Title I: Authorization - Authorizes the Secretary of the Interior to undertake research, investigations, appraisals, surveys, and related activities of the Nation's water resources. Authorizes the Secretary to cooperate with other government agencies and to perform such activities on a reimbursable basis, as specified. Authorizes appropriations for FY 1988 through 1990. Title II: National Ground Water Contamination Research - National Ground Water Contamination Research Act of 1987 - Makes the Secretary of the Interior primarily responsible at the Federal level for collecting, analyzing, and disseminating information concerning the state of the Nation's groundwater. Requires the Secretary to report within two years to specified congressional committees and the States on the condition of the Nation's groundwater. Requires that such report be accompanied by an independent evaluation by State individuals charged with responsibility for water pollution control matters. Directs the Secretary to establish a national groundwater quality assessment program within three years of enactment. Requires such program to coordinate government efforts in such area, seek to achieve uniform data collection, and provide information and assistance as required. Directs the Secretary to establish a national groundwater clearinghouse. Requires the Secretary to establish a technical assistance program to serve other Federal and governmental agencies. Amends the Water Resources Research Act of 1974 to make conforming changes. Authorizes appropriations for such programs.

School Dropout Demonstration Assistance Act of 1987 - Authorizes appropriations for FY 1988 through 1990 for grants to local educational agencies (LEAs) for demonstration programs of dropout prevention, reentry, and information. Allots specified percentages of such funds to various categories of LEAs. Limits the Federal share of project cost to no more than 90 percent in the first fiscal year, 75 percent in the second, and 60 percent in the third. Sets forth grant application requirements, including plans for dropout information collection and reporting systems. Sets forth authorized activities for which such grants may be used. Requires that: (1) at least 30 percent of grant funds be used for dropout prevention activities; (2) at least 30 percent of grant funds be used for dropout reentry persuasion and assistance activities; and (3) not more than 15 percent of any grant be used for administrative costs. Requires that grants be used to supplement other funds. Requires grant recipients to cooperate with the coordination and dissemination efforts of the National Diffusion Network and State educational agencies. Directs the Secretary of Education to report annually to the appropriate committees of the Congress on the activities under this Act. Sets forth provisions for auditing and withholding payments.

Designates as additions to the National Wilderness Preservation System 81 wilderness areas within the California Desert Conservation Area (CDCA), the Yuma District, and the Bakersfield District of the Bureau of Land Management. States that non-designated areas within the CDCA have been adequately studied for inclusion in the System and are therefore released from otherwise applicable restrictions. Designates eight areas within the CDCA for study to determine their suitability for inclusion in such System. Requires the Secretary of the Interior to give priority to consolidating Federal ownership within this Act's wilderness areas. Requires the Secretary to exchange Federal land for California land located within the boundaries of such wilderness areas. Authorizes appropriations.

Northern Ireland Fair Employment Practices Act - Prohibits an article from being imported into the United States from Northern Ireland unless documentation is presented at the time of entry indicating that the enterprise which manufactured or assembled such article was in compliance at the time of manufacture with certain fair employment principles (such as freedom from religious discrimination). Provides that such principles are based on the MacBride Principles, a nine point set of guidelines for fair employment in Northern Ireland. Requires that any U.S. person who has a branch or office in Northern Ireland or who controls an enterprise in Northern Ireland in which more than 20 people are employed shall take the necessary steps to insure implementation of such employment principles and compliance with this Act. Requires each such U.S. person to report to the Secretary of Commerce on compliance with this Act. Sets forth the fair employment principles. Authorizes the President to waive the requirements of this Act in the interest of national security. Requires such waiver to become effective 90 days after the President submits a justification of such waiver to the Congress unless the Congress adopts a joint resolution disapproving the waiver. Provides for expedited consideration of such resolution.

Civil Rights Amendments Act of 1987 - Amends the Civil Rights Act of 1964 to prohibit discrimination on the basis of affectional or sexual orientation. Provides that this Act shall not be construed to permit a finding of discrimination based on statistical differences or the fashioning of any remedy requiring a quota.

