Mandatory Price Reporting Act of 2010 - Amends the Agricultural Marketing Act of 1946 to: (1) extend reporting requirements for livestock daily markets through September 30, 2015; (2) establish mandatory reporting for wholesale pork cuts; and (3) direct the Secretary of Agriculture (USDA) to establish, and implement within one year, an electronic price reporting system for dairy products.

Amends the Patient Protection and Affordable Care Act to require the Secretary of Health and Human Services (HHS) to offer through Exchanges a health benefits plan (public health insurance option) that ensures choice, competition, and stability of affordable, high-quality coverage throughout the United States. Declares that the Secretary's primary responsibility is to create a low-cost plan without compromising quality or access to care. Sets forth provisions related to the establishment and governance of the public health insurance option, including that such plan: (1) may be made available only through Exchanges; (2) must comply with requirements applicable to other health benefits plans offered through such Exchanges, including requirements related to benefits, benefit levels, provider networks, notices, consumer protections, and cost sharing; and (3) must offer bronze, silver, and gold plan levels. Requires the Secretary to: (1) establish an office of the ombudsman for the public health insurance option; (2) collect such data as may be required to establish premiums and payment rates; (3) establish geographically adjusted premiums at a level sufficient to fully finance the costs of the health benefits provided and administrative costs related to the operation of the plan; and (4) establish payment rates and provide for greater payment rates for the first three years. Requires repayment of start-up costs for the public health insurance option. Authorizes the Secretary to utilize innovative payment mechanisms and policies to determine payments for items and services under the public health insurance option.

Simplifying the Ambiguous Law, Keeping Everyone Reliably Safe Act of 2010 or the STALKERS Act of 2010 - Amends the federal criminal code to revise the definition of the crime of stalking and extend criminal penalties for such crime to anyone who, with intent to kill, physically injure, harass, or intimidate a person, engages in any conduct in or affecting interstate or foreign commerce or in the special maritime and territorial jurisdiction of the United States that: (1) causes or attempts to cause bodily injury or serious emotional distress; or (2) occurs in circumstances where the conduct would be reasonably expected to cause emotional distress. Increases penalties for such crime if: (1) the offense involves conduct in violation of a protection order; or (2) the victim of the offense is under the age of 18. Requires the annual report of the Attorney General to include an evaluation of efforts to enforce laws relating to stalking and to identify and describe elements of such efforts that constitute the best practices for the enforcement of such laws.

Rating and Processing Individuals' Disability Claims Act or the RAPID Claims Act - Requires the Secretary of Veterans Affairs (VA), if a veteran's claim is submitted that is determined to be a fully developed claim, to provide: (1) the claimant with the opportunity to waive any claim development period with respect to such claim; and (2) expeditious treatment to such claim. Provides that: (1) if a person notifies the Secretary of the intention to submit a fully developed claim and does so within a one-year period thereafter, the Secretary shall provide expeditious treatment to the claim; and (2) if the Secretary determines that a claim submitted as fully developed is not fully developed, the Secretary shall notify such person within 30 days of the information and evidence required to fully develop the claim. Requires the Secretary, when denying a benefit, to notify the claimant of any form or application required to appeal such decision.

Firearms Excise Tax Improvement Act of 2010 - Amends the Internal Revenue Code to require: (1) excise taxes on recreational equipment to be due and payable on the date for filing the return for such taxes (i.e., quarterly); and (2) the Secretary of the Treasury to assess and collect, in the same manner as delinquent taxes are assessed and collected, mandatory orders of restitution for victims of crime.

Oil Spill Responsibility Act of 2010 - Finds that BP p.l.c. (BP) confessed under oath before Congress to being the responsible party for the discharge of oil in the Gulf of Mexico resulting from the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Requires BP immediately to pay the United States $25 billion as partial compensation for removal costs and damages for which BP is liable. States that a specified limitation on damages under the Oil Pollution Act of 1990 shall not apply with respect to the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Prohibits the construction of this Act as limiting the liability of BP for such amount. Requires amounts paid by BP under this Act to be deposited into a separate account in the Treasury and made available to the Secretary of the Interior to reimburse any person for removal costs and damages incurred as a result of the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon.

Reduce Unnecessary Spending Act of 2010 - Amends the Impoundment Control Act of 1974 (ICA) to require the Office of Management and Budget (OMB) to transmit, within 45 days of a congressional session after the enactment of the funding in question, a message to Congress with specified information requesting any rescission the President proposes under the procedures in this Act. Prescribes requirements for timing and packaging of rescission requests. Authorizes OMB, subject to a specified time limit, to withhold funding from obligation temporarily if the President proposes a rescission. Prohibits the President from invoking such expedited procedures or such authority to withhold funding on more than one occasion for any Act providing funding. Sets forth procedures for expedited congressional consideration of proposed rescissions. States that, if budget authority or funding is rescinded under the ICA, the amount so rescinded shall revert to the fund whence it came (general fund, trust fund, special fund, revolving fund, and so on as applicable), except to the extent legislation specifies otherwise.

