Establishes an ad hoc Joint Committee on the Organization of the Congress to make a full and complete study of the organization, operations, functions, and relevant interactions of the Members of Congress and to make recommendations that serve specified objectives. Requires the committee to include in its report to both chambers at the end of a congressional session recommendations for its continuation or designation of a similar entity to continue the pursuit of improvements in the congressional process.

This bill provides FY2016 supplemental appropriations to the Departments of Health and Human Services (HHS) and State to prevent, prepare for, and respond to the Zika virus. The bill specifies permissible uses for the funds and designates the funds as an emergency requirement. The emergency funding is exempt from discretionary spending limits and is only available if the President subsequently designates the funds as an emergency requirement. The bill provides appropriations to HHS for: the Health Resources and Services Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Public Health and Social Services Emergency Fund within the Office of the Secretary. For the State Department, the bill provides appropriations for: the Administration of Foreign Affairs, the U.S. Agency for International Development (USAID), Bilateral Economic Assistance, International Security Assistance, and Multilateral Assistance. The bill sets forth congressional notification and reporting requirements that apply to the funds. It also provides funds to the Government Accountability Office for the oversight of activities funded by this bill. The bill also rescinds specified unobligated balances of funds that were previously provided to USAID to prevent, prepare for, and respond to the Ebola virus.

Federal Partnership for Clean Water Land Acquisition Act of 2016 This bill requires the Environmental Protection Agency to establish a grant program that assists states in acquiring private lands, if the acquisition of the land will substantially improve water quality for an area (including by means of water storage, water treatment, estuary restoration, or ecosystem restoration).

Amends the Rules of the House of Representatives to exclude from the definition of, and moratorium on, "congressional earmarks" any provisions or report language arranging for, authorizing, or recommending a specific amount of spending authority for an expenditure with or to an entity, or targeted to a specific state, locality, or congressional district, if the language relates to an existing or proposed water resources development project of the U.S. Army Corps of Engineers.

Strengthening Mosquito Abatement for Safety and Health Act or the SMASH Act This bill amends the Public Health Service Act to revise and extend through FY2021 Centers for Disease Control and Prevention (CDC) grants for mosquito control programs. The grant program is expanded so that grants may be used to address emerging, infectious mosquito-borne diseases and to improve existing control programs. The CDC must give preference to applicants that have: (1) a public health emergency due to a mosquito-borne disease, or (2) a control program that is consistent with existing state preparedness plans. The requirement for matching funds may be waived if the area covered by a grant applicant has an extreme need due to the size or density of the human population, the size or density of the mosquito population, or the severity of the mosquito-borne disease.

Finding Innovative Lionfish Elimination Technologies Act of 2016 or the FILET Act of 2016 This bill directs the National Oceanic and Atmospheric Administration to award competitive grants for colleges and universities to research lionfish and their impact on the Atlantic Ocean and Gulf of Mexico ecosystems. An educational institution must satisfy specific requirements to be eligible for a grant. Grants awarded must be used to develop innovative technologies that can detect, monitor, and help mitigate the spread of lionfish in the Atlantic Ocean and Gulf of Mexico.

Everglades Land Acquisition Act of 2016 This bill directs the Department of the Interior to carry out, south of Lake Okeechobee, Florida, land acquisition projects for flood damage reduction and water storage, treatment, and conveyance purposes. The bill prohibits Interior from paying more than the land's fair market value. Upon the acquisition of such land, Interior, in consultation with the Army Corps of Engineers, shall provide for: the restoration of the acquired land for flood damage reduction and water storage, treatment, and conveyance purposes; and the utilization of the land in conjunction with projects that implement the Comprehensive Everglades Restoration Plan. Interior may transfer or sell the land acquired under this Act to the Army Corps of Engineers, the state of Florida, a political subdivision of the state, or a nonprofit conservation organization.

This bill directs the U.S. Army Corps of Engineers, after completion of the study of the Herbert Hoover Dike, Florida, known as the Herbert Hoover Dike Dam Safety Modification Study, to: (1) carry out, without any further congressional authorization, the projects recommended as part the study; and (2) complete such projects by December 31, 2020. Appropriations in the amount of $800 million are made to carry out this bill.

