Harmful Algal Blooms and Hypoxia Research and Control Amendments Act of 2009 - Amends the Harmful Algal Bloom and Hypoxia Research and Control Act of 1998 to direct the Under Secretary of Commerce for Oceans and Atmosphere, through the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia (Task Force) established by such Act, to: (1) establish and maintain a National Harmful Algal Bloom and Hypoxia Program to develop a national strategy to address marine and freshwater harmful algal bloom and hypoxia events; (2) promote activities and an action strategy to implement such Program; (3) oversee the development and implementation of regional research and action plans for addressing marine and freshwater harmful algal bloom and hypoxia events; and (4) identify the appropriate regions and subregions to be addressed by such plans. Directs the Administrator of the Environmental Protection Agency (EPA), through the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force, to report on progress toward the attainment of the coastal goal of the 2008 Gulf Hypoxia Action Plan released by the EPA on June 16, 2008. Directs the Task Force to complete and submit to Congress and the President an integrated assessment of hypoxia in the coastal and estuarine waters of the Pacific Northwest.

Requires, notwithstanding specified provisions of the Digital Television Transition and Public Safety Act of 2005, that sums made available to administer the Public Safety Interoperable Communications Grant Program remain available until expended, but not beyond September 30, 2012. Extends the period for performance of any investment approved under the Program as of enactment of this Act by one year, but not later than September 30, 2011. Allows the Assistant Secretary of Commerce for Communications and Information to extend, on a case-by-case basis, the period of performance for any such investment for a period of not more than 2 years, but not later than September 30, 2012.

Disaster Relief and Recovery Development Act of 2009 - Directs the Comptroller General to conduct a study on the ability of existing alert and warning systems to provide information relating to disasters to individuals with limited English proficiency. Requires the President to: (1) review regulations and policies relating to federal disaster assistance to eliminate regulations that are no longer relevant, to harmonize contradictory regulations, and to simplify and expedite disaster recovery and assistance; and (2) issue and implement regulations required under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide procedures for estimating the cost of repairing or replacing a facility damaged or destroyed by a major disaster that expedite recovery and reduce the costs and time for completion of recovery projects through the creation of financial and performance incentives. Amends such Act to: (1) prohibit a state or local government from using more than 15% (currently, 10%) of the financial assistance received by it for implementing approved predisaster hazard mitigation measures for a fiscal year under such Act to fund activities to disseminate information regarding cost-effective mitigation technologies; and (2) require the federal coordinating officer of a major disaster area to make an initial appraisal of the recovery assistance needed within one month after the disaster is declared and to coordinate detailed recovery plans with state officials. Directs the President: (1) in carrying out requirements to form federal emergency support teams for major disaster areas, to establish at least three national recovery teams, sufficient regional recovery teams, including Regional Office strike teams, and other teams as necessary to meet incident management responsibilities; (2) to establish a federal interagency disaster recovery task force to maintain a catalogue of, and ensure communications among, federal programs that may be used to assist in disaster recovery efforts; and (3) to notify specified congressional committees before making any contribution in an amount greater than $5 million (currently, $20 million) for the repair, restoration, and replacement of damaged facilities,. Permits the President, upon determining that there is extensive and widespread damage and destruction resulting from a major disaster, to allow a state or local government or a private nonprofit facility to consolidate contributions received as a lump sum payment to repair, restore, reconstruct, or replace more than one public facility.

Expresses the sense of the House of Representatives that the United States should: (1) ensure that promotion of inter-religious dialogue and protection of religious freedom and human rights are key components of the U.S. engagement strategy with the Islamic Republic of Pakistan; and (2) support efforts by the government of Pakistan to protect the religious freedom of all Pakistanis and prioritize the prevention of religiously motivated and sectarian violence; and (3) urge the government of Pakistan to review legislation that restricts the right to practice and propagate religion or that constitutes discrimination on the basis of religion or belief in order to bring Pakistani law into conformity with international human rights standards.

Transparency and Executive Accountability Act - Amends the Ethics in Government Act of 1978 to require individuals subject to financial disclosure filing requirements by virtue of an appointment to a position in the Executive Office of the President to file required reports with the Director of the Office of Government Ethics (curently, with the ethics official of the individual's employing agency).