Veteran Employment Transition Act of 2010 - Amends the Internal Revenue Code to revise the definition of "qualified veteran" for purposes of the work opportunity tax credit to mean recently discharged veterans and disadvantaged veterans. Defines "recently discharged veteran" to mean: (1) any individual who has served on active duty (other than active duty for training) in the Armed Forces for more than 180 total days (whether consecutive or not); (2) any individual who has been discharged or released from active duty for a service-connected disability; and (3) any member of the National Guard who has served for more than 180 total days (whether consecutive or not) in active duty, full-time National Guard duty, or duty in state status. Defines "disadvantaged veteran" as any veteran who is certified as being a member of a family receiving assistance under a supplemental nutrition assistance program and is entitled to compensation for a service-connected disability. Requires the Department of Defense (DOD) and the National Guard to inform military personnel who are discharged or released from active duty of the work opportunity tax credit and provide them with documentation relating to eligibility for and use of such credit.

Recognizes the historical importance of the 60th anniversary of the outbreak of the Korean War, which began on June 25, 1950. Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

Preventing Waste, Fraud, and Abuse Act of 2010 - Requires the Attorney General, the Commissioner of Social Security, and the Secretaries of Health and Human Services (HHS), Labor, and the Treasury (agency head), in consultation with the Director of the Office of Management and Budget (OMB), to: (1) identify existing federal laws and regulations that may impede the ability to decrease waste, fraud, and abuse of funds appropriated to their agencies; and (2) develop appropriate performance metrics to measure success in decreasing waste, fraud, and abuse. Directs each agency head, in developing performance metrics, to: (1) ensure that such metrics accurately demonstrate the effectiveness of specified programs and activities in decreasing waste, fraud, and abuse; (2) provide estimates for points of diminishing returns on the funds provided under this Act to increase program integrity efforts; (3) identify optimal baselines for each of the metrics developed and appropriate methods to measure variations from such baselines; and (4) set performance targets for each of FY2012-FY2020. Requires each agency head to make appropriate accommodations for innovation and development to address the program integrity efforts for programs and activities identified by this Act. Requires: (1) each agency head to submit an interim and final report to Congress at specified intervals and to publish in the Federal Register and make available on the agency website the performance metrics set forth in the final report; and (2) the Director of OMB to report annually measuring success in decreasing waste, fraud, and abuse of funds appropriated to an agency.

Tax Information for New Fiscal Oversight Act of 2010 - Directs the Joint Committee on Taxation, beginning with its 2011 annual tax expenditure report, to: (1) analyze each tax expenditure identified in such report for its equity, efficiency, and ease of administration; and (2) reflect in such report the aggregate annual revenue lost due to such tax expenditures.

Universal College Credit Act - Amends the Internal Revenue Code to allow a tax credit up to $5,000 annually for the qualified tuition and related expenses of an individual taxpayer, a taxpayer's spouse, or dependents for instruction at an institution of higher education. Allows such credit for four years of undergraduate education expenses and six years of graduate or professional education expenses. Excludes expenses for courses involving sports, games, or hobbies (unless part of a degree program) and expenses unrelated to an academic program (e.g., student activity fees, athletic fees, or insurance expenses).

Combat Illegal Immigration Through Employment Verification Act - Amends the Immigration and Nationality Act to make employment of unauthorized aliens unlawful. Sets forth provisions respecting: (1) employer document verification requirements; and (2) employment authorization and/or identity documents. Sets forth employment eligibility verification system (EEVS) provisions. Amends the Internal Revenue Code to: (1) provide for the disclosure of certain taxpayer identity information to the Department of Homeland Security (DHS) to assist in immigration enforcement; and (2) increase specified penalties for employer failure to provide correct information returns. Directs the Secretary of the Treasury to establish within the Criminal Investigation office of the Internal Revenue Service (IRS) a unit to investigate tax-related violations related to the employment of unauthorized aliens. Sets forth IRS and Social Security Administration (SSA) immigration-related enforcement provisions. Provides for increases in worksite enforcement and immigration fraud detection personnel.

Homeowner Tax Assistance Act - Amends the Internal Revenue Code to: (1) increase by 25% the allowable tax deduction for mortgage interest on a principal residence until 2014; and (2) waive the requirement to repay credit amounts under the first-time homebuyer tax credit for residences purchased on or after April 9, 2008.

Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, transporting for legitimate purposes, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Declares that nothing in such prohibitions shall be construed to prohibit the District from regulating the carrying of firearms by a person, either concealed or openly, other than at the person's dwelling place, place of business, or on other land possessed by the person. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or can be readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes also the frame or receiver of any such firearm, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a firearm into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; and (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Permits a licensed firearms dealer to sell or transfer ammunition, excluding restricted pistol bullets, to persons not otherwise prohibited from possessing or receiving ammunition. Declares that, in the case of a sale or transfer of a handgun to a District resident, a federally licensed importer, manufacturer, or dealer of firearms in Maryland or Virginia shall be treated as a dealer licensed under this Act if: (1) the transferee meets in person with the transferor to accomplish the transfer; and (2) the sale, delivery, and receipt fully comply with the legal conditions of sale in both the District and the jurisdiction in which the transfer occurs. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same gauge or caliber as such ammunition. (In effect, repeals the handgun ammunition ban.) Repeals the requirement that firearms in the possession of individuals (other than law enforcement personnel) must be kept unloaded, disassembled, or with the trigger locked, unless the firearm is kept at an individual's place of business, or while being used for lawful recreational purposes within the District . Continues current criminal penalties for allowing access of a minor (under age 16) to loaded firearms, except in specified circumstances. Repeals increased penalties for violations of the prohibition against allowing access of a minor to loaded firearms if injury or death results to the minor or another person. Requires the U.S. attorney, however, to consider both the extent of the minor's injuries and the effect of the minor's injury or death on both of the minor's parents when deciding whether to file charges. Prohibits any prosecution in such circumstances unless the person who committed the violation behaved in a grossly negligent manner, or unless similarly egregious circumstances exist. Eliminates criminal penalties for possessing an unregistered firearm. Amends the District of Columbia Code to: (1) allow private persons or entities owning property in the District to prohibit or restrict the possession of firearms on their property (other than authorized law enforcement personnel or lessees occupying residential or business premises); (2) prohibit unauthorized carrying of rifles or shotguns in the District; (3) authorize certain individuals to carry firearms in certain places and for certain purposes; (4) prescribe requirements for lawful transportation of firearms; and (5) prohibit the use of toy and antique pistols to commit a violent or dangerous crime. Authorizes the District of Columbia to prohibit or restrict the possession of firearms (except to lessees occupying residential or business premises) within any building or structure under its control, or in any area of it, which has implemented security measures to identify and exclude unauthorized or hazardous persons or articles. Amends the Office of Administrative Hearings Establishment Act of 2001 to grant jurisdiction to the Office of Administrative Hearings to hear cases pertaining to denial or revocation of firearm dealer licenses. Repeals the Firearms Registration Amendment Act of 2008 and the Inoperable Pistol Amendment Act of 2008. Restores and revives any provision of law amended or repealed by such Acts as if such Acts had not been enacted into law.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Security in Energy and Manufacturing Act of 2010 or the SEAM Act of 2010 - Amends the Internal Revenue Code to expand the qualifying advanced energy project credit by allocating in 2010 $5 billion of grants or tax credit amounts to manufacturers of goods and components (other than for assembly of components) in the United States that are used in alternative energy projects.

Fitness for Life Act - Authorizes the Secretary of Education to make competitive, renewable four-year grants to ten institutions of higher education (IHEs) for the expansion of their master's degree in physical education programs. Requires IHEs to use the grant funds to: (1) teach students to incorporate technology and innovative teaching practices into physical education instruction and encourage children to be more physically active outside the classroom; (2) develop program curricula that link practice and theory; (3) partner with local educational agencies (LEAs) that serve schools where their students are to serve as full-time student teachers and most of their instruction is to occur; (4) extend their programs into the communities served by their partner LEAs; (5) actively promote their programs to prospective students; and (6) engage in such other activities the Secretary requires. Directs the Secretary, in developing the grant program, to consult with an IHE that for the past five years has: (1) offered a master's degree in physical education program that emphasizes the incorporation of technology into physical education instruction; and (2) partnered with an LEA that serves schools in which its master's degree candidates serve as student teachers.

Home Health Care Planning Improvement Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Targeted Deficit Reduction Act of 2010 - Amends the Congressional Budget Act of 1974 to require each budget resolution for FY2011-FY2020 to include reconciliation directives to reduce the deficit to achieve the following goals: (1) primary budget balance by FY2015; (2) full budget balance by FY2020; and (3) a debt-to-gross domestic product (GDP) ratio of 60% by FY2020. Requires any committee that receives such reconciliation directives to be ordered to report a reconciliation bill within 45 calendar days after adoption of such budget resolution. Requires the Director of the Congressional Budget Office (CBO), on or before February 15 of each year through 2019, to report to the congressional budget committees a target deficit reduction, for the fiscal year commencing on October 1 of that year, necessary to achieve the applicable goals and the anticipated glide path for each such fiscal year until FY2020.
