Sports Agent Responsibility and Trust Act - Prohibits an agent from: (1) directly or indirectly recruiting or soliciting a student athlete to enter into an agency contract by giving false or misleading information or making a false promise or representation or by providing anything of value to the athlete before entering into such a contract; (2) entering into an agency contract with a student athlete without providing the required disclosure document; or (3) predating or postdating an agency contract. Requires an agent, in conjunction with the signing of an agency contract, to provide to the athlete a separate disclosure document that includes notice that if the athlete signs the contract he or she may lose eligibility to compete as a student athlete in that sport. Requires the student athlete to sign such document before signing the agency contract. Treats a violation of this Act as an unfair or deceptive act or practice under the Federal Trade Commission Act. Authorizes civil actions by State attorneys general under specified circumstances. Requires the agent and the athlete, within 72 hours after entering into an agency contract or before the next athletic event in which the athlete may participate, whichever occurs first, to provide notice to the educational institution that the athlete has entered into an agency contract. Grants an educational institution a right of action against an agent for damages caused by such agent's failure to provide such notice. Expresses the sense of Congress that States should enact the Uniform Athlete Agents Act of 2000 drafted by the National Conference of Commissioners on Uniform State Laws to protect student athletes and the integrity of amateur sports from unscrupulous sports agents.

Social Security Widow's Benefit Guarantee Act of 2002 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) provide for an increase in widow's and widower's insurance benefits; (2) repeal the seven year restriction on eligibility for widow's and widower's insurance benefits based on disability; (3) waive the two-year waiting period for a divorced spouse's benefits upon the other spouse's remarriage; and (4) disregard months ending after a deceased individual's death in applying early retirement rules with respect to the deceased individual for purposes of the limitation on widow's and widower's benefits. Amends SSA title XVI (Supplemental Security Income) (SSI) to provide that an eligible widow or widower who is entitled to a widow's or widower's insurance benefit for any month under OASDI, but is not eligible for benefits under SSI in that month, shall be deemed for purposes of SSA title XIX (Medicaid) to be an individual with respect to whom SSI benefits are paid in that month, if he or she: (1) has been continuously entitled to such widow's or widower's insurance benefits from the first month for which the increase in widow's or widower's insurance benefits resulting from this Act is reflected in such benefits through the month involved; and (2) would be eligible for benefits under SSI in the month involved if the amount of the increase in his or her widow's or widower's insurance benefits were disregarded.

Steel Industry Legacy Relief Act of 2002 - Amends the Trade Act of 1974 to establish a steel industry retiree benefits protection program administered by the Secretary of Commerce and the Board of Trustees of the Steel Industry Legacy Relief Trust Fund (created by this Act) to provide specified medical benefits to eligible steel retirees and beneficiaries. Prescribes qualifying events (acquisition, closing, election, or bankruptcy transfer) as a result of which the United States shall assume liability for the provision of steel retiree benefits for each eligible retiree and eligible beneficiary certified for participation in the retiree benefits program. Requires transfer to the Trust Fund by a qualified steel company and any applicable acquiring company of all assets which, under the terms of an applicable collective bargaining agreement, were required to be set aside under an employee benefit plan or otherwise for the provision of the steel retiree benefits. Requires contributions to the Trust Fund by such companies.

Requires each intelligence community element, under procedures prescribed by the Director of Central Intelligence and the Attorney General, to share homeland security information, with credibility assessments, with State and local personnel. Directs that: (1) such procedures include existing information sharing systems; and (2) each element of the Federal intelligence and law enforcement communities, as well as specified congressional committees, have access to each information sharing system and the information within it. Directs the President to prescribe procedures under which Federal agencies may share classified homeland security information with appropriate State and local personnel, including through security clearance investigations, non-disclosure agreements, and increased use of information-sharing partnerships.

Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Mental Health Equitable Treatment Act of 2002 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. States that the foregoing shall not be construed as requiring a group health plan (or related insurances) to: (1) provide any mental health benefits; (2) prevent the medical management of mental health benefits; or (3) require the provision of specific mental health services, except to the extent that failure to provide such services would result in a disparity between the coverage of mental health and medical-surgical benefits. Exempts specified small employers from such requirements. Requires that, in the case of a group health plan that offers a participant or beneficiary two or more benefit package options, the coverage requirements shall be applied separately with respect to each such option. Provides that, in the case of a plan or insurance providing in-network mental health benefits, out-of-network mental health benefits need not be provided at parity to medical-surgical benefits, as long as in-network mental health benefits are provided at parity with medical-surgical benefits and the plan or insurance provides reasonable access to in-network providers and facilities. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality and a cost estimation of extending such requirements to the treatment of substance abuse and chemical dependency.

