Comprehensive Peace in Sudan Act - Expresses the sense of Congress regarding: (1) the relevance of the Sudan Peace Act and its extension to the Darfur region of Sudan; (2) the genocide unfolding in Darfur and the Government of Sudan's violation of the Convention of the Prevention and Punishment of the Crime of Genocide; and (3) actions to address the conflict in Sudan. Requires an annual report on the identities of entities doing business in Sudan. Prohibits an entity doing business in Sudan from raising capital or trading its securities in the United States. Provides for: (1) sanctions in support of peace in Darfur; and (2) actions to secure multilateral efforts against the Government of Sudan. Amends the Sudan Peace Act to authorize the President to assist Sudan to support the implementation of a comprehensive peace agreement that applies to all regions of Sudan, including the Darfur region, and to address the humanitarian and human rights crisis in the Darfur region and its impact on eastern Chad, contingent upon a continuing certification to the appropriate congressional committees that the Government of Sudan is taking specified actions. States that certain export prohibitions shall not apply to any export or related transaction from an area in Sudan outside of the Government of Sudan's control if the President determines that the export or related transaction would directly benefit the economic development of that area and its people.

9/11 Commission Recommendations Implementation Act of 2004 - Establishes a National Intelligence Director to manage the National Intelligence Program. Empowers the Secretary of Defense with lead responsibility for directing and executing paramilitary operations, whether clandestine or covert. Establishes a National Counterterrorism Center for strategic analysis concerning transnational terrorist organizations with global reach. Requires the President to direct the head of each appropriate Federal department or agency to identify and prioritize actual or potential terrorist sanctuaries throughout the world. Requires a national strategy to destabilize identified sanctuaries. Authorizes the President to support the Government of: (1) Pakistan in its efforts against extremists; and (2) Afghanistan to extend its authority over such country. Directs the Secretary of State to establish programs to promote greater familiarity with American society and values among the general public and select audiences in Muslim countries. Directs the President to: (1) strengthen counterproliferation efforts against weapons of mass destruction; and (2) track the financing of terrorist organizations and prevent money laundering for their benefit. Requires the Secretary of Homeland Security to: (1) integrate U.S. border screening systems with Federal security sites within the U.S. transportation system and sites containing vital national facilities; (2) complete a biometric entry and exit screening system for persons entering and departing the United States; (3) develop a plan for the allocation of limited transportation security resources; and (4) improve aviation screening. Requires: (1) the sharing of information for purposes of protecting the national security; (2) the establishment of a board to oversee Federal adherence to civil liberties; (3) that all U.S. emergency response agencies adopt the Incident Command System and unified command procedures; (4) the promotion of private sector emergency preparedness; (5) both Houses of Congress to pass separate intelligence appropriations bills; (6) a specialized and integrated national security workforce at the Federal Bureau of Investigation; and (7) regular adequacy assessments of the strategies and planning of the United States Northern Command to defend the United States against military threats.

Children's Health Protection and Improvement Act of 2004 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to revise the extended availability through FY 2004 of SCHIP allotments for FY 1998 through 2001. Specifies formulae for amounts to be used in computing redistributions for FY 2003, 2003, and 2004. Provides for reallocation of 70 percent of the expiring FY 1998, 1999, and 2000 funds to States that have fully expended their annual allotments. Extends the availability of the remaining 30 percent of such expiring funds with the States that currently have them. Permits 50 percent of the total amount of a State's unexpended FY 2002 SCHIP allotments to remain available through FY 2006. Permits 50 percent of the total amount of a State's unexpended FY 2003 and 2004 SCHIP allotments to remain available through the end of FY 2007. Requires redistribution of the other 50 percent of such funds to States that have fully spent their allotments during the three-year period they were available. Requires a second redistribution according to the same 70-30 formula of any retained or redistributed funds still unexpended at the end of the two-year extention or redistribution. Provides for continued authority for qualifying States to use certain funds for Medicaid expenditures.

Stem Cell Research Enhancement Act of 2004 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells if: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos will never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

Arthritis Prevention, Control, and Cure Act of 2004 - Amends the Public Health Service Act to require the Secretary of Health and Human Services: (1) to develop and implement a National Arthritis Action Plan; and (2) acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct, support, and promote the coordination of arthritis and other rheumatic diseases research. Requires the Secretary to award grants to: (1) support arthritis-specific research projects at the Centers for Prevention Research by the CDC; (2) support State comprehensive arthritis control and prevention programs and public health surveillance, prevention, and control activities; and (3) assist in the implementation of a national strategy for arthritis control and prevention. Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of Federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current Federal research. Requires the Director of the National Institutes of Health to expand and intensify juvenile arthritis research and related programs, including by awarding grants to establish new research programs. Allows the Secretary, acting through the Director of the CDC, to award grants to support the collection, analysis, and reporting of data on juvenile arthritis. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry to collect data for follow-up studies regarding the prevalence and incidence of juvenile arthritis, as well as capturing information on evidence-based health outcomes related to specific therapies and interventions. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program. Requires the Comptroller General of the United States to conduct a study on the economic impact of arthritis in the workplace.