Zika Is Preventable Plan Act or the ZIPP Act This bill authorizes funds made available under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2015 to the Centers for Disease Control and Prevention for Ebola response and preparedness to also be used for Zika virus response and preparedness.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Be Responsive to all Veterans Expeditiously Act of 2016 or the BRAVE Act of 2016 This bill requires the primary telephone line for any Department of Veterans Affairs facility to include voice mail. The introductory message of any voice mail shall inform the caller of: (1) the facility's name, (2) the expected response time, and (3) an emergency telephone number.

State Sanctions Against Iranian Terrorism Act This bill amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to specify that a state may, in addition to limiting investment in Iran's energy sector, prohibit or limit any person from engaging in specified investment activities in Iran. A state may also enter into interstate compacts to prohibit or limit such financial activities. Enforcement of such measures may include the imposition of disclosure and transparency requirements. The description of "investment activities" is revised to: (1) reduce the threshold for financial involvement from $20 million to $10 million; and (2) include, in addition to the energy sector, involvement in a business enterprise in Iran, including an entity owned or controlled by the Iranian government. The bill declares that a state or local government measure authorized pursuant to the Act is: (1) authorized and not preempted by any federal law or regulation, or any policy, agreement, or exercise of waiver authority of the executive branch; and (2) is consistent with U.S. federal policy, including U.S. foreign policy. A state or local government may enforce a measure adopted before the enactment of this Act that: (1) provides for the divestment of state or local assets from, or prohibits the investment of those assets in, any person that engages in investment activities in Iran or other business activities in Iran identified in the measure; or (2) prohibits or limits any person from engaging in investment activities in Iran.

Everglades for the Next Generation Act This bill amends the Water Resources Development Act of 2000 to authorize the Department of the Army, after completing an implementation report prepared for a project under the Comprehensive Everglades Restoration Plan and without any further congressional authorization, to carry out: (1) any project identified in the Plan for which a project implementation report is completed that is in accordance with an integrated delivery schedule approved by the Corps of Engineers and the South Florida Water Management District, provided that the report is completed by five years after the date of the enactment of this Act; and (2) any group of projects under the Plan that the Corps determines will provide regional or watershed ecosystem or water supply benefits if constructed in accordance with a project implementation report approved by the Corps and the District by such date.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Cuban Immigrant Work Opportunity Act of 2015 This bill makes Cuban nationals who enter the United States on or after the date of enactment of this Act ineligible for refugee/parolee assistance under the Refugee Education Assistance Act of 1980. Conforming amendments are made to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Immigration and Nationality Act. The Inspector General of the Social Security Administration shall report to Congress describing methods for enforcing the loss of Supplemental Security Income eligibility by persons who are absent from the United States for at least one month.

Recognizes that science and technology innovation present new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the Administration to expand forums of economic dialogue with Israel. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology and cybersecurity.

Guantanamo Transfer Prevention Act This bill prohibits the President from using Department of Defense (DOD) funds to transfer or release to or within the United States, its territories, or possessions Khalid Sheikh Mohammed or any other detainee who is not a U.S. citizen or member of the U.S. Armed Forces and is or was held on or after January 20, 2009, at United States Naval Station, Guantanamo Bay, Cuba, by DOD. Any contravening action by the President shall be without legal effect. No amounts authorized to be appropriated or otherwise made available for DOD for FY2016 may be used to: (1) close or abandon Guantanamo, (2) relinquish control of Guantanamo to Cuba, or (3) implement a material modification to the Treaty Between the United States of America and Cuba signed at Washington, DC, on May 29, 1934, that constructively closes Guantanamo.

Universal Savings Account Act This bill amends the Internal Revenue Code to allow for the establishment of Universal Savings Accounts. These Accounts shall be tax-exempt and may be opened by any individual who is at least 18 years of age and a U.S. citizen or legal permanent resident. Contributions to these Accounts must be in cash and may not exceed $5,500 (adjusted annually for inflation) in any calendar year. Distributions from a Universal Savings Account are excluded from the gross income of the account holder for income tax purposes.

