Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

National Pain Care Policy Act of 2007 - Requires the Secretary of Health and Human Services to enter an agreement with the Institute of Medicine to convene a Conference on Pain to: (1) increase the recognition of pain as a significant public health problem; (2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain; (3) identify barriers to appropriate pain care; and (4) establish an agenda for action that will reduce such barriers and improve pain care research, education, and clinical care. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to establish the Pain Consortium to: (1) establish a national agenda for research on the causes and effective treatments for pain; and (2) convene an annual conference of experts in pain research, treatment, and management to assess and make recommendations on NIH pain research activities and programs. Requires the Director of NIH to establish the National Pain Care Research Advisory Committee. Requires the Director of the Agency for Healthcare Research and Quality to: (1) collect protocols and evidence-based practices regarding pain care at all stages of life; and (2) disseminate such information to regulatory and enforcement agencies, health care programs, payor and providers, health professions schools, hospices, and the general public. Allows the Secretary to provide for the development and implementation of programs to educate and train health care professionals in pain care. Requires the Secretary to establish a national pain care education outreach and awareness campaign.

Directs the Secretary of Health and Human Services to establish a program to award a grant to an eligible entity to provide glaucoma screenings to individuals determined to be at high risk. Requires such an entity to: (1) utilize mobile screening units to test for glaucoma and other eye diseases; (2) target screening activities to populations primarily consisting of high-risk individuals; (3) form partnerships with federally-qualified health centers to increase awareness of the need for glaucoma screenings and to provide screenings for high-risk individuals; and (4) provide grants to approved medical residency training programs to permit participating students to conduct such screenings.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Pediatric Research Equity Act of 2007 - Sets forth conditions under which the Secretary may grant waivers or deferrals of requirements that applicants submit a pediatric assessment for new drugs and biological products. Best Pharmaceuticals for Children Act of 2007 - Makes changes to provisions regarding market exclusivity for conducting pediatric drug studies on new or already approved drugs. Establishes the Reagan-Udall Foundation for the Food and Drug Administration as a nonprofit corporation to advance the mission of the Food and Drug Administration (FDA) to modernize medical, veterinary, food, food ingredient, and cosmetic product development, accelerate innovation, and enhance product safety. Provides for recruitment of potential members of FDA advisory committees. Requires the Secretary, acting through the Director of the National Institutes of Health (NIH), to establish and administer a clinical trial registry database and a clinical trial results database for drugs and devices. Authorizes the Secretary to require a responsible person for a drug to conduct a post-approval study on the basis of scientific information.

Health Care Access and Rural Equity (H-CARE) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) hold harmless provisions for small rural hospitals and sole community hospitals under the Medicare prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of rural area interests on the Medicare Payment Advisory Commission (MEDPAC); and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and the disregarding of certain hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for qualified health information technology systems; (2) direct the Secretary to establish a Rural Health Quality Advisory Commission; (3) provide for Delta Region rural disparities and health systems development, as well as small rural health care provider quality improvement grants; and (4) provide for expanded application of the 340B program of limited drug prices to drugs provided in rural hospitals, including hospital provision to states of Medicaid credits on certain inpatient drugs. Directs the Secretary to encourage and facilitate the adoption of telehealth provisions allowing for multistate practitioner access across state lines.

Requires certification by the child's attending physician. Applies such requirement to coverage offered in the individual market.

Ledbetter Fair Pay Act of 2007 - Amends the Civil Rights Act of 1964 to declare that an unlawful employment practice occurs when a discriminatory compensation decision or other practice is adopted when an individual becomes subject to the decision or practice, or when an individual is affected by application of the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge. Accrues liability, and an aggrieved person may obtain relief including recovery of back pay for up to two years preceding the filing of the charge, where the unlawful employment practices that have occurred during the charge filing period are similar or related to practices that occurred outside the time for filing a charge. Applies the amendments of this paragraph to claims of compensation discrimination under the Americans with Disabilities Act of 1990 and the Rehabilitation Act of 1973. Amends the Age Discrimination Act of 1967 to declare that an unlawful practice occurs when a discriminatory compensation decision or other practice is adopted, when a person becomes subject to the decision or other practice, or when a person is affected by the decision or practice, including each time compensation is paid. Allows a person filing an action to challenge similar or related instances of compensation discrimination after an aggrieved person filed a charge without filing another charge with the Secretary.

