Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Bereaved Consumer's Bill of Rights Act of 2009 - Requires the Federal Trade Commission (FTC) to prescribe rules prohibiting unfair or deceptive acts or practices in the provision of funeral goods or services. Includes among such rules requirements pertaining to: (1) costs and fees; (2) contract language and disclosures; (3) rules, regulations, and conditions of purchases; and (4) cemetery records. Makes the rules applicable to tax-exempt organizations, religious organizations, and states and political subdivisions. Allows a state, as parens patriae, to bring a civil action on behalf of its residents in U.S. district court to enjoin an act or practice that violates an FTC rule issued under this Act, enforce compliance with the rule, or obtain other relief. Requires a state to provide notice to the FTC of any such action and gives the agency the right to intervene. Prohibits a state, during the pendency of an action instituted by or on behalf of the FTC, from instituting a civil action for violation of a rule against a defendant named in the agency's complaint.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2009 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2013: (1) certification in each medical imaging or radiation therapy modality and service provided from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a method for the recognition of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program in that specialty; and (4) approve and publish a list of accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to assure access to quality medical imaging. Amends the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after January 1, 2013, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Medicare Premium Fairness Act - Amends title XVIII (Medicare) of the Social Security Act with respect to the part B (Supplementary Medical Insurance Benefits for Aged and Disabled) premium for 2010. Makes such premium, and the related monthly actuarial rate, the same as those for 2009. Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million. Makes $567 million the amount available to the MIF for FY2015.

Full-Service Community Schools Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) consortia composed of a local educational agency and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to consortia that: (1) will serve at least two full-service community schools eligible for schoolwide programs under the Act, and more than one full-service community school as part of a community or districtwide strategy; (2) demonstrate a record of effectiveness in coordinating multiple qualified services; and (3) will be connected to a school and community partnership group that brings together key stakeholders across varied sectors to improve results for students and their families. Establishes a Full-Service Community Schools Advisory Committee.

Federal Electronic Equipment Donation Act of 2009 - Directs each federal agency to identify useful federal electronic equipment that the agency has determined is excess to its needs and to: (1) report such equipment to the Administrator of General Services (GSA) for processing for transfer to an educational recipient in accordance with provisions relating to the donation of personal property through state agencies; (2) transfer such equipment directly to such a recipient by arrangement with the Administrator; or (3) report such equipment to the Administrator as excess property if transfer is not practicable. Provides procedures, in the transfer of such equipment, for refurbishing for classroom use and data removal. Requires transferring agencies to give the highest preference to educational recipients located in an enterprise community or empowerment zone designated under the Internal Revenue Code or a qualifying small town or county (those with certain levels of poverty). Requires state plans of operation for property transfers to give the same preference. Defines "educational recipient" as a school or community-based educational organization. Defines "federal electronic equipment" to include computers and peripheral equipment, fax machines, and software (where a license transfer is permitted). Requires a report to Congress from the Administrator on equipment inventories and transfers not later than 18 months after enactment of this Act. States that this Act supersedes Executive Order No. 12999 of April 17, 1996 (entitled "Educational Technology: Ensuring Opportunity for All Children in the Next Century").

Timely Due Process for People with Disabilities Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Recognizes the contributions of U.S. automobile dealerships. Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Urges the Sri Lankan government to guarantee the safety and release of internally displaced persons (IDPs) in camps and to ensure the rights of these refugees in the reestablishment of their homes and properties. Calls on the Sri Lankan government to turn the operation of the camps over to civilian authorities and allow international agencies and independent nongovernmental organizations to assist in the care of the IDPs. Urges the Tamil people to continue to be patient while the government reestablishes normalcy and urges the Sri Lankan government to move forward in creating political reforms that will resolve the political concerns of the Tamil people.

Promoting Lending to America's Small Businesses Act of 2009 - Amends the Federal Credit Union Act to increase the total permissible amount of member business loans by an insured credit union (excluding those made to nonprofit religious organizations) to a limit of 25% of the credit union's total assets. Increases from $50,000 to $250,000 the maximum total extensions of credit a borrower or associated member of an insured credit union may have before any extension of credit shall be considered a member business loan. Revises the prohibition against an increase in the total amount of member business loans by an undercapitalized insured credit union until it becomes adequately capitalized. Repeals the condition of becoming adequately capitalized, and requires only that the National Credit Union Administration Board approve the increase. Excludes from the definition of "member business loan" any extension of credit, meeting other specified criteria, that is made to a member for commercial, corporate, business, farm, or agricultural purposes in an underserved area.