American Security Against Foreign Enemies Act of 2015 or the American SAFE Act of 2015 This bill requires that, in addition to the Department of Homeland Security (DHS) screening, the Federal Bureau of Investigation (FBI) shall take all actions necessary to ensure that each covered alien receives a background investigation before U.S. refugee admission. A "covered alien" is any alien applying for U.S. refugee admission who: is a national or resident of Iraq or Syria, has no nationality and whose last habitual residence was in Iraq or Syria, or has been present in Iraq or Syria at any time on or after March 1, 2011. A covered alien: may not be admitted as a refugee until the FBI certifies to DHS and the Director of National Intelligence (DNI) that he or she has received a background investigation sufficient to determine whether the alien is a U.S. security threat; and may only be admitted to the United States after DHS, with the unanimous concurrence of the FBI and the DNI, certifies to Congress that he or she is not such a threat. The Inspector General of DHS shall conduct annual risk-based reviews of all certifications. DHS shall report monthly to Congress on the total number of admission applications for which a certification was made and the number of covered aliens for whom such a certification was not made for the preceding month. The report shall include for each covered alien for whom a certification was not made the concurrence or nonconcurrence of each person whose concurrence was required by the certification.

This bill prohibits federal funds from being obligated for the U.S. refugee admission of any alien: (1) whose country of nationality is Syria, Iraq, Libya, Afghanistan, or Yemen; or (2) in the case of an alien having no nationality, the country in which the alien last habitually resided is Syria, Iraq, Libya, Afghanistan, or Yemen.

States' Right of Refugee Refusal Act of 2015 This bill prohibits the Office of Refugee Resettlement or the federal agency administering refugee resettlement from resettling or coordinating placement of any refugee in a state whose government has communicated to the Office that the state government does not accede to such resettlement or placement.

Condemns the terrorist attacks in Paris, France, on November 13, 2015, that resulted in the loss of at least 129 lives. Expresses condolences to the families and friends of those individuals who were killed, and sympathy to those individuals who were injured. Supports the government of France's efforts to bring to justice all those involved with the planning and execution of these terrorist attacks. Expresses concern about the flow of foreign fighters to and from the Middle East and West and North Africa and the threat these individuals pose upon their return to their local communities. Expresses the House's readiness to assist the government and people of France to respond to the growing terrorist threat posed by the Islamic State of Iraq and Syria (ISIS) and its terrorist affiliates.

Emergency Citrus Disease Response Act This bill amends the Internal Revenue Code to allow a full deduction in the current taxable year of the cost of replanting lost or damaged citrus plants. The taxpayer must own an equity interest of at least 50% in such replanted plants and may deduct costs paid or incurred through 2025.

Muslim Brotherhood Terrorist Designation Act of 2015 Expresses the sense of Congress that: (1) the Muslim Brotherhood has met the criteria for designation as a foreign terrorist organization, and (2) the Department of State should so designate it. Requires the State Department to report to Congress within 60 days whether the Muslim Brotherhood meets the criteria for foreign terrorist designation and, if not, which criteria have not been met.

Get Regulation Out of the Way Act of 2015 or the GROW Act of 2015 This bill amends the Sarbanes-Oxley Act of 2002 to exempt from the auditor attestation of internal control assessments an issuer of securities whose total market capitalization is less than $2 billion.

Financial Institution Legislative Edict Simplification Act of 2015 or the FILES Act of 2015 This bill amends the Dodd-Frank Wall Street Reform and Consumer Protection Act to exempt from specified titles of the Act "safe and sound financial institutions," including any depository institution, credit union, bank holding company, or savings and loan holding company having: total consolidated assets of less than $50 billion, and a composite CAMELS rating of 1 or 2 under the Uniform Financial Institutions Rating System (or under an equivalent rating under a comparable rating system) as of the entity's most recent examination. A CAMELS rating assesses a bank's capital adequacy, assets, management capability, earnings, liquidity, and sensitivity. The bill exempts such institutions from the titles of the Act that address: financial stability; orderly liquidation authority; improvements to regulation of bank and savings association holding companies and depository institutions; and mortgage reform and anti-predatory lending.

UNRWA Anti-Incitement and Anti-Terrorism Act This bill amends the Foreign Assistance Act of 1961 to withhold U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) or to any successor or related entity, or to the regular budget of the United Nations (U.N.) for the support of UNRWA or a successor entity, unless the Department of State certifies to Congress that: no UNRWA official, employee, representative, or affiliate is a member of a foreign terrorist organization, has propagated anti-American, anti-Israel, or anti-Semitic rhetoric, or has used UNRWA resources to propagate political materials regarding the Israeli-Palestinian conflict; no UNRWA facility is used by a foreign terrorist organization; no UNRWA school uses educational materials that propagates anti-American, anti-Israel, or anti-Semitic rhetoric; no recipient of UNRWA funds or loans is a member of a foreign terrorist organization; UNRWA is subject to auditing oversight; and UNRWA holds no accounts or other affiliations with financial institutions deemed by the United States to be complicit in money laundering and terror financing. U.S. contributions to UNRWA are limited during the period for which a certification is in effect. It is the sense of Congress that: the President and the Department should lead a diplomatic effort to encourage other nations to withhold contributions to UNRWA, or to the regular budget of the U.N. for the support of UNRWA, until UNRWA has met these conditions; citizens of recognized states should be removed from UNRWA's jurisdiction; UNRWA's definition of a "Palestine refugee" should be changed to that used for a refugee by the Office of the United Nations High Commissioner for Refugees (UNHCR); and responsibility for the Palestinian refugees should be fully transferred to UNHCR.