San Francisco Old Mint Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 coins and 500,000 $1 coins emblematic of the San Francisco Old Mint Building, its importance to California and U.S. history, and its role in rebuilding San Francisco after the 1906 earthquake and fire. Requires that all surcharges received by the Secretary from the sale of coins issued under this Act be promptly paid to the San Francisco Museum and Historical Society for use for the purposes of rehabilitating the Historic Old Mint in San Francisco as a city museum and an American Coin and Gold Rush Museum.

Fair and Equitable Tobacco Reform Act of 2004 - Amends, and repeals, specified agricultural Acts to eliminate tobacco quota and price support programs. Provides for: (1) transitional payments (funded by appropriations made by this Act) to tobacco quota holders and active producers of quota tobacco; (2) geographic restrictions on tobacco expansion through penalties for tobacco grown outside traditional tobacco counties; and (3) county committee resolution of payment disputes.

Prohibit Predatory Lending Act - Amends the Truth in Lending Act in connection with consumer credit cost disclosure to redefine: (1) the formula used to adjust certain percentage points in connection with a consumer credit transaction secured by the consumer's principal dwelling; and (2) related points and fees. Sets forth a formula to calculate: (1) points and fees for open-end loans; and (2) bona fide discount points and prepayment penalties. Revises requirements for: (1) prepayment penalties; (2) balloon payments; and (3) extension of credit without regard to consumer's payment ability. Prohibits in connection with high-cost mortgages: (1) a creditor from recommending a default on an existing debt prior to and in connection with the closing of a high-cost mortgage that refinances all or any portion of such existing loan or debt; (2) specified late fees; (3) certain accelerations of debt; (4) certain evasions, structuring of transactions, and reciprocal arrangements; (5) certain modification and deferral fees; and (6) mandatory arbitration or other nonjudicial procedures. Mandates pre-loan counseling as a prerequisite for a high-loan mortgage. Revises guidelines governing creditor liability for correction of errors. Doubles civil money penalties for certain violations. Extends to three years the statute of limitations for violation of certain statutory disclosure requirements. Prohibits a creditor from knowingly or intentionally engaging in the unfair act or practice of flipping (the making of a loan or extension of credit to a consumer which refinances an existing mortgage when the new loan or credit extension does not have reasonable, tangible net benefit to the consumer, considering all of the circumstances, including the terms of both the new and the refinanced loans or credit, the cost of the new loan or credit, and the consumer's circumstances). Prohibits single premium credit insurance.

Expresses the sense of Congress that negotiations on access to critical segments of the U.S. automobile market should not take place on a piecemeal basis, but only as part of: (1) negotiations that include all major automobile producing nations; and (2) comprehensive negotiations that address both tariff and nontariff barriers specific to the automobile industry, with progress on eliminating tariff barriers explicitly linked to concrete progress on eliminating nontariff barriers.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints. Amends title XVIII (Medicare) of the Social Security Act to waive the monthly part B premium (Supplementary Medical Insurance Benefits for the Aged and Disabled) with respect to: (1) an individual who is entitled to military retired or retainer pay based upon service that began before December 7, 1956; and (2) the spouse, widow, or widower of such individuals.

