Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commemoration Commission. Directs the National Endowment for the Humanities: (1) in collaboration with the National Endowment for the Arts, to award grants for activities that are determined to be appropriately related to the Civil War sesquicentennial; and (2) consider for such grants university, museum, or academic programs with national scope that sponsor multidisciplinary projects that represent the totality of the Civil War.

Prostate Research, Imaging, and Men's Education Act of 2010 or the PRIME Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through the Director of the National Institutes of Health (NIH), to: (1) carry out a program to expand and intensify research to develop advanced imaging technologies for prostate cancer detection, diagnosis, and treatment comparable to mammogram technology; and (2) utilize the National Institute of Biomedical Imaging and Bioengineering and the National Cancer Institute for advanced stages of research in prostate imaging. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration, to: (1) carry out a grant program to encourage the early stages of research in prostate imaging to develop and implement new ideas, proof of concepts, and pilot studies for high-risk technologic innovation; and (2) establish interdisciplinary private-public partnerships to develop research strategies for expedited innovation in imaging and image-guided treatment. Directs the Secretary: (1) to carry out a national campaign to increase awareness and knowledge with respect to the need for prostate cancer screening and for improved detection technologies; (2) in carrying out the program and the campaign, to recognize and address the racial disparities in the incidences of prostate cancer and mortality rates and any racial barriers in access to care and participation in clinical trials; (3) establish a program to award grants to nonprofit private entities to test alternative outreach and education strategies; and (4) carry out research to develop an improved prostate cancer screening blood test using in-vitro detection.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Manufacturing Modernization and Diversification Act of 2010 - Directs the Secretary of the Treasury to certify special purpose vehicles (SPVs) created by a state to take part in a program to carry out collateral support and loan participation programs for the benefit of qualified manufacturers (manufacturers with less than $50 million in annual revenue and less than $50 million in assets). Outlines SPV application requirements. Allows, under the collateral support program, a qualified manufacturer that wishes to receive a bank loan but has insufficient collateral to ask the bank to seek collateral loan support from the SPV. Prohibits an SPV from providing more than $20 million in collateral support to any one manufacturer. Requires manufacturers to be charged a fee for such support. Allows, under the loan participation program, a qualified manufacturer that wishes to receive a bank loan but would not otherwise qualify for the loan to ask the bank to seek participation for such loan from the SPV. Prohibits an SPV from providing more than $20 million in participation support to any one manufacturer. Requires manufacturers to be charged a fee for such support. Requires: (1) periodic reports from such banks to participating SPVs; and (2) quarterly reports from the Secretary to Congress on participants in and impacts of the support and participation programs.

Civilian Extraterritorial Jurisdiction Act (CEJA) of 2010 - Amends the federal criminal code to grant jurisdiction over and impose penalties on federal contractors and employees who commit certain crimes outside of the United States while employed by or accompanying any agency of the United States other than the Armed Forces. Sets forth the crimes under federal law that are covered by this Act. Directs the Attorney General to: (1) assign personnel and resources through Investigative Units for Contractor and Employee Oversight to investigate allegations of criminal offenses by federal contractors and employees; and (2) report to Congress annually on the number of criminal cases received, investigated, and referred for prosecution. Grants the Attorney General principal authority for the enforcement of this Act.

Debt Relief for Earthquake Recovery in Haiti Act of 2010 - Amends the the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Monetary Fund (IMF), the International Bank for Reconstruction and Development, the Inter-American Development Bank, and other multilateral development institutions to: (1) cancel all debts owed by Haiti to such institutions; (2) suspend Haiti's debt payments to such institutions until the debts are canceled completely; and (3) provide additional assistance from such institutions to Haiti in grant form in order to avoid additional debt accumulation. Directs the Secretary to urge other bilateral, multilateral, and private creditors to cancel all debts owed by Haiti to such creditors.

Energy Assistance for American Families Act - Amends the Low-Income Home Energy Assistance Act of 1981 to authorize appropriations for FY2011-FY2014. Permits a state to use any allotment from such appropriations to assist households whose income does not exceed 75% of the state median income.

Janey Ensminger Act - Makes any veteran who was stationed at Camp Lejeune, North Carolina, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any illness, notwithstanding insufficient medical evidence to conclude that the illness is attributable to such contamination.

Fair Access to Credit Scores Act of 2010 - Amends the Fair Credit Reporting Act to require consumer reporting agencies to disclose any information in the consumer's file concerning credit scores or other related risk scores or predictors when the consumer requests a free annual disclosure (credit report). Requires all consumer reporting agencies to maintain information in the consumer's file concerning such scores or predictors for at least one year from the date on which such information is placed in the file. Directs the Comptroller General to study and report to Congress on bankruptcy risk scores used by consumer reporting agencies, including an analysis of: (1) the factors used to determine such scores; (2) how bankruptcy risk scores impact the ability of consumers to receive loans; and (3) actions that consumers can take to improve such scores.

