United States Marshals Service 225th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 225th anniversary of the establishment of the United States Marshals Service, to mint and issue $5 gold and $1 silver coins emblematic of the 225 years of exemplary and unparalleled achievements of the U.S. Marshals Service. Requires all such coin sales to include a surcharge of: (1) $35 per $5 coin; and (2) $10 per $1 coin. Requires distribution of the first $5 million to the Director of the United States Marshals Service National Museum, for the preservation, maintenance, and display of artifacts and documents of the U.S. Marshals Service. Requires distribution of: (1) $1 million to the National Center for Missing and Exploited Children; (2) $1 million to the National Law Enforcement Officers Memorial Fund in support of the National Law Enforcement Museum and the National Law Enforcement Officers Memorial; (3) $1 million to the Federal Law Enforcement Officers Association; (4) $500,000 to the William "Bill" Degan Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (5) $500,000 to the Robert D. May Scholarship Fund (provides scholarships for spouses and children of law enforcement officers killed in the line of duty); (6) $500,000 to the Community Oriented Policing Service; and (7) $500,000 to the Retired United States Marshals Service Association. Authorizes the Secretary to strike and sell bronze duplicates of the $5 gold coins.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Amends the Burmese Freedom and Democracy Act of 2003 to renew, for three years, the President's authority to ban the import of Burmese products. Approves the renewal of certain import restrictions contained in the Act. Deems this resolution a renewal resolution which shall take effect upon its enactment or July 26, 2009, whichever occurs first.

Recognizes that: (1) the current payment mechanisms for Federally-Qualified Health Centers in Medicaid, the Children's Health Insurance Program (CHIP, formerly known as SCHIP), and Medicare are essential to assuring access to quality, affordable, primary, and preventive care servies; and (2) any expansion of private insurance must include mechanisms to ensure the full participation of, and appropriate reimbursement to, such Centers to ensure adequate access to care for the medically underserved and disenfranchised. Expresses the sense of Congress that: (1) everyone should have the choice of a community health center as their health care home and every center should be appropriately reimbursed for the care it provides; and (2) health care reform should include measures to expand community health centers.

Amends the Internal Revenue Code to: (1) extend the first-time homebuyer tax credit to all individuals who purchase a principal residence (currently, only first-time homebuyers as so defined); (2) extend such credit and the waiver of recapture requirements for such credit through 2010; and (3) expand the election to treat a purchase of a principal residence as made in a prior taxable year for purposes of such credit.

Help Student Soldiers Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to waive the application of the requirement that students return title IV funds which were unearned due to their withdrawal from school to students whose withdrawal is necessitated by service in the Armed Forces. Provides loan forgiveness under the Federal Family Education Loan, Direct Loan, and Perkins Loan programs to students for that portion of loan assistance which is unearned due to their withdrawal from school for service in the Armed Forces and which is not returned to such programs by their schools.

Integrated Public Alert and Warning System Modernization Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to modernize and implement the integrated U.S. public alert and warning system to ensure that the President can alert governmental authorities and the civilian population in areas endangered by disasters under all conditions. Directs the Administrator, consistent with the final recommendations of the Integrated Public Alert and Warning System Advisory Committee (established by this Act), to: (1) establish common alerting and warning protocols, standards, terminology, and operating procedures; (2) include in such system the capability to adapt the distribution and content of communications on the basis of geographic location, risks, or personal user preferences and to alert individuals with disabilities or limited English proficiency; and (3) ensure the conduct of system training, tests, and exercises. Requires the system to: (1) incorporate multiple communications technologies; (2) be designed to incorporate future technologies for communicating directly with the public, to provide alerts to the largest portion of the affected population feasible, including nonresident visitors and tourists, and to improve the ability of remote areas to receive alerts; (3) promote local and regional partnerships to enhance community preparedness and response; and (4) provide redundant alert mechanisms. Authorizes the Administrator to conduct pilot programs to demonstrate the feasibility of using a variety of methods for achieving system requirements.