Refugee Resettlement Oversight and Security Act of 2015 This bill amends the Immigration and Nationality Act to require the President, after appropriate consultation with certain congressional committees, to recommend to Congress the number of refugees who may be admitted into the United States in a fiscal year. Except in the case of an unforeseen emergency refugee situation, no refugees may be admitted in a fiscal year until Congress enacts a joint resolution setting the number of refugees who may be admitted in that fiscal year. In determining an alien's admissibility on security and related grounds the Department of Homeland Security shall consult with the Director of National Intelligence and the Federal Bureau of Investigation. Beginning in FY2016 and ending in FY2020, the President, when considering the admission of refugees who are nationals or citizens of Iraq or Syria, shall give priority to members of a persecuted religious minority. The Government Accountability Office shall report to Congress on the effectiveness of the refugee screening process in protecting U.S. security.

Declares that: the atrocities committed against Christians and other ethnic and religious minorities targeted specifically for religious reasons are crimes against humanity and genocide; each of the Contracting Parties to the United Nations Convention on the Prevention and Punishment of the Crime of Genocide and other international agreements forbidding war crimes and crimes against humanity, particularly the governments of countries and their nationals who are in any way supporting these crimes, are reminded of their legal obligations under the Convention and these international agreements; the United Nations (U.N.) and the Secretary-General are called upon to assert leadership by calling the atrocities war crimes, crimes against humanity, and genocide; the member states of the U.N., with an appeal to the Arab States that wish to uphold religious freedom and justice, should collaborate on measures to prevent further war crimes, crimes against humanity, and genocide, and collaborate on the establishment of tribunals to punish those responsible for the ongoing crimes; the governments of the Kurdistan Region of Iraq, the Hashemite Kingdom of Jordan, the Lebanese Republic, and other countries are commended for having undertaken to shelter and protect those fleeing extremist violence; and those who force the migration of religious communities from their ancestral homelands, including specifically the Nineveh Plain and Mount Sinjar, should be prosecuted in accordance with the laws of the place where their crimes were committed and under applicable international criminal statutes and conventions.

Justice for Victims of Iranian Terrorism Act This bill prohibits the President from waiving, suspending, reducing, providing relief from, or otherwise limiting the application of sanctions against Iran under any provision of law, or refraining from applying sanctions pursuant to requirements under the Atomic Energy Act of 1954 (as amended by the Iran Nuclear Agreement Review Act of 2015) for any nuclear agreement with Iran, until the President has certified to Congress that Iran has paid each judgment: that was brought against it, or against it and any other country; for which Iran was not immune from the jurisdiction of U.S. courts under specified terrorism exceptions to immunity under the judicial code; and that was entered during the period March 4, 2000-May 22, 2015.

Preserving Public Access to Public Waters Act This bill directs the Department of the Interior and the Department of Commerce to obtain approval from the relevant fish and wildlife management agency of a state or territory before restricting fishing access to state or territorial marine waters that are within the jurisdiction of the National Park Service or the Office of National Marine Sanctuaries, including coastal waters and estuaries.

