National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations. Requires the budgetary effects of this Act to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act, provided that such statement has been submitted prior to the vote on passage.

Welcomes the release of Burmese democracy leader and Nobel Peace Prize Laureate Aung San Suu Kyi. Honors Aung San Suu Kyi for her work in pursuit of human rights and democracy in Burma. Calls on the United Nations and governments around the world to strengthen sanction regimes against Burma. Calls for the Administration to fully implement the Tom Lantos Block Burmese JADE Act to include financial sanctions as well as the appointment of a United States Special Coordinator for Burma. Calls for the release of all political prisoners and prisoners of conscience in Burma. Recognizes that Aung San Suu Kyi's release alone does not ensure democratic progress for the country unless accompanied by an end to crimes against humanity and genuine national reconciliation.

Vietnam Human Rights Sanctions Act - Directs the President to: (1) impose financial and immigration/entry sanctions on listed nationals of Vietnam who are complicit in human rights abuses committed against nationals of Vietnam or their family members, regardless of whether such abuses occurred in Vietnam; and (2) submit to Congress a publicly available list of individuals determined to be complicit in such human rights abuses. Authorizes the President to waive sanctions: (1) to comply with international agreements; and (2) if in the U.S. national interest. Terminates sanctions if the President certifies to Congress that the government of Vietnam has: (1) released all political prisoners; (2) ceased its practices of violence, detention, and abuse of citizens of Vietnam engaging in peaceful political activity; and (3) conducted a transparent investigation into the killings, arrest, and abuse of such political activists and prosecuted those responsible.

Vietnam Democracy Promotion Act of 2010 - Authorizes: (1) the President to provide assistance, through appropriate nongovernmental organizations and the Human Rights Defenders Fund, for the support of individuals and organizations to promote freedom and democracy in Vietnam; and (2) related appropriations. States that it is U.S. policy to take measures to overcome the jamming of Radio Free Asia by the government of Vietnam. Authorizes related appropriations. States that it is U.S. policy that programs of educational and cultural exchange with Vietnam should promote progress toward freedom and democracy in Vietnam by providing Vietnamese nationals with opportunities to see freedom and democracy in action. States that it is U.S. policy to offer refugee resettlement to nationals of Vietnam (including members of the Montagnard ethnic minority groups) who were eligible for the Orderly Departure Program (ODP), the Humanitarian Resettlement (HR) Program, the Resettlement Opportunities for Vietnamese Returnees (ROVR) Program, the Amerasian Homecoming Act of 1988, or any other U.S. refugee program and who were deemed ineligible due to administrative error or who for reasons beyond the control of such individuals were unable or failed to apply for such programs in compliance with Department of State deadlines. Provides funding for the protection (including resettlement) of Vietnamese refugees and asylum seekers, including Montagnards and ethnic Khmer in Cambodia and Thailand. Prohibits the U.S. government from providing nonhumanitarian assistance to the government of Vietnam in excess of FY2010 amounts unless the President certifies to Congress that the government of Vietnam has made substantial progress respecting political, media, and religious freedoms (and related property issues), minority rights, access to U.S. refugee programs, actions to end trafficking in persons, and treatment of government officials and military personnel of the former government of South Vietnam. Authorizes the President to waive such requirements if increased U.S. nonhumanitarian assistance would promote the purposes of this Act or is otherwise in the U.S. national interest.

Expresses the sense of the House of Representatives that the U.S. government should: (1) denounce violence and human rights violations committed against vulnerable religious communities in Iraq; (2) assist Iraq in developing and implementing a comprehensive plan to secure places of worship and religious congregation and increase the representation of such religious communities in the Iraqi government and security forces, and in the economic, social, and political aspects of its society; (3) assist in funding, training, and deploying police units; (4) urge Iraq to investigate and prosecute allegations of such human rights violations; and (5) continue processing Iraqi refugees for resettlement to the United States taking into account the ongoing targeted violence and the Refugee Crisis in Iraq Act of 2007.

