National Flood Insurance Program Extension Act of 2010 - Amends the National Flood Insurance Act of 1968 to extend the National Flood Insurance Program from September 30, 2008, through December 31, 2013.

Quality Cancer Care for Life Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve the quality of cancer care and the quality of life for cancer patients and survivors by expanding CDC cancer control programs, including the National Comprehensive Cancer Control Program and the National Program of Cancer Registries. Requires the Director of CDC to award grants to: (1) develop, implement, and evaluate cancer case management and coordination programs to enhance the quality of cancer care and the quality of life for patients and survivors and to improve cancer outcomes; and (2) train individuals to undertake the quality of life needs of cancer patients, survivors, and family caregivers. Requires the Secretary to establish a Quality of Life Advisory Committee to advise, coordinate, and assist the CDC in creating and conducting the cancer quality of life and survivorship activities, program enhancements, and training initiatives under this Act. Requires the Director of the National Institutes of Health (NIH) to undertake additional cancer quality of life and survivorship research that addresses pain, symptom management, side effects and late effects, and psychosocial factors to improve cancer clinical communication and care planning, treatment and post-treatment, and follow-up care across the life course.

Gulf Coast Jobs Preservation Act - Terminates the moratorium on deepwater drilling set forth in the Minerals Management Service Notice to Lessees No. 2010-N04, dated May 30, 2010, and declares without force or effect any suspension of deepwater drilling operations issued in connection with such moratorium. Directs the Secretary of the Interior to: (1) act expeditiously to ensure that deepwater drilling operations are conducted in compliance with federal law; and (2) identify additional measures to ensure the safety of deepwater drilling, based on the most accurate information available about the Deepwater Horizon oil spill incident.

Amends the Oil Pollution Act of 1990 to exempt advances to the Coast Guard in connection with the explosion on, and sinking of, the mobile offshore drilling unit Deepwater Horizon from the requirement that amounts in the Oil Spill Liability Trust Fund shall be available only as provided in annual appropriations. Limits such advances to a maximum of $100 million each, with the total amount for all advances not to exceed $1 billion for any single incident and $500 million for natural resource damage assessments and claims for any single incident, provided that, except in the case of payments of removal costs, an advance may be made only if the amount in the Fund after such advance will not be less than $30 million. Requires the Coast Guard to notify Congress of the amount advanced and the facts and circumstances necessitating the advance within seven days of the advance. Requires the budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go-Act of 2010, to be determined by reference to the latest statement titled "Budgetary Effects of PAYGO Legislation" for this Act submitted by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.

America Stands with Israel Act - Expresses the sense of Congress that the United States: (1) supports Israel's right to defend itself; (2) supports Israel's naval blockade of Gaza; and (3) should oppose any investigation by the United Nations (U.N.) into the flotilla incident (involving the May 2010 Israeli interception of ships carrying supplies to Gaza). Requires the Secretary of State to direct the U.S. Permanent Representative to the United Nations to cease U.S. participation in and membership on the United Nations Human Rights Council (UNHRC). Prohibits the Secretary from contributing any funds to the United Nations for an investigation into the flotilla incident. Directs the Secretary to ensure that no U.S. contributions to the United Nations are used for any such investigation, including by withholding from U.S. contributions to the regularly assessed biennial budget of the United Nations amounts equal to any amounts so expended.

Honors the lives of the thousands of patriots, including innocent civilians, who died, were imprisoned, or otherwise dedicated their lives to achieving African independence. Commends the socioeconomic and political progress being made by these nations while acknowledging the associated challenges that many still face. Renews the commitment of the United States to help the people of sub-Saharan Africa to foster democratic rule and promote market-based economic growth and to alleviate the burden of poverty and disease that many in the region continue to face.