Colonel Charles Young Home Study Act - Directs the Secretary of the Interior to conduct a special resource study of the Colonel Charles Young Home, a National Historic Landmark in Xenia, Ohio, to determine the suitability and feasibility of designating the Home as a unit of the National Park System. (Colonel Charles Young was a distinguished African-American officer in the U.S. Army, a pioneer of techniques in military intelligence, as well as a commander of troops in combat in the Spanish-American War and the Mexican expedition against Pancho Villa.)

Buffalo Soldiers in the National Parks Study Act - Directs the Secretary of the Interior to study alternatives for the commemoration and interpretation of the role of the Buffalo Soldiers (African-American troops who, in the late 19th century and early 20th century, came to be known as the Buffalo Soldiers) in the early years of the National Parks, which shall include an evaluation of the suitability and feasibility of establishing a national historic trail commemorating the route traveled by the Buffalo Soldiers from their post in the Presidio in San Francisco to the Sequoia and Yosemite National Parks and to any other National Parks where they may have served.

Expresses: (1) condolences and sympathy for the loss of life and the physical and psychological damage in Haiti caused by the January 2010 earthquake; and (2) solidarity with Haitians, Haitian Americans, and those who have lost loved ones or have otherwise been affected by the tragedy. Commends the efforts of the governments of Haiti and the United States, the United Nations and the international community, and the American people. Supports: (1) Administration efforts to provide and coordinate international humanitarian assistance and to provide relief to affected communities; and (2) long-term reconstruction efforts for Haiti. Urges countries and institutions that hold debt against Haiti to suspend debt payments and cancel all remaining debt. Urges the President to make necessary resources available for current and long-term assistance to Haiti.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Hiring Incentives to Reinvest and Incentivize New Growth Act of 2010 or the HIRING Act of 2010 - Amends the Internal Revenue Code to allow employers, including tax-exempt employers, a refundable tax credit for increases in wages paid during 2010 and 2011. Directs the Secretary of the Treasury to work with state employment agencies to inform businesses of the availability of the tax credit allowed by this Act.

Amends the Americans with Disabilities Act to require that the same access to transportation and public accommodations be afforded to certified trainers of service animals as is afforded to individuals with disabilities who use such animals. Defines "service animal" as a guide dog, signal dog, or other animal trained or being trained to assist an individual with a disability regardless of whether such animal has been licensed or certified by a state or local government.

Amends title XVIII (Medicare) of the Social Security Act to authorize continued use of 2009 Medicare practice expense relative value units for certain cardiology services. Directs the Secretary of Health and Human Services (HHS) to contract with an independent entity to study and report to Congress on the practice expense methodology used to determine relative value units under this Act to determine whether the cost finding, indirect cost allocation, scaling, and budget neutrality methodologies used: (1) are consistent with generally accepted accounting principles; (2) distribute the burden of any necessary budget neutrality adjustments proportionally among all physicians' services; and (3) result in allowances that accurately reflect the relative direct and indirect resources involved in the provision of various physicians' services.

Nonprofit Mortgage Licensing Clarification Act of 2009 - Amends the S.A.F.E. Mortgage Licensing Act of 2008 to permit a state to exempt from certain registration or licensing requirements any charitable organization exempt from federal tax (including their employees and agents acting as loan originators), if the organization: (1) executes loan originations in order to promote or facilitate homeownership for certain low-income, disabled, or other disadvantaged persons or families; (2) offers loans at interest rates lower than the bank prime loan rate, or that are no-interest loans or loans with interest rates significantly below those for loans to purchase generally available single-family housing; and (3) does not otherwise engage in the business of a loan originator or mortgage broker.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Patient Health and Real Medication Access Cost Savings Act of 2009 or the PHARMACY Bill - Declares that a consumer shall have the right to choose to purchase prescription drugs from any domestic pharmacy that meets all applicable federal and state license and permit requirements. Directs the Secretary of Health and Human Services (HHS) to issue regulations that: (1) prohibit a pharmacy benefit manager (PBM) from providing incentives to, encouraging, or requiring pharmacy benefit plan enrollees to use certain pharmacies or from excluding an eligible pharmacy from a plan's pharmacy network; (2) require a PBM to ensure that pharmacy benefit plan enrollees pay a specified copayment for brand name drugs; (3) require a PBM to reimburse a pharmacy in the network of a pharmacy benefit plan that is federally funded, at specified rates, for brand-name drugs, generic drugs, and additional professional services; (4) require a PBM to be reimbursed by a pharmacy benefit plan sponsor for adjudicating and processing claims; (5) limit the amount that a PBM charges a pharmacy benefit plan sponsor for a drug that is dispensed to enrollees to the amount the PBM paid the pharmacy for such drug; (6) require a manufacturer of prescription drugs to pay all rebates directly to the pharmacy benefit plan sponsor and not to a PBM; and (7) require a pharmacy benefit plan sponsor to provide a list of the wholesale acquisition costs of the top 500 most frequently prescribed drugs to physicians in a plan any insurance-related charge of which is underwritten by a federal, state, or local government. Amends title XVIII (Medicare) of the Social Security Act to include pharmacist services as "medical and other health services" under Medicare. Directs the Secretary, by January 1, 2011, to establish a pharmaceutical access program to provide affordable prescription drugs to individuals who receive drug benefits under federal programs (except Medicaid). Requires: (1) a pharmacy that dispenses prescription drugs in the United States to remit to the Secretary 50 cents for each brand name prescription and $1.00 for generic drug prescription dispensed; and (2) the sponsor of a pharmacy benefit plan that is not federally funded to increase the professional dispensing fee paid to pharmacies by the same amounts. Requires the use of funds generated from such fees to provide affordable access to prescription drugs to low-income individuals who have enrolled in the program.