English Proficiency Act - Directs the Secretary of Education to establish within the Office of Adult Education a program of grants for English literacy programs for individuals of limited English proficiency. Allows such grants to provide for support services including child care and transportation costs for program participants. Provides that such grants may be made to community-based organizations, local education agencies, tribally-controlled schools, institutions of higher education (including community colleges), public libraries, and prisons. Sets forth grant application requirements. Limits grants to not more than three years' duration. Requires that at least 50 percent of grant funds go to community-based organizations with the demonstrated capability to administer English proficiency programs. Requires grant recipients to report annually to the Secretary. Directs the Secretary, through the Office of Adult Education, directly and through grants and contracts, to carry out demonstration programs to: (1) develop innovative approaches and methods of literacy education for individuals of limited English proficiency; and (2) establish a nationwide clearinghouse on literacy education for individuals of limited English proficiency. Requires the Secretary, directly and through grants and contracts, to evaluate and annually audit programs funded under this Act. Authorizes the Secretary to accept grants, gifts, or bequests of money for the purposes of this Act. Authorizes appropriations for FY 1988 through 1990. Limits to ten percent the portion of funds available under this Act which may be used for demonstration programs and evaluation.

Urgent Relief for the Homeless Act - Title I: Funding - Authorizes additional FY 1987 appropriations for: (1) community and migrant health centers; (2) the emergency food and shelter program; (3) the emergency shelter grant program; (4) the transitional housing demonstration program; and (5) section 8 housing assistance. Authorizes FY 1987 appropriations for: (1) health care and mental health services for the homeless; and (2) the Interagency Office on Homelessness. Title II: Health Care for the Homeless - Directs the Secretary of Health and Human Services to make grants to certain public or private nonprofit entities for health care and mental health services for the homeless. Gives priority to applicants with related prior experience. Requires grantees to: (1) make health services accessible to the homeless; (2) provide 24-hour service; (3) provide in-patient referrals and funding assistance; (4) refer homeless persons with communicable diseases to public health authorities; (5) provide outreach services; and (6) aid homeless persons to obtain entitlements and services. Limits grantee service charges. Sets forth prohibited and permitted fund uses. Limits the Federal contribution for such grants to 75 percent of service costs. Requires grantees to report annually to the Secretary. Amends title XIX (Medicaid) of the Social Security Act to include within Medicaid coverage: (1) clinic services provided to the homeless by clinic personnel outside the facility; and (2) specified services to homeless persons who are chronically mentally ill. Title III: Interagency Office on Homelessness - Establishes in the Department of Health and Human Services the Interagency Office on Homelessness to carry out the Secretary's duties to assist the homeless. Sets forth such duties, among them the review of Federal programs for the homeless, including on annual report to the Congress. Directs the Secretary to: (1) identify and make available underutilized public buildings and property suitable for the homeless; and (2) make grants for services to be provided in such facilities, including child care. Sets forth applicant selection and priority provisions. Requires the Secretary to: (1) monitor such grant funds; and (2) inspect such facilities. Requires State or local certification to the Secretary of program compliance.

Full Credit Card Cost Disclosure Act - Amends the Truth in Lending Act to require that all credit card applications and solicitations include information regarding the annual interest rate, finance charge conditions, and other related charges and fees. Requires such information, as prescribed by the Board of Governors of the Federal Reserve System, to be prominently displayed in table form.