School Food Recovery Act - Amends the Richard B. Russell National School Lunch Act to allow schools and local educational agencies participating in the school lunch program to donate any excess food under such program to tax-exempt food banks or charitable organizations in their localities.

Congratulates Liu Xiaobo on the award of the 2010 Nobel Peace Prize and honors his courage and promotion of democratic reform in China. States that in honoring Liu Xiaobo the House of Representatives also honors those who have promoted democratic reform in China, including those who participated in the 1989 Tiananmen Square demonstration. Asserts that Liu Xiaobo is a political prisoner and that Liu Xia, Liu Xiaobo's supporters, and all signers of Charter 08 who have been detained or harassed are the victims of political persecution, and urges President Obama to work for their release. Calls on the government of China to: (1) release Liu Xiaobo from prison and to release Liu Xia, Liu Xiaobo's supporters, and all signers of Charter 08 from detention; and (2) cease censoring media and Internet reporting of the Nobel Peace Prize award to Liu Xiaobo and to cease its campaign of defamation against Liu Xiaobo.

Fit for LIFE Act of 2010 or the Fit for Local Investments in the Future of Every Child Act of 2010 - Requires the Secretary of Agriculture (USDA) to expand the offering of fruits and vegetables in communities through convenience stores, virtual farmers markets, community gardens, and supermarkets. Amends the Richard B. Russell National School Lunch Act to expand reimbursements for programs providing care to at-risk school children, provide free fresh fruits and vegetables in secondary schools and child care centers, and initiate and maintain summer food service programs for children. Amends the Child Nutrition Act to require the Secretary of Agriculture to establish a program to expand free breakfast programs in schools with a higher number of low-income children. Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish programs to reduce and prevent obesity in children. Expands coverage of obesity treatment and prevention programs and services in federal programs. Establishes the National Commission on Child Obesity. Sets forth grant programs to increase physical activities in low-income communities and prevent childhood obesity.

Gulf Coast Restoration Act - Establishes the Gulf Coast Ecosystem Restoration Task Force, which shall: (1) consult with, and provide recommendations to, the Chair of the Task Force regarding approval of State Coastal Ecosystem Restoration Plans submitted by the governors of Alabama, Florida, Louisiana, and Mississippi providing for restoration activities the Gulf Coast ecosystem adversely impacted by the blowout and explosion of the mobile offshore drilling unit Deepwater Horizon on April 20, 2010; (2) coordinate scientific and other research associated with restoration of such ecosystem; and (3) submit an annual report to Congress that summarizes the Plans approved by the Chair. Establishes in the Treasury the Gulf Coast Ecosystem Restoration Fund. Directs the Secretary of the Treasury to deposit into the Fund sums equal to not less than 80% of any amounts collected by the United States as penalties, settlements, or fines under the Federal Water Pollution Control Act (commonly known as the Clean Water Act) in relation to the Deepwater Horizon explosion and resulting hydrocarbon releases into the environment. Makes the Fund available for the conservation, protection, and restoration of the Gulf Coast ecosystem in accordance with approved Plans. Requires the governors of such states to: (1) submit a Plan to the Chair by July 1, 2011; and (2) solicit local input and provide for public participation in the development of the Plan. Requires the Chair to disburse amounts from such Fund to such a state for which the Chair has approved a Plan only for: (1) projects and activities for the conservation, protection, or restoration of coastal areas, including wetlands; (2) mitigation of damage to fish, wildlife, or natural resources; (3) planning assistance and the administrative costs of complying with this Act; and/or (4) implementation of a federally approved marine, coastal, or comprehensive conservation management plan.