Subcontractor Fairness Act of 2009 - Amends the Federal Property and Administrative Services Act of 1949 to require any offeror responding to an executive agency's solicitation for competitive proposals for the procurement of property or services in an amount greater than $550,000 or for construction in an amount greater than $1 million to enter into an agreement that provides that each subcontract to be awarded in the performance of the contract. shall: (1) become a valid subcontract if the offeror is awarded the prime contract; and (2) include the identity of the subcontractor, the scope of work to be performed under the subcontract, and the dollar amount of the subcontract. Requires a copy of each subcontracting agreement to be included in any competitive proposal submitted. Establishes the same requirements for defense contracts.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a single Congressional gold medal in honor of the steward and messman branches of the Navy, Marine Corps, and Coast Guard that served during World War II in recognition of their personal sacrifice and service to their country. Requires, after presentation, that the medal be given to the Smithsonian Institution. Authorizes the Secretary of the Treasury strike and sell duplicates in bronze of the gold medal, depositing receipts in the United States Mint Public Enterprise Fund.

Conflict Resolution and Mediation Act of 2009 - Authorizes the Secretary of Education to award grants to local educational agencies (LEAs) for the development and implementation of conflict resolution and mediation programs for students, teachers, and other school personnel at their schools most directly affected by conflict and violence. Directs the Secretary to develop a written model for conflict resolution and mediation and make such model available to any LEA that requests it.

Viral Hepatitis and Liver Cancer Control and Prevention Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to develop, implement, and update a plan for the prevention, control, and medical management of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), the Administrator of the Health Resources and Services Administration, and the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), to implement programs to increase awareness and enhance knowledge and understanding of hepatitis B and hepatitis C. Requires the Secretary, acting through the Director of CDC, to: (1) support the integration of voluntary hepatitis B and hepatitis C testing programs into existing clinical and public health programs; (2) provide increased support to Adult Viral Hepatitis Coordinators to integrate prevention and control activities into existing health programs; (3) support the establishment of a hepatitis B and hepatitis C surveillance program; and (4) report on seroprevalence studies and the impact of hepatitis B and hepatitis C. Directs the Secretary to support state, local, territorial, and tribal efforts to: (1) provide counseling and education on hepatitis B and hepatitis C; (2) expand the current vaccination programs for hepatitis B; and (3) provide referrals for treatment to individuals with hepatitis B or hepatitis C. Requires the Secretary, acting through the Director of CDC, the Director of the National Cancer Institute, and the Director of the National Institutes of Health (NIH), to conduct research on hepatitis B and hepatitis C. Authorizes the Secretary to award grants to, or enter into cooperative agreements with, governmental and nonprofit entities that have special expertise relating to hepatitis B and hepatitis C to support prevention activities. Requires the Secretary, acting through the Administrator of SAMHSA, to develop educational materials and intervention strategies to reduce the risks of hepatitis among substance abusers and individuals with mental illness.

Overdraft Protection Act of 2009 - Amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Requires each depository institution that provides overdraft coverage for transaction accounts to clearly and conspicuously disclose overdraft coverage fees. Subjects overdraft coverage fees to the consumer's written, electronic, or other consent. Requires a depository institution to provide specified consumer disclosures regarding its overdraft protection program, including: (1) periodic statements for any transaction account that has an overdraft coverage program feature; and (2) prompt notification of the account's overdraft status. Prescribes overdraft coverage fee limits. Prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. Requires a depository institution to provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. Prohibits a depository institution from charging a non-sufficient fund fee for any transaction at an automated teller machine, or a debit card transaction. Prohibits a depository institution from reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program.

International Civil Rights Center and Museum Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue, during 2010, up to 1,000 $1 coins in commemoration of the opening of the International Civil Rights Center and Museum in Greensboro, North Carolina. Requires sales to include a $10 surcharge per coin, to be paid to the International Civil Rights Center and Museum for program development and research.
