Requires, beginning with FY2010, a two-fiscal-year budget authority for the following accounts of the Department of Veterans Affairs (VA): (1) Medical Services; (2) Medical Administration; and (3) Medical Facilities. Requires the Comptroller General to conduct a study on the adequacy and accuracy of VA baseline model projections for health care expenditures.

Establishes the World War I Centennial Commission to: (1) plan, develop, and execute programs, projects, and activities to commemorate the centennial of World War I; (2) encourage private organizations and state and local governments to organize and participate in such activities; (3) facilitate and coordinate such activities throughout the United States; and (4) serve as a clearinghouse for the collection and dissemination of information about centennial events and plans.

Freedom of Religious Expression in the Home Act of 2008 - Amends the Fair Housing Act with respect to discrimination in the sale or rental of housing and other prohibited practices. Makes it unlawful to establish a rule or policy that prevents a person from displaying, on the basis of that person's religious belief, a religious symbol, object, or sign on the door, doorpost, entrance, or otherwise on the exterior of that person's dwelling, or that is visible from the exterior of that dwelling, unless the rule or policy is reasonable and is necessary to prevent significant damage to property, physical harm to persons, a public nuisance, or similar undue hardship.

Rural Hospital Assistance Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act with respect to the additional inpatient hospital service payment (payment adjustment) for low-volume hospitals (usually meaning a "subsection (d) hospital" located more than 25 road miles from another subsection (d) hospital and having less than 800 discharges during the fiscal year.) Redefines low-volume hospital, for discharges occurring during FY2009 only, as a "subsection (d) hospital" located more than 15 (instead of 25) road miles from another "subsection (d) hospital" and having less than 1,500 (instead of 800) discharges of individuals entitled to, or enrolled for, Medicare part A (Hospital Insurance) benefits ("tweeners,'' or hospitals too large to be critical access hospitals, but too small to be financially viable under the Medicare hospital prospective payment system (PPS)). Revises, for FY2009 only, the temporary applicable percentage in the formula for determining the payment adjustment for such hospitals. Requires the use of the non-wage adjusted prospective payment rate (PPS) rate during FY2009 under the Medicare-dependent hospital (MDH) program. Prescribes requirements for hospitals to qualify for a Medicare hospital exception to the prohibition on certain physician referrals to hospitals in which such physicians have an ownership or investment interest in the entity. (Eliminates the Medicare hospital exception for physician-owned hospitals, but provides a limited exception for existing facilities.)

Amends the Food, Conservation, and Energy Act of 2008 to exempt from the prohibition on receiving direct payments, counter-cyclical payments, or average crop revenue election payments when the sum of a farm's base acres is 10 acres or less: (1) a farm owned by a socially disadvantaged or limited resource farmer or rancher; or (2) a producer whose aggregate total base acres of all farms are greater than 10 acres, including farms owned by a producer or operated by a producer with the owner's concurrence, including farms operated under a crop-share lease arrangement. Permits a producer to reconstitute any farms to exceed the 10 base acre minimum through consolidation of the farms' base acreage.

Home Health Care Planning Improvement Act of 2008 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner; (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law; (3) a certified nurse-midwife; or (4) a physician assistant under a physician's supervision.

Incumbent Worker Development Act of 2008 - Requires the Secretary of Labor to establish a program of grants to states to assist employers to provide incumbent worker training to enhance the knowledge and skills of an employee in order to improve his or her job performance.

Biofuels Pipeline Act of 2008 - Amends the Internal Revenue Code to modify the definition of qualifying income for publicly traded partnerships to include income and gains from the transportation, storage, or marketing of any fuel which meets certain registration requirements for fuels and fuel additives established by the Environmental Protection Agency (EPA) under the Clean Air Act.

National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.

Guaranteed Benefits for Our Troops Act - Directs the Secretary of the military department concerned to provide uncharged leave or a monetary benefit to any member or former member of the Armed Forces who, on any day beginning on January 19, 2007, and ending on the date of implementation of the Post-Deployment/Mobilization Respite Absence program, would have qualified for a day of administrative absence under such program had it been in effect. Makes such benefit: (1) an amount not to exceed $200 for each day, in the case of a former member; and (2) either one day of administrative absence or an amount not to exceed $200, in the case of a current member. Excludes from such benefit any members discharged or released under other than honorable conditions. Sets at 40 the maximum number of days for which such benefit may be provided.