Expresses the sense of the House of Representatives that the U.S. government should: (1) work with Sudanese parties and regional and international partners to build consensus on the steps needed to implement the Comprehensive Peace Agreement (CPA), including the upcoming referenda, and promote stability throughout Sudan; (2) work with international and Sudanese partners to ensure the right of return of Sudanese refugees and displaced persons, including Darfuris and southerners; (3) work with international partners to ensure a stable north-south border and a permanent peace in Sudan; and (4) assist the government of Southern Sudan to develop its economic, rule of law, and social service and educational infrastructures, improve democratic accountability and human rights, and strengthen reconciliation efforts.

Offshore Lease Fairness Act - Amends the Outer Continental Shelf Lands Act to increase from 27% to 50% the revenues: (1) shared with states from leases within three miles of the coast line entered into after enactment of this Act; and (2) from energy-related activities for any lease, easement, or right-of-way granted after enactment of this Act. Amends the Gulf of Mexico Energy Security Act of 2006 to redefine current qualified Outer Continental Shelf revenues as sums received by the United States from leases entered into between December 20, 2006, and the date of enactment of this Act. Requires for FY2010 and each ensuing fiscal year that new outer Continental Shelf revenues be deposited: (1) 50% into the general fund of the Treasury; and (2) 50% into a special account in the Treasury for disbursement to coastal states by the Secretary of the Treasury. Restricts allocation of new outer Continental Shelf revenues from leases in the Gulf of Mexico, the Atlantic Ocean, the Pacific Ocean, and the Arctic Ocean to states that are in, or border on, such specified geographical areas. Prescribes requirements for the timing and administration of the disposition of revenues.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.

Condemns: (1) the violence and harassment faced by the villagers of Con Dau, Da Nang, Vietnam, for seeking to protect their land, the historic cemetery, and other parish properties; and (2) the arrests of parishioners and calls for the release of Nguyen Huu Liem, Phan Thi Nhan, Nguyen Thi The, Doan Cang, Le Thanh Lam, Tran Thanh Viet, Nguyen Thi Lieu, and Nguyen Huu Minh. Urges the government of Vietnam to consider the implications of its actions in Con Dau, as well as of other serious human rights violations, issues of police impunity, and corruption for the broader U.S.-Vietnam relationship. Expresses the sense of the House of Representatives that: (1) the President should call on the United Nations Human Rights Council to appoint a Special Rapporteur on Human Rights in Vietnam to investigate human rights violations in that country; (2) the U.S. Embassy in Vietnam should visit those detained, including, Nguyen Huu Liem, Phan Thi Nhan, Nguyen Thi The, Doan Cang, Le Thanh Lam, Tran Thanh Viet, Nguyen Thi Lieu, and Nguyen Huu Minh, as well as the family of Nguyen Nam, and other parishioners, and report its findings to Congress; (3) the Department of State should examine instances of property disputes in Vietnam which involve religious communities; and (4) the United States Commission on International Religious Freedom should visit the Con Dau parishioners and report to Congress on the violence and harassment faced by the Catholic villagers.

Makes eligible for interment in a national cemetery any individual who: (1) the Secretary of Veterans Affairs (VA) determines served in combat support of the Armed Forces in Laos during the period beginning on February 28, 1961, and ending on May 15, 1975; and (2) at the time of death was a U.S. citizen or lawfully admitted alien.

Billfish Conservation Act of 2010 - Prohibits any person from offering billfish (except swordfish) or billfish products for sale, selling, importing, or exporting them, or having custody, control, or possession of them for purposes of offering them for sale, selling, importing, or exporting them. Treats a violation of this Act as an act prohibited by the Magnuson-Stevens Fishery Conservation and Management Act. Subjects a person to a maximum civil penalty of $100,000 for each violation. Defines "billfish" as any of the following: (1) blue marlin; (2) striped marlin; (3) black marlin; (4) sailfish: (5) shortbill spearfish; (6) white marlin; (7) roundscale spearfish; (8) Mediterranean spearfish; or (9) longbill spearfish.