Homeless Persons' Survival Act of 1987 - Title I: Emergency Relief for the Homeless - Subtitle A: Emergency Shelter for the Homeless - Declares that every homeless individual is entitled to decent overnight shelter. Amends part A (Aid to Families with Dependent Children) of title IV of the Social security Act to make emergency assistance mandatory for needy families with children and for homeless persons. Subtitle B: Social Security Assistance to the Homeless - Amends part A of title XI (General Provisions and Professional Standards Review) of the Social Security Act to provide for an outreach program to homeless persons who may be eligible for Old Age, Survivors and Disability Insurance (OASDI) and Supplemental Security Income (SSI) benefits. Extends SSI eligibility to public shelter residents. Subtitle C: Health and Mental Health Care for the Homeless - Provides health and mental health care services to homeless persons. Includes within Medicaid coverage: (1) services provided outside a clinic by clinic personnel to eligible homeless persons; and (2) specified services to chronically mentally ill persons. Subtitle D: Emergency Food for the Homeless - Amends the Food Stamp Act of 1977 to provide for food stamp outreach to homeless persons. Increases and extends the shelter deduction cap. Provides that third party payments for temporary housing lacking cooking or refrigeration facilities shall not be considered household income for food stamp benefit purposes. Amends the Temporary Emergency Food Assistance Act of 1983 to authorize FY 1988 appropriations for food stamp storage and distribution costs. Subtitle E: Emergency Assistance to Homeless Families and Children - Amends the General Education Provisions Act to require a State or local educational agency to provide free public education to homeless children in order to receive Federal assistance. Amends the Runaway and Homeless Youth Act to make "transitional living youth projects" eligible for assistance under such Act. Authorizes grants for such purposes. Requires annual reports to the Congress. Authorizes FY 1988 through 1992 appropriations. Provides for grants to establish or expand shelters for homeless parents and infants. Authorizes FY 1987 appropriations. Title II: Prevention of Homelessness - Subtitle A: Prevention of Evictions - Sets forth conditions which must be met before evicting a tenant from any federally assisted rental housing project. Directs the Secretary of Housing and Urban Development to provide grants for emergency rent relief payments to landlords on behalf of tenants facing eviction. Authorizes FY 1988 appropriations. Establishes in the Treasury an Emergency Rent Relief Fund. Subtitle B: Preservation of Low Income Housing - Provides for the preservation of single room occupancy buildings under the following programs: (1) community development block grants; (2) urban development action grants; (3) the existing housing program; and (4) the moderate rehabilitation program. Authorizes FY 1988 appropriations for rural housing. Subtitle C: Prevention of Homelessness of Disabled and Institutionalized Persons - Provides for the eligibility of mentally ill persons for federally assisted housing. Amends the Social Security Act to provide for: (1) immediate SSI payments for chronically mentally ill persons; and (2) full SSI payments through the third month of institutionalization. Subtitle D: Prevention of Homelessness of Families and Children - Amends the Social Security Act to modify specified Aid for Dependent Children rules regarding dependent children in extended families. Title III: Increased Low Income Housing - Increases funding for existing housing and moderate rehabilitation programs. Authorizes FY 1988 appropriations. Provides for the increased availability of tax-foreclosed property to house the homeless. Obligates funds for FY 1988 under the community development block grants and housing for the elderly or handicapped programs for mentally ill homeless persons. Title IV: Effective Date - Makes the provisions of this Act effective on October 1, 1987.

Social Security and SSI for the Homeless Act of 1987 - Amends part A (General Provisions) of title XI of the Social Security Act to require the Secretary of Health and Human Services to: (1) establish and conduct an ongoing program to inform the homeless of, and assist them in securing, benefits available under titles II (Old Age, Survivors and Disability Insurance) and XVI (Supplemental Security Income) (SSI) of the Act; and (2) periodically review Social Security Administration procedures so as to remove technical and bureaucratic barriers the homeless face when filing benefit claims. Amends the SSI program to extend SSI eligibility to residents of halfway houses. (Currently, such assistance is provided to those in public emergency shelter.) Eliminates the three-month per year limit on the eligibility of halfway house and emergency shelter residents. Provides for the classification of chronically mentally ill individuals as presumptively disabled and thus eligible for immediate SSI payments. Provides full SSI benefits to chronically mentally ill individuals through their third month at a medical institution if they continue to maintain and pay the expenses of a home to which they may return upon discharge.

Health Care for the Homeless Act of 1987 - Directs the Secretary of Health and Human Services to make grants to qualified entities to enable them to deliver outpatient health care and outpatient mental health, case management, and advocacy services to homeless individuals. Requires such entities to be qualified recipients of State Medicaid payments. Assigns preference to grant applicants with experience in delivering health care or mental health services to the homeless, medically underserved populations, or individuals who are chronically mentally ill. Requires services under such grant to be provided 24 hours a day. Sets forth other grant requirements. Provides certain limitations on charges for services. States that services must be provided regardless of the recipient's ability to pay. Sets forth restrictions on the use of grant funds. Limits any such grant to 75 percent of the cost of services. Outlines application requirements and procedures. Authorizes appropriations for FY 1988 through 1990. Amends the Social Security Act to provide that clinics may provide Medicaid services to the homeless.