Atomic Veterans Relief Act - Includes within the definition of a "radiation-risk activity" for purposes of eligibility for veterans' disability compensation the exposure at any time to ionizing radiation from undetonated weapons or residual contamination resulting from a nuclear detonation. Directs the Secretary of Veterans Affairs to include in regulations pertaining to the service-connection of veterans' disabilities additional provisions to ensure, in the case of a claim by a radiation-exposed veteran for service-connection of a nonpresumptive disability, that the procedures for establishment of whether the disability is service-connected and which require the mathematical calculation of the level of exposure of the veteran to the ionizing radiation (commonly referred to as dose reconstruction) also require the Secretary to, among other things: (1) determine the facts and circumstances of the exposure while presuming the veteran's recitation of the event as correct, unless clear and convincing evidence establishes otherwise; and (2) obtain a reconstructed dose based on specific facts and circumstances established by the evidence.

State Child Well-Being Research Act of 2009 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to rename the National Survey of Children's Health conducted by the Director of the Maternal and Child Health Bureau of the Health Resources and Services Administration as the Survey of Children's Health and Well-Being. Directs the Secretary of Health and Human Services to: (1) modify the survey so that it may be used to better assess child well-being; and (2) establish an advisory panel to make recommendations regarding the additional matters to be addressed by the survey as well as the methods, dissemination strategies, and statistical tools necessary to conduct it as a whole. Directs the Comptroller General to study and report to Congress on the adequacy of the methods of collecting and reporting data on deaths of children in the child welfare system.

Ratepayer Recovery Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to cite conditions under which the President is authorized to make disaster assistance contributions for the repair, restoration, reconstruction, or replacement of private or investor-owned power transmission and distribution facilities damaged or destroyed by a major disaster. Cites conditions for large in-lieu contributions to a private or investor-owned power facility in any case in which the owner determines that the public welfare would not best be served by repairing, restoring, reconstructing, or replacing the facility.

Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 - Directs the President to submit to the appropriate congressional committees a regional strategy to guide U.S. support for multilateral efforts to eliminate the threat to civilians and regional stability posed by the Lord's Resistance Army (LRA) and to enforce the rule of law and ensure full humanitarian access in LRA-affected areas. Authorizes the President to provide assistance to respond to the humanitarian needs of populations in northeastern Congo, southern Sudan, and Central African Republic affected by LRA activity. Expresses the sense of Congress that the Secretary of State and Administrator of the United States Agency for International Development (USAID) should work with the appropriate congressional committees to increase future assistance to Uganda if the government of Uganda demonstrates a commitment to reconstruction in war-affected areas of northern and eastern Uganda. Expresses the sense of Congress that the President should support efforts by the people of northern Uganda and the government of Uganda to: (1) promote local and national reconciliation including mechanisms outlined in the Annexure to the Agreement on Accountability and Reconciliation between the government of Uganda and the LRA; and (2) assist internally displaced people, establish mechanisms for the demobilization and reintegration of former combatants, and enhance the competency of local institutions including the police.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to require a Member, Delegate, or Resident Commissioner (Member), within 24 hours after requesting a congressional earmark or a limited tax or tariff benefit, to: (1) post on his or her website for the remainder of a Congress the name and address of the intended recipient, the requested congressional earmarks amount, and an explanation of the request, including the purpose, and why it is a valuable use of taxpayer funds; (2) submit electronically to the committee of subject-matter jurisdiction the webpage address where such information is posted; (3) identify each request as having been submitted to the committee of subject-matter jurisdiction; and (4) display on the homepage of such website a hypertext link that contains the words "Earmarks," "Appropriations Requests," "Limited Tax Benefits," or "Limited Tariff Benefits." Requires the Member to maintain the link for at least 30 calendar days after the last request is made during a Congress. Amends Rule XI (Procedures of Committees and Unfinished Business) to require any committee that accepts a Member's request for a congressional earmark or a limited tax or tariff benefit to maintain a public website with an earmark disclosure webpage that contains for each request certain identifying information in a downloadable, searchable, and sortable format. Requires: (1) a committee to post on its earmark disclosure webpage all requesting Members' written statements and other related information; and (2) such webpage to list the Members and link directly to their webpage addresses. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any legislation that carries a congressional earmark or limited tax or tariff benefit requested by a Member who does not comply with clause 18 of Rule XXIII.

Proud to Be an American Citizen Act - Directs the Secretary of Homeland Security (DHS) to make funds available annually to the Director of U.S. Citizenship and Immigration Services or to approved public or private nonprofit entities to support public ceremonies for administering oaths of allegiance to naturalizing legal immigrants. States that such ceremonies shall: (1) be held on a date that is on or near Independence Day; and (2) include appropriate outreach, ceremonial, and celebratory activities. Specifies: (1) ceremony fund limits ($5,000); and (2) permitted fund uses.

