Broadband Infrastructure Finance and Innovation Act of 2019 This bill requires the National Telecommunications and Information Administration to make financing available for the construction and deployment of broadband infrastructure through a broadband infrastructure finance and innovation program. Specifically, the bill provides a means for communities and public-private partnerships to apply for low-interest secured loans, lines of credit, or loan guarantees to finance broadband infrastructure investments.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

Hate Crimes Commission Act of 2019 This bill establishes the United States Commission on Hate Crimes. The commission must investigate and report on the following: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce the commission of hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Build Local, Hire Local Act This bill imposes various requirements on certain federally assisted infrastructure projects. The bill also creates infrastructure-related grant programs and establishes the Buy America Bureau. Such federally assisted infrastructure projects must (1) employ a certain percentage of local workers to the maximum extent practicable; and (2) prioritize hiring certain individuals, such as veterans and those facing barriers to employment. A certain percentage of funds for such projects shall be used for contracts with small businesses and certain targeted businesses, such as those owned by socially or economically disadvantaged individuals, women, or individuals with disabilities. When applying for a contract, grant, or loan related to such a project, the applying entity must disclose whether there are any rulings, such as a civil judgment, finding that the entity has violated certain federal labor and occupational safety laws in the last three years. In addition, the Department of Transportation must award grants to entities in disadvantaged and underserved communities for infrastructure projects that create connected, economically prosperous, and environmentally healthy communities. Further, the Department of Labor must provide grants to workforce development boards and industry partnerships for job training programs to train certain groups, such as individuals with barriers to employment, for jobs in targeted infrastructure industries. The bill also establishes the Buy America Bureau within the Department of Commerce to oversee project compliance with existing laws that require the use of U.S.-made materials in certain federally funded projects.

Expanding Broadcast Ownership Opportunities Act of 2019 This bill requires the Federal Communications Commission (FCC) to increase diversity of ownership in the broadcasting industry. Specifically, the bill allows companies engaged in the qualifying sale of a broadcast station to receive favorable tax treatment by electing nonrecognition of the gain or loss resulting from the sale. To qualify for this treatment, the sale must result in or preserve ownership of a broadcast station by socially disadvantaged individuals. The bill also requires the FCC to foster investment in broadcast stations owned by socially disadvantaged individuals.

Medicare Audiologist Access and Services Act of 2019 This bill provides for Medicare coverage of certain audiologist services. Specifically, the bill expands coverage to include diagnostic and treatment services that are furnished by audiologists and that would otherwise be covered if provided by a physician, including incidental services, regardless of whether such services are provided pursuant to a referral from, or under the supervision of, a physician or other health care practitioner.

Social Determinants Accelerator Act of 2019 This bill establishes the Social Determinants Accelerator Interagency Council and provides funds for the council to (1) assist the Centers for Medicare & Medicaid Services (CMS) in awarding specified grants, (2) increase coordination among health and social service programs, and (3) provide program evaluation guidance and technical assistance to increase the impact of social service programs. Specifically, the bill provides funds for the CMS to award up to 25 grants to state, local, or tribal health or human services agencies for the development of social determinants accelerator plans that address at least one health and one social outcome for a specified target population.

Blue Collar to Green Collar Jobs Development Act of 2019 This bill directs the Department of Energy (DOE) to establish and carry out a comprehensive, nationwide program to improve education and training for jobs in energy-related industries in order to increase the number of skilled workers trained for such jobs. DOE, in collaboration with the Commissioner of the Bureau of Labor Statistics, the Secretary of Commerce, the Director of the Bureau of the Census, and energy-related industries, shall establish a clearinghouse to, among other things, develop resources training programs for jobs in energy-related industries and act as a resource for educational institutions and covered organizations and programs that would like to develop and implement training programs for such jobs. In carrying out the program, DOE, in collaboration with the Department of Education, the Department of Commerce, the Department of Labor, and the National Science Foundation, shall develop voluntary guidelines or best practices for educational institutions to help provide students with the skills necessary for jobs in energy-related industries, DOE shall establish and carry out a program to provide grants to eligible entities ( i.e., certain businesses, labor organizations, nonprofit organizations, or qualified youth or conservation corps) to pay the eligible wages or stipends for individuals receiving training to work for an eligible business ( i.e., businesses that provide services related to renewable electric energy generation and energy efficiency).

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.

The University of South Carolina, as the managing entity for the corridor, shall submit a Corridor Management Action Plan for the corridor.