Maritime Infrastructure Security and Counterterrorism Act - Directs the Secretary of Homeland Security (DHS), acting through the Commandant of the Coast Guard, to commission an independent review of: (1) the threats of terrorist attack posed to offshore energy infrastructure in the Gulf of Mexico, the vulnerabilities of such infrastructure, and consequences of such attacks; and (2) whether the Coast Guard can adequately secure such infrastructure. Directs the Secretary: (1) every two years, to review all vessel security plans approved for mobile offshore drilling units and other vessels used for exploration, development, or production of energy in the Gulf of Mexico; (2) to assess whether such plans take into account the threats of terrorist attack; and (3) to recommend countermeasures. Requires the Commandant to: (1) plan counterterrorism training for all Coast Guard Maritime Safety and Security Teams and the Maritime Security Response Team; (2) conduct counterterrorism exercises at least twice each year that focus on countering terrorist threats and vulnerabilities to offshore facilities; (3) establish and permanently locate an additional Maritime Safety and Security Team in the Gulf of Mexico to provide advanced counterterrorism capabilities for critical infrastructure; and (4) require all offshore maritime vessels, including offshore facilities, to be equipped with automatic identification capabilities for the purposes of monitoring vessel movements and improving port security situational awareness. Directs the Coast Guard and U.S. Customs and Border Protection (CBP) to coordinate the conduct of regular aerial surveillance of the critical infrastructure in the Gulf. America's Waterway Watch Act - Establishes within the Coast Guard the America's Waterway Watch Program to promote voluntary reporting of activities that may indicate that persons may be engaging in a violation of law relating to a threat or an act of terrorism against a vessel, facility, port, or waterway. Authorizes the Secretary, through the Commandant, to: (1) establish as an element of the Program a network of individuals and community-based organizations that enhance situational awareness within the nation's ports and waterways; and (2) provide training in observing and reporting on covered suspicious activities and in sharing such reports and coordinating the response by law enforcement agencies. Requires reports to Congress on: (1) the pilot program to test transportation worker identification credential access control technologies at port facilities and vessels nationwide; and (2) the establishment of Interagency Operational Centers for Port Security required under the SAFE Port Act. Directs the Secretary to: (1) establish at least two maritime security response teams to act as the Coast Guard's rapidly deployable counterterrorism and law enforcement response units; (2) conduct, in the maritime environment, a program for the mobile biometric identification of suspected individuals, including terrorists; (3) study Coast Guard use of the combination of facial and iris recognition to rapidly identify individuals for security purposes; (4) report on the threat, vulnerability, and consequence of a terrorist attack on gasoline and chemical cargo shipments in port activity areas in the United States or against other maritime energy infrastructure; (5) establish a pilot program to test and deploy preventive radiological or nuclear detection equipment on Coast Guard vessels in select port regions; (6) initiate a national study to identify measures to improve the security of maritime transportation of certain dangerous cargo and develop a national strategy for the waterside security of vessels carrying, and waterfront facilities handling, such cargo; (7) notify the Federal Energy Regulatory Commission (FERC) when a recommendation is made that the waterway to a proposed waterside liquefied natural gas facility is suitable or unsuitable for associated marine traffic; (8) report to Congress on the feasibility of efforts to mitigate the threat of small boat attack in security zones of major ports; and (9) check against available terrorist watchlists those suspected of alien smuggling and smuggled individuals who are interdicted at U.S. land, air, and sea borders. Authorizes the Commandant to: (1) assign a Chief of Maritime Security; and (2) establish one or more centers of Maritime Security. Directs the Commandant to submit a plan to address communications deficiencies of maritime safety and security teams.

United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Declares that steps should be taken to: (1) raise awareness about prostate cancer screening and treatment; (2) support research so that the screening and treatment of prostate cancer may be improved and the causes of, and a cure for, prostate cancer may be discovered; and (3) improve access to, and the quality of, health care services for detecting and treating prostate cancer.

