Extends best wishes and prayers to the families, friends, and neighbors of the 168 people killed in the terrorist bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma on April 19, 1995. Extends appreciation to the first responders, rescue workers, medical personnel, and volunteers who assisted the victims of the attack. Congratulates the people of Oklahoma City for their efforts to recover from the attack and pledges support for the goals and mission of the Oklahoma City National Memorial. Supports the goals and ideals of National Week of Hope.

Elementary and Secondary School Emergency Preparedness Planning Act - Requires the Secretary of Homeland Security (DHS) to establish a competitive program to make grants for emergency preparedness planning and implementation to local educational agencies and districts located in areas under a high threat of terrorist attacks, natural disasters, or public health emergencies. Directs the Secretary, in awarding grants, to give priority to: (1) local educational agencies and districts located in areas with higher population densities that are under a higher threat of terrorist attacks, natural disasters, or public health emergencies; and (2) such agencies and districts that have demonstrated the ability to formulate and implement effective emergency preparedness plans. Requires a local educational agency or district receiving a grant to use such funds to formulate and implement an emergency preparedness plan, which shall provide for: (1) the creation in the office of the superintendent or other chief executive officer of the local educational agency or district of a School Emergency Response Center; (2) the creation of a Regional Advisory Council; and (3) the development of a plan specific to each school under the local educational agency's or district's authority for each type of emergency likely to occur in the area. Permits remaining funds to be used for any purpose relating to emergency preparedness planning or implementation.

Directs the Clerk of the House of Representatives to make corrections to the enrollment of H.R. 3590 (the Patient Protection and Affordable Care Act [PPACA]) with respect to abortion provisions to: (1) specify that nothing in such Act shall be construed to require any health plan to provide coverage of abortion services or to allow the Secretary of Health and Human Services (HHS) to require such coverage; (2) prohibit funds authorized or appropriated by such Act, including the tax credit provided for premium assistance, from being expended for any abortion or to cover any part of the costs of a health plan that includes abortion coverage, with specified exceptions involving the risk of death for the woman seeking an abortion or a pregnancy resulting from rape or incest; (3) allow non-federal entities to purchase separate coverage for abortions so long as such coverage is not purchased using the non-federal funds required to receive a federal payment; (4) allow non-federal health insurance issuers to offer separate coverage for abortions so long as any such issuer that offers a qualified health plan through an Exchange that includes coverage for abortions also offers a plan that is identical except that it does not cover abortions; and (5) repeal a provision requiring the Director the Office of Personnel Management (OPM) to ensure that with respect to multi-state qualified health plans offered in an Exchange, there is at least one such plan that does not provide coverage of abortions for which the expenditure of federal funds appropriated for HHS is not permitted.

Requires the total budget resources for expenditures from the Harbor Maintenance Trust Fund for harbor maintenance programs to equal the level of receipts plus interest credited to such Fund for that fiscal year. Limits the use of such resources to such programs only. Declares that it shall be out of order in the House of Representatives or the Senate to consider any bill, joint resolution, amendment, motion, or conference report that would cause total budget resources for the Fund in a fiscal year for harbor maintenance programs to be less than the level of receipts plus interest credited to the Fund for that fiscal year.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Iran Human Rights Sanctions Act - Directs the President to impose visa entry and financial sanctions on a person determined to be complicit in human rights abuses committed against Iranian citizens or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Requires that: (1) the list of such persons required by this Act be made available to the public and posted on the Department of the Treasury and the Department of State websites; and (2) the President consider data obtained by other countries and nongovernmental organizations that monitor Iran's human rights abuses in preparing such list. Terminates sanctions upon presidential certification to Congress that: (1) the sanctioned persons have ceased complicity in human rights abuses; and (2) the government of Iran has released all political prisoners, ceased its killing and abuse of Iranian citizens engaging in peaceful political activity and prosecuted those responsible, committed itself to free elections and respect for human rights, and ceased broadcast interference.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Haitian Emergency Life Protection Act of 2010 or the H.E.L.P. Act - Amends the Immigration and Nationality Act with respect to V- visa nonimmigrants (spouses and minor children of lawful permanent residents who come to the United States to wait for completion of the immigrant visa process) to include Haitian nationals whose petition for a family-sponsored immigrant visa was approved on or before January 12, 2010. Authorizes the Department of State to use secondary evidence to verify eligibility for such status or for immediate relative status. Sunsets the provisions of this Act two years after its enactment.

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Stopping Criminal Trials for Guantanamo Terrorists Act of 2010 - Prohibits funds made available to the Department of Justice (DOJ) from being used to prosecute an individual who was detained at Naval Station, Guantanamo Bay, Cuba, on or after January 22, 2009, in a criminal court in the United States or in any U.S. territory or possession.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) development of a national AIDS strategy to reduce new HIV infections; (3) the strengthening of stable African-American communities; (4) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (5) reducing the number of HIV infections in the African-American community resulting from injection drug use; (6) comprehensive HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment and care as early as possible; and (7) appropriate funding for HIV/AIDS prevention, care, treatment, and housing. Encourages state and local governments to recognize such day and to encourage individuals, especially African-Americans, to get tested for HIV.