Keep Terrorists Out of America Act - Expresses the sense of Congress that individuals currently detained at the Naval Station Guantanamo Bay, Cuba, should not be transferred or released into the United States. Prohibits the President from transferring or releasing any such individual into the United States unless 60 days prior to such transfer: (1) the President submits to the governor and legislature of the state to which the President intends to transfer or release such an individual certification that the individual does not pose a security risk to the United States; (2) the governor and state legislature of the state in which the President intends to transfer an individual consent to the transfer; and (3) the President notifies the Congress of, among other things, the name of the individual being transferred, the installation the individual is being transferred to, a justification for the transfer, and a certification that the President has mitigated any risks to national security posed by the transfer.

Gulf Coast Civic Works Act - Establishes within the Department of Homeland Security (DHS) Office of the Federal Coordinator of Gulf Coast Rebuilding the Gulf Coast Civic Works Commission. Authorizes any municipality of over 25,000 people in the affected area to designate a local advisory council to advise the Commission. Requires the Commission to: (1) establish regional taskforces and prepare a regional policy plan; (2) establish and administer a Gulf Coast Civic Works Project that employs a minimum of 100,000 Gulf Coast region residents and evacuees for public works projects to rebuild and develop the Gulf Coast region impacted by Hurricanes Katrina and Rita; (3) establish or support existing job-training programs and apprenticeships to recruit and train qualified workers, with emphasis on women and disadvantaged workers from the Gulf Coast region, for specific job vacancies in approved Civic Works Projects and other recovery, rebuilding, and development projects; (4) ensure that all workers are paid wages at not less than the prevailing locality rate (Davis-Bacon Act); and (5) establish or coordinate other infrastructure projects, including environmental restoration, energy efficiency and conservation, search for affordable workforce housing, and youth works projects. Authorizes the Commission to provide grants to Gulf Coast region residents who possess certain skills for: (1) artistic and cultural projects which reflect or preserve the history and culture of the Gulf Coast region; and (2) projects that chronicle the story of Hurricanes Katrina and Rita.