National Right to Shelter Act of 1987 - Declares that the homeless are entitled to decent overnight shelter. Mutual Nuclear Warhead Testing Moratorium Act - Expresses the sense of the Congress that the President should declare that the United States: (1) will, as soon as in-country reciprocal monitoring arrangements are implemented, stop testing nuclear warheads; and (2) will invite the Soviet Union to stop testing nuclear warheads and meet with the United States to enter into negotiations for the conclusion of a Comprehensive Test Ban Treaty at the earliest possible date. Declares that the United States should continue the cessation of the testing of nuclear warheads so long as the Soviet Union refrains from the testing of nuclear warheads and substantive Comprehensive Test Ban Treaty negotiations are in progress. Expresses the sense of the Congress that during such cessation the President should seek resumption of the comprehensive test ban talks. Prohibits the United States from obligating or spending any money for testing nuclear warheads outside a designated test area or for testing certain larger warheads within such a test area during the 12-month period beginning 90 days after enactment of this Act if the President does not declare a cessation of nuclear testing. Declares that such prohibition shall cease to apply if the President certifies that: (1) the Soviet Union has carried out such tests; or (2) after the prohibition takes effect, the Soviet Union refuses to accept and implement reciprocal in-country monitoring arrangements. Sets forth information to be included in such certification. Declares that the limitation on nuclear explosions shall be supplanted by a U.S.-Soviet agreement establishing significant limits on nuclear explosions that is negotiated after enactment of this Act. Requires the President to report annually to the Congress on progress in negotiating a U.S.-Soviet Comprehensive Test Ban Treaty.

Amends the Internal Revenue Code to allow a deduction of an additional exemption amount for a taxpayer or the spouse of the taxpayer if the taxpayer or spouse is a paraplegic, a quadriplegic, a hemiplegic, an amputee, or a deaf person at the close of the taxpayer's taxable year. Requires the taxpayer to furnish proof of such condition in such form and manner, and at such times, as prescribed by regulations.

Federal Equitable Pay Practices Act of 1987 - Establishes the Commission on Equitable Pay Practices to determine whether the Government's position-classification system and prevailing rate system are designed and administered in accordance with the general policy that sex, race, and ethnicity should not be among factors considered in determining pay rates. Requires the Commission to conduct, by contract with a consultant selected under this Act, a study under which job-content analysis and economic analysis shall be applied to a representative sample of occupations in which: (1) either ssex is numerically predominant; (2) any race is disproportionately represented; or (3) any ethnic group is disproportionately represented. Directs the Commission to report to the Congress and the President on the results of such study not later than 18 months after the Commission's date of establishment. Declares that such study shall be considered of an advisory nature only. Makes sums appropriated to the Office of Personnel Management for general operating expenses available to carry out this Act.

Education for Homeless Children Act of 1987 - Amends the General Education Provisions Act to condition receipt of assistance under any applicable program on State or local education agency compliance with the requirements of this Act. Requires each State education agency to adopt and implement a plan to ensure that each homeless child within the State is provided full and equal educational opportunities. Requires each local education agency to ensure that qualified personnel interview families and children in temporary housing within their district to determine the educational needs of homeless children. Prohibits any State or local residency requirement from barring any homeless child from attending school. Requires the local education agency where the child is living, subject to the best interest of the child, to: (1) continue the child's education in the district of origin for the remainder of the school year; or (2) enroll the child in the school district where the child is actually living. Makes such choice available regardless of whether the child is living with homeless parents or has been temporarily placed elsewhere by the parents. Requires that each homeless child be provided with adequate transportation to the school selected. Requires that the records of each homeless child be maintained so that they are immediately available when a child enters a new school district. Requires the local educational agency to ensure that each homeless child may participate in all educational programs and services.

Permits the reappointment on a case-by-case basis of a specified number of air traffic controllers who were separated from service for participation in a strike initiated on August 3, 1981. Requires such reappointments to be made in FY 1987 and 1988 by the Secretary of Transportation, according to prescribed guidelines. Expresses the sense of the Congress that such reinstatements should not: (1) cause the separation or reduction in grade of any other air traffic controller; or (2) interfere with training opportunities which would otherwise be afforded to air traffic controllers seeking to become fully qualified.