US and the World Education Act - Amends the Department of Education Organization Act to require the Deputy Assistant Secretary for International and Foreign Language Education to: (1) assist the Secretary of Education in administering this Act's grant program; and (2) develop an international education research repository and make it available to states and local educational agencies (LEAs). Directs the Secretary, acting through the Deputy Assistant Secretary, to award competitive grants to LEAs, or partnerships between LEAs and private organizations or institutions of higher education that provide their LEA partners with funding, to promote international education in elementary and secondary schools. Requires each grantee to use: (1) one-half of its grant on enhancing international education within core curricula, such as by increasing teacher competency; and (2) the other half on providing supplemental international education services outside of normal instruction hours. Directs the Secretary to conduct a biennial independent evaluation of such international education programs.

Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office (CBO), upon a request by the chairman or ranking minority member of either congressional budget committee, to determine if a proposed measure would result in reductions in budget outlays in budgetary outyears through the use of preventive health and preventive health services. Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions. Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.

Radio Spectrum Inventory Act - Amends the National Telecommunications and Information Administration Organization Act to require the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC) to create and maintain an inventory of each radio spectrum band of frequencies used in the United States Table of Frequency Allocations from 225 megahertz to 10 gigahertz and report to the Committee on Commerce, Science, and Transportation of the Senate and to the Committee on Energy and Commerce of the House of Representatives. Sets forth provisions concerning national security.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Directs the Secretary of Veterans Affairs to make a decision on each benefits claim, and notify the claimant of the decision, by no later than 18 months after the date on which the claim is submitted. Requires approval of any claim for which a decision has not been made by that deadline. Requires that the Department's Inspector General establish a task force to monitor the process by which benefits claims are decided and to ensure that claims are not denied arbitrarily and are decided appropriately.

Access to Repair Parts Act - Makes it not an act of infringement of any design patent to make, use, offer to sell, sell, or import into the United States any article that is a component part of another article, if the sole purpose of the component part is for the repair of the article of which it is a part so as to restore its original appearance.

Julia Carson Responsible Fatherhood and Healthy Families Act of 2009 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to condition continued approval of a state plan upon state assessment of its policies with respect to barriers to employment and financial support of children. Directs the Secretary of Health and Human Services (HHS) to award grants to states for an employment demonstration project involving a court- or state child support agency supervised-employment program for noncustodial parents who have barriers to employment and a history of nonpayment, so that they can pay their child support obligations. Directs the Secretary of Labor to award grants for transitional jobs programs and for public-private career pathways partnerships. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA) with respect to: (1) funding for responsible fatherhood programs; (2) activities promoting responsible fatherhood; and (3) elimination of a separate TANF work participation rate for two-parent families. Prohibits a state from conditioning receipt of TANF or certain other benefits on: (1) participation in a healthy marriage or responsible fatherhood program; or (2) assignment to the state of certain support rights. Amends SSA title IV part D (Child Support and Establishment of Paternity) to prohibit a state from collecting any amount owed it by reason of costs it has incurred for the birth of a child for whom support rights have been assigned. Requires a state to make a full distribution of collected child support to the family. Amends the Food and Nutrition Act of 2008 with respect to: (1) deductions from family income for child support received in order to qualify for food stamps; (2) verification of child support payments; and (3) inclusion of economic opportunities programs in qualifying work programs. Amends SSA title IV part A with respect to: (1) grants to healthy family partnerships for domestic violence intervention and prevention; and (2) grant recipients and their procedures for responding to the risks of domestic violence. Amends the Internal Revenue Code to: (1) increase the credit percentage under the earned income tax credit for eligible individuals with no qualifying children; and (2) require information pertaining to the customer's adjusted basis in broker's returns in the case of securities transactions. Amends the American Jobs Creation Act of 2004 with respect to the effective date of its leasing provisions. Amends the Internal Revenue Code with respect to the economic substance doctrine.

Amends the Public Health Service Act to extend through FY2012 the current authorization of appropriations for the national public awareness campaign for gynecologic cancers (Johanna's law). Authorizes appropriations in subsequent fiscal years at levels necessary to carry out such campaign. Requires the Secretary of Health and Human Services (HHS) to: (1) collaborate with nonprofit gynecologic cancer organizations to determine the best practices for providing gynecologic cancer information and outreach services to varied populations; and (2) make grants to nonprofit private entities to carry out demonstration projects to test outreach and education strategies to increase the awareness and knowledge of women and health care providers regarding gynecologic cancers.
