General Aviation Small Business Relief Act of 2001 - Amends the Small Business Act to direct the Small Business Administration to make grants to general aviation small business concerns in amounts equal to direct losses sustained since September 11, 2001, as a result of any Federal ground stop order(s) related to the terrorist attacks. Authorizes loans to assist such a business that has suffered, as a result of such attacks, substantial economic injury that is not incidental to the business's revenue and that is not compensated for by insurance or otherwise. Extends the due date for excise tax deposits for general aviation small business concerns.

Directs the Secretary of the Interior to establish a memorial within the District of Columbia in memory of the victims of the terrorist attacks on the United States on September 11, 2001. Establishes the Victims of Terrorism Memorial Commission to raise funds to design, construct, and maintain the memorial.

Rural America Technology Enhancement Act of 2001 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture, acting through the Administrator of the Rural Utility Service, to: (1) establish a National Centers for Distance Working Program to provide grants to eligible organizations for the Federal share of the cost of establishing National Centers for Distance Working in rural areas (and Indian reservations) to conduct five-year projects to support the use of teleworking in information technology fields; and (2) make grants for studies on teleworking in rural areas. Amends the Internal Revenue Code to establish the rural telecommunications facilities investment tax credit. Amends the Communications Act of 1934 to direct the Federal Communications Commission to initiate a proceeding to provide Federal universal service support for the deployment of broadband telecommunications service to eligible rural communities. Amends the National Telecommunications and Information Administrative Organization Act to direct the Rural Utilities Service of the Department of Agriculture to make loans or other credit extensions to eligible telecommunications carrier providers, or to companies that accept the obligations of such carriers, to finance the deployment of broadband service to eligible rural communities. Directs the Secretary of Agriculture to establish an Office of Rural Technology to act as an information center about programs that offer technology assistance to entities in rural areas. Amends the Internal Revenue Code of 1986 to create a rural high tech employment tax credit. Amends the Higher Education Act of 1965 to authorize the Secretary of Education to make grants to support the expansion of opportunities in rural areas for instruction in high technology fields and enterprises.

Provides that, under the Internal Revenue Code (the Code), in the case of an incentive stock option exercised during calendar year 2000, the amount taken into account, under provisions of the Code concerning adjustments in computing alternative minimum taxable income for individuals, by reason of such exercise shall not exceed the amount that would have been taken into account if, on the date of such exercise, the fair market value of the stock acquired pursuant to such option had been its fair market value as of April 15, 2001 (or, if such stock is sold or exchanged on or before such date, the amount realized on such sale or exchange).

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Teachers for Tomorrow Act of 2001 - Amends the Higher Education Act of 1965 (HEA) to establish new programs for teacher student loan forgiveness, under the guaranteed loan program and the direct loan program. Requires three consecutive complete school years of full-time teaching in a public elementary or secondary school as: (1) a secondary school teacher of a subject area relevant to the borrower's academic major; or (2) an elementary school teacher who has demonstrated knowledge and teaching skills in reading, writing, mathematics, and other curriculum areas. Amends the Internal Revenue Code to exclude from a teacher's gross income any student loan amounts discharged under both the current HEA programs and those added by this Act.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Medicare Equity Act for the Blind of 2001- Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide Medicare coverage of State vocational rehabilitation services for older individuals who are blind.

Rural Telecommunications Enhancement Act - Authorizes the Secretary of Agriculture to make loans and grants to eligible (non-federal public or private) entities to finance the improvement, expansion, construction, acquisition, and operation of facilities to furnish or improve broadband transmission service in rural areas.

Motor Donor Act - Amends the Public Health Service Act to provide for the establishment and maintenance of a national organ and tissue donor registry (the Registry) consisting of a database of information listing individuals who have expressed an intent to be organ or tissue donors. Provides for the coordination of the Registry with State and organ and tissue registries and procurement organizations. Authorizes grants to States for the planning and implementation of State registries associated with the motor vehicle driver's license application process and for linkages with the Registry. Establishes an advisory task force on organ and tissue donation. Amends the Internal Revenue Code to permit the disclosure of taxpayer identification in connection with the Registry.

Bipartisan Patient Protection Act - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code with respect to health care coverage. Requires group health plans and health insurance issuers providing health insurance coverage to have approved utilization review programs, claims procedures, and appeal procedures concerning claims denials. Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; and (6) health plan information. Restricts interference by health plans and insurers with the doctor-patient relationship. Prohibits health plans and insurers from discriminating against a licensed health care professional with respect to participation or indemnification. Extends and expands provisions of the medical savings account program. Provides for: (1) the deduction of 100 percent of the health insurance costs of the self-employed; and (2) a credit for the health insurance expenses of small businesses.

Expresses the sense of Congress that the Government of the People's Republic of China should cease its persecution of Falun Gong practitioners. Calls for the U.S. Government to urge the Chinese Government to: (1) release from detention all Falun Gong practitioners and end the torture and other cruel, inhumane, and degrading treatment of such practitioners and other prisoners of conscience; and (2) abide by the International Covenant on Civil and Political Rights and the Universal Declaration of Human Rights by allowing Falun Gong practitioners to pursue their personal beliefs.

Training for Closed Captioners Act of 2001 - Directs the Secretary of Labor to provide grants to no more than 20 eligible entities (approved and accredited court reporting programs) to promote the training of students to become realtime closed captioners. Limits to $1 million the amount of a grant provided to an entity in a fiscal year.

Access to Higher Education Act of 2001 - Amends the Higher Education Act of 1965 to eliminate consideration of the amount of a student's tuition in determining the amount of a student's Federal Pell Grant. Amends the Internal Revenue Code to expand qualified higher education expenses and increase family income eligibility for Hope Scholarships and lifetime learning credits.

Medicare Fairness in Reimbursement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to instruct the Secretary of Health and Human Services to establish a system for making adjustments to payments for items and services provided under the original Medicare fee-for-service program, with specified formulae for States whose average per beneficiary amount is: (1) greater than 105 percent of the national average; or (2) less than 95 percent of the national average. Authorizes the Secretary to make specified related adjustments to geographic indices under the Medicare physician fee schedule in certain circumstances.

E-Government Act of 2001 - Establishes the Office of Information Policy in the Office of Management and Budget (OMB) to be administered by a Federal Chief Information Officer (CIO) who shall provide direction, coordination, and oversight of the development, application, and management of information resources by the Government. Provides for the Office of Information and Regulatory Affairs to retain information collection review functions. Establishes a Chief Information Officers Council as the principal interagency forum for improving agency practices related to the development, use, operation, and performance of Government information resources. Establishes in the Treasury an E-Government Fund to be used to fund interagency information technology projects and other innovative uses of information technology. Requires each executive agency to: (1) comply with standards established by the CIO and support the CIO's efforts to develop and maintain an integrated Internet-based system of delivering Government information and services to the public; (2) ensure compatibility of its methods for use and acceptance of electronic signatures; (3) publish an online agency directory; (4) establish a website and post all information required to be published on regulatory proceedings and electronic dockets for rulemakings; and (5) conduct a privacy impact assessment before developing or procuring an information system or initiating a new collection of personally identifiable information that will be processed electronically. Requires establishment of: (1) an online Federal telephone directory; (2) an online National Library; and (3) individual Federal court websites. Requires the CIO to: (1) study the feasibility of integrating Federal information systems across agencies; (2) convene an interagency task force to develop recommendations on standards for the collection and dissemination of essential information about federally funded research and development databases that address public availability and agency coordination and collaboration; (3) establish guidelines for privacy notices on agency websites; and (4) promulgate standards and criteria for agency websites. Requires the Secretary of the Interior to facilitate the development of common protocols for geographic information systems. Provides for the use of the share-in-savings contracting approach for information technology projects. Requires studies on: (1) using information technology to enhance crisis response and consequence management of natural and manmade disasters; (2) best practices of federally funded community technology centers; and (3) disparities in Internet access across various demographic distributions. Provides for establishment of: (1) a Federal Information Technology Training Center; and (2) an Advisory Board on Government Information which shall recommend standards for establishing permanent public access to government information disseminated on the Internet, developing inventories of government information, and cataloguing and indexing government information. Requires the CIO and each agency to develop and post on the Internet a public domain directory of Government websites.