Veterans Preventive Health Coverage Fairness Act This bill eliminates veterans' copayments for medication, hospital care, and medical services related to preventive health services provided by the Department of Veterans Affairs. The bill expands the definition of preventive health services to include (1) evidence-based items or services that have an A or B rating in the recommendations of the United States Preventive Services Task Force; (2) immunizations that have a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved; and (3) with respect to women, the preventive care and screenings provided for in the Health Resources and Services Administration Preventive Services Guidelines in effect as of January 1, 2017.

Marijuana Opportunity Reinvestment and Expungement Act of 2019 or the MORE Act of 2019 This bill decriminalizes marijuana. Specifically, it removes marijuana from the list of scheduled substances under the Controlled Substances Act and eliminates criminal penalties for an individual who manufactures, distributes, or possesses marijuana. The bill also makes other changes, including the following: replaces statutory references to marijuana and marihuana with cannabis , requires the Bureau of Labor Statistics to regularly publish demographic data on cannabis business owners and employees, establishes a trust fund to support various programs and services for individuals and businesses in communities impacted by the war on drugs, imposes a 5% tax on cannabis products and requires revenues to be deposited into the trust fund, makes Small Business Administration loans and services available to entities that are cannabis-related legitimate businesses or service providers, prohibits the denial of federal public benefits to a person on the basis of certain cannabis-related conduct or convictions, prohibits the denial of benefits and protections under immigration laws on the basis of a cannabis-related event (e.g., conduct or a conviction), and establishes a process to expunge convictions and conduct sentencing review hearings related to federal cannabis offenses.

American Opportunity Accounts Act This bill requires federally funded and managed savings accounts (American Opportunity Accounts) to be established for American children who are under the age of 18. The bill also increases and modifies (1) estate and gift taxes, and (2) capital gains taxes.

College Student Hunger Act of 2019 This bill expands the eligibility of students at institutions of higher education to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). SNAP eligibility for students is expanded to include certain low-income students who (1) are employed a minimum of 10 hours per week (currently 20 hours) during the regular school year, (2) are eligible for a federal Pell Grant, (3) have an expected family contribution equal to zero, or (4) are independent. Additionally, the bill directs the Department of Education to provide notification to certain students regarding their eligibility for SNAP benefits, the Inspector General of the Department of Agriculture (USDA) to conduct an audit of the operations of the Food and Nutrition Service to examine the procedures and outreach practices used by the service to provide to states information about the eligibility of students at institutions of higher education for participation in the program, USDA to update its state outreach plan guidance, and USDA to implement projects to decrease student hunger at institutions of higher education and to reduce barriers to college students fully utilizing SNAP benefits at these institutions.

Advancing Emergency Preparedness Through One Health Act of 2019 This bill requires the Department of Health and Human Services and the Department of Agriculture, in coordination with other specified agencies and departments, to develop, publish, and submit to Congress a national One Health Framework for coordinated federal activities under the One Health Program, which encourages collaborative efforts to help better prevent, prepare for, and respond to zoonotic disease outbreaks. The framework must (1) describe existing efforts and contain recommendations for building upon and complementing the activities of federal entities; and (2) establish specified goals, including advancing the scientific understanding of the connections among human, animal, and environmental health.

Radiation Exposure Compensation Act Amendments of 2019 This bill increases the amount of compensation provided to individuals exposed to radiation and expands eligibility requirements for compensation to include additional individuals. Specifically, the bill extends the Radiation Exposure Compensation Trust Fund until 45 years after this bill's enactment. The trust fund compensates individuals who contract cancer or other diseases as a result of their exposure to radiation during nuclear testing undertaken by the United States during the Cold War. The bill revises the requirements governing the compensation of individuals who were exposed to radiation, including by increasing the amount of compensation that an individual may receive; expanding the affected area to include Colorado, Idaho, Montana, and New Mexico; expanding eligibility requirements to include additional individuals, such as certain employees of uranium mines or mills; and extending until 45 years after this bill's enactment the statute of limitations for the filing of claims. The National Institute of Environmental Health Sciences must establish a grant program for institutions of higher education to study the epidemiological impacts of uranium mining and milling among non-occupationally exposed individuals. The bill also expands eligibility requirements for the Energy Employees Occupational Illness Compensation Program with respect to certain employees with a specified cancer.

