Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

Broadband Data Improvement Act of 2019 This bill requires (1) broadband service providers to fulfill certain reporting requirements, and (2) the Federal Communications Commission (FCC) to establish a challenge process to aid in broadband mapping. Specifically, the bill requires each provider to report certain information regarding the geographic availability of broadband service it provides. The FCC must contract with an entity to provide data submission assistance to a provider that is unable to comply with this reporting requirement. Among other responsibilities, such entity shall provide support for the required challenge process and establish an ongoing data validation and verification process. The FCC is also required to establish a framework for a process whereby information challenging the accuracy of the National Broadband Map may be submitted. Subject to the challenge process and feedback received therefrom, specified federal agencies shall use the National Broadband Map to determine the extent of broadband availability and the areas of the United States that remain unserved.

Working Families Tax Relief Act of 2019 This bill increases and revises requirements for the refundable earned income and child tax credits. It also makes similar revisions to the earned income tax credit for residents of Puerto Rico. The bill authorizes the Department of the Treasury to regulate the practice of tax return preparers and impose sanctions upon preparers found to be incompetent or disreputable. The Government Accountability Office must study and report on the sharing of information between Treasury and states regarding identification numbers issued to tax return preparers and minimum standards for preparers.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Medicare Home Health Flexibility Act This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include (1) occupational therapy, and (2) physical therapy or speech language pathology.

Woman on the Twenty Act This bill requires that all $20 Federal Reserve notes printed after December 31, 2022, prominently feature a portrait of Harriet Tubman on their front face. The bill also instructs the Department of the Treasury to release to the public by December 31, 2020, the preliminary design of the $20 Federal Reserve note that shall prominently feature a portrait of Harriet Tubman.

Affordable Housing Credit Improvement Act of 2019 This bill revises provisions of the low-income housing tax credit and renames it as the affordable housing credit . The bill increases the per capita dollar amount of the credit and its minimum ceiling amount beginning in 2019 and extends the inflation adjustment for such amounts. The bill modifies tenant income eligibility requirements and the average income formula for determining such income. It also revises rules for student occupancy of rental units and tenant voucher payments and prohibits any refusal to rent to victims of domestic abuse. The bill further modifies the credit to establish a 4% minimum credit rate for certain housing projects, repeal the qualified census tract population cap, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, eliminate the basis reduction for properties that receive certain energy-related tax benefits, and increase the population cap for difficult development areas (i.e., areas with high construction, land, and utility costs relative to area median gross income). The bill also includes Indian and rural areas as difficult development areas and modifies other requirements relating to casualty losses, acquisition credits, and foreclosures.

Parren Mitchell Minority Business Education and Empowerment Act of 2019 This bill requires the Small Business Administration to award grants through FY2022 to historically black colleges and universities to (1) establish entrepreneurship curricula for undergraduate or graduate studies, and (2) place small business development centers on the physical campuses of such institutions.

Honoring American Veterans in Extreme Need Act of 2019 or the HAVEN Act This bill modifies the treatment of certain veterans' benefits in bankruptcy. Specifically, the bill excludes from a debtor's current monthly income certain benefits, including disability benefits, paid by the Department of Veterans Affairs or the Department of Defense.

Women's Health Protection Act of 2019 This bill prohibits state or local governments from imposing certain restrictions on access to abortion services. Specifically, state or local government may not require unnecessary tests or procedures in connection with the provision of abortion services, the same health care provider who provides abortion services to perform such tests or procedures, providers to offer medically inaccurate information to patients before or during abortion services, providers to refrain from prescribing certain drugs, certain hospital facility transfer agreements, one or more medically unnecessary in-person visits, or patients to disclose the reason for seeking abortion services. The bill also prohibits limitations or requirements that both single out and impede access to abortion services based on a number of factors (e.g., restrictions that are reasonably likely to decrease the availability of abortion services in a state). A state or local government also may not prohibit abortions prior to fetal viability nor prohibit abortions after fetal viability in cases where the health care provider determines that continuing the pregnancy poses a risk to the patient's life or health. Additionally, the Department of Justice, individuals, or health care providers may bring a lawsuit to prospectively enjoin a limitation or restriction that is prohibited by this bill. The bill further requires the government defending such a limitation or restriction to show that (1) it significantly advances the safety of abortion services or patient health, and (2) such advancement cannot be met by a less-restrictive measure.

