An amendment to add that commodities provided under this act shall be distributed by means of a system developed by the Secretary of Agriculture and State agencies. Eligible organizations are required to acknowledge receipt of the commodities and eligible individuals shall be provided the commodities in exchange for commodity coupons distributed under the food stamp program pursuant to rules and regulations issued by the Secretary of Agriculture.

The amendment would establish a 10 member commission to provide for a study of whether 1) the government's job classification & compensation systems comply with the Fair Labor Standards Act, 2) hiring & promotion policies comply with Title VII of the Civil Rights Act of 1964, and report on 3) effectiveness of policies designed to encourage a) integration of individuals into occupations where persons of a particular sex, race, or ethnic group are traditionally underrepresented, & 4) trends relating to promotions of such persons. Special attention is to be paid to women's matters and recommendations, including cost estimates, are to be made on enhancing federal equal opportunity.

They shall serve without pay and must resign within 15 days of receiving an appointment as an officer or employee of the U.S.

Section 4 of the bill provides for restrictions on new investments, including bank loans in South Africa by American concerns or individuals.

An amendment in the nature of a substitute to strike all sanctions in the bill and to retain existing sanctions contained in current law with exemptions for black majority-owned firms from current import bans. The substitute amendment would earmark $40 million for AID programs for disadvantaged South Africans, $8 million of which would be earmarked for black private enterprise development. In addition, it would earmark $2 million from other AID programs for small business development to South Africa. It also calls on, but does not require, U.S. companies operating in South Africa to contribute 15 percent of their payroll to black development projects.

An amendment to strike the earmarking of funds for the Southern African Development Coordination Conference to the extent that the $50 million originally authorized for SADCC countries would go solely to countries that have demonstrated support for U.S. policies and values, and either provide facilities for the U.S. military or recognize democratic freedoms. Eight of the nine SADCC countries, including Mozambique and Zimbabwe, would be prohibited from receiving the SADCC funds leaving only Botswana as eligible. Kenya, Liberia, Sudan, Zaire, and a number of other African countries would also be eligible.

Amendment originally sought to prohibit delivery of U.S. foreign assistance to any organization or institution in South Africa which is formally linked to the South African Communist Party; which is engaged in violations of human rights; or which does not have in place democratic processes for internal decisionmaking and selection of leaders. \ As amended by the Walker amendment (A048), the above was replaced with language which prohibits the delivery of U.S. foreign assistance to the Communist Party of South Africa or any affiliated or associated organization, and provides that the President shall undertake efforts to ensure that recipients of U.S. assistance in South Africa are not engaged in violations of human rights, and have in place democratic processes for internal decisionmaking and the selection of leaders.