Cady Housh and Gemesha Thomas Student Suicide Prevention Act of 2019 This bill reauthorizes through FY2025, and otherwise revises, grants administered by the Substance Abuse and Mental Health Services Administration (SAMHSA) to support youth suicide early-intervention and prevention strategies. Specifically, the bill requires SAMHSA to award a portion of such grants for statewide training programs on emotional well-being, mental health, and suicide awareness and prevention for elementary and secondary school students and staff.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2019 or the Nutrition CARE Act of 2019 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

Prohibit Auto Insurance Discrimination Act This bill prohibits an automobile insurer from considering specified factors when determining a consumer's insurance rates or eligibility. These prohibited factors include gender, employment status, zip code, census tract, marital status, and credit score. Automobile insurers must make underwriting rules and rate filings available to the public. The Federal Trade Commission may enforce a violation of these requirements as an unfair or deceptive act or practice.

Allied Health Workforce Diversity Act of 2019 This bill allows the Department of Health and Human Services to provide grants to accredited education programs to increase diversity in the physical-therapy, occupational-therapy, audiology, and speech-language pathology professions. National Opposition to Hate, Assault, and Threats to Equality Act of 2019 or the NO HATE Act This bill establishes various grants within the Department of Justice for states and units of local government to improve law enforcement activities to address hate crimes, including by improving the reporting of hate crime data to relevant national systems. It also allows a court to order, as a penalty for a violation of a federal hate crime statute, a defendant to participate in educational classes or community service related to the community harmed by the defendant's offense as part of a supervised release.

Laboratory Access for Beneficiaries Act or the LAB Act This bill revises the periods during which laboratories must report clinical diagnostic test information to the Centers for Medicare & Medicaid Services (CMS) for purposes of determining Medicare payment rates. The CMS must also contract with the National Academies of Sciences, Engineering, and Medicine to evaluate the methodology used to determine a specified laboratory fee schedule.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; and (4) modifies the calculation of national service educational awards. Furthermore, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 about their eligibility to participate in national service programs,; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Public Service Freedom to Negotiate Act of 2019 This bill prohibits strikes by certain individuals and requires the issuance of rules that provide for federal minimum standard collective bargaining rights and procedures. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that would probably result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

Tracing Back and Catching Unlawful Robocallers Act of 2019 This bill requires the Federal Communications Commission (FCC) to report annually on the status of private-led efforts to trace the origin of suspected unlawful robocalls and to list telecommunication service providers that have not sufficiently participated. The FCC shall also foster the establishment of a single consortium to conduct private-led efforts to trace the origin of suspected unlawful robocalls.

Opioid Workforce Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

Stopping Bad Robocalls Act This bill updates various policies and regulations relating to robocalls. Specifically, the bill requires the Federal Communications Commission (FCC) to protect consumer privacy as it relates to robocalls. The FCC must update regulations involving certain robocalls that are exempt from criminal liability to include specific requirements identifying classes of parties who may make such calls, parties who may be called, and how many times they may be called. Additionally, the bill removes the requirement that a citation be issued prior to a forfeiture penalty being imposed in cases where violations involving illegal robocalls have been intentional and where inaccurate caller identification information has been provided. The bill also implements a three-year statute of limitation for such violations requiring notice, and a four-year statute of limitation where an intentional violation has occurred. The FCC must promulgate regulations to address requirements for effective call authentication technology as well as to establish a process to streamline the ways in which a private entity may voluntarily share with FCC information relating to an illegal call or text or for calls with misleading or inaccurate caller identification information. Finally, the bill requires the FCC to ensure robocall blocking services provided on an opt-out basis are provided free of cost with transparency and redress options for consumers and callers.

Functional Gastrointestinal and Motility Disorders Research Enhancement Act of 2019 This bill allows the National Institutes of Health to expand, intensify, and coordinate its activities with respect to functional gastrointestinal and motility disorders (FGIMDs), including by expanding basic and clinical research into FGIMDs by implementing the research recommendations of the National Commission on Digestive Diseases, providing support for the establishment of centers of excellence on FGIMDs, supporting innovative approaches to educating health care providers and patients regarding strategies that improve patient-provider relationships and care, directing the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) to provide the necessary funding for the continued expansion and advancement of the FGIMDs research portfolio, and directing NIDDK and the Eunice Kennedy Shriver National Institute of Child Health and Human Development to expand research into FGIMDs that impact children. The Department of Health and Human Services may engage in public awareness and education activities to increase understanding and recognition of FGIMDs.

