Instructional Materials Accessibility Act of 2003 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Recognizes that a strong domestic steel industry and strong domestic manufacturing base are vital to national defense and economic security. Urges the President to request the United States International Trade Commission, in addition to monitoring and reporting on certain enumerated items in section 204 of the Trade Act of 1974 with respect to the tariff increases and tariff rate quotas proclaimed by the President on March 5, 2002, on certain steel imports, to also monitor and report on the impact of the temporary safeguards on domestic steel consuming industries.

National AMBER Alert Network Act of 2003 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national Coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Sports Agent Responsibility and Trust Act - Prohibits an athlete agent from: (1) recruiting or soliciting a student athlete to enter into an agency contract by giving false or misleading information, making a false promise or representation, or providing anything of value to the athlete or anyone associated with the athlete before entering into such contract; (2) entering into an agency contract with a student athlete without providing the required disclosure document; or (3) predating or postdating an agency contract. Requires an athlete agent, in conjunction with entering into an agency contract, to provide to the athlete (or, if the student athlete is under age 18, to such athlete's parent or legal guardian) a separate disclosure document that includes notice that if the athlete agrees orally or in writing to be represented by an agent, he or she may lose eligibility to compete as a student athlete. Requires both the student athlete and the agent, within 72 hours or before the athlete's next athletic event, whichever occurs first, to notify the athletic director of the athlete's educational institution that the athlete has entered into an agency contract. Treats a violation of this Act as an unfair or deceptive act or practice under the Federal Trade Commission Act. Authorizes civil actions by State attorneys general.

National Naval Force Structure Policy Act - States that it is U.S. policy to rebuild as soon as possible the size of the U.S. Navy fleet to no fewer than 375 vessels in active service, including 15 aircraft carrier battle groups and 15 amphibious ready groups.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

Housing Bond and Credit Modernization and Fairness Act of 2003 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Farm Disaster Emergency Assistance Act of 2003 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and 2002 losses in an emergency-designated county, with discretionary set-asides for the American Indian livestock program. Permits producers with qualifying losses in both years to elect to receive payments in either, but not both, of such years. Makes producers ineligible for crop disaster assistance if they did not: (1) get Federal crop insurance for insurable commodities; and (2) file required paperwork and pay related fees for noninsurable commodities. Sets forth waiver provisions. Directs the Secretary to transfer specified Commodity Credit Corporation amounts to a certain account established to encourage domestic consumption and foreign exportation of agricultural commodities.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Blind Empowerment Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Biofuels Energy Independence Act of 2003 - Authorizes the Secretary of Agriculture to make and guarantee loans for biofuel production, distribution, development, and storage. Sets forth loan eligibility provisions. Directs the Secretary to establish a related revolving fund. Authorizes the Secretary of Agriculture to administer a Biofuels Feedstocks Energy Reserve to: (1) provide feedstocks in furtherance of biofuel-based energy production; and (2) support the biofuels energy industry when production is at risk due to feedstock reductions or commodity price increases. Sets forth related provisions respecting commercial commodity purchases, release of commodity stocks, and storage payments.

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA, which is subchapter B of MLSA) to extend authorizations of appropriations and revise programs under such Acts. Prohibits projects which are determined to be obscene from receiving funds under MLSA. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Entitles subchapter C of MLSA as the Museum Services Act. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Social Security and Medicare Lock-box Act of 2003 - Amends the Congressional Budget Act of 1974 to make it out of order in the House of Representatives or the Senate, until there is both a social security and Medicare solvency certification by the Boards of Trustees of the social security and Federal Hospital Insurance Trust Funds, respectively, to consider: (1) any concurrent budget resolution that would use any portion of the baseline budget surpluses; or (2) any legislation or amendment if the enactment of such legislation or amendment would use any portion of such surpluses. Defines "baseline budget surplus" as the sum of the on- and off-budget surpluses contained in the most recent baseline budget projections by the Congressional Budget Office at the beginning of the annual budget cycle and no later than the month of March. Establishes conditions under which a portion of such surpluses is determined to be used in the case of legislation affecting revenues or direct spending or an appropriations bill.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Book Stamp Act - Directs the Secretary of Health and Human Services (HHS) to establish a grant program (based on certain State allocations under the Child Care and Development Block Grant Act of 1990) to promote child literacy and improve children's access to books at home and in early learning, child care, literacy and nutrition programs, by making books available through such programs. Requires State agencies to use such grants to enter into contracts with local child care resource and referral agencies to provide payments for eligible early learning program and other child care providers, on the basis of local needs, to make books available, promote child literacy, and improve children's access to books at home. Amends Federal law relating to the U.S. Postal Service (USPS) to require USPS to establish special postage stamps for child literacy, at the regular first-class rate plus a differential amount, for voluntary use by patrons. Requires USPS to pay certain amounts raised by stamp sales to HHS for child literacy promotion activities.