Tribal HUD-VASH Act of 2019 This bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Native American veterans who are homeless or at risk of homelessness and living in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The Department of Housing and Urban Development (HUD) is directed to use at least 5% of rental assistance amounts under the HUD-VASH program, which provides housing assistance to homeless veterans, for the Tribal HUD-VASH program. The Tribal HUD-VASH program shall be carried out in conjunction with the Department of Veterans Affairs (VA). HUD and the VA shall consult with tribal organizations regarding the program's design and may make program modifications after consulting with tribal organizations. Program grants shall be made to entities eligible for Native American housing assistance block grants. HUD may make renewal grants to entities that have received prior program grants.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program through FY2021. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Medicare IVIG Access Enhancement Act This bill requires the Centers for Medicare & Medicaid Services to establish a three-year demonstration project to evaluate the benefits of providing Medicare coverage and payment for items and services needed for the in-home administration of intravenous immune globulin to treat chronic inflammatory demyelinating polyneuropathy or multifocal motor neuropathy. Beneficiary participation shall be voluntary.

Maternal Care Access and Reducing Emergencies Act or the Maternal CARE Act This bill requires the Department of Health and Human Services (HHS) to award grants to health-professional training programs for training that addresses implicit bias (e.g., racial bias) in the practice of obstetrics and gynecology. HHS must also award grants to up to 10 states for pregnancy medical-home programs that reduce adverse maternal-health outcomes and racial disparities. Among other requirements, such programs must prioritize the care of uninsured individuals or Medicaid enrollees. The National Academy of Medicine must make recommendations for incorporating bias recognition in clinical-skills tests at medical schools.

Maintain Access to Vital Social Security Services Act of 2019 This bill establishes procedures for closing or reducing services at Social Security Administration (SSA) field offices, including requirements related to public hearings, opportunities for comment, and notice to Congress and the public. The SSA shall report to Congress on previous office closures and submit a plan to ensure that field offices maintain their current levels of provided services.

Behavioral Health Coverage Transparency Act This bill requires the Departments of Health and Human Services (HHS), Labor, and the Treasury to (1) cooperatively issue regulations to require group health plans and health insurance issuers to annually disclose the analyses performed to ensure compliance with mental health parity laws, and (2) conduct annual random audits of group health plans and health insurance issuers to determine compliance. (Mental health parity laws prohibit health insurance plans that cover mental health and substance use disorder services from imposing less favorable limitations on those benefits than are placed on medical and surgical benefits under that plan.) Additionally, HHS must establish a consumer parity unit: (1) to facilitate the collection of, monitoring of, and response to consumer complaints; and (2) to provide consumers information about the disclosure requirements and enforcement of the mental health parity laws.

Physical Therapist Workforce and Patient Access Act of 2019 This bill makes the provision of physical therapy services a profession eligible for the National Health Service Corps (NHSC) Loan Repayment Program. The NHSC Loan Repayment Program assists specified health care professionals to repay eligible student loans in exchange for providing services in areas with limited access to health care.

Protecting Home Oxygen and Medical Equipment Act of 2019 or the Protecting HOME Act of 2019 This bill requires the Centers for Medicare & Medicaid Services to apply specified payment adjustments for durable medical equipment under Medicare. The bill also excludes the creation of separate payment classes and monthly payment rates for oxygen items under Medicare from certain budget neutrality requirements.

Leading Infrastructure for Tomorrow's America Act This bill reauthorizes a variety of programs and creates new programs for infrastructure development, including communication, drinking water, energy, or health care infrastructure. The bill provides support for communication infrastructure, such as funding to expand broadband internet access, or implement next generation 9-1-1 systems. In addition, the bill reauthorizes the Drinking Water State Revolving Fund through FY2024 and provides support for drinking water infrastructure, including support to: (1) remove and replace sources of lead in drinking water; or (2) treat drinking water contaminated with perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. The bill also provides support for energy infrastructure, including support for: (1) the electric grid (e.g., grid modernization, security, resiliency, or efficiency); (2) energy efficiency measures (e.g., programs to promote energy efficiency in buildings); (3) energy supply (e.g., efforts to ensure the Strategic Petroleum Reserve is operated and maintained in an environmentally sound manner); or (4) renewable energy (e.g., solar installations in low-income and underserved areas). It also reauthorizes the Diesel Emissions Reductions Act as well as the Weatherization Assistance Program through FY2024. Finally, the bill provides support for health care infrastructure, including funding for hospitals, laboratories, or community-based care.

Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for job applicants or employees affected by pregnancy, childbirth, or related medical conditions. Specifically, the bill declares that it is an unlawful employment practice to (1) fail to make reasonable accommodations to known limitations of such job applicants or employees, unless the accommodation would impose an undue hardship on an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations to an applicant or employee; (3) require such job applicants or employees to accept an accommodation that they do not want, if such accommodation is unnecessary to perform the job; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies under various statutes that cover different types of employees in relation to such unlawful employment practices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected job applicants or employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.

Disarm Hate Act The bill expands the categories of persons who are prohibited from receiving or possessing a firearm. Specifically, it prohibits firearm sale or transfer to and receipt, possession, shipment, or transport by a person (1) who has been convicted of a misdemeanor hate crime, or (2) who has received an enhanced hate crime misdemeanor sentence.

Securing America's Federal Elections Act or the SAFE Act This bill addresses election security through grant programs and requirements for voting systems and paper ballots. The bill establishes requirements for voting systems, including that systems (1) use individual, durable, voter-verified paper ballots; (2) make a voter's marked ballot available for inspection and verification by the voter before the vote is cast; (3) ensure that individuals with disabilities are given an equivalent opportunity to vote, including with privacy and independence, in a manner that produces a voter-verified paper ballot; and (4) be manufactured in the United States. The National Science Foundation must award grants to study, test, and develop accessible voter-verified paper ballot voting and best practices to enhance the accessibility of such voting for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. The Election Assistance Commission (EAC) must award grants to states to (1) replace certain voting systems, carry out voting system security improvements, and implement and model best practices for ballot design, ballot instructions, and the testing of ballots; and (2) conduct risk-limiting audits. States may use elections requirements payments to carry out activities related to election security. The EAC must provide for the testing of voting system hardware and software and decertify such technology that does not meet guidelines.

Election Security Act of 2019 This bill addresses election security through grant programs and requirements for voting systems and paper ballots. The Election Assistance Commission (EAC) must award grants to states to (1) replace certain voting systems, carry out voting system security improvements, and implement and model best practices for ballot design, ballot instructions, and the testing of ballots; and (2) conduct risk-limiting audits. The bill provides for information sharing with states regarding threats to election infrastructure. The Department of Homeland Security must issue a national strategy to protect against cyberattacks, influence operations, disinformation campaigns, and other activities that could undermine the security and integrity of democratic institutions. The EAC must provide for the testing of voting system hardware and software and decertify such technology that does not meet guidelines.

Payment Choice Act of 2019 This bill makes it unlawful for a person selling goods or services at retail to (1) refuse to accept U.S. cash for the goods or services, (2) post signs or notices stating that cash payment is unaccepted, or (3) charge a higher price to a customer who pays by cash.

Faster Treatments and Cures for Eye Diseases Act This bill requires the Department of Health and Human Services to establish a pilot program that provides for a partial federal guarantee of specified bonds, the sale of which shall finance promising translational vision-impairment research with private investment. The Government Accountability Office must study this program and consider whether similar programs should be established for other areas of biomedical research.

Home Health Payment Innovation Act of 2019 This bill makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Currently, as a condition of eligibility for such services, a physician must certify that an individual has difficulty leaving home without assistance (e.g., a wheelchair, special transportation, or help from another person) due to an illness or injury. The bill also alters the payment methodology under the Medicare prospective payment system for home health services, including by eliminating the requirement that such methodology include certain behavioral assumptions regarding the implementation of specified changes to units of payment and case-mix adjustment factors.

Federal Government Advertising Equity Accountability Act This bill requires the President to include information in each budget regarding executive agency expenditures for advertising services, including expenditures for the advertising services of socially and economically disadvantaged small businesses and of women and minority-owned businesses.