Requires a report from the Government Accountability Office (GAO) on the Cherokee Nation's expenditure of federal funds, as well as other specified reports from federal agencies, the Secretary of the Interior, and the National Indian Gaming Commission. Suspends the Cherokee Nation's authority to conduct gaming operations until it is in compliance with all treaty and other obligations with the United States. Grants any Cherokee Freedman a private right to bring actions for injunctive relief, declaratory relief, or monetary damages against the Cherokee Nation, officials of the Cherokee Nation, or federal officials. Directs the Attorney General to issue a finding on whether the federal civil rights of the Cherokee Freedmen have been violated by the Cherokee Nation and/or the Department of the Interior.

Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Requires demonstration projects in the categories of: (1) health information technology systems; (2) disease management for children with chronic conditions; (3) evidence-based quality improvement; and (4) quality and performance measures for providers of children's health care services. Requires the Comptroller General to make recommendations to Congress for the design and implementation of a demonstration project to evaluate the suitability of existing quality and performance measures for children's inpatient hospital services for public reporting, differentiating quality, identifying best practices, and providing a basis for payment rewards.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Allows the Secretary of Health and Human Services to award grants for the training of primary care physicians and other health professions on how to identify, treat, and prevent obesity or eating disorders and aid individuals who are overweight or obese or who suffer from eating disorders. Requires the Secretary, acting though the Director of the Centers for Disease Control and Prevention (CDC), to award grants for the planning and implementation of programs that promote healthy eating behaviors and physical activity. Allows the Secretary, acting through the National Center for Health Statistics, to provide for the collection and analysis of data for determining the fitness levels and energy expenditures of children and data collected as part of the National Health and Nutrition Examination Survey. Requires the Director of the Agency for Healthcare Research and Quality (AHRQ) to review the research to determine if the information might be important for the health disparities report. Permits states to use preventive health and health services block grants for activities and community education programs designed to address and prevent obesity and eating disorders. Requires the Secretary to report to the relevant congressional committees on: (1) the causes and health implications of being overweight, obese, or having an eating disorder; and (2) the effectiveness of campaigns to change children's behaviors and reduce obesity.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

States that the Commission shall: (1) advise Congress on how the United States could support efforts to eradicate modern-day slavery; (2) evaluate comparative strategies to prevent modern-day slavery, rescue and rehabilitate its victims, and prosecute traffickers and increase accountability within countries; (3) examine the economic impact on communities and countries that demonstrate measured success in fighting modern-day slavery; (4) evaluate the effectiveness of U.S. laws prohibiting the importation of goods produced through forced labor or child labor; (5) evaluate U.S. trade policy's effect on modern slavery, including a list of the 10 countries with the highest number of slaves within their borders; and (6) evaluate U.S. government procurement policies regarding slave-made goods or services. Terminates the Commission 90 days after submission of a report required under this Act.

Energy and Environment Block Grant Act of 2007 - Directs the Secretary of Energy to establish an Energy and Environment Block Grant Program to make block grants to state or local governments for: (1) energy efficiency and climate protection strategy; (2) technical consultant services to assist in the development of such strategy; (3) energy audits; (4) weatherization programs; (5) financial incentives for energy efficiency retrofits; and (6) grants to nonprofit organizations and governmental agencies for energy retrofits. Declares the purchase or leasing of equipment or vehicles for the private sector, or of pollution control equipment for private electric utilities, ineligible for funds under this Act. Requires a local government unit that is a grant recipient to submit to the Secretary a proposed Energy Efficiency and Climate Protection Strategy establishing goals for increased energy efficiency and reduction of greenhouse gas emissions. Requires a state that is a grant recipient to use at least 70% of the funds received to provide subgrants to otherwise ineligible local government units. Directs the Secretary to establish an Office of Energy and Environmental Block Grants, which shall in turn establish and implement a Research, Technical Assistance, and Education Program.