Energy and Science Research Investment Act of 2003 - Instructs the Secretary of Energy to: (1) conduct a comprehensive fundamental research program in designated sciences; and (2) upgrade and expand scientific user facilities maintained by the Office of Science in order to ensure that fundamental science programs aid the applied research and development programs of the Department of Energy (DOE). Authorizes appropriations for FY 2004 through 2007. Amends the Department of Energy Organization Act to establish within DOE: (1) an Under Secretary for Energy Research and Science, to serve as the Science and Technology Advisor to the Secretary, and to exercise authority and responsibility over Assistant Secretaries implementing energy research and development, and energy technology functions; (2) an Assistant Secretary of Science to head the Office of Science (currently headed by a Director); (3) an additional position for Assistant Secretary; (4) the position of General Counsel; and (5) a Science Advisory Board composed of the chairs of the advisory panels for each of the programs.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Directs the Administrator to provide technical and financial assistance to owners and operators of publicly-owned treatment works for: (1) inventorying critical treatment works assets; (2) evaluating the performance and condition of these assets; and (3) developing a plan for maintaining and replacing treatment works. Reauthorizes appropriations for FY 2004 through 2008 for the revolving fund program.

Airline Worker Relief Act - Directs the Secretary of Labor to certify a group of workers as eligible to apply for Federal employment adjustment assistance if the Secretary determines that a significant number or proportion of such workers have become totally or partially separated from employment with an air carrier or airport facility as a result of: (1) reductions in service by an air carrier, or closure of an airport, because of a terrorist action or security measure; or (2) a military conflict with Iraq. Includes among such adjustment assistance benefits continued health care coverage under the Consolidated Omnibus Budget Reconciliation Act (COBRA) and other Federal employee health care programs. Directs the Secretary of the Treasury to establish a program under which 75 percent of the premium for COBRA continuation coverage is provided for such individuals (with certain coverage limits and program requirements). Authorizes States to elect to provide temporary coverage under Medicaid programs for: (1) uninsured individuals who experience such separation from employment; or (2) the unsubsidized portion of COBRA continuation premiums for such individuals. Provides temporary extended unemployment compensation coverage for such individuals. Directs the Under Secretary of Transportation for Security to: (1) provide a preference for the hiring of such individuals as security screeners; and (2) carry out a program of performance incentive awards to Federal Security Managers to encourage the hiring of such employees.

Medicare Beneficiary Skilled Nursing Protection Act of 2002 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend for three years the temporary increase in the nursing component of the Federal prospective payment rate. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to extend for three years the increase in the skilled nursing facility adjusted Federal per diem rate under the Social Security Act.

Rural Fire Department Equipment Priority Act of 2002 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to use the existing property disposal program of the Forest Service (known as the Federal Excess Personal Property program) to facilitate the reutilization of Department of Defense (DOD) excess personal property by firefighting agencies in rural areas. Requires a DOD transfer of property for such purpose to be given a property disposal priority at least equal to the priority given the military departments and other entities within DOD.

Check Clearing for the 21st Century Act - Sets forth a statutory framework under which a substitute check is the legal equivalent of an original check for all purposes, if the substitute check: (1) accurately represents all of the information on the front and back of the original check as of the time the original check was truncated; and (2) bears the legend: "This is a legal copy of your check. You can use it the same way you would use the original check." Prescribes implementation guidelines, including: (1) indemnity procedures; (2) substitute check warranties; (3) expedited recredit claims for consumers and for banks; (4) procedures for claims; (5) measure of damages; (6) statute of limitations; and (7) consumer education materials.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Recognizes the Braceros for their contributions to the war effort and for their hard work, which helped to keep the United States strong and prosperous during this challenging period.

Recognizes September 11 as both a day to remember those taken from their families and a day for Americans to recommit to the Nation, to their freedom, and to each other. Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Improving Our Well-Being Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to eliminate the geographic physician work adjustment factor from geographic indices used to adjust payments under the Medicare physician fee schedule. Directs the Comptroller General to study and report to Congress on differences in payment amounts under the Medicare physician fee schedule for physicians' services in different geographic areas. Directs the Secretary of Health and Human Services to establish procedures under which the Secretary, and not the physician furnishing a service, is responsible for determining when a Medicare incentive payment must be made. Increases the amount of payment to certain non-teaching hospitals for inpatient hospital services during FY 2003 through 2005 according to a specified formula. Revises the Medicare payment rate for hospitals in areas other than large urban areas to reflect the full market basket increase without the 0.55 percentage point reduction currently required. Requires the Secretary to: (1) equalize urban and rural standardized payments under the Medicare Inpatient Hospital Prospective Payment System; and (2) increase payments for certain services furnished by small rural hospitals and services that benefit low-volume hospitals. Revises provisions, reimbursement procedures, payments, and ambulance services for specified hospitals. Reinstates the Medicare periodic interim payment for critical access hospitals. Requires the Secretary to pay the reasonable cost of home health services expended by certain home health agencies and increase the Medicare reimbursement rate for rural health clinics. Extends an increase for Medicare home health services furnished in rural areas and the availability of Medicare cost contracts for Medicare beneficiaries. Amends SSA title V (Maternal and Child Health Services)(SSA) to direct the Secretary to make grants to States to improve dental services to children enrolled in a State plan under title XIX (Medicaid) or title XXI (State Children's Health Insurance Program) (SCHIP). Amends the Public Health Service Act to establish a grant program for eligible entities and individuals (including Indian tribes) to expand the availability of primary dental care services where necessary. Directs the Secretary to establish demonstration projects to increase access to dental services for children in underserved areas.