Authorizes the Director to give preferential consideration to an application from a jurisdiction that: (1) has the greatest need and a methamphetamine clandestine drug laboratory-related seizures per capita rate at or above the national average; or (2) has consolidated local law enforcement effort by creating multi-jurisdictional law task forces. Requires funds to be awarded to each qualifying local government with fewer than 100,000 residents.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing or from any surplus within the Federal Old-Age and Survivors and Disability Insurance Trust Funds) for that fiscal year unless the Congress, by a three- fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a budget which conforms to this article's requirements to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Authorizes Congress to waive these provisions, solely to the extent necessary for additional military funding, when: (1) a declaration of war is in effect; or (2) the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by three-fifths of the whole number of each House. Makes this article effective beginning with FY 2008 or the second fiscal year beginning after its ratification, whichever is later.

Corporate Patriot Enforcement Act of 2002 - Amends the Internal Revenue Code by determining that acquiring corporations in"corporate expatriation transactions" shall be considered domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Directs: (1) the Secretary of Transportation and the Administrator of the Environmental Protection Agency (EPA) to designate as hazardous certain byproducts of the methamphetamine production process and expand penalties against laboratory operators; (2) the Administrator of the Drug Enforcement Administration to list byproducts likely to cause long-term environmental harm; (3) the Secretary of Labor, acting through the Occupational Safety and Health Administration, to provide grants to local law enforcement for specified training and equipment acquisition; (4) the EPA Administrator to study the impact of methamphetamine laboratory operation on the environment; and (5) the Secretary of Health and Human Services to study contamination issues. Amends: (1) the Elementary and Secondary Education Act of 1965 to authorize grants for educational programs; (2) the Public Health Service Act to authorize grants to provide treatment; (3) the Omnibus Crime Control and Safe Streets Act of 1968 to include among permissible grant projects under the "cops on the beat" program hiring personnel and purchasing equipment; and (4) the Controlled Substances Act to set penalties for promoting an entertainment event where the promoter knows that a controlled substance will be used or distributed in violation of specified law. Urges the President to seek commitments from the Canadian Government regarding the availability of pseudoephedrine.

Federal Deposit Insurance Reform Act of 2002 - Mandates the merger of the Bank Insurance Fund and the Savings Association Insurance Fund into the Deposit Insurance Fund. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act to: (1) increase the amount of deposit insurance coverage; (2) couple such increase with an inflation adjustment; and (3) double the amount of deposit insurance for certain retirement accounts. Amends the FDIA to increase the amount of deposit insurance coverage for municipal deposits. Expands the range of authorized investments for the Federal Deposit Insurance Corporation (FDIC) to include Federal agency obligations or comparable obligations authorized by the Secretary of the Treasury. Repeals: (1) independent treatment of each deposit insurance fund with respect to assessments and designated reserve ratio; (2) minimum risk-based assessments for certain at-risk deposit insurance funds; (3) limitations on assessments on deposit insurance funds that fail to meet the designated reserve ratio; and (4) the special rule for recapitalizing undercapitalized funds. Instructs the FDIC Board of Directors to establish annually a designated reserve ratio that falls within a prescribed range. Replaces refund guidelines with rebates to insured depository institutions that are predicated upon DIF balances in excess of specified percentages. Instructs the FDIC to establish a Deposit Insurance Fund Restoration Plan to ensure adequate reserves whenever the actual ratio in the DIF falls below certain criteria. Directs the Comptroller General to study and report to Congress on FDIC administrative structure, expenses, and certain activities, and further possible changes to the deposit insurance system.

Requires all environmental reviews, analyses, and opinions related to issuance of permits, licenses, or approvals relating to such plan or airport to be conducted on an expedited basis. States that approval by the Administrator of an airport layout plan submitted by Chicago that includes the runway redesign plan shall: (1) provide that any runway located more than 2500 feet south of existing runway 9R-27L shall not begin construction before January 2011; and (2) be subject to the condition that noise impact of aircraft operations at O'Hare after the year in which the first new runway is first used will be less than that in 2000. Prohibits the consideration of such a plan unless it includes public roadway access through the western boundary of O'Hare to passenger terminal and parking facilities. Directs the Administrator to give priority consideration to a letter of intent application submitted by the State of Illinois (or a political subdivision thereof) for construction of the suburban airport. Sets forth requirements regarding the construction of the runway redesign plan as a Federal project on or after July 1, 2004. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met.