Tanning Bed Cancer Control Act of 2010 - Directs the Commissioner of Food and Drugs (FDA): (1) to complete a study to examine the classification of ultraviolet tanning lamps as class I medical devices; and (2) not later than one year after completion of such study, to either issue a rule providing for the reclassification of an ultraviolet tanning lamp as a class II or class III device or submit to Congress a report providing a justification for not issuing such a rule. Requires the Commissioner to: (1) complete a study on the adequacy of performance standards established for ultraviolet tanning lamps; and (2) either issue a rule providing for more stringent performance standards for such lamps, including with respect to the strength of ultraviolet rays emitted by such devices and the amount of time a user should remain exposed to such devices, or submit to Congress a report providing a justification for not issuing such a rule. Directs the Commissioner to carry out recommendations made in a report on labeling requirements for indoor tanning devices regarding ultraviolet tanning lamps. Declares that nothing in this Act shall be construed to limit the authority of the Commissioner with regard to an ultraviolet tanning lamp.

Recognizes the proud history of the 24th Infantry Division (the 24th) and its soldiers who made countless sacrifices to protect the nation's freedom. Remembers with profound gratitude, sorrow, and respect the 14 soldiers of the 24th who received the Medal of Honor. Encourages the provision of an appropriate site in Arlington National Cemetery for a memorial marker to honor the memory of those 14 soldiers, as long as the Secretary of the Army has exclusive authority to approve the design and site of the marker.

Minority Diabetes Initiative Act - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. Requires the Secretary to ensure that such grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

All Students Achieving through Reform Act of 2009 or All-STAR Act of 2009 - Directs the Secretary of Education to award competitive grants to certain eligible entities and, through them, subgrants to successful public charter schools to allow such schools to expand or replicate to serve additional students. Lists, as eligible grantees, state and local educational agencies, authorized public chartering agencies, and tax-exempt organizations that have successfully supported the replication and expansion of such schools. Sets forth the attributes that are to give such entities grant priority, including their serving or planning to serve a large percentage of low-income students from public schools with low-graduation rates or schools identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Authorizes grantees to use up to 20% of a grant to establish a reserve account to assist them in acquiring and developing new facilities for successful public charter schools through: (1) credit enhancement initiatives; (2) the establishment of revolving loan funds; (3) direct spending or financing; or (4) partnerships with community development or other mission-based financial institutions. Directs the Secretary to conduct an independent, comprehensive, and scientifically sound evaluation of the effect this Act's initiatives have on student achievement, but no sooner than three years after this Act's enactment.

Amends the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006 to extend, through FY2010, the authority of the Secretary of Education to waive or modify certain requirements relating to maintenance of effort, supplementary use of funds, and matching funds in providing assistance to Louisiana, Mississippi, Alabama, and Texas and, through them, to local educational agencies and non-public elementary and secondary schools serving areas in which a major disaster was declared relating to Hurricane Katrina or Rita.

Medicaid DSH Integrity Act - Directs the Secretary of Health and Human Services (HHS) to indicate, in appropriate guidance, that the Centers for Medicare & Medicaid Services (CMS) do not intend to enforce any changes in policy related to calculating the limits on the adjustment in payment under title XIX (Medicaid) of the Social Security Act for inpatient hospital services furnished by disproportionate share hospitals (DSH) that were contained in the Medicaid DSH auditing and reporting regulations the CMS issued pursuant to the Medicare Prescription Drug Improvement and Modernization Act of 2003. Requires the Secretary to publish an interim final rule to revise such regulations as necessary to: (1) correct such policy changes; (2) provide appropriate guidance for otherwise implementing those auditing and reporting regulations; and (3) provide for specified regulatory changes to be included in the new interim rule. Requires the CMS, in defining the costs of furnishing services to individuals with no health insurance (or other source of third-party coverage), to permit inclusion of all costs related to services provided to patients with no insurance for the service rendered, even if the patient has insurance that covers other services. Declares that the receipt by a hospital of nominal payments related to a service shall not constitute health insurance or a source of third-party coverage.

Authorizes the Secretary of Veterans Affairs (VA), in lieu of making payments to state homes for furnishing nursing home care to veterans, to enter into agreements with such homes to furnish such care under federal provisions which allow the Secretary to transfer to non-VA homes (at the expense of the United States) veterans who have been furnished such care in a facility under the jurisdiction of the Department of Veterans Affairs. Replaces provisions providing for payment of nursing home care at the lesser of the prevailing rate or the cost of daily care with provisions providing for payment at the rate determined for a state home that is the applicable or prevailing rate payable in the geographic area in which the state home is located.