Textile Enforcement and Security Act of 2010 - Requires the seizure and forfeiture of an imported textile or apparel article for which a trade preference has been claimed in cases where the importer: (1) has either misdescribed or not verified the article's country of origin; or (2) provides false information as to his or her address or does not meet certain documentation or informational requirements upon entry of an article. Requires the Secretary of Homeland Security (Secretary) or the Secretary of the Treasury to use amounts from fines, penalties, and forfeitures of articles due to violations of the U.S. customs laws to pay for expenses related to the investigation and enforcement of such violations. Authorizes also the use of such amounts to pay for a reward of the lesser of at least 20% of that amount or $20,000 to any person who furnishes information that leads to an arrest, conviction, civil penalty assessment, or forfeiture of articles due to violations enforced by the Secretary. Directs the Commissioner of the U.S. Customs and Border Protection (CBP) to ensure specified staffing of the Textile Operations Branch of the Textile and Apparel Policy and Programs (TAPP) division of the Office of International Trade within CBP and of the Textile/Apparel Policy Branch of TAPP. Requires the Commissioner to allocate, to the 15 largest U.S. ports of entry for textile or apparel articles, a certain number of Import Specialists trained in preventing textile or apparel importer fraud. Amends the Tariff Act of 1930 to require certain documentation or information from an importer upon the entry of textile or apparel articles to include an affidavit with specified information that may be electronically filed with CBP. Prescribes additional bonding requirements for the importation of textile or apparel articles. Specifies producers, manufacturers, suppliers, sellers, importers, exporters subject to certain prohibitions against fraud, gross negligence, or negligence in the documentation of imported merchandise. Requires the Secretary of the Treasury (who is now merely authorized) to publish in the Federal Register: (1) the names of persons located outside of the U.S. customs territories against whom the CBP has issued a penalty claim for violating U.S. customs laws; and (2) a list of high risk countries involved in the transshipment of textile or apparel products. Requires the President, acting through the CBP Commissioner and in coordination with the head of the Office of Textiles and Apparel of the Department of Commerce, to establish an electronic verification system for tracking textile or apparel articles imported or exported under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR), the North American Free Trade Agreement (NAFTA), or any other free trade agreement to which the United States is a party to ensure compliance with such agreements. Requires the President to establish a nonresident importer declaration program for the import of textile or apparel articles. Directs the Attorney General to establish within the Department of Justice (DOJ) the Office of Textile and Apparel Trade Enforcement.

Recognizes the historical importance of the 60th anniversary of the outbreak of the Korean War, which began on June 25, 1950. Honors the noble service and sacrifice of the U.S. Armed Forces and the armed forces of allied countries that served in Korea since 1950 to the present. Encourages all Americans to participate in commemorative activities to pay solemn tribute to, and to never forget, the veterans of the Korean War. Calls upon the President to issue a proclamation recognizing the 60th anniversary of the Korean War and commemorating National Korean War Veterans Armistice Day. Reaffirms the U.S. commitment to its alliance with the Republic of Korea for the betterment of peace and prosperity on the Korean Peninsula.

States the policy of the House of Representatives that the revenue derived from the excise tax on oil production: (1) should continue to pay for the cleanup of, and the damages incurred by, the oil spill in the Gulf of Mexico and any future oil spills; and (2) should not be used by Congress to fund unrelated policies and programs.

Help Haitian Adoptees Immediately to Integrate Act of 2010 or Help HAITI Act of 2010 - Authorizes the Secretary of Homeland Security (DHS) to adjust to permanent resident status an alien who was granted parole admission into the United States pursuant to the humanitarian parole policy for certain Haitian orphans announced on January 18, 2010, and suspended as to new applications on April 15, 2010, if such alien: (1) applies for adjustment; (2) is physically present in the United States when the adjustment application is filed; and (3) is admissible as an immigrant. Deems such an alien to satisfy the requirements applicable to adopted children if, before the alien is 18 years of age, he or she adjusts to permanent resident status and is adopted by a U.S. citizen (which may occur before, on, or after status adjustment). Permits a parent or legal guardian to apply on behalf of a minor. Prohibits any derivative immigration benefits for the birth parent of an alien adjusted under this Act.

Amends the Gulf of Mexico Energy Security Act of 2006 to accelerate from FY2017 to FY2011 the allocation of certain Gulf of Mexico oil and gas lease revenues from covered leases among the affected states (thus increasing each state's share).

Earmark Transparency Act of 2010 - Amends the Congressional Budget Act of 1974 to require the Clerk of the House of Representatives and the Secretary of the Senate to establish jointly a free public searchable website, listing all requests by Members of Congress for congressionally directed spending items (congressional earmarks). Requires each congressional committee, within five calendar days of receipt of a request for a congressional earmark from a Member of Congress, to provide to the Clerk and the Secretary, as applicable, the initial required information regarding that request that is required to be placed on the website. Makes it out of order to consider any legislation unless it meets the requirements of this Act.