Energy and Science Research Investment Act of 2002 - Instructs the Secretary of Energy to: (1) conduct a comprehensive program of fundamental research, including chemical sciences, physics, materials sciences, biological and environmental sciences, geosciences, engineering sciences, plasma sciences, mathematics, and advanced scientific computing; (2) expand scientific user facilities maintained by the Office of Science and make them an integral part of the departmental mission for exploring the frontiers of fundamental science; (3) maintain a leading-edge research capability in the energy-related aspects of nanoscience and nanotechnology, advanced scientific computing, and genome research; and (4) ensure that its fundamental science programs help inform Department of Defense DOE applied research and development programs. Authorizes appropriations for FY 2003 through 2006. Amends the Department of Energy Organization Act to create the position of Under Secretary for Energy Research and Science to: (1) serve as Science and Technology Advisor to the Secretary of Energy; (2) monitor (DOE) research and development programs; and (3) exercise authority over Assistant Secretaries implementing certain energy research, development, and energy technology functions. Replaces the position of Director of the Office of Science with the position of Assistant Secretary of Science, who shall carry out DOE fundamental science and engineering research functions, including policy and management. Expresses the sense of the House of Representatives that leadership for departmental missions in nuclear energy should be at the Assistant Secretary level. Establishes in the Office of Science a Science Advisory Board to serve as the science advisor to the Assistant Secretary of Science.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index. Repeals, as of October 1, 2003, requirements for the prior congressional approval of funding for Department major medical facilities projects or leases.

National Defense Rail Act - Authorizes appropriations for Amtrak security assistance. Requires studies or assessments of: (1) foreign rail transport security programs; (2) the feasibility of passenger, baggage, and cargo screening; (3) existing rail safety regulations; (4) security priorities; and (5) rail crossing delay security issues. Directs the Secretary of Transportation to: (1) establish a national high-speed ground transportation policy; and (2) provide 100 percent financial assistance to develop and implement high-speed rail corridors according to designated priorities, including the elimination of hazards of railway-highway crossings. Requires such projects to comply with specified labor standards, including the prevailing wage requirements of the Davis-Bacon Act. Defines the national rail passenger transportation system. Authorizes Amtrak to operate an intercity rail service or route not included in such system. Authorizes additional appropriations for Amtrak for principal and interest, compliance with environmental laws, and improving accessibility for the elderly and persons with disabilities. Repeals the requirement that Amtrak be self-sufficient. Authorizes appropriations for the Northeast Corridor, long and short distance trains, and State-supported routes. Directs the Secretary to re-establish the Northeast Corridor Safety Committee. Revises requirements concerning the Amtrak board of directors. Requires an independent audit of Amtrak operations. Revises requirements of the Railroad Revitalization and Regulatory Reform Act of 1976 concerning loans and loan guarantees. Calls for the Government of the People's Republic of China to: (1) stop interfering in the exercise of religious and political freedoms within the United States, such as the right to practice Falun Gong; (2) cease using diplomatic missions in the United States to spread falsehoods about Falun Gong; (3) release prisoners of conscience; (4) end the harassment, detention, physical abuse, and imprisonment of individuals who are exercising their legitimate rights; and (5) demonstrate its willingness to abide by international standards of freedom of belief, expression, and association. Calls on the President of the United States to take such actions as: (1) issuing a formal protest about repeated Chinese Government human rights violations to the Chinese Foreign Ministry; and (2) working more closely with Chinese human rights activists to identify Chinese authorities who have been personally responsible for acts of violence and persecution in China. Urges the Attorney General to investigate reports that Chinese consular officials in the United States have committed illegal acts while attempting to intimidate or inappropriately influence Falun Gong practitioners or local elected officials and determine an appropriate legal response. Calls on local government officials in the United States to recognize and support organizations and individuals that share the goals of the local community, including Falun Gong practitioners, and report incidents of pressure or harassment by Chinese agents.

Senior Nutrition Act of 2002 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program (program) if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of the federal poverty income guidelines. Authorizes permanent program appropriations.