Counterterrorism Enhancement and Department of Homeland Security Authorization Act of 2010 - Authorizes appropriations for the Department of Homeland Security (DHS) for FY2011. Prohibits: (1) the use of Department of Justice (DOJ) funds to prosecute an individual detained at Naval Station, Guantanamo Bay, Cuba, on or after January 22, 2009, in a U.S. criminal court; and (2) the President from transferring or releasing an individual currently detained at Guantanamo to any state without the state's consent and the President's certification that the individual does not pose a security risk. Amends the Homeland Security Act of 2002 to establish within the legislative branch the National Commission on the Prevention of Violent Radicalization and Homegrown Terrorism. Directs the Secretary of DHS to establish or designate a university-based Center of Excellence for the Study of Violent Radicalization and Homegrown Terrorism. Expresses the sense of Congress that the House of Representatives and the Senate should fully implement the recommendations of the National Commission on Terrorist Attacks Upon the United States for creating a single, principal point of oversight and review for homeland security by amending House and Senate rules relating to committee jurisdiction. Amends the Rules of the House to direct the Speaker to consider the recommendations of the Commission for consolidating oversight and review of homeland security. Directs the Secretary to submit to Congress a strategy for gaining effective control of the international borders of the United States within five years. Requires the Secretary, for FY2011-FY2014, to maintain not fewer than 20,000 Border Patrol agents and sufficient support staff. Directs the Secretary, by June 30, 2011, to complete the exit portion of the United States Visitor and Immigrant Status Indicator Technology system (US-VISIT) required for aliens arriving in or departing from the United States at an airport or seaport. Provides for mandatory detention of aliens apprehended at or between ports of entry. Authorizes the Secretary to establish permanent United States Secret Service international field offices to enhance cybersecurity and the Secret Service's ability to combat cyber crime and counterfeiting of U.S. currency. Transportation Security Administration Authorization Act - Authorizes appropriations for the Transportation Security Administration (TSA) for FY2011. Requires establishment of an Aviation Security Advisory Committee within TSA. Directs the Secretary to establish: (1) a timely and fair process for individuals who believe they were delayed or prohibited from boarding a commercial aircraft or denied a right, benefit, or privilege because they were wrongly identified as a threat when screened against any terrorist watchlist or database used by TSA; (2) an Office of Appeals and Redress in DHS; and (3) a Surface Transportation Security Inspection Office. Amends the Implementing Recommendations of the 9/11 Commission Act of 2007 to require establishment of a Transit Security Advisory Committee in TSA. Directs the Secretary to increase the number of canine teams certified by TSA for passenger rail and public transportation security activities. Screening Applied Fairly and Equitably to Truckers Act of 2010 or the SAFE Truckers Act of 2010 - Directs the Secretary to issue final regulations defining security sensitive materials. Prohibits a commercial motor vehicle operator licensed to operate in Mexico or Canada from operating a commercial motor vehicle transporting a security sensitive material in commerce in the United States until the operator has been subjected to, and not disqualified as a result of, a security background records check by a federal agency. Authorizes appropriations for the Coast Guard for FY2011. Authorizes the Commandant of the Coast Guard to establish and operate one or more centers of Maritime Security. Alien Smuggling and Terrorism Prevention Act of 2010 - Directs the Secretary to check against available terrorist watchlists those suspected of alien smuggling and smuggled individuals who are interdicted at the land, air, and sea borders of the United States. Amends the Immigration and Nationality Act to modify, and increase penalties for, alien smuggling offenses. Authorizes appropriations for the Federal Protective Service (FPS) for FY2011. Directs the Secretary to: (1) conduct facility security assessments; and (2) develop minimum standards for training and annual recertification for FPS's contract guards. Grants the Secretary a right of entry to property for which security is provided by FPS. Directs the Secretary to: (1) conduct security inspections and verifications for such property; (2) require such properties to undergo unannounced security inspections; and (3) issue a list of items that are prohibited from being brought into FPS-protected facilities unless specifically authorized on a case-by-case basis. Requires the FPS Director to