Unborn Child Pain Awareness Act of 2010 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services (HHS) to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Recognizes the untimely and tragic loss of the 11 workers from the states of Louisiana, Mississippi, and Texas who died on the Deepwater Horizon offshore oil platform in the Gulf of Mexico off the coast of Louisiana. Extends the deepest condolences of the nation to the families of these men. Recognizes all employees on the Deepwater Horizon for their hard work and sacrifice. Commends the rescue crews for their valiant efforts to rescue these workers and others on the platform. Honors the many volunteers who provided support and comfort for the families of these people during this difficult time.

Family Engagement in Education Act of 2010 - Amends title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 (ESEA) to allocate funds to states and, through them, local educational agencies (LEAs) to develop certain policies and practices to strengthen family engagement in their children's education. Requires states and correctional facilities to work with family members and aftercare providers in developing educational services and transition plans for youth following their stay in state and local institutions for neglected or delinquent youth. Requires states to use part of their grant under part A (Teacher and Principal Training and Recruiting Fund) of title II of the ESEA to train teachers and principals to effectively engage families in their children's education. Establishes a new part E (Family Engagement in Education Programs) under title V of the ESEA requiring the Secretary of Education to provide funding to each state to establish a State Family Engagement Coordinating Council to assure coordination and integration of family engagement activities across the education spectrum. Authorizes the Secretary to award grants to: (1) statewide nonprofit organizations to establish Statewide Family Engagement Centers to provide comprehensive training, technical assistance, and capacity building to states, LEAs, schools, and organizations that support family-school partnerships to assist parents in participating effectively in their children's education; and (2) local nonprofit parent organizations to create Local Family Engagement Centers which are to be assessed on their ability to assist parents in overcoming barriers to engaging in their children's education. Directs the Secretary to issue rules that specify research-based metrics on family engagement in education for entities receiving this Act's funding. Requires that there be established in the Department of Education dedicated staff, including a Director, for family and community engagement within the Office of Elementary and Secondary Education.

Condemns the abduction and retention of all minor children being held in Japan away from their U.S. parents in violation of their human rights and U.S. and international law. Calls on: (1) the government of Japan to facilitate the resolution of all abduction cases and related issues; and (2) the President and the Secretary of State to seek to identify all U.S. citizen minor children who have been wrongfully removed to, and retained in, Japan. Expresses the sense of the House of Representatives that the United States should: (1) recognize the issue of child abduction to, and retention of, U.S. citizen minor children in Japan as a central foreign policy issue; (2) work with the government of Japan to enact consular procedures and legal agreements to prevent parental abduction; (3) review its advisory services from the Department of State, the Department of Justice (DOJ), and the Armed Forces to ensure that timely assistance is given to U.S. citizens and service members in preventing the wrongful retention or removal of minor children; and (4) urge the Department of State to include international child abduction and Japan's actions regarding abductions as a human rights violation under its Country Reports on Human Rights Practices.

Groundwork USA Trust Act of 2010 - Establishes the Groundwork USA Trust Program. Authorizes the Secretary of the Interior, in consultation with the Groundwork USA national office, to award grants to eligible nonprofit organizations to: (1) provide training, research, and technical assistance to individuals and organizations to facilitate the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation; (2) reclaim vacant and derelict lands for conservation, recreation, and economic development; (3) clean up and care for neglected areas; (4) return brownfields to economically productive use; (5) integrate environmental education, food security, health and fitness, resource management, and job training; (6) encourage businesses, local governments, nonprofits, and communities to work together for sustainable environmental care and enhancement; (7) support businesses, local governments, nonprofits, and communities in efforts to improve their local environment; (8) acquire real property and buildings to rehabilitate and improve upon for the local community and perform maintenance on such property and buildings; and (9) develop programs that encourage regional and national partnering with other environmental organizations. Limits the maximum amount for a grant award under the program to $400,000 for any fiscal year. Requires annual reporting by grant recipients.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