Midwest Schools Disaster Recovery Act - Authorizes the Secretary of Education to make payments to Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, and Wisconsin to enable such states to assist their local educational agencies (LEAs) in recovering from the severe storms and flooding that hit the Midwest during the months of May and June, 2008. Protects such LEAs, that serve major disaster areas due to those storms and floods, from experiencing a FY2009 reduction of school improvement funds under part A of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965. Authorizes the Secretary to waive or modify the application of maintenance of effort and cost-sharing conditions on the receipt of educational funding by entities in states affected by such disaster. Directs the Secretary to provide: (1) temporary emergency Impact Aid to states and, through them, to LEAs and Indian schools to enable such LEAs and schools to instruct students displaced by such disaster; and (2) assistance, consistent with the McKinney-Vento Homeless Assistance Act, to LEAs serving students rendered homeless by such disaster. Terminates this Act's programs on August 1, 2009.

Renewable Fuel Pipelines Act of 2008 - Amends the Energy Policy Act of 2005 to allow federally-guaranteed loans for renewable fuel pipeline construction without regard to whether an appropriation for the cost has been made. Includes ethanol and biodiesel as renewable fuel. Allows a maximum guarantee by the Secretary of Energy of 90% of the project cost and more than one guarantee for a project (as long as the total guaranteed amount does not exceed 90%). Sets forth factors to be considered in guarantee determinations, including volume and quality of fuel, size of markets served, experience of the entity working with renewable fuel, and associated storage, production, and terminal facilities. Expresses the sense of Congress concerning appropriations for such guarantees. Directs the Secretary to publish a final rule for carrying out the loan guarantee program (or modify existing applicable rules and regulations in accordance with this Act).

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or is readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes the frame or receiver of any such weapon, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a weapon into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred; and (3) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same guage or caliber as such ammunition. Eliminates criminal penalties for possessing an unregistered firearm. Amends federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person. Amends the federal criminal code to make it lawful for any licensed importer, licensed manufacturer, licensed dealer, or licensed collector to sell or deliver a handgun to a District resident if such individual is licensed in Maryland or Virginia to do so.

Disaster Response, Recovery and Mitigation Enhancement Act of 2008 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) require the President to award financial assistance under the pre-disaster hazard mitigation program on a competitive basis; and (2) authorize continuing appropriations for such program through FY2011. Requires: (1) the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to modernize and implement the integrated U.S. public alert and warning system; and (2) the Administrator to establish an Integrated Public Alert and Warning System Advisory Committee. Makes temporary FEMA employees hired in the aftermath of a disaster eligible to enroll in the Federal Employees Health Benefits Plan. Authorizes the President to transfer excess materials, supplies, or equipment acquired for response or recovery efforts in connection with a major disaster or emergency to a state, local government, or relief organization to assist victims of other major disasters, emergencies, or incidents. Directs the Administrator to: (1) continue to administer the National Urban Search and Rescue Response System; (2) provide for a national network of standardized search and rescue resources; (3) designate task forces to participate in the System and determine participation criteria; and (4) enter into annual preparedness cooperative agreements with sponsoring agencies. Provides for the establishment of a Disaster Relief Fund. Authorizes the President to: (1) increase disaster mitigation assistance to states that are actively enforcing approved building codes; and (2) provide temporary assistance in the form of mortgage or rental payments for individuals and families who, because of financial hardship caused by a major disaster, are at imminent risk of dispossession or eviction from a residence. Authorizes FEMA to rescue and shelter animals during disasters and emergencies. Authorizes the Administrator to: (1) continue to administer the Citizen Corps and the Community Emergency Response Team Program; and (2) make grants for implementation of the Emergency Management Assistance Compact.

Veteran Voting Support Act - Directs the Secretary of Veterans Affairs to permit a state to designate facilities of the Department of Veterans Affairs (VA) located in the state as voter registration agencies under the National Voter Registration Act of 1993. Requires any VA facility designated as a voter registration agency to: (1) provide information relating to the opportunity to request an absentee ballot; (2) make available absentee ballot applications and absentee ballots upon request, as well as assistance in completing them; and (3) work with local election officials to ensure the proper delivery of such applications and ballots. Directs the Secretary to permit a meaningful opportunity for nonpartisan organizations to provide voter registration information and assistance at VA facilities. Prohibits the Secretary from banning any election administration official, whether state or local, party-affiliated or non-party affiliated, or elected or appointed, from providing nonpartisan voting information to veterans at any VA facility. Directs the Secretary to provide reasonable access to VA facilities to state and local election officials for the purpose of providing nonpartisan voter registration services to individuals.

