Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

To designate a portion of California State Route 91 located in Los Angeles County, California, as the "Juanita Millender-McDonald Highway".

Homeless Access to Recovery through Treatment Act

Homeless Access to Recovery through Treatment Act - Amends the Public Health Service Act to: (1) require hospitals and other inpatient facilities receiving federal funding under such Act or under title XIX (Medicaid) of the Social Security Act to ensure that patients are referred to appropriate medical care upon discharge and are placed in stable and appropriate housing; (2) establish a state substance abuse planning council to evaluate state substance abuse plans; (3) establish comprehensive community-based substance abuse prevention treatment for the homeless that is linguistically and culturally competent; (4) designate the homeless as a priority population and expand substance abuse and mental health services for the homeless; (5) expand substance abuse services for runaway, homeless, and street youth; (6) expand mental health and substance abuse services under the Projects for Assistance in Transition from Homelessness (PATH); (7) require the Secretary of Health and Human Services to report to Congress on federal, state, and local policies and practices regarding homelessness and addiction and mental illness prevention and treatment; and (8) require the Director of the Center for Substance Abuse Treatment to collaborate with the Assistant Secretary of Health and Human Resources for Children and Families to develop programs to provide substance abuse, alcohol abuse, and mental health services to children and families experiencing homelessness.

Prevention Through Affordable Access Act

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Preserving and Expanding Minority Depository Institutions Act

Preserving and Expanding Minority Depository Institutions Act - Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to include the Chairman of the Board of Governors of the Federal Reserve System (Federal Reserve Board) and the Comptroller of the Currency among the persons with whom the Secretary of the Treasury must consult regarding methods for best preserving: (1) the present number of minority depository institutions; and (2) their minority character in cases involving mergers or acquisition of a minority depository institution. Directs the Secretary of the Treasury, the Chairman of the Federal Reserve Board, the Comptroller of the Currency, the Director of the Office of Thrift Supervision, and the Chairperson of the Federal Deposit Insurance Corporation each to submit an annual report to Congress describing actions taken with respect to the preservation and expansion of minority depository institutions.

Mortgage Reform and Anti-Predatory Lending Act of 2007

Mortgage Reform and Anti-Predatory Lending Act of 2007 -- Amends the Truth in Lending Act to set forth a duty of care standard for residential mortgage loan originations. Prohibits steering incentives to mortgage originators, including incentive compensation and any yield spread premium based on, or varying with, the terms of a residential mortgage loan. Directs the Secretary of Housing and Urban Development and other specified federal banking regulatory agencies to prescribe jointly regulations to prohibit mortgage originators from steering any consumer to a residential mortgage loan that is not in the consumer's interest (loans with predatory characteristics). Sets forth licensing and registration requirements for mortgage originators. Sets forth minimum repayment standards for residential mortgage loans. Requires creditors to determine, based on verified and documented information, that a consumer has a reasonable ability to repay the loan, according to its terms, and all applicable taxes, insurance, and assessments. Prohibits creditors from extending credit for residential mortgage loans that involve refinancing of a prior residential mortgage loan unless the creditor determines that refinancing provides a net tangible benefit to the consumer. Subjects assignees and securitizers to liability for certain violations in connection with residential mortgage loans. Sets forth defenses to foreclosure. Proscribes certain practices, including: (1) certain prepayment penalties; (2) single premium credit insurance; (3) mandatory use of arbitration; and (4) negative amortization mortgages. Redefines high-cost mortgages. Prohibits balloon payments for such mortgages. Revises requirements governing prepayment penalties. Prohibits lending without due regard to repayment ability. Prohibits certain creditor practices with respect to high-cost mortgages, including: (1) recommending default on an existing loan or other debt before and in connection with closing of a high-cost mortgage that refinances all or any portion of such existing loan or debt; (2) imposing late fees except according to specified requirements; (3) exercising sole discretion to accelerate indebtedness; (4) financing points and fees; (4) structuring certain transactions and reciprocal arrangements to evade the requirements and prohibitions of this Act; and (5) charging certain modification or deferral fees, and fees for notification of payoff information. Requires pre-loan counseling.

To amend title 38, United States Code, to change the length of the obligated period of service on active duty required for receiving certain education benefits administered by the Secretary of Veterans Affairs, and for other purposes.

Property Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) allow state and local real property taxes paid on a principal residence as a deduction from gross income (thus allowing taxpayers who do not itemize their tax deductions to claim such deduction); and (2) exclude such deduction from the calculation of alternative minimum taxable income for purposes of the alternative minimum tax on individuals.

Ovarian Cancer Biomarker Research Act of 2007 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to enter into cooperative agreements with, or make grants to, public or nonprofit entities to establish and operate centers to conduct research on biomarkers for use in risk stratification for, and the early detection and screening of, ovarian cancer. Designates each center as an Ovarian Cancer Biomarker Center of Excellence. Allows federal payments under such an agreement or grant to be used for research on: (1) the development and characterization of new biomarkers and the refinement of existing biomarkers; (2) the clinical and laboratory validation of such biomarkers; (3) the development and implementation of clinical and epidemiological research on the utilization of such biomarkers; and (4) the development and implementation of repositories for new tissue, urine, serum, and other biological specimens. Requires the Director to: (1) make available for research banked serum and tissue specimens from clinical research regarding ovarian cancer that was funded by the Department of Health and Human Services (HHS); (2) establish an Ovarian Cancer Biomarker Clinical Trial Committee to assist the Director to design and implement national clinical trials to determine the utility of such biomarkers; and (3) establish a national data center to conduct statistical analyses of trial data.

Improving the Leadership and Effectiveness of Administrators for Districts Act of 2007 or the I LEAD Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 (the Act) to direct the Secretary of Education to establish a program awarding competitive School Leadership Partnership grants to partnerships, each composed of a state and a consortium of high-need local educational agencies (LEAs), to: (1) contract with experienced external agencies for research-based evaluations of the effectiveness of state school leader certification or licensure requirements and methods of recruiting, training, and retaining effective school leaders who improve student achievement at schools receiving improvement funds under part A of title I of the Act; (2) use such evaluations, if the certification or licensure requirements are shown to be ineffective, to develop plans to improve such requirements and school leadership recruitment, training, and support programs; and (3) if required to develop a plan, create model School Leadership Initiatives by implementing such plans in an urban and/or rural high-need LEA participating in their partnerships. Requires grantees to contract with an independent research and evaluation firm to evaluate the effectiveness of their School Leadership Initiatives in recruiting, training, and retraining school leaders and improving student achievement. Directs the Secretary to award an additional grant to partnership grantees whose model School Leadership Initiatives are evaluated as effective so that they can implement such Initiatives in other LEAs within their states.