Data Breach Prevention and Compensation Act of 2019 This bill establishes an Office of Cybersecurity within the Federal Trade Commission (FTC). The office must supervise the data security of credit reporting agencies, including through annual examinations. The office must also investigate and enforce suspected violations by credit reporting agencies. The bill also requires notification to the FTC, relevant law enforcement and intelligence agencies, consumers, and the public of a data breach affecting a credit reporting agency.

Vaccinate All Children Act of 2019 This bill prohibits the Department of Health and Human Services from awarding grants to public entities of a state for preventive health service programs unless the state institutes certain vaccination requirements for its public schools. Specifically, a state must require each student in public elementary or secondary school to be vaccinated in accordance with the recommendations of the Advisory Committee on Immunization Practices. The bill provides an exception for students whose health would be endangered by vaccination in the opinion of a physician conforming to the accepted standard of medical care.

School-Based Allergies and Asthma Management Program Act This bill preferences for grants under the children's asthma treatment program states that require schools to establish allergy and asthma management programs that include individual action plans for students diagnosed with allergies or asthma.

Protecting the Right to Organize Act of 2019 This bill amends the National Labor Relations Act and related labor laws to extend protections to union workers. Specifically, it revises the definition of "employee" and "supervisor" to prevent employers from classifying employees as exempt from labor law protections, expands unfair labor practices to include prohibitions against replacement of or discrimination against workers who participate in strikes, makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership, permits workers to participate in collective or class action litigation, allows injunctions against employers engaging in unfair labor practices involving discharge or serious economic harm to an employee, expands penalties for labor law violations, including interference with the National Labor Relations Board or causing serious economic harm to an employee, and allows any person to bring a civil action for harm caused by labor law violations or unfair labor practices.

Medical Nutrition Equity Act of 2019 This bill expands coverage under Medicare, Medicaid, other specified federal health-care programs, and private health insurance to include foods, vitamins, and individual amino acids that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

Federal Retirement Fairness Act This bill modifies the federal civilian service that is creditable service under the Federal Employees Retirement System (FERS). Specifically, it expands the nondeduction service that may be creditable under FERS. Nondeduction service is federal service where an employee's pay is not subject to retirement deductions (e.g., service under a temporary appointment). Currently, nondeduction service performed before January 1, 1989, is creditable under FERS so long as a deposit is made into the retirement fund to cover the period of nondeduction service. This bill allows nondeduction service performed on or after January 1, 1989, to be creditable under FERS so long as a deposit is made into the retirement fund.

National De-Escalation of Violence and Community Safety Training Act of 2019 This bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) of the Department of Health and Human Services to establish a grant program for de-escalation of violence training in communities. Among other requirements, such training must include (1) techniques to de-escalate situations to avoid violence, (2) education about implicit bias, (3) communication and negotiation skills, and (4) scenario-based application of such de-escalation tactics. SAMHSA must establish the De-Escalation Advisory Board to advise and assist SAMHSA's development and implementation of the grant program. Additionally, the bill expands and extends through FY2025 mental health awareness training grants.

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Director of the Institute of Museum and Library Services shall establish and carry out specified grant programs and a scholarship program, including a grant program to promote the understanding of the Latin American diaspora in the United States. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

Record Expungement Designed to Enhance Employment Act of 2019 or the REDEEM Act This bill establishes processes for the sealing and expungement of criminal records related to nonviolent offenses. It also generally prohibits room confinement (i.e., solitary confinement) for juveniles, restores access to specified federal benefits for individuals convicted of certain drug-related offenses, and directs the Department of Justice to take specified actions with respect to criminal records.

Tobacco to 21 Act This bill prohibits the sale of tobacco products to (1) anyone under the age of 21, or (2) anyone under the age of 30 without photo identification of the purchaser's age. The Food and Drug Administration must enforce this prohibition by, for example, conducting undercover compliance checks, performing retailer inspections, and initiating enforcement actions for noncompliance. The bill establishes penalties for violations.

USPS Fairness Act This bill repeals the requirement that the U.S. Postal Service annually prepay future retirement health benefits.