Employee Rights Act Amends the National Labor Relations Act (NLRA) to make it an unlawful labor practice for a labor organization or its agents to interfere with the rights of employees to organize and select representation to collectively bargain. Adds a requirement that representatives be selected by secret ballot in an election conducted by the National Labor Relations Board (NLRB) by a majority of the employees in a unit. Defines "majority" for purposes of determining the majority of employees in an election to mean the majority of all employees in the unit, and not the majority of employees voting in the election. Requires the NLRB, in cases where an existing certified or voluntarily recognized bargaining unit experiences turnover, expansion, or alteration by merger of more than 50% of the unit's employees, to conduct a secret paper ballot among the unit employees: (1) between the 120th day and 110th day before the collective bargaining agreement's expiration or before the end of three years, if there is an agreement between the labor organization and the employer; or (2) within 30 days, if there is no agreement between such parties. Requires the NLRB to decide, before the election of a labor organization as the exclusive collective bargaining representative of all employees of an appropriate unit, whether such unit shall be the employer unit, craft unit, plant unit, or subdivision unit. Requires the NLRB to give 14 days advance notice before a hearing when it is investigating an election petition if it has reasonable cause to believe that a question of representation affecting commerce exists. Revises the requirement that the NLRB direct an election by secret ballot, and certify its results, whenever it finds upon the record of such a hearing that a question of representation exists. Adds a requirement that the NLRB also review all post-hearing appeals before finding that such a question exists. Requires an employer to provide the NLRB a list consisting only of employee names and home addresses of all eligible voters within 7 days after an NLRB determination of the appropriate unit or following any agreement between the employer and the labor organization regarding eligible voters. Prohibits an election after the filing of a petition unless and until: (1) a hearing is conducted before a qualified hearing officer on any and all material, factual issues regarding jurisdiction, statutory coverage, appropriate unit, unit inclusion or exclusion, or eligibility of individuals; and (2) the issues are resolved by a regional Director, subject to appeal and review, or by the NLRB. Declares that election results shall not be final nor any labor organization be certified as a bargaining representative unless the NLRB has ruled on: (1) each pre-election issue not resolved before the election; and (2) the NLRB conducts a hearing and resolves each issue pertaining to the conduct or results of the election. Makes any labor organization found to have interfered with, restrained, or coerced employees in the exercise of their rights to form or join a labor organization or to refrain from forming or joining (including the filing of a decertification petition) liable for lost wages and unlawfully collected union dues and fees, if any, and an additional amount as liquated damages. Amends the Labor-Management Reporting and Disclosure Act of 1959 (Landrum-Griffin Act) to permit an election by secret ballot to be conducted through votes cast by electronic ballot cast in the privacy of a voting booth. Requires every employee in a bargaining unit represented by a labor organization, regardless of membership status, to have the same right as members to vote by secret ballot to ratify a collective bargaining agreement with, or to engage in, a strike or refusal to work of any kind against their employer. Prohibits the use of an employee's union dues for any purpose not directly related to the labor organization's collective bargaining, unless that employee authorizes such expenditure in writing. Prohibits a strike without the consent of a majority of all unit employees affected, determined by a secret ballot vote conducted by a neutral, private organization chosen by agreement between the employer and the labor organization. Requires each labor organization to make the independently verified annual audit report of its financial condition and operations available to all of its members and represented nonmembers. Makes it unlawful for a person to use force or violence, or threaten the use of force or violence, to restrain, coerce, or intimidate a person, or attempt to, in order to obtain from any person any right to represent employees, compensation, or other term or condition of employment. Subjects persons who willfully violate such prohibitions to both civil and criminal penalties.

Lionfish Elimination and Prevention Act of 2015 or the LEAP Act of 2015 This bill amends the Lacey Act to prohibit the importation or interstate shipment of the: red lionfish of the species Pterois volitans, devil lionfish of the species Pterois miles, Hawaiian turkeyfish of the species Pterois sphex, soldier lionfish of the species Pterois russelii, clearfin lionfish of the species Pterois radiata, lionfish species Pterois paucispinula, frillfin turkeyfish of the species Pterois mombasae, luna lionfish of the species Pterois lunalata, mandritsa of the species Pterois brevipectoralis, spotfin lionfish of the species Pterois antennata, and scorpionfish of the species Pterois andover.

Veterans Health Care Freedom Act This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to make the Department of Veterans Affairs (VA) Choice Program permanent. Eligibility requirements under the Program are revised. The VA shall submit an annual report to Congress that includes the following: (1) any increase or decrease in the number of veterans seeking hospital care or medical services at each VA medical facility, and (2) facility budget recommendations based upon such increase or decrease.

Expresses disapproval of the Joint Comprehensive Plan of Action agreed to by the P5+1 and Iran on July 14, 2015. Reaffirms the commitment of the House of Representatives to: (1) prevent Iran from ever acquiring a nuclear weapons capability, and (2) encourage global stability and security by strongly supporting strategic regional allies.