Work Opportunity and Relief Compensation Act - Sets forth health insurance coverage options for recently unemployed individuals and their families. Requires establishment of a temporary program under which 75 percent of the premium for COBRA continuation coverage shall be provided for an individual who: (1) at any time between September 11, 2001, and December 31, 2002, is separated from employment; and (2) is eligible for, and has elected, COBRA continuation coverage. (COBRA refers to title X of the Consolidated Omnibus Budget Reconciliation Act of 1985, and concerns continuing post-employment employee group health plan coverage under specified provisions of the Public Health Service Act, the Internal Revenue Code, and the Employee Retirement Income Security Act of1974.) Permits a State to elect to provide temporary Medicaid coverage (under title XIX of the Social Security Act) for individuals who: (1) are separated from employment at any time between September 11, 2001, and December 31, 2002; (2) are not eligible for COBRA continuation coverage; (3) are not insured; and (4) do not have assets, resources, and earned or unearned income that exceed limitations set by the State. Permits a State to pay the entire COBRA premium for certain low-income individuals. Includes in the optional Medicaid eligibility category for such illnesses Indian women with breast or cervical cancer who are eligible for health services under a medical care program of the Indian Health Service or of a tribal organization. Increases the allowed Federal Medicaid disproportionate share hospital (DSH) allotment in extremely low-DSH States. Prohibits the Secretary of Health and Human Services, for a certain period, from implementing any modification to upper payment limits for services furnished by non-State government-owned or operated hospitals. Revises the transitional medical assistance (TMA) program to give States the option to: (1) waive notice and reporting requirements; (2) extend eligibility period for low-income individuals; (3) allow families to receive TMA if they have received Medicaid for fewer than three of the preceding six months; and (4) not comply with certain TMA requirements if coverage is extended to certain low-income families. Temporary Unemployment Compensation Act of 2001 - Provides for a program of temporary supplemental unemployment compensation. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (excluding extended compensation). Telehealth Grant Consolidation Act of 2001 - Provides for the establishment: (1) of telehealth network and telehealth resource centers grant programs; and (2) an Office for the Advancement of Telehealth. Provides for grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Reauthorizes and rewrites PHSA provisions regarding the National Health Service Corps program. Prohibits an entity to which a Corps member is assigned from denying requested health services and discriminating in the provision of services because an individual is unable to pay. Provides for a community access demonstration program to improve the effectiveness, efficiency, and coordination of services for uninsured and underinsured individuals. Expands the availability of dental health services.

Authorizes the Air Transportation Stabilization Board to enter into agreements with one or more obligors to issue such instruments. Sets forth certain instrument and compensation requirements. Authorizes the Secretary of Transportation to provide insurance or reinsurance, or reimbursement of insurance costs increases, to a general aviation entity against loss or damage arising from the operation of nonmilitary aircraft while in the United States. Defines "general aviation entity" to mean any person (other than an air carrier) that operates nonmilitary aircraft or provides aviation services directly related to nonmilitary aircraft or nonmilitary airport operations or relies on direct or indirect access to U.S. airspace to conduct its primary business as determined by the Secretary. Includes fixed based operators, flight schools, manufacturers of general aviation products, and persons engaged in nonscheduled commercial aviation enterprises.