Specialty Crops Competitiveness Act of 2003 - Defines "specialty crop" as all agricultural crops, except wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco. Directs the Secretary of Agriculture to make grants to States to enhance specialty crop competitiveness. Bases grant amounts on specialty crop production value. Amends the Consolidated Farm and Rural Development Act to increase fruit or vegetable producer operating loan limits. Amends the Agricultural Adjustment Act, reenacted with amendments by the Agricultural Marketing Agreement Act of 1937, to provide for marketing order specialty crop food safety programs. Authorizes the Secretary to make grants to State or local educational agencies for school garden programs that permit children to learn about specialty crops' dietary importance. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase maximum orchardist assistance under the tree assistance program; and (2) increase and extend specialty crop technical assistance. Directs the Secretary to use specified funds to provide restitution to licensed specialty crop shippers for economic losses resulting from the preparation of false inspection certificates by Department of Agriculture graders at Hunts Point Terminal Market, Bronx, New York. Authorizes appropriations for the maintenance of the Agricultural Marketing Service inspection training center in Fredericksburg, Virginia. Directs the United States Trade Representative to establish at least one position in the Office of the United States Trade Representative for specialty crop trade matters. Directs: (1) the General Accounting Office to conduct a study on why and to what extent U.S. specialty crops have not benefited from the Uruguay Round; and (2) the Secretary to prepare a foreign market access strategy plan aimed at increasing such exports. Directs the Secretary to establish: (1) in the Animal and Plant Health Inspection Service of the Department, the Sanitary and Phytosanitary Export Petition Division to process petitions for reducing sanitary and phytosanitary export barriers; and (2) in the Department an office to develop and protect intellectual property rights in plants and plant materials. Provides for a Foreign Agricultural Service study of supplier credit guarantee program modifications in order to increase specialty crop exports. Directs the Secretary to transfer the Office of Pest Management Policy of the Department from the Agricultural Research Service to the Office of the Secretary of Agriculture for administrative and funding purposes. Provides for additional research initiatives respecting: (1) methyl bromide alternatives; (2) specialty crop clean air benefits; (3) produce quality improvement; (4) new crop protection tools and integrated pest management; (5) foreign invasive pests and diseases; and (6) national specialty crop development initiative grants. Establishes in the Treasury the Invasive Pest and Disease Response Fund to support emergency eradication and research activities of the Animal and Plant Health Inspection Service in response to economic and health threats posed by invasive pests and agricultural disease. Directs the Administrator of the Animal and Plant Health Inspection Service to provide for independent scientific advice and peer review with regard to specialty crop import and export requests, including risk and mitigation assessments. Authorizes the Secretary to carry out a food safety education program to reduce contamination from: (1) microbial pathogens; and (2) unsanitary handling practices. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program.

Rural Veterans Access to Care Act of 2003 - Directs the Secretary of Veterans Affairs to ensure that no less than five percent of the funds made available each fiscal year for the Medical Care appropriation of the Department of Veterans Affairs are used to improve access to medical services for highly rural or geographically remote veterans, including the use of such funds for: (1) acute or chronic sympton management; (2) nontherapeutic medical services; and (3) other appropriate medical services as determined by the director of the geographic service region involved. Provides for the allocation of such funds to such service regions. Requires review of the operation of this Act and, if necessary, recommendation for an adjustment to the percentage of Medical Care funds required for such purpose.

Consumer Price Index for Elderly Consumers Act - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years or older. Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security and Medicare benefits under such programs.

Student Adjustment Act of 2003 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien middle or secondary students with qualifying years of U.S. residency. Makes such aliens eligible for Federal and State higher education assistance during the pendency of their application for cancellation of removal.

Democracy Day Act of 2003 - Requires the Tuesday next after the first Monday in November in 2004 and in each even-number year thereafter (Election Day) to be treated in the same manner as November 11 (Veterans Day) for purposes of any laws relating to Federal employment. Urges private employers to give their employees that day off to enable them to vote. Directs the Comptroller General to conduct a study of the impact of such requirement on voter participation.

Latin America Military Training Review Act of 2003 - Directs the Secretary of the Army to close the Western Hemisphere Institute for Security Cooperation (Institute). Repeals statutory authority for the Institute. Prohibits any training or education facility from being established in the Department of Defense (DOD) for Latin American military personnel for ten months. Establishes a joint congressional task force to assess appropriate education and training for DOD to provide to military personnel of Latin American nations.

Milk Import Tariff Equity Act - Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, or any quantitative limitation. Sets forth certain limits on the reduction of duties on such products.

Constitutional Amendment - Provides that all U.S. citizens 18 years of age or older shall have the right to vote in any public election held in the jurisdiction in which the citizen resides. Requires each State to: (1) administer public elections in the State in accordance with election performance standards established by the Congress; and (2) provide any eligible voter the opportunity to register and vote on the day of any public election. Requires each State and the District of Columbia to establish and abide by rules for appointing its respective number of Electors.

Filipino Veterans Equity Act of 2003 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each State's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final Federal or State court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its Federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in Federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

SouthEast Crescent Authority Act of 2003 - Establishes a SouthEast Crescent Authority for all parts of the following southeastern states not eligible for assistance from the Appalachian Regional Commission or the Delta Regional Authority: District of Columbia, Virginia, North Carolina, South Carolina, Georgia, Alabama, Mississippi, and Florida. Directs the Authority to perform various functions, including: (1) formulating plans and programs to spur economic development, and approving grants to States and public and nonprofit entities toward that end; (2) establishing priorities in a development plan for the region; (3) supporting local development districts, and creating them where they do not exist; and (4) encouraging private investment in the region. Permits the Authority to request and receive Federal, State and local government personnel as employees. Stipulates that Authority grants for infrastructure development may be made only to State or local governments. Permits other Authority grants for job training, employment-related education, business development, assisting severely distressed and poor areas, or for other purposes in accordance with the Act. Allows the Authority to annually designate: (1) distressed counties; and (2) isolated areas of distress in nondistressed counties. Directs the Authority to garner public participation in the development, revision, and implementation of its plans and programs.

Notch Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979 and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55 percent to five percent and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.
