Establishes an ad hoc Joint Committee on the Organization of the Congress to make a full and complete study of the organization, operations, functions, and relevant interactions of the Members of Congress and to make recommendations that serve specified objectives. Requires the committee to include in its report to both chambers at the end of a congressional session recommendations for its continuation or designation of a similar entity to continue the pursuit of improvements in the congressional process.

This bill provides FY2016 supplemental appropriations to the Departments of Health and Human Services (HHS) and State to prevent, prepare for, and respond to the Zika virus. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the funds as an emergency requirement. The bill provides appropriations to HHS for: the Health Resources and Services Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund within the Office of the Secretary. For the State Department, the bill provides appropriations for: the Administration of Foreign Affairs, the U.S. Agency for International Development (USAID), Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. The bill sets forth congressional notification and reporting requirements that apply to the funds. It also provides funds to the Government Accountability Office for the oversight of activities funded by this bill. The bill also rescinds specified unobligated balances of funds that were previously provided to USAID to prevent, prepare for, and respond to the Ebola virus.

Federal Partnership for Clean Water Land Acquisition Act of 2016 This bill requires the Environmental Protection Agency to establish a grant program that assists states in acquiring private lands, if the acquisition of the land will substantially improve water quality for an area (including by means of water storage, water treatment, estuary restoration, or ecosystem restoration).

Condemns the terrorist attack on the Pulse Orlando nightclub on June 12, 2016. Honors those who were killed and expresses hope for the recovery of those who were injured. Applauds the dedication and bravery of the law enforcement and counterterrorism officials who responded to the attack. Declares that the House of Representatives stands together with all people of the United States in the face of terror and hate. Reaffirms the commitment of the United States and its allies to defeat the Islamic State of Iraq and the Levant and other terrorist groups at home and abroad and to address the threat posed by homegrown terrorism.

Amends the Rules of the House of Representatives to exclude from the definition of, and moratorium on, "congressional earmarks" any provisions or report language arranging for, authorizing, or recommending a specific amount of spending authority for an expenditure with or to an entity, or targeted to a specific state, locality, or congressional district, if the language relates to an existing or proposed water resources development project of the U.S. Army Corps of Engineers.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal to Larry Doby in recognition of his achievements and contributions to American major league athletics, civil rights, and the Armed Forces during World War II.

Strengthening Mosquito Abatement for Safety and Health Act or the SMASH Act This bill amends the Public Health Service Act to revise and extend through FY2021 Centers for Disease Control and Prevention (CDC) grants for mosquito control programs. The grant program is expanded so that grants may be used to address emerging, infectious mosquito-borne diseases and to improve existing control programs. The CDC must give preference to applicants that have: (1) a public health emergency due to a mosquito-borne disease, or (2) a control program that is consistent with existing state preparedness plans. The requirement for matching funds may be waived if the area covered by a grant applicant has an extreme need due to the size or density of the human population, the size or density of the mosquito population, or the severity of the mosquito-borne disease.

Everglades Land Acquisition Act of 2016 This bill directs the Department of the Interior to carry out, south of Lake Okeechobee, Florida, land acquisition projects for flood damage reduction and water storage, treatment, and conveyance purposes. The bill prohibits Interior from paying more than the land's fair market value. Upon the acquisition of such land, Interior, in consultation with the Army Corps of Engineers, shall provide for: the restoration of the acquired land for flood damage reduction and water storage, treatment, and conveyance purposes; and the utilization of the land in conjunction with projects that implement the Comprehensive Everglades Restoration Plan. Interior may transfer or sell the land acquired under this Act to the Army Corps of Engineers, the state of Florida, a political subdivision of the state, or a nonprofit conservation organization.

Finding Innovative Lionfish Elimination Technologies Act of 2016 or the FILET Act of 2016 This bill directs the National Oceanic and Atmospheric Administration to award competitive grants for colleges and universities to research lionfish and their impact on the Atlantic Ocean and Gulf of Mexico ecosystems. An educational institution must satisfy specific requirements to be eligible for a grant. Grants awarded must be used to develop innovative technologies that can detect, monitor, and help mitigate the spread of lionfish in the Atlantic Ocean and Gulf of Mexico.

This bill directs the U.S. Army Corps of Engineers, after completion of the study of the Herbert Hoover Dike, Florida, known as the Herbert Hoover Dike Dam Safety Modification Study, to: (1) carry out, without any further congressional authorization, the projects recommended as part the study; and (2) complete such projects by December 31, 2020. Appropriations in the amount of $800 million are made to carry out this bill.

Zika Is Preventable Plan Act or the ZIPP Act This bill authorizes funds made available under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2015 to the Centers for Disease Control and Prevention for Ebola response and preparedness to also be used for Zika virus response and preparedness.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Be Responsive to all Veterans Expeditiously Act of 2016 or the BRAVE Act of 2016 This bill requires the primary telephone line for any Department of Veterans Affairs facility to include voice mail. The introductory message of any voice mail shall inform the caller of: (1) the facility's name, (2) the expected response time, and (3) an emergency telephone number.

State Sanctions Against Iranian Terrorism Act This bill amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to specify that a state may, in addition to limiting investment in Iran's energy sector, prohibit or limit any person from engaging in specified investment activities in Iran. A state may also enter into interstate compacts to prohibit or limit such financial activities. Enforcement of such measures may include the imposition of disclosure and transparency requirements. The description of "investment activities" is revised to: (1) reduce the threshold for financial involvement from $20 million to $10 million; and (2) include, in addition to the energy sector, involvement in a business enterprise in Iran, including an entity owned or controlled by the Iranian government. The bill declares that a state or local government measure authorized pursuant to the Act is: (1) authorized and not preempted by any federal law or regulation, or any policy, agreement, or exercise of waiver authority of the executive branch; and (2) is consistent with U.S. federal policy, including U.S. foreign policy. A state or local government may enforce a measure adopted before the enactment of this Act that: (1) provides for the divestment of state or local assets from, or prohibits the investment of those assets in, any person that engages in investment activities in Iran or other business activities in Iran identified in the measure; or (2) prohibits or limits any person from engaging in investment activities in Iran.

Everglades for the Next Generation Act This bill amends the Water Resources Development Act of 2000 to authorize the Department of the Army, after completing an implementation report prepared for a project under the Comprehensive Everglades Restoration Plan and without any further congressional authorization, to carry out: (1) any project identified in the Plan for which a project implementation report is completed that is in accordance with an integrated delivery schedule approved by the Corps of Engineers and the South Florida Water Management District, provided that the report is completed by five years after the date of the enactment of this Act; and (2) any group of projects under the Plan that the Corps determines will provide regional or watershed ecosystem or water supply benefits if constructed in accordance with a project implementation report approved by the Corps and the District by such date.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.