Veterans' Prescription Drug and Surviving Spouses Assistance Act of 2002 - Suspends, for five years, the authority of the Secretary of Veterans Affairs to increase the required copayment for medication furnished to veterans on an outpatient basis for the treatment of non-service-connected disabilities. Increases the maximum annual rates of pensions for surviving spouses of war veterans. Amends the Social Security Act to exclude the amount of such rate increases from a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.

Veterans Right-To-Know Act of 2002 - Requires the Secretary of Defense to identify each developmental or operational test of the Department of Defense (DOD) involving chemical or biological weapons, or defense against such weapons, in which military personnel or civilians were or may have been exposed to actual or simulated hazardous agents, with or without their knowledge or consent. Requires the Comptroller General to establish within the General Accounting Office an Oversight Working Group on Biological and Chemical Testing to: (1) review DOD chemical and biological test activities that involved exposure to military personnel or civilians; (2) report to Congress information concerning Project SHAD (DOD tests to evaluate the effectiveness of shipboard detection and protective procedures against chemical and biological warfare agents) and Project 112 (DOD tests in and around Alaska using chemical and biological agents); (3) continue to review DOD investigations of any other cases of DOD chemical or biological testing; and (4) identify veterans and veterans organizations with significant information involving such test projects and seek to have that information made available to the Secretaries of Defense and Veterans Affairs. Directs the Secretary of Veterans Affairs to: (1) notify any veterans who may have been exposed, with instructions on how to receive a health care evaluation; and (2) review declassified material to determine any lasting health effects that may have been incurred by exposed veterans.

Medicare Modernization and Prescription Drug Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Voluntary Prescription Drug Benefit Program) under which each individual who is entitled to benefits under Medicare part A (Hospital Insurance) or eligible to enroll under Medicare part B (Supplemental Medical Insurance) is entitled to obtain qualified prescription drug coverage. Outlines standard coverage benefit packages for FY 2005. Includes for the standard package a monthly premium of $25, an annual deductible of $100, a coinsurance of 20 percent and an annual out-of-pocket spending limit of $2,000. Directs the Secretary to negotiate fair prices with pharmaceutical manufacturers. Provides for accelerated generic drug competition. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) inclusion of the costs of certain military services to Medicare-eligible beneficiaries in the calculation of Medicare+Choice payment rates; (2) specialized Medicare+Choice plans for special needs beneficiaries; and (3) continuous open enrollment and disenrollment at any time. Revises requirements for Medicare: (1) part A concerning rural health care, inpatient hospital services, skilled nursing facility services, and hospices; (2) part B concerning physicians services and other services; and (3) part A and B concerning home health services and direct graduate medical education. Amends SSA title XIX (Medicaid) with respect to certain Medicaid disproportionate share hospital (DSH) allotment adjustments and the Q-I1 program. Amends the Federal Food, Drug, and Cosmetic Act to add requirements for interstate Internet sellers of prescription drugs. Establishes within the Office of the Director of the National Institutes of Health the Office of Rare Diseases. Amends the Public Health Services Act with respect to promotion of the pharmacist profession.

Health Benefits Claims Prompt Payment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974, the Internal Revenue Code, and the Public Health Service Act to require that group and individual health insurance coverage and group health plans provide for prompt payment for health benefits claims.

Strengthening Democratic Institutions Act of 2002 - Establishes an international legislative staff training program that will bring legislative staff working for foreign legislative bodies and their elected members to the United States for seminars, workshops, discussions, and meetings concerning techniques, standards, and practices of professional legislative staff work, including, to the extent possible, close observation of the legislative process and the role of such staff in Congress.

Amends the Internal Revenue Code to establish a credit to promote the production and usage of biodiesel fuel. Requires a taxpayer to obtain a certification from the producer of the biodiesel which identifies the product produced in order to utilize the credit. Imposes a tax for biodiesel not used as fuel, but for which a credit was granted. Reduces motor fuel excise taxes on biodiesel mixtures. Provides for transfers of funds from the Commodity Credit Corporation to the Highway Trust Fund in amounts equivalent to the reductions that would occur but for this Act.

Patriotic Purchasing Act of 2002 - Prohibits any foreign corporation that acquires a domestic corporation or partnership on or after the date that is ten years before this Act's enactment from being eligible to be awarded a Federal contract if immediately after such transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders or partners of the domestic corporation or partnership. Substitutes 50 percent for 80 percent if: (1) the acquiring corporation does not have substantial business activities in the foreign country in which or under the law of which such corporation is created or organized; and (2) the stock of such corporation is publicly traded and the principal market for trading it is in the United States.

Widows of Wartime Veterans Assistance Act - Increases the maximum annual rates of pensions for surviving spouses of veterans of a period of war. Amends the Social Security Act to require that the amount of such rate increases not be included in a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.