Directs the Secretary of Transportation to terminate, by September 6, 2008, the one-year cross-border pilot project started on September 6, 2007, as part of the Federal Motor Carrier Safety Administration's implementation of the North American Free Trade Agreement (NAFTA) cross-border trucking provisions, to demonstrate the ability of Mexico-domiciled motor carriers to operate safely in the United States beyond the commercial zones along the U.S.-Mexico border. Prohibits the Secretary, unless expressly authorized by Congress, from granting authority to a motor carrier domiciled in Mexico to operate beyond U.S. municipalities and commercial zones on the United States-Mexico border after September 6, 2008. Requires certain reports to Congress, within 60 days after enactment of this Act, by: (1) the Inspector General of the Department of Transportation; (2) the independent review panel established to monitor the demonstration project; and (3) the Secretary of Transportation on the project's implementation and the participation of motor carriers.

Small Business Owner Disaster Relief Act of 2008 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide contributions to a person who owns or operates a private business damaged or destroyed by a major disaster for the repair, restoration, reconstruction, or replacement of the facility and for associated expenses, if the business employed an average of 25 or fewer employees during the 12-month period preceding the disaster.

Recognizes that it is imperative that this nation strengthen its public health system to provide all persons with the resources they need to make healthier choices and live healthier lives and to protect people from health threats beyond their control. Commits to creating public health strategies to eliminate health disparities and improve the health of all people in the United States. Expresses support for prioritizing public policies focusing on the prevention of disease and injury and calls for community-based programs to support healthy lifestyles. Urges the expansion of the prevention strategies of daily aspirin therapy, smoking cessation, colorectal cancer screening, annual flu immunizations, and breast cancer screening. Declares that the congressional budget process should reflect the savings associated with investments in the prevention of disease and injury. Encourages the Congressional Budget Office (CBO) to consider the savings associated with a reduced chronic disease burden due to preventive services and programs when formulating its health care cost estimates. Pledges support for increasing the investment in federal public health programs to at least 1% of total federal spending within five years.

Midwestern Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to provide tax benefits to individuals affected by presidentially-declared natural disasters (i.e., severe storms, tornadoes, or flooding) in the states of Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, and Wisconsin on or after May 20, 2008, and before August 1, 2008 (Midwestern disaster area). Makes specified provisions of the Internal Revenue Code, which currently apply only to residents of the Gulf Opportunity Zone and the Hurricane Katrina disaster area, applicable to the Midwestern disaster area, including: (1) tax-exempt bond financing, the low-income housing tax credit, accelerated depreciation and increased expensing of business assets, an increase in the rehabilitation tax credit, extended carryback of net operating losses, and investment in tax credit bonds; (2) increased tax deductions for tuition and related educational expenses; (3) expensing of environmental remediation costs and demolition and cleanup costs; (4) tax incentives for employer-provided housing; (5) tax-free withdrawals from retirement accounts and recontributions for home purchases; (6) employer tax credits for retention of employees; (7) suspension of limitations on tax deductions for charitable contributions and personal casualty losses; (8) mortgage revenue bonds for owner-occupied residences; (9) tax exemptions for cancellation of indebtedness; and (10) nonrecognition of gain for homes and businesses destroyed in a disaster. Allows taxpayers in the Midwestern disaster area who claimed a tax deduction for a casualty loss to a principal residence and later received a grant under any federal or state program for reimbursement of such loss to file an amended tax return, without incurring tax penalties. Extends through 2009 the additional tax exemption for housing displaced individuals in the Midwestern disaster area. Excludes from gross income, through December 31, 2008, reimbursements to volunteers in the Midwestern disaster area for the use of a personal vehicle for charitable work. Increases the standard mileage rate for the charitable use of personal vehicles. Extends through 2009 the enhanced tax deduction for charitable contributions of food inventories and of book inventories to public schools. Requires tax-exempt charitable organizations to provide the Secretary of the Treasury with specified information, on an annual basis, relating to their disaster relief activities.

Requests that the President: (1) focus appropriate attention on neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing the Administration to make crime reduction an important priority; and (2) coordinate the efforts of the Federal Emergency Management Agency (FEMA), the USA Freedom Corps, the Citizen Corps, the National Senior Service Corps, and AmeriCorps to participate by supporting local efforts, neighborhood watches, and local officials, including law enforcement personnel, to provide homeland security and combat terrorism in the United States.

Energy Markets Emergency Act of 2008 - Directs the Commodity Futures Trading Commission (CFTC) to utilize all its authority, including its emergency powers, to: (1) curb immediately the role of excessive speculation in any contract market within its jurisdiction and control on or through which energy futures or swaps are traded; and (2) eliminate excessive speculation, price distortion, sudden or unreasonable fluctuations or unwarranted changes in prices, or other unlawful activity that is causing major market disturbances that prevent the market from accurately reflecting the forces of supply and demand for energy commodities.

Medical Device Safety Act of 2008 - Amends the Federal Food, Drug, and Cosmetic Act to provide that provisions preempting state and local requirements for medical devices intended for human use shall not be construed to modify or otherwise affect any action for damages or the liability of any person under state law. Makes this Act effective as if it were included in the Medical Device Amendments of 1976 and applicable to any civil action pending or filed on or after the date of enactment of this Act.

Amends the Commodity Exchange Act to make it unlawful for a person to enter into or execute an otherwise excluded swap transaction or exempt transaction involving crude oil, heating oil, gasoline, or diesel fuel (specified energy commodity), unless the person has been certified by the Commodities Future Trading Commission (CFTC) as having the capacity of accepting physical delivery of the commodity. Makes it unlawful, as well, for any person to hold a contract or agreement of sale of a specified energy commodity for future delivery, which is otherwise an excluded swap transaction or an exempt transaction, unless the CFTC has certified that the person has the capacity to produce or manufacture the commodity.

Roosevelt Scholars Act of 2008 - Establishes the Theodore Roosevelt Scholarship Foundation as an independent establishment in the executive branch. Directs the Foundation to award scholarships in an annual nationwide competition to individuals (to be known as "Roosevelt Scholars") who are: (1) enrolled in or seeking admission to accredited full-time graduate studies that prepare such individuals for occupations that are critical to the missions of federal agencies; and (2) nominated by persons that have direct knowledge of their academic or work experience. Sets the maximum scholarship amount at $60,000 for each of up to five academic years, covering tuition, room and board, books, and fees. Requires Roosevelt Scholars to: (1) agree to serve in the federal government for a period of years equal to the number of academic years during which they received their scholarship; (2) complete a federal internship related to their studies while earning their degree; (3) participate in certain extracurricular activities designed to assist their pursuit of federal careers and development of leadership qualities; and (4) serve as sources of information regarding federal employment opportunities. Establishes the Theodore Roosevelt Memorial Scholarship Trust Fund consisting of appropriations and gifts for such scholarships. Sets forth additional duties of the Foundation, including the creation of an online directory of all federal scholarship opportunities available to individuals pursuing federal employment and an online directory of current occupations critical to the missions of federal agencies.

Enhancing Science, Technology, Engineering, and Mathematics Education Act of 2008 - Requires the President to establish, in the Office of Science and Technology Policy, a Committee on Science, Technology, Engineering, and Mathematics Education (STEM education) within the National Science and Technology Council. Establishes an Office of Science, Technology, Engineering, and Mathematics Education in the Department of Education, to be administered by an Assistant Secretary. Requires the Assistant Secretary to conduct an annual evaluation of the STEM education programs administered by the department. Requires the Secretary of Education to award a grant to establish a voluntary State Consortium on STEM Education and a grant to the National Science Digital Library to establish a National STEM Education Research Repository.

Home Retention and Economic Stabilization Act of 2008 - Amends the Truth in Lending Act to establish the right of an eligible deferred-foreclosure consumer, defendable in court, to defer initiation of a foreclosure or related action, including a foreclosure sale, brought by any creditor, servicer, or holder of an eligible deferred-foreclosure mortgage, during a specified deferment period. Declares invalid any foreclosure action or proceeding regarding a deferred-foreclosure mortgage if the creditor or servicer fails to notify the consumer: (1) at least 30 days before instituting the action or proceeding; and (2) at least once during each subsequent 30-day period until the foreclosure becomes final. Prescribes procedures governing: (1) initiating foreclosure deferment; (2) payment notices during the deferment period; and (3) the manner of consumer payment during the deferment period. Amortizes over the life of the mortgage the difference between the amount of monthly payment due under the eligible deferred-foreclosure mortgage and the deferment payment amount. Prohibits a creditor or servicer from imposing any late fee or other fee or charge during the deferment period. Requires the creditor or servicer to provide the consumer with separate, written notification, distinct from all other correspondence, regarding: (1) any interest rate increase with respect to a sub-prime mortgage; (2) any minimum monthly payment increase with respect to a negative amortization mortgage; (3) clear and conspicuous disclosure of the good faith estimate of the monthly payment applicable after the adjustment or reset date; and (4) a list of alternatives available to consumers prior to the date of adjustment or increase. Authorizes appropriations for the Neighborhood Reinvestment Corporation to implement foreclosure mitigation activities.