Directs the Secretary of the Army to convey the remaining water supply storage allocation in Rathbun Lake, Iowa, to the Rathbun Regional Water Association in exchange for such Association: (1) constructing, operating, and maintaining a regional lighthouse visitors center complex on Federal lands at Rathbun Lake; (2) paying all operation and maintenance costs allocated to the water supply storage space; and (3) using any complex revenues in excess of amounts required to operate and maintain or improve the complex to improve the quality of the environment in the Rathbun Lake watershed.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Gasoline Access and Stabilization Act of 2001 - Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations for reformulated and oxygenated gasoline sold for use in all States that: (1) require such gasoline to comply with a national formula; and (2) prohibit the sale in any State of any such gasoline that does not comply with the formula. Allows reformulated gasoline approved by the Administrator for a State for which a waiver is in effect (allowing application of State emissions control standards) to satisfy this Act's requirements. Allows a State Governor to elect to have an area within the State, or the entire State, treated as a covered area for purposes of reformulated gasoline requirements, without regard to existing opt-in requirements. Prohibits States and localities, after December 31, 2004 (other than the State of California pursuant to a waiver or another State opting-in to California's reformulated gasoline standards pursuant to this Act), from prescribing or enforcing a control of any characteristic of a gasoline or additive that is not identical to EPA regulations. Prohibits, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

Health and Higher Education Facilities Improvement Act of 2001 - Amends the Internal Revenue Code to allow a small tax-exempt bond issuer, the proceeds of the obligations of which are to be used to make or finance eligible loans for health care or educational purposes, to elect to apply specified current limitations on the amount of obligations by treating each borrower as the issuer of a separate issue.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (2) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (3) treatment of certain physician pathology services; (4) elimination of the 15 percent reduction in payment rates under the Medicare PPS for home health services; (5) a permanent increase in the Medicare payment amount for home health services furnished in a rural area; and (6) exclusion of certain rural health clinic services and federally qualified health center services from the PPS for covered skilled nursing facility services. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the eligible entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends the Internal Revenue Code to exclude from gross income for income tax purposes any payments received under the National Health Service Corps Loan Repayment Program.

End Gridlock at Our Nation's Critical Airports Act of 2001 - Amends Federal aviation law to prohibit a State, local government, or political authority of at least two States from enacting or enforcing a law that: (1) requires a certificate of approval before the construction or operation of an airport development project at a covered airport (an airport that each year has at least .25 percent of the total annual boardings in the United States) if the project meets certain standards established by the Secretary of Transportation, whether or not such project is the subject of an approved airport improvement grant; or (2) prohibits, conditions, or otherwise regulates the direct application for, or receipt or expenditure of, an airport improvement grant or other funds by the sponsor of a covered airport for an airport development project at such airport if the project meets such standards.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

Stem Cell Research Act of 2001 - Amends the Public Health Service Act to permit the Secretary of Health and Human Services to only conduct, support, or fund research on human embryos for the purpose of generating embryonic stem cells and utilizing stem cells that have been derived from embryos in accordance with the provisions of this Act. Makes it unlawful for any person receiving Federal funds to knowingly acquire, receive, or otherwise transfer any human embryos for valuable consideration if such action affects interstate commerce. Directs the Secretary, in conjunction with the Director of the National Institutes of Health (NIH), to issue guidelines expanding on the rules governing human embryonic stem cell research to include rules that govern the derivation of stem cells from donated embryos under this Act.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Flood Loss Reduction Act of 2001 - Amends the Water Resources Development Act of 1999 to: (1) repeal requirements for the development and contents of the Upper Mississippi River plan respecting system flood reduction and replace them with requirements for the Secretary of the Army and the Director of the Federal Emergency Management Agency (FEMA) to develop a plan to reduce flood losses in the Upper Mississippi River floodplain, including consideration of structural and nonstructural measures; (2) authorize appropriations to carry out the flood mitigation and riverine restoration program through 2010; and (3) add specified counties in Wisconsin, Illinois, Missouri, and Iowa as priority areas to be examined under such program. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) increase the maximum percentage of Federal contributions allowed with respect to the cost of hazard mitigation measures in any area affected by a major disaster; and (2) increase such Federal share if the State has in effect an approved mitigation plan. Directs the Secretary and the Director of FEMA to: (1) develop, and annually update, rank, and list authorized flood damage reduction and predisaster hazard mitigation projects according to the extent to which projects address repetitive loss structures, include nonstructural features, and restore natural rivers and floodplain; and (2) annually publish such list in the Federal Register.