Parent PLUS Loan Improvement Act of 2019 This bill modifies requirements concerning the applicable terms and conditions of Federal Direct PLUS Loans made by parent borrowers (i.e., parent PLUS loans) on behalf of their dependent college students. Specifically, it reduces the interest rate and eliminates the origination fee for a parent PLUS loan disbursed on or after July 1, 2019. The Department of Education must ensure, prior to disbursement, that parent PLUS loan borrowers receive counseling that includes comprehensive information on the terms and conditions of the loans and the responsibilities of the borrowers. The bill makes parent PLUS loans eligible for the income-contingent and income-based repayment plans. Additionally, it makes consolidation loans that repay parent PLUS loans eligible for the income-based repayment plans.

Connect America Act of 2019 This bill requires the Federal Communications Commission to establish a funding program to expand broadband access for unserved and underserved areas and unserved anchor institutions, such as schools or libraries. The program shall consist of both a national reverse auction and population-based grants to states.

Student Loan Fairness Act This bill addresses repayment plans, forgiveness, and applicable interest rates for student loans. Among other things, the bill establishes an income-based 10/10 Loan Repayment Plan and specifies the calculation of monthly loan payments under the plan for borrowers of Federal Family Education Loans (FFELs) and Direct Loans; establishes a 10/10 Loan Forgiveness Program that provides FFEL and Direct Loan forgiveness to borrowers who, over 10 years, have made 120 monthly payments under the 10/10 Loan Repayment Plan or under another repayment plan that required them to make payments at least as large as those they would have made under the 10/10 Loan Repayment Plan; caps the interest rate on new Direct Loans at 3.4%; revises the Public Service Loan Forgiveness (PSLF) program to forgive the Direct Loans of participants who have made 60 (rather than 120) monthly payments on such loans pursuant to specified repayment plans; includes primary care physicians in medically underserved areas in the PSLF program; allows certain borrowers to consolidate their private education loans as Direct Consolidation Loans; directs the Consumer Financial Protection Bureau to issue regulations that require private education lenders to sell private education loans to the Department of Education (ED) for consolidation as Direct Consolidation Loans; and requires ED to pay the interest that accrues on certain student loans due to the borrower's lack of full-time employment for an interest-free deferment period of up to three years.

Defending Each and Every Person from False Appearances by Keeping Exploitation Subject to Accountability Act of 2019 or the DEEP FAKES Accountability Act This bill establishes requirements for advanced technological false personation records (i.e., deep fakes) and establishes criminal penalties for related violations. Specifically, it requires producers of deep fakes to generally comply with certain digital watermark and disclosure requirements (e.g., verbal and written statements). It establishes new criminal offenses related to (1) the production of deep fakes which do not comply with related watermark or disclosure requirements, and (2) the alteration of deep fakes to remove or meaningfully obscure such required disclosures. A violator is subject to a fine, up to five years in prison, or both. It also establishes civil penalties and permits individuals to bring civil actions for damages. Additionally, it revises the criminal offense of fraud in connection with certain identification documents to include deep fakes. The bill also directs the Department of Justice to take certain actions, such as publishing a report related to deep fakes that includes a description of the efforts of Russia and China to use technology to impact elections. Software manufacturers who reasonably believe software will be used to produce deep fakes must ensure it has the technical capability to insert watermarks and disclosures. Finally, the bill directs the Department of Homeland Security to establish a task force to, among other things, advance efforts of the federal government to combat the national security implications of deep fakes.

No Federal Funds for Public Charge Act of 2019 This bill prohibits the use of federal funds to implement, administer, enforce, or carry out the proposed Department of Homeland Security rule entitled Inadmissibility on Public Charge Grounds . The rule makes aliens who are likely at any time to become a public charge and receive certain public benefits inadmissible.

United States Call Center Worker and Consumer Protection Act of 2019 This bill establishes restrictions on businesses that relocate call centers or redirect customer service calls to locations outside the United States. Specifically, a business must notify the Department of Labor that it intends to move its customer service call center overseas and Labor must maintain a publicly available list of such businesses. Subject to narrow exceptions, a business appearing on such list is ineligible to receive federal grants or guaranteed loans for five years after the business is added to the list. Further, agencies must condition the awarding of government contracts on the requirement that any call center activity pursuant to the contract must be performed in the United States. Additionally, the bill requires call center employees to disclose their physical location at the beginning of each call initiated or received, unless all employees of the business participating in the communication are located in the United States, among other exceptions.
