Born-Alive Abortion Survivors Protection Act This bill amends the federal criminal code to require any health care practitioner who is present when a child is born alive following an abortion or attempted abortion to: (1) exercise the same degree of care as reasonably provided to any other child born alive at the same gestational age, and (2) ensure that such child is immediately admitted to a hospital. The term "born alive" means the complete expulsion or extraction from his or her mother, at any stage of development, who after such expulsion or extraction breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut. Also, a health care practitioner or other employee who has knowledge of a failure to comply with these requirements must immediately report such failure to an appropriate law enforcement agency. An individual who violates the provisions of this bill is subject to a criminal fine, up to five years in prison, or both. An individual who commits an overt act that kills a child born alive is subject to criminal prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

340B Protecting Access for the Underserved and Safety-net Entities Act or the 340B PAUSE Act This bill amends the Public Health Service Act to suspend for two years the registration of certain hospitals in the 340B drug pricing program, which requires drug manufacturers to offer discounts on outpatient drugs to registered health care entities. The bill requires certain registered hospitals to report to the Department of Health and Human Services specified information, including the number of individuals receiving discounted drugs and associated costs.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Open Internet Preservation Act This bill amends the Communications Act of 1934 by prohibiting broadband internet access service providers from: (1) blocking lawful content, applications, services, or non-harmful devices; and (2) impairing or degrading lawful internet traffic on the basis of internet content, application, or service, or use of a non-harmful device. These prohibitions do not prevent providers from offering specialized services that are offered over the same network and may share network capacity with the broadband internet access service. The bill allows broadband internet access services to be eligible for federal universal service support funding.

Access to Independent Health Insurance Advisors Act of 2017 This bill amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative costