Code Talkers Recognition Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal: (1) to persons, including specified individuals, who served as Sioux or Comanche Code Talkers during World War II; (2) honoring the Choctaw Code Talkers of World War I; and (3) to any other Native American member of the armed forces, identified by the Secretary of Defense, who served as a Code Talker in any foreign conflict in which the United States was involved during the 20th Century. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medals struck under this Act and to deposit the proceeds in the United States Mint Public Enterprise Fund to pay for the costs of the medals awarded under this Act.

Establishes the Interagency Committee on Islet Cell Transplantation within the Department of Health and Human Services (HHS). Requires the Committee to study related issues, including Federal research funding, the effect of specified policies on transplantation, and data collection. Instructs the Secretary of HHS to request the Institute of Medicine to provide a study of the impact of islet cell transplantation on juvenile diabetes patients, including their health and the treatment's cost-effectiveness. Directs the Secretary, acting through the Administrator of the Centers for Medicare & Medicaid Services, to establish a demonstration project to assess the efficacy of pancreatic cell islet transplantation for individuals who: (1) have Type I (juvenile) diabetes; and (2) have end-stage renal disease; and (3) are Medicare beneficiaries. Establishes reporting requirements.

Debbie Smith Act of 2003 - Directs the Attorney General to: (1) survey Federal, State, local, and tribal law enforcement jurisdictions to assess the amount of DNA evidence from sexual assault crimes that has not been subjected to testing and analysis; (2) review national, State, local, and tribal government protocols on the collection and processing of DNA evidence at crime scenes; and (3) make grants for sexual assault examiner programs, examiner training and certification, acquisition or improvement of forensic equipment, and other training. Amends the DNA Analysis Backlog Elimination Act of 2000 to: (1) ensure that DNA testing and analysis of samples from rape kits and non-suspect cases are carried out in a timely manner; (2) reauthorize grants; (3) make local governments eligible for grants; (4) direct the Attorney General to give priority to a State or local governmental unit that has a significant rape kit or non-suspect case backlog; and (5) expand the scope of DNA samples subject to privacy protections. Amends: (1) the Federal criminal code and the Federal Rules of Criminal Procedure to authorize "John Doe" DNA indictments for sexual abuse (allows describing a person as an unknown individual who has a particular DNA profile if the identity of the accused or defendant is unknown); and (2) the DNA Identification Act of 1994 to authorize appropriations to the Federal Bureau of Investigation to carry out a redesign of the Combined DNA Index System.

Senator Paul Wellstone Mental Health Equitable Treatment Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Defines such an action to: (1) include an action brought against a manufacturer or seller of a firearm, ammunition, or a component of a firearm that has been shipped or transported in interstate or foreign commerce, or against a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm; and (2) exclude an action brought against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime; an action brought against a seller for negligent entrustment or negligence per se; an action in which a manufacturer or seller of a firearm willfully violated a State or Federal statute applicable to the sale or marketing of the firearm and the violation was a proximate cause of the harm for which relief is sought; an action for breach of contract or warranty in connection with the purchase of the firearm; or an action for physical injuries or property damage resulting directly from a defect in design or manufacture of the firearm when used as intended.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to State and local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting, for commercial purposes, an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Fuels Security Act of 2003 - Amends the Clean Air Act to require that gasoline contain a specified volume of renewable fuel. Provides for annual increases in the applicable volume through 2012. Establishes a ratio for determining the volume required from 2013 onward. Defines renewable fuel to include motor vehicle fuel produced from biomass (e.g. grain) or natural gas produced from a biogas (e.g. landfill) source. Establishes a system of credits for gasoline which contains more renewable fuel than required. Requires studies concerning these renewable fuel requirements, specifically: (1) seasonal variations in renewable fuel availability; (2) the impact on consumers; and (3) the impact on small refineries. Establishes a system of waivers for States claiming and proving economic or environmental hardship. Establishes a Federal agency ethanol-blended gasoline and biodiesel purchasing requirement. Establishes a commercial byproducts from municipal solid waste loan guarantee program. Requires data collection concerning the monthly consumption of renewable fuels. Federal Reformulated Fuels Act of 2002 - Amends the Solid Waste Disposal Act to permit the use of the Leaking Underground Storage Tank Trust Fund for methyl tertiary butyl ether (MBTE) remediation purposes. Amends the Clean Air Act to revise guidelines pertaining to: (1) water quality protection from fuels; (2) oxygen content requirements for reformulated gasoline; (3) public health and environmental impacts of fuels and fuel additives; (4) analyses of motor vehicle fuel changes; (5) additional opt-in areas under the reformulated gasoline program; and (6) Federal enforcement of State fuels requirements. Requires a joint study of Federal, State and local requirements concerning motor vehicle fuels. Requires a review of Federal procurement initiatives relating to use of recycled products and fleet and transportation efficiency.