Weapons of Mass Destruction Prevention and Preparedness Act of 2010 or the WMD Prevention and Preparedness Act of 2010 - Amends the Public Health Service Act (PHSA) and the Agricultural Bioterrorism Protection Act of 2002 to direct the Secretaries of Health and Human Services (HHS) and Agriculture respectively, in coordination with the Secretary of Homeland Security (DHS), to designate as "Tier I agents" those agents and toxins which have clear potential to be used effectively in a biological attack that causes significant casualties and for which the DHS Secretary has issued a Material Threat Determination, with exceptions. Amends the Homeland Security Act (HSA) to direct the DHS Secretary to establish enhanced biosecurity measures for persons that possess, use, or transfer Tier I agents. Amends the PHSA to direct the HHS Secretary, in coordination with the DHS Secretary and the Secretary of Agriculture, to: (1) establish criteria defining characteristics, features, or equipment that could facilitate the misuse of a laboratory or other facility for purposes of developing a biological weapon; and (2) establish and maintain a list of biological agents and toxins that have the potential to pose a severe threat to public, animal, or plant health but for which the potential to be used in a biological attack has not been established. Directs the HHS Secretary to: (1) maintain a national database that includes the locations of each laboratory or other facility required to be registered and related information; (2) conduct a comprehensive review of the list of biological agents and toxins under the PHSA; (3) award grants to academic and nonprofit organizations and to state, local, and tribal governments to implement security improvements at laboratories of such organizations and governments that possess, use, or transfer Tier I agents or toxins; and (4) promulgate regulations governing the distribution, synthesis, and handling of Variola virus DNA. Amends the PHSA to direct the HHS Secretary, in coordination with the DHS Secretary and the Postmaster General, to: (1) develop, coordinate, and maintain a National Medical Countermeasure Dispensing Strategy; and (2) expand existing pilot programs to utilize the United States Postal Service (USPS) to deliver medical countermeasures in an emergency. Amends the HSA to: (1) direct the DHS Secretary to establish a program to distribute medkits (a cache of antibiotics and other medical countermeasure to be used during a public health emergency) to emergency responders and their immediate family members or members of a preparedness organization; (2) require the HHS Secretary to conduct a pilot program to study the feasibility of providing personal medkits to the public; (3) establish in DHS a National Bioforensics Analysis Center; (4) direct the DHS Secretary to develop, coordinate, and maintain a national bioforensics strategy; and (5) direct the DHS Secretary to incorporate into each operational plan developed under the Post-Katrina Emergency Management Reform Act of 2006 a communications plan for informing the public regarding preventing, preparing for, protecting against, and responding to imminent natural disasters, terrorist acts, and other man-made disasters. Directs the DHS Secretary to develop and disseminate integrated plume models to enable rapid response activities. Defines "plume model" as the assessment of the location and prediction of the spread of nuclear, radioactive, or chemical fallout and biological pathogens resulting form an explosion or release of nuclear, radioactive chemical, or biological substances. Requires: (1) the Director of National Intelligence (DNI) to complete a global review of international biological security threats to the United States and to update the review at least biennially; and (2) the Secretary of State to provide technical and financial assistance to countries or regions identified by the mandated Threat Assessment and to produce and implement a plan for promoting international adherence to, and implementation of, international agreements regarding weapons of mass destruction (WMDs). Global Pathogen Surveillance Act of 2010 - Authorizes providing assistance to eligible developing countries that: (1) permit personnel from the World Health Organization and the Centers for Disease Control and Prevention (CDC) to investigate outbreaks of infectious diseases within their borders; and (2) provide pathogen surveillance data to the appropriate U.S. agencies and to international health organizations. Authorizes the President to provide assistance to eligible developing countries to purchase and maintain public health laboratory equipment and supplies and communications equipment and information technology to collect, analyze, and transmit public health information. Directs the Secretary of State to award fellowships to eligible nationals to pursue public health education or training and provide assistance for short training courses for public health personnel in laboratory techniques relating to the identification, diagnosis, and tracking of pathogens responsible for possible infectious disease outbreaks. Sets forth provisions regarding the assignment of public health personnel to U.S. missions and international organizations. Authorizes the HHS Secretary to establish new country or regional international Field Epidemiology Training Programs. Directs the President's Coordinator for the Prevention of Weapons of Mass Destruction Proliferation and Terrorism to submit to specified congressional committees an unclassified report, with classified annexes as necessary, on the findings and recommendations of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism, regarding: (1) U.S. nuclear nonproliferation efforts; and (2) U.S. work with the International Atomic Energy Agency. Directs the Secretary of Energy (DOE) to develop strategic plans for the energy development program under the Nuclear Non-Proliferation Act of 1978. Requires the DNI to develop, implement, and submit to the appropriate congressional committees a strategy for improving: (1) U.S. capabilities for the collection, analysis, and dissemination of intelligence related to WMDs; and (2) the recruiting, training, and retention of individuals with expertise in the collection, analysis, and dissemination of intelligence related to WMDs and of employees of the intelligence community who possess critical language capabilities and cultural backgrounds. Requires: (1) the Director of the Congressional Research Service (CRS) to establish an interdisciplinary capability to advise Congress concerning technology or technological applications developed or used for countering terrorism; and (2) the Comptroller General to conduct assessments of such technology or applications or proposed to be developed or used. Amends the HSA to direct the DHS Secretary: (1) in coordination with the Attorney General, to ensure that information concerning terrorist threats is available to the general public within the United States; and (2) to develop and disseminate guidelines for police, emergency medical services, emergency management, and public health personnel for responding to an explosion or release of nuclear, biological, radiological, or chemical material. Directs the Administrator of the Federal Emergency Management Agency (FEMA) to assist state, local, and tribal governments in improving and promoting individual and community preparedness for disasters and terrorist acts.

