Declares it to be the sense of the House of Representatives that: (1) the Government of the United States should maintain and protect its sovereign rights and jurisdiction over the canal and zone, and should in no way cede, dilute, forfeit, negotiate, or transfer any of these sovereign rights, power, authority, jurisdiction, territory, or property that are indispensably necessary for the protection and security of the United States and the entire Western Hemisphere; (2) that there be no relinquishment or surrender of any presently vested United States sovereign right, power, or authority or property, tangible or intangible, except by treaty authorized by the Congress and duly ratified by the United States; and (3) that there be no recession to Panama, or other divestiture of any United States-owned property, tangible or intangible, without prior authorization by the Congress (House and Senate), as provided in article IV, section 3, clause 2 of the United States Constitution.

Creates a select committee in the House of Representatives with authority to conduct a full and complete investigation of the problem of United States servicemen missing in action or known to be dead whose bodies have not been recovered, as a result of military operations in North Vietnam, South Vietnam, Laos and Cambodia. Provides that such investigation shall include an examination of the need for additional international inspection teams to determine whether there are servicemen still held as prisoner of war. Authorizes the Committee to hold hearings, issue subpenas, and maintain a staff as necessary to carry out its responsibilities under this resolution. Directs the committee to report to the House the results of its investigation no later than one year after adoption of this resolution. Provides that the committee's authority shall expire 30 days after the filing of such report. Directs that the expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers signed by the Chairman.

Constitutional Amendment - States that parents or guardians and the local school board have the right to designate which public elementary or secondary school a child will attend. Directs that such right shall not be impaired or denied by the Constitution or by any law or action of the United States, any State, or political subdivision. Specifies that no child shall be refused the right to attend the school of his choice because of race, color, or creed.

Constitutional Amendment - States that with respect to the right to life, the word 'person' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, irrespective dependency including their unborn offspring at every stage of their biological development. Provides that no person shall be deprived of life by any person. Provides that this article shall not prohibit a law permitting only those medical procedures required to prevent the death of the mother.

Removes the numerical limitation on Allen J. Ellender Fellowships to disadvantaged secondary school students. Authorizes $750,000 each for fiscal years 1977 and 1978 and $1,000,000 each for fiscal years 1979 and 1980.

Prohibits the Administrator of the Environmental Protection Agency from requiring, under the Clean Air Act, an indirect source emission review as a part of any applicable implementation plan. States that any rules or regulations with respect to the requirement of such review as a part of any such plan previously promulgated by the Administrator shall be void on the date of the enactment of this Act.

Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Provides, under the Fish and Wildlife Act of 1965, that when there is a major economic dislocation in a major segment of the commercial fisheries industry, the Secretary of Commerce shall, upon request, prepare and submit to Congress a report on the dislocation stating, among other specified items, his determination regarding the need for working capital and mortgage refinancing loans. Enumerates the circumstances under which such loans shall be made and their conditions. Authorizes the Secretary of Commerce to borrow, interest free, from the Secretary of the Treasury up to $100,000,000 for payment to the fisheries loan fund. Authorizes to be appropriated such funds as necessary to carry out specified provisions of this Act. (Adds 16 U.S.C. 742 (c)(f) (1)).

Requires, under the Gun Control Act of 1968, that whoever during the commission of any robbery, assault, rape, burglary, kidnaping, or homicide (other than involuntary manslaughter), use any firearm which has been transported in interstate and foreign commerce shall be imprisoned (1) in the case of his first offense, for not less than ten years; and (2) in the case of his second or subsequent offense, for not less than twenty-five years. Stipulates that the execution or imposition of any term of imprisonment imposed under this Act (1) may not be suspended; probation may not be granted; and (3) may not run concurrently with any term of imprisonment imposed for the commission of any such offense.

Prohibits the sale of "Saturday Night Special" handguns in the United States as defined in this Act. Makes it unlawful for a licensed manufacturer or licensed importer to manufacture, assemble, or import, for the purpose of sale in the United States, any handgun, knowing or having reasonable cause to believe the basic structural components thereof are made: (1) of any material having a melting point (liquidus) of less than 1000 degrees Fahrenheit, or (2) of any material having an ultimate tensile strength of less than 55,000 pounds per square inch, or (3) of any powered metal having a density of less than 7.5 grams per cubic centimeter.