Animal Health Protection Act - Authorizes the Secretary of Agriculture to restrict the importation, entry, or further movement in the United States, or order the destruction or removal, of animals (including livestock) and related conveyances and facilities for reasons of livestock pest or disease control, or humane treatment. Authorizes related activities respecting exportation, interstate movement, cooperative agreements, enforcement and penalties, seizure, and quarantine and disease and pest eradication. Authorizes the Secretary to: (1) establish a veterinary accreditation program; and (2) enter into reimbursable fee agreements for preclearance abroad of animals or articles for movement into the United States.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Calls on the President to continue to delay granting Mexico-domiciled motor carriers authority to operate in the United States beyond the commercial zone until: (1) the President and the Secretary of Transportation certify to Congress, among other specified things, that such carriers (buses and trucks) will comply with U.S. motor carrier safety, driver safety, vehicle safety, and environmental laws and regulations, that the United States is able to enforce such laws and regulations at the U.S.-Mexico border and in each State, and that granting such operating authority will not endanger the health, safety, and welfare of U.S. citizens; and (2) the Administrator of the Environmental Protection Agency (EPA) certifies to Congress that all necessary steps have been taken to ensure that the manufacturer, owner, and operator of Mexico-domiciled trucks operating outside a commercial zone comply with any Clean Air Act notice, certification, disclosure requirements, or environmental standards to the same extent that such requirements or standards apply to any heavy-duty truck or heavy-duty engine regulated by the EPA. Calls on the Governments of Mexico and the United States to: (1) agree to uniform application to U.S.- and Mexico-domiciled motor carriers and drivers of the highest standards regarding safety, environmental protection, and driver competency, licensing, and hours of service; (2) improve truck and bus inspection and enforcement programs and their coverage; and (3) consider truck and bus safety to be of paramount importance to the relationship between the United States and Mexico.

Conservation Security Act of 2001 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a conservation security program to assist agricultural owners and operators promote conservation of soil, water, and related resources such as wildlife and wetlands. Requires a participant to submit a resource security plan. Sets forth three tiers of resource security plan conservation practices, and bases a participant's annual payments upon implemented tiers.

Medical Laboratory Personnel Shortage Act of 2001 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), through scholarships and loans for health professional training under the National Health Service Corps' scholarship and loan repayment programs, to assure an adequate supply of medical technologists and medical laboratory technicians to provide primary health services in health professional shortage areas. Requires the Secretary to give preference, in making awards of grants and contracts to increase the number of individuals trained in allied health professions, to entities with programs training medical laboratory personnel. Directs the Secretary to make grants for training to increase the number of cytotechnologists available for screening women for cervical cancer. Directs the Secretary to support programs that train medical laboratory personnel in disciplines that recognize or identify the resistance of pathogens (in combating antimicrobial resistance) and that recognize or identify a potential biological agent (in combating bioterrorism). Revises requirements for the use of Federal payments under cooperative agreements or grants between the National Heart, Lung, and Blood Institute and public or private nonprofit entities for the training of allied health professionals with respect to the prevention and treatment methods for heart, blood vessel, lung, or blood diseases. Requires that training emphasis be given to medical laboratory personnel in medical laboratory disciplines with respect to which there are needs for increased numbers of personnel.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Clean Diesel Fuel Provider Relief Act - Amends the Clean Air Act to prohibit, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Free Trade Community Relief Act - Amends the Internal Revenue Code to, among other things: (1) provide for the designation of NAFTA-impacted communities; (2) establish an employment credit for such communities; and (3) provide for job training grants to such communities.

YMCA Teen Action Agenda Enhancement of 2001 - Directs the Attorney General to award a grant to the YMCA of the USA to make subgrants to local YMCAs for programs for at-risk teens which include specified types of activities.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Directs the Secretary of Agriculture, using specified authority under the Agricultural Act of 1949, to provide eligible commodities and financial and technical assistance to establish and expand overseas preschool and school feeding programs, and maternal, infant, and child nutrition programs. Urges the President to engage multilateral and private sector involvement.

_____Act of 2001 (sic) - Amends the Elementary and Secondary Education Act of 1965 to establish a program for Teaching Technology for the Future. Authorizes the Secretary of Education, through the Office of Educational Technology, to award competitive matching grants, contracts, or cooperative agreements for developing or redesigning teacher preparation programs to enable prospective teachers to use technology effectively in their classrooms. Makes eligible for such assistance consortia that include: (1) at least one institution of higher education that offers a baccalaureate degree and prepares teachers for their initial entry into teaching, is in full compliance with specified reporting requirements of the Higher Education Act of 1965 (HEA), and has not been identified by the State as low performing; (2) at least one State educational agency or local educational agency with a high number or percentage of children in poverty; and (3) one or more of specified public or private entities.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Reforestation Tax Act of 2001 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Decreases the amortization period for reforestation expenditures.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.