Directs the Secretary of Health and Human Services to enter into an arrangement with the Institute of Medicine of the National Academy of Sciences to study and report to the Secretary on Medicare reimbursement for gender-specific services. Directs the Medicare Payment Advisory Commission to study and report to Congress on Medicare reimbursement for screening services.

Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Reducing Americans' Vulnerability to Ecstasy Act of 2003 or RAVE Act - Amends the Controlled Substances Act to prohibit knowingly leasing, renting, or using, or intentionally profiting from, any place (as well as opening, maintaining, leasing, or renting any place, as provided under current law), whether permanently or temporarily, for the purpose of manufacturing, storing, distributing, or using a controlled substance. Subjects violators to: (1) a civil penalty of the greater of $250,000 or twice the gross receipts derived from each violation; and (2) declaratory and injunctive remedies. Authorizes the court to apportion the penalty between multiple violators, but makes each violator jointly and severally liable. Directs the U.S. Sentencing Commission to review and consider amending the Federal sentencing guidelines for offenses involving gamma hydroxybutyric acid to provide for increased penalties. Authorizes appropriations to the Drug Enforcement Administration for: (1) a Demand Reduction Coordinator in each State; and (2) educating youth, parents, and other interested adults regarding drugs associated with raves.

Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Creates a grant program to fund the training of health professionals to: (1) treat and prevent obesity; and (2) aid people who are overweight. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Directs the Secretary to consider geographic diversity in issuing such grants and to ensure that such grants focus on physical activity and food-based research. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Makes grants available for a national campaign to change children's health behaviors. Promoting Healthy Eating Behaviors in Youth Act - Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention, to award competitive grants to States, political subdivisions of States, and other entities for the implementation of State and community-based intervention programs to promote good nutrition, including in children and adolescents. Sets forth a sunset date for such grants of five years after the enactment of this Act.

Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Authorizes Chicago to apply directly to the FAA without the approval of Illinois for Federal airport improvement program funding for planning and construction of a project under the O'Hare airport layout plan. Makes the FAA Administrator's approval of an airport layout plan submitted by the city of Chicago that includes the runway redesign plan conditional on the meeting of specified requirements. Requires Illinois to prepare an implementation plan under the Clean Air Act in accordance with the State's customary practices for accounting for and regulating emissions associated with activity at commercial service airports. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met. Expresses the sense of Congress that the Office of Environment and Energy of the FAA should be funded to carry out noise mitigation programming and quiet aircraft technology research and development at specified levels.

Amends the FDIA to replace assessment guidelines for achieving and maintaining a designated reserve ratio and for independent treatment of deposit insurance funds with a requirement that the Board of Directors of the FDIC set assessments as it determines appropriate, including a maximum base rate for assessments at one basis point for insured depository institutions in the lowest-risk category. Reduces from five years to three years the mandatory assessment recordkeeping period. Replaces the current 1.25 percent statutory reserve ratio used to recapitalize undercapitalized insurance funds with a reserve ratio range of 1.15 to 1.4 percent of estimated insured deposits, subject to specified factors and annual redetermination. Instructs the FDIC to establish a Deposit Insurance Fund Restoration Plan to ensure adequate reserves whenever the actual ratio in the DIF falls below certain criteria.