National Shipbuilding Budget Policy Act - Authorizes appropriations for FY2011-FY2015 for: (1) construction of vessels to meet Navy force requirements; and (2) loan guarantees and commitments for the construction of new vessels to replace and expand the U.S. fleet of commercial vessels.

Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Applauds the coalescing of national and community organizations in working to promote public awareness of mental health and in providing critical information and support to the people and families affected by mental illness. Encourages all organizations and health practitioners to use Mental Health Month as an opportunity to promote mental well-being and awareness, ensure access to appropriate services, and support overall quality of life for those living with mental illness.

White House Conference on Haiti Act of 2010 - Directs: (1) the President to call the White House Conference on Haiti, to be convened not later than six months after the selection of the Policy Committee, in order to make fundamental policy recommendations on ways to assist in Haiti's recovery and long-term development; and (2) the Secretary of State and the Secretary of Homeland Security (DHS) to plan and conduct the Conference. Establishes the Policy Committee not later than June 30, 2010, and requires a preliminary and final report from the Committee. Requires, within one year after the Conference adjourns, an initial status report from the Under Secretary of State for Public Diplomacy and Public Affairs on the implementation of the recommendations, as well as subsequent status reports every five years thereafter from the Comptroller General until all final report recommendations are achieved. Requires specified congressional committee hearings on the recommendations, status reports, and recovery and long-term development of Haiti.

Greening Food Deserts Act - Amends the Department of Agriculture Reorganization Act of 1994 to direct the Secretary of Agriculture to establish the Office of Urban Agriculture which shall coordinate Department of Agriculture (USDA) activities related to urban agriculture and nutrition. Amends the Food Security Act of 1985 to direct the Secretary to provide technical assistance in support of backyard conservation and community gardening programs involving small-scale subsistence and personal-use agriculture. Amends the Cooperative Forestry Assistance Act of 1978 regarding urban and community forestry assistance to give a priority to the production and procurement in urban areas of plant materials that are resistant to invasive species. Amends the Farm Security and Rural Investment Act of 2002 to authorize appropriations for the seniors farmers' market nutrition program. Directs the Secretary to make loans, provide loan guarantees, and make grants to public agencies and nonprofit organizations for farmers' market construction and renovation. Amends the Census of Agriculture Act of 1997 to include an evaluation of state farmers' markets in each agriculture census. Renames the Rural Energy for America Program as the Renewable Energy for America Program. Authorizes the Secretary to make a microloan or grant available to support outreach activities for: (1) developing food production in communities not traditionally associated with agricultural production; and (2) supporting local food production and distribution. Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to increase reimbursement rates for school lunch, breakfast, and summer food service meals consisting in whole or part of foods produced through agricultural education programs that use enrolled students to produce food and provide the food to in-house feeding programs. Amends The Food and Nutrition Act of 2008 to direct the Secretary to make eight grants each fiscal year to regional food banks or consortiums of community feeding programs for a demonstration project to produce fresh fruits and vegetables at these facilities while teaching eligible households how to engage in small-scale food production residentially or at community gardens.