publish: (1) a list of qualified vendors and products that would promote common standards of deployment of personnel and technology; (2) standards for training personnel; and (3) best practices for utilizing items on the qualified products list. Extends the Chemical Facilities Antiterrorism Security Program. Directs the Secretary, through the Administrator of the Federal Emergency Management Agency (FEMA) and in coordination with the Under Secretary for National Protection and Programs, to establish a voluntary chemical security training program and exercise program. Directs the Secretary to: (1) establish an Office for Bombing Prevention with primary responsibility for enhancing the ability, and coordinating the efforts, of the United States to deter, detect, prevent, protect against, and respond to terrorist explosive attacks in the United States; and (2) develop and periodically update a national strategy to prevent and prepare for terrorist explosive attacks in the United States. Establishes in DHS a Community Preparedness Division whose Director shall have primary responsibility for assisting the efforts of state, local, and tribal governments in preparing U.S. citizens for acts of terrorism and other emergencies. Establishes in the Division: (1) a Citizen Corps Program; (2) a Community Emergency Response Team Program; and (3) a Fire Corps Program. Directs the Secretary to conduct a Metropolitan Medical Response System Program. Authorizes appropriations for the Directorate of Science and Technology for FY2011. Establishes a Test, Evaluation, and Standards Division. Directs the Under Secretary for Science and Technology to prepare a strategic plan for Directorate activities. Directs the Comptroller General to initiate a study to assess the university-based centers for homeland security program. Directs the Under Secretary to: (1) conduct research and development to enhance the protection of the nation's agriculture and food system against terrorist attacks; and (2) produce risk assessments for biological and chemical threats. Directs the Secretary, through the Under Secretary, to establish a Homeland Security Science and Technology Fellows Program. Authorizes appropriations for the Domestic Nuclear Detection Office for FY2011. Establishes the Commission on the Protection of Critical Electric and Electronic Infrastructures. Authorizes appropriations for the Securing the Cities Initiative (using next generation technology to detect the transport of nuclear and radiological material in urban areas). Requires the Secretary to delegate to specified Chief Operating Officers of DHS direct authority over their counterparts in component agencies to ensure that such component agencies adhere to the laws, rules, regulations, and departmental policies for which each such Officer is responsible. Directs the Secretary to establish: (1) an Acquisition Professional Career Program; and (2) a process for the review of proposed investments by DHS. Directs the Secretary to designate a full-time privacy official within each of specified components of DHS to have primary responsibility for implementing DHS privacy policy in each such component. Provides immunity for certain good faith reports of suspected terrorist activity or suspicious behavior and qualified immunity for response. Directs the Secretary, every three years, to issue a biodefense strategy. Provides for civil liability for disclosure of protected security information. Establishes in DHS a Chief Veterinary Officer who shall have primary responsibility for veterinary issues, food defense, and agriculture security.

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Quality Cancer Care for Life Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve the quality of cancer care and the quality of life for cancer patients and survivors by expanding CDC cancer control programs, including the National Comprehensive Cancer Control Program and the National Program of Cancer Registries. Requires the Director of CDC to award grants to: (1) develop, implement, and evaluate cancer case management and coordination programs to enhance the quality of cancer care and the quality of life for patients and survivors and to improve cancer outcomes; and (2) train individuals to undertake the quality of life needs of cancer patients, survivors, and family caregivers. Requires the Secretary to establish a Quality of Life Advisory Committee to advise, coordinate, and assist the CDC in creating and conducting the cancer quality of life and survivorship activities, program enhancements, and training initiatives under this Act. Requires the Director of the National Institutes of Health (NIH) to undertake additional cancer quality of life and survivorship research that addresses pain, symptom management, side effects and late effects, and psychosocial factors to improve cancer clinical communication and care planning, treatment and post-treatment, and follow-up care across the life course.