Invest in Energy Independence Act - Instructs the Secretary of Energy to publish a plan to: (1) exchange light grade petroleum from the Strategic Petroleum Reserve (SPR) for an equivalent volume of heavy grade petroleum plus certain cash bonus bids received that reflect the difference in the market value between light grade and heavy grade petroleum and the timing of deliveries of the heavy grade petroleum; (2) deposit into the SPR Petroleum Account, from the gross proceeds of the cash bonus bids, the amount necessary to pay for the costs of the exchange; (3) deposit 90% of the remaining net proceeds from the exchange into the Energy Independence and Security Fund established by this Act; and (4) deposit the remaining balance into the SPR Petroleum Account to acquire additional petroleum for the SPR. Directs the Secretary to study and report to Congress on the potential for additional exchanges from the SPR. Establishes in the Treasury the Energy Independence and Security Fund. Instructs the Secretary to distribute amounts from the Fund to specified energy activities, including: (1) energy research of the Advanced Research Projects Agency; (2) wind and solar energy research and development; (3) low-income weatherization; (4) advanced vehicles research, development, demonstration; and (5) smart grid technology research and development.

Expresses support for the designation of National Asthma and Allergy Awareness Month. Encourages increased awareness about the prevalence of asthma and allergies and the disparities in asthma cases based on race, ethnicity, and economic status. Recognizes: (1) health care professionals that treat asthma- and allergy-related health issues; and (2) the nation's commitment to continued education surrounding asthma and allergy treatment and symptoms and to advancing care for both conditions.

Passenger Rail Investment and Improvement Act of 2008 - Authorizes appropriations for Amtrak for FY2009-FY2013. Authorizes Amtrak to contract for the operation of an intercity rail service or route not included in the national rail passenger transportation system. Requires Amtrak to: (1) implement a modern financial accounting and reporting system; (2) submit an annual budget and business plan and a five-year financial plan; (3) submit grant requests to the Secretary of Transportation for authorizations of appropriations for specified uses; and (4) develop a single, nationwide standardized methodology for establishing and allocating the operating and capital costs among the states and Amtrak associated with trains operated on state supported routes. Requires the Administrator of the Federal Railroad Administration and Amtrak jointly to develop or improve metrics and minimum standards for measuring the performance and service quality of intercity passenger train operations. Provides for: (1) a Northeast Corridor state-of-good-repair plan; and (2) a restructuring of Amtrak's indebtedness. Replaces the Northeast Corridor Coordination Board with a Northeast Corridor Infrastructure and Operations Advisory Commission. Authorizes: (1) congestion grants to states for the capital costs of facilities and equipment necessary for high priority rail corridor projects; and (2) state preparation of state rail plans. Requires studies of passenger rail service, locomotive biofuel, and the use of biobased lubricants. Requires Amtrak to establish a Next Generation Corridor Equipment Pool Committee. Directs the Secretary to establish a rail cooperative research program, and the Comptroller General to compare the U.S. passenger rail system with the systems in specified other countries. Authorizes a public transportation authority or rail carrier to submit disputes over trackage use and railroad rights-of-way to the Surface Transportation Board for nonbinding mediation. Authorizes the Secretary of Transportation to establish a high-speed rail corridor program, including capital project finance grants. Directs the Secretary to solicit proposals for projects for an initial high-speed rail system between Washington, DC, and New York City (Northeast Corridor), as well as for additional projects on any other corridor. Directs the Secretary to conduct an alternatives analysis of the December 1, 1998, extension of the designation of the Southeast High-Speed Rail Corridor.

Expresses the sense of Congress that in the context of the current global food crisis the nutritional needs of children must be a humanitarian priority. States that Congress: (1) recognizes that we are facing a global food crisis caused by, among other things, rising fuel prices, increased diversion of land to biofuel production, drought, and population increases; and (2) calls for a world forum to be held on the issue of rising food prices and international response and for the United States to play an active role in alleviating the crisis.

Trust in Reliable Understanding of Consumer Costs Act, or the TRUCC Act - Amends federal transportation law to require certain fuel costs disclosures and fuel costs reimbursements by a motor carrier, broker, or freight forwarder providing or arranging transportation or service using fuel for which it does not bear the cost. Requires such a motor carrier, broker, or freight forwarder to: (1) reimburse persons (truckers) that do bear fuel costs for any such costs they have paid; and (2) give such persons a written list that identifies any freight charge, brokerage fee or commission, fuel surcharge or adjustment, and any other charges. Prohibits any person from causing a motor carrier, broker, or freight forwarder to present false or misleading information on a document or in an oral representation about the actual rate, charge, or allowance to any party to the transaction or transportation.