Disaster Recovery Improvement Act - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to increase the maximum total contributions for a major disaster by 5% under such Act if, at the time of a declaration of a major disaster, the affected state has in effect and is actively enforcing an approved building code. Sets forth state building code submission and approval requirements, including use of the nationally recognized model building code as a minimum standard. Directs the President, in making a contribution to a state or local government or a person that owns a nonprofit facility for repair, restoration, and replacement of a damaged facility, to provide not less than 50% of the President's initial estimate of the federal share as an initial payment. Provides for expedited payments. Requires the federal share for debris removal to be increased by 5% for states and local governments that have: (1) a debris management plan approved by the Administrator of the Federal Emergency Management Agency (FEMA); (2) prequalified two or more debris and wreckage removal contractors before the date of declaration of the major disaster; and (3) resubmitted such plan to the Administrator for approval every four years. Allows a recipient of a debris removal grant to: (1) use funds for the costs of recycling debris and wreckage resulting from a major disaster; and (2) retain any financial benefit received from the salvage. Increases the period for appeals of disaster assistance decisions. Directs the Administrator to review, update, and revise the factors considered to measure the severity, magnitude, and impact of a disaster. Authorizes the President to provide emergency assistance to pets and animals and their owners.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President, upon determining that there is extensive damage resulting from a major disaster, to allow a state or local government or private nonprofit facility to consolidate contributions received as a lump sum payment to repair, restore, reconstruct, or replace more than one public facility. Allows a state or local government and a private nonprofit facility to choose whether or not to repair, restore, reconstruct, or replace one or more of such facilities after assessing the need. Sets the federal cost share for a public facility at 100% of: (1) the federal estimate of the cost of repairing, restoring, reconstructing, or replacing the facilities; and (2) management expenses.

Amends the Digital Television Transition and Public Safety Act of 2005 to extend through FY2012 (under current law, through FY2010) the requirement that the Assistant Secretary for Communications and Information of the Department of Commerce make payments from the Digital Television Transition and Public Safety Fund for a grant program to assist public safety agencies in the the acquisition of, deployment of, or training for the use of interoperable communications equipment that utilizes reallocated public safety spectrum for radio communication. Allows the Assistant Secretary to extend, on a case-by-case basis, the period of performance for any investment approved under the program for a period not to exceed two years.

Ronald Reagan Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration Ronald Wilson Reagan, the 40th President of the United States. Authorizes the issuance of such coins beginning on January 1, 2013, except that sales of such coins may be initiated, without issuance, before such date. Prohibits the minting of such coins after December 31, 2013. Requires all sales of coins minted under this Act to include a surcharge of: (1) $35 per coin for the $5 coin; and (2) $10 per coin for the $1 coin. Requires the proceeds from the surcharges received from the sale of such coins to be paid promptly to the Army Emergency Fund to be used to provide financial assistance to certain soldiers and their dependents and the surviving spouses or dependent children of deceased soldiers.

Supports the right of the citizens of the Socialist Republic of Vietnam to access websites of their choosing and to have the freedom to share and publish information over the Internet. Calls on Vietnam to: (1) repeal Circular 07, Article 88, and similar statutes that restrict the Internet, so as to be in line with the International Covenant on Civil and Political Rights, to which Vietnam is a signatory; (2) become a responsible member state of the international community by respecting individuals' freedom of speech, freedom of press, and freedom of political association; and (3) release all political prisoners, including but not limited to 18 named bloggers and cyber activists.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly establish the Wounded Warrior K-9 Corps program for the awarding of grants to nonprofits to assist them in establishing programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. Defines the term "assistance dog" to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.

Strengthen and Unite Communities with Civics Education and English Skills Act of 2009 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to provide technical assistance to faith and community-based organizations desiring grants under the Act. Directs the National Institute for Literacy to: (1) disseminate information regarding integrated English literacy, U.S. history, and civics education programs; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Makes integrated English literacy, U.S. history, and civics education programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy, U.S. history, and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Act and the Elementary and Secondary Education Act of 1965 to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Establishes the Presidential Award for Business Leadership in Promoting United States Citizenship to be awarded to companies and other organizations that make extraordinary efforts in assisting their employees and members to learn English and increase their understanding of U.S. history and civics. Renames the Office of Citizenship within U.S. Citizenship and Immigration Services of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into this country. Permits the Office to accept donations in support of its activities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant introduction plans and disseminate information pertaining to effective English acquisition and civics education programs; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans. Establishes a New Citizens Award program authorizing the President to present a medal to up to 10 new citizens per year who make an outstanding contribution to this country.