Requires the Secretary to develop and implement a plan which includes the development of specific criteria enabling measurements to be made of the progress made at the national, State, and local levels toward achieving the national goal of bioterrorism preparedness. Requires the maintenance of an adequate national pharmaceutical stockpile of vaccines (including a smallpox vaccine), therapies, and medical supplies for use at the Secretary's discretion in the event of a biological threat or attack or other public health emergency. Expands the role of the Centers for Disease Control and Prevention. Directs the Secretary to provide for the establishment of a coordinated network of public health laboratories to assist with the detection of and response to a biological threat or attack. Provides for the appointment of an Assistant Secretary for Emergency Preparedness who shall head the Office for Emergency Preparedness. Provides for a National Disaster Medical System to provide appropriate health and social services to respond to a public health emergency, if the Secretary activates the System. Provides for enhanced regulatory control of biological agents and toxins. Establishes a State Bioterrorism Preparedness and Response Block Grant Program to improve State and local preparedness and response capabilities. Amends the Clayton Act to provide for a limited antitrust exemption with respect to the development of new countermeasures against bioterrorism. Requires, under the Public Health Service Act, the development of a crisis communications and education strategy with respect to bioterrorist threats to the food supply. Expands animal and plant health inspection service activities and authorities. Amends the Federal Food, Drug and Cosmetic Act to expand the authority of the Food and Drug Administration with respect to food presenting a serious threat to humans or animals. Requires the registration of food manufacturing, processing, and handling facilities. Directs the Secretary of Agriculture to utilize existing authorities to expand Agricultural Research Service and Cooperative State Research Education and Extension Service programs to protect the food supply of the United States.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Requires Secretary of Transportation approval of qualified Amtrak projects funded by such bonds. Amends Federal rail transportation law to authorize appropriations to the Secretary for Amtrak capital expenditures, including specified tunnel life safety projects, bridges, tracks, and other improvements, and equipment, including acquisition of trainsets and rolling stock. Directs the Secretary to establish a program of capital grants to class II and class III railroads (or with the concurrence of such railroads, to a State or local government) to rehabilitate, preserve, or improve certain railroad track. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to set forth additional requirements with respect to cohorts of direct loans and loan guarantees for certain railroad rehabilitation and improvement projects. Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under this Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality. Provides for an extended repayment period and additional subsidization with respect to loans from revolving funds to financially distressed communities. Amends the Transportation Equity Act for the 21st Century to increase the Federal-Aid Highway program obligation ceiling for FY 2002. Authorizes additional appropriations from the Mass Transit Account and the Highway Trust Fund for FY 2002 for certain formula grants for mass transportation projects, including projects for special needs of elderly individuals and individuals with disabilities and non-urbanized areas. Amends the Internal Revenue Code to raise the $100 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to $175. Amends Federal aviation law to increase appropriations from the Airport and Airway Trust Fund for FY 2002 for airport planning and airport development, including airport noise compatibility planning and programs. Authorizes additional appropriations for FY 2002 and 2003 for guaranteed loans for ferries using a streamlined process. Authorizes the Secretary to make grants to U.S. port or maritime cargo terminal operators to acquire the best available technology, equipment, or infrastructure. Amends the Public Works and Economic Development Act of 1965, the Appalachian Regional Development Act of 1965, and the Consolidated Farm and Rural Development Act to authorize additional FY 2002 appropriations, respectively, for public works and economic development, Appalachian regional development, and Delta, Mississippi regional development. Authorizes additional FY 2002 appropriations to: (1) carry out construction, operation, and maintenance activities (including security measures) for Corps of Engineers projects; and (2) enhance the security of General Services Administration properties. Amends the John F. Kennedy Center Act to authorize additional appropriations for FY 2002 to enhance the security of: (1) the John F. Kennedy Center for the Performing Arts; and (2) the Smithsonian Institution.

Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Sets forth provisions requiring: (1) the Under Secretary to develop a personnel system for screeners, including matters covering compensation and the authority of the Administration to suspend or terminate them; (2) airport operators to establish air transportation security programs that also require the presence of law enforcement at airports where passengers are screened; (3) the application of certain employment standards and training requirements to airport security personnel, including (Federal) screeners of passengers and property; (4) deployment of Federal air marshals on passenger flights; (5) specified enhanced aviation-related security measures, including restricting access to the aircraft's cockpit; and (6) imposition on passengers of $2.50 on a one-way trip to cover costs of screening passengers and property. Establishes the Transportation Security Oversight Board to review Under Secretary issued transportation security-related regulations.

Increases the maximum debt reduction amount under such program and allows the annual adjustment of such amount. Allows the Secretary of Veterans Affairs, until December 31, 2001, to expand the number of individuals eligible under such program. Authorizes additional pay for Saturday duty for health care professionals in the Department's Veterans Health Administration (VHA). Allows unused sick leave to be included in the annuity computation for VHA registered nurses. Directs the Secretary to: (1) evaluate the efficacy of the Department's nurse managed health care clinics; (2) establish a nationwide policy on the staffing of Department medical facilities; (3) report on the use of authorities for retaining experienced nurses; and (4) report on mandatory overtime required of licensed nurses and nurse assistants providing direct patient care.
