions in liefecycyle GHG emissions related to the full fuel lifecycle. Amends the Clean Air Act to redefine "renewable biomass" as: (1) materials, pre-commercial thinnings, or invasive species from certain National Forest System land and public lands that are byproducts of preventive treatments that are removed to reduce hazardous fuels, reduce or contain disease or insect infestation, or restore ecosystem health, that would not otherwise be used for higher-value products, and that are harvested in accordance with specified requirements for old-growth forests and large tree retention; or (2) any organic matter that is available on a renewable or recurring basis from nonfederal land or land belonging to an Indian or Indian tribe that is held in trust by the United States or subject to a restriction against alienation imposed by the United States, including specified renewable plant material and waste material.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management (OPM) to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense [DOD] managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Technology Bill of Rights for the Blind Act of 2010 - Directs the Secretary of Commerce to study and report to Congress on methods by which blind consumers can gain nonvisual access to consumer electronic devices, electronic kiosks, home appliances, or office technology devices. Requires the Secretary to promulgate a minimum nonvisual access standard for each type of covered device that will ensure nonvisual access to such device by blind consumers. Applies a minimum nonvisual access standard to a covered device that is manufactured after the date that is two years after the date on which such standard is promulgated. Directs the Secretary to establish an Office of Nonvisual Access Compliance to assist the Secretary, educate manufacturers, and conduct investigations. Imposes civil penalties in certain circumstances. Allows civil suits by blind consumers against manufacturers for monetary damages and equitable relief. Allows punitive damages for willful or repeated violations. Prohibits construing this Act to limit the rights of blind or low-vision individuals.

Constitutional Amendment - Prohibits corporations or labor organizations from using any of their operating funds or any other funds from their general treasuries to make any payment for any advertisement in connection with a campaign for election for federal office, without regard to whether or not the advertisement expressly advocates the election or defeat of a specified candidate in the election.

Amends the Servicemembers Civil Relief Act to provide for the protection of child custody arrangements for parents who are members deployed in support of a contingency operation. States that if a motion for change of custody of a child of such a member is filed while the member is so deployed, no court may enter an order modifying or amending a previous child custody judgment, except if the court finds that it is in the best interest of the child. Prohibits any court from considering a member's absence due to deployment, or possible deployment, in support of a contingency operation in determining the best interest of the child.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.