Inflammatory Bowel Disease Research and Awareness Act - Amends the Public Health Service Act to require the Centers for Disease Control and Prevention (CDC) to: (1) conduct, support, and expand epidemiology research on inflammatory bowel disease (IBD) (i.e., Crohn's disease and ulcerative colitis) in pediatric and adult populations and establish a registry of pediatric IBD patients; (2) enter into cooperative agreements to develop and administer such epidemiology research and the pediatric IBD registry; and (3) award grants to increase awareness of IBD among the general public and health care providers. Requires the Director of the National Institutes of Health (NIH) to include information on IBD research in the biennial reports of NIH to Congress. Expresses the sense of Congress that the Directors of NIH and the National Institute of Diabetes and Digestive and Kidney Diseases should support specified research and training goals for inflammatory bowel disease.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Iran Refined Petroleum Sanctions Act of 2009 - Expresses the sense of Congress that: (1) diplomatic efforts to address Iran's illicit nuclear efforts, unconventional and ballistic missile development programs, and support for international terrorism are more likely to be effective if the President is empowered with explicit authority to impose additional sanctions on the government of Iran; (2) U.S. concerns regarding Iran are strictly the result of that government’s actions; and (3) the people of the United States have feelings of friendship for the people of Iran and regret that developments in recent decades have created impediments to that friendship. States that it should be U.S. policy to: (1) support international diplomatic efforts to end Iran's uranium enrichment program and its nuclear weapons program; (2) encourage foreign governments to direct state-owned and private entities to cease all investment in, and support of, Iran's energy sector and all exports of refined petroleum products to Iran; (3) impose sanctions on the Central Bank of Iran and any other Iranian financial institution engaged in proliferation activities or support of terrorist groups; and (4) work with allies to protect the international financial system from deceptive and illicit practices by Iranian financial institutions involved in proliferation activities or support of terrorist groups. Amends the Iran Sanctions Act of 1996 to direct the President to impose two or more current sanctions under such Act if a person has, with actual knowledge, made an investment of $20 million or more (or any combination of investments of at least $5 million which in the aggregate equals or exceeds $20 million in any 12-month period) that directly and significantly contributed to Iran's ability to develop its petroleum resources. (Under current law the sanction thresholds are $40 million, $10 million, and $40 million, respectively.) Directs the President to impose: (1) sanctions established under this Act (in addition to any current sanctions imposed under the Iran Sanctions Act of 1996) if a person has, with actual knowledge, sold, leased, or provided to Iran any goods, services, technology, information, or support that would allow Iran to maintain or expand its domestic production of refined petroleum resources, including any assistance in refinery construction, modernization, or repair; and (2) sanctions established under this Act if a person has, with actual knowledge, provided Iran with refined petroleum resources or engaged in any activity that could contribute to Iran's ability to import refined petroleum resources, including providing shipping, insurance, or financing services for such activity. Establishes additional sanctions prohibiting specified foreign exchange, banking, and property transactions. Includes references to refined petroleum resources in a presidential report to Congress requesting waiver of sanctions for purposes of national interest. Requires that the President immediately investigate a person upon receipt of credible information that such person is engaged in prohibited investment or other activity. Defines "credible information" as public or classified information or reporting supported by other substantiating evidence. Includes among the exceptions to the imposition of sanctions a situation in which the President determines in writing that the person to which the sanctions would otherwise be applied is: (1) a citizen or resident of a country that is a participant in the Proliferation Security Initiative; or (2) a foreign person organized under the laws of such country and is a subsidiary of a U.S. person. Directs the President to report to the appropriate congressional committees every six months regarding any person who has: (1) provided Iran with refined petroleum resources; (2) sold, leased, or provided to Iran any goods, services, or technology that would allow Iran to maintain or expand its domestic production of refined petroleum resources; or (3) engaged in any activity that could contribute to the enhancement of Iran's ability to import refined petroleum resources. States that the term "petroleum resources" includes petroleum, petroleum by-products, oil or liquefied natural gas, oil or liquefied natural gas tankers, and products used to construct or maintain pipelines used to transport oil or compressed or liquefied natural gas. (Under current law the definition of the term "petroleum resources" is limited to petroleum and natural gas resources.) Defines "petroleum by-products" as gasoline, kerosene, distillates, propane or butane gas, diesel fuel, residual fuel oil, and other goods classified in headings 2709 and 2710 of the Harmonized Tariff Schedule of the United States.

Directs the Secretary of Homeland Security, working with other national security and intelligence agencies, to conduct research and determine if the security of federally owned programmable electronic devices and communication networks (including hardware, software, and data) essential to the operation of critical electric infrastructure has been compromised. Amends the Federal Power Act to direct the Secretary to make ongoing assessments and provide periodic reports with respect to: (1) cyber vulnerabilities or threats to critical infrastructure, including critical electric infrastructure and advanced metering infrastructure; and (2) the enhancement of domestic preparedness for a cyber attack. Directs the Federal Energy Regulatory Commission (FERC) to establish mandatory interim measures to protect against known cyber vulnerabilities or threats to the operation of the critical electric infrastructure in the United States. Amends the the Homeland Security Act of 2002 to direct the Secretary to evaluate the capacity and authority of the Department of Homeland Security (DHS) and other federal agencies to ensure the security against a cyber attack and resilience of electronic devices and communication networks essential to the critical infrastructure sectors.

Encourages the staff of the National Oceanic and Atmospheric Administration (NOAA), especially the National Weather Service and the National Hurricane Center, and other appropriate federal agencies to continue their outstanding work of educating people about hurricane preparedness. Honorable Stephanie Tubbs Jones College Fire Prevention Act - Directs the Secretary of Education to make competitive demonstration grants to institutions of higher education (IHEs), fraternities, and sororities for up to half the cost of installing fire sprinkler systems, or other fire suppression or prevention technologies, in student housing and dormitories owned or controlled by such entities. Gives grant priority to applicants that demonstrate the greatest financial need. Reserves the following portions of grant funds made available for each fiscal year: (1) at least 10% for historically Black colleges and universities, Hispanic-serving institutions, tribally controlled colleges and universities, Alaska Native and Native Hawaiian-serving institutions, and IHEs that are eligible for Institutional Aid under the Higher Education Act of 1965; and (2) at least 10% for social fraternities and sororities. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity (except a proceeding to enforce an agreement entered into between the Secretary and a grantee under this Act).