International Child Abduction Prevention Act of 2009 - Establishes within the Department of State an Office on International Child Abductions which shall be headed by the Ambassador at Large for International Child Abductions. States that Ambassador at Large shall be a principal adviser to the President and the Secretary of State regarding matters of international child abduction and refusals of rights of access. Authorizes the Ambassador at Large to represent the United States in such diplomatic matters and international forums. States that the primary responsibilities of the Ambassador at Large shall be to: (1) promote measures to prevent the international abduction of children from the United States; (2) advocate on behalf of abducted children whose habitual residence is the United States; (3) assist left-behind parents in the resolution of abduction or refusal of access cases; and (4) advance mechanisms to prevent and resolve cases of international child abduction. Directs the President to: (1) annually review the status of unresolved cases in each foreign country to determine whether the government has engaged in a pattern of noncooperation, and if so, designate such country as a Country With a Pattern of Noncooperation; (2) notify the appropriate congressional committees of such designation; and (3) take specified presidential or commensurate actions to bring about a cessation of noncooperation. Sets forth consultation, notification, and reporting requirements for the President and the Secretary. Prohibits judicial review of any presidential determination or agency action under this Act. Amends the Foreign Assistance Act of 1961 and the International Financial Institutions Act to require the Administrator of the U.S. Agency for International Development (USAID) and the President, respectively, in determining whether a country engages in a pattern of gross human right violations for purposes of assistance considerations, to consider whether such country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access, or has failed to undertake serious efforts to locate children abducted to such country. Amends the Trade Act of 1974 to consider for tariff preference purposes whether a country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access. Amends the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 to require, for issuance of a passport for a child under 14 years old living outside the United States, that the person executing the passport application provides documentary evidence that such person is a U.S. citizen, has joint custody over the child, and is executing such application outside the United States.

Modifies the Lake Pontchartrain flood control project, Louisiana, to authorize the Secretary of the Army to construct a pumping station specifically designed to evacuate storm water from the Hoey's Basin area at a specified cost and federal share. Requires the Secretary to: (1) conduct a study to carry out an analysis of the residual risks associated with specified options described in the project report and an independent peer review of the effectiveness of concept designs and preliminary cost estimates associated with each option; (2) report to specified congressional committees regarding the option that is more technically advantageous and more effective from an operational perspective in providing greater reliability and reducing the risk of flooding to the New Orleans area over the long term and that would increase the overall drainage capacity of the region, reduce local flooding to the greatest extent practicable, and provide the greatest system flexibility; and (3) resume project implementation with that option without regard to the funds available.

Expresses sympathy to Falun Gong practitioners and their family members who have suffered persecution and even death because of adherence to their personal beliefs. Calls upon: (1) the government of the People's Republic of China (PRC) to cease its campaign against Falun Gong practitioners, including harassment activities within the United States; (2) the Secretary of State to ensure that officials of foreign embassies and consulates are not engaged in activities in the United States that are incompatible with their diplomatic status; and (3) the President and Members of Congress to mark the 10th anniversary of Chinese official repression of the Falun Gong spiritual movement.

Disaster State Housing Recovery Act of 2009 - Amends the American Recovery and Reinvestment Tax Act of 2009 with respect to grants for 2009 to a state housing credit agency for low-income housing projects in lieu of low-income housing credit allocations. Revises the formula for determining a state's low-income housing grant election amount to reflect any increase in the state housing credit ceiling for 2009 attributable to any such ceiling returned to the state in 2009 by reason of the additional low-income housing credit dollar amounts allocated by the state housing credit agency to buildings located in the Gulf Opportunity (GO) Zone (including the Hurricanes Katrina and Ike disaster areas in Alabama, Louisiana, or Mississippi). Requires application of the additional low-income housing credit amount for the GO Zone in the 2009 grant election formula without regard to certain special rules for small timber producers.

Travel Promotion Act of 2009 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Expresses the sense of Congress that the Corporation should not engage in lobbying activities. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, identify and address perceptions regarding U.S. entry policy, and promote U.S. travel. Establishes in the Treasury the Travel Promotion Fund. Amends the Immigration and Nationality Act to require (under current law, authorize) the Secretary of Homeland Security to establish and collect a fee for the use of an electronic data sharing system concerning the admissibility of certain aliens into the United States that will ensure recovery of the full costs of providing and administering such system. Terminates such fee following FY2014. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry. Amends the International Travel Act of 1961 to: (1) revise the membership of the Tourism Policy Council; and (2) require the Council to provide the Corporation with certain information concerning U.S. admission procedures and travel promotion strategies. Directs the Government Accountability Office (GAO) to conduct a study to assess barriers to entry into the United States by foreign travelers.

Highway Trust Fund Reclamation Act - Rescinds, effective July 15, 2009, any unobligated balances of certain stimulus funds made available under the American Recovery and Reinvestment Act of 2009 (excluding funds for the Federal Highway Administration (FHWA) for highway infrastructure investment). Appropriates rescinded amounts to the Highway Trust Fund (HTF).

Supports Israel's right to defend itself in the face of an imminent nuclear or military threat from Iran, terrorist organizations, and the countries that harbor them, notwithstanding some statements made by the Obama Administration. Reaffirms the bond with Israel and pledges to continue to work with Prime Minister Netanyahu, the Israeli government, and the people of Israel to ensure that Israel continues to receive critical economic and military assistance. Condemns the government of Iran for its continued support of terrorism and its hateful rhetoric toward Israel.

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (currently, until the third day) (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.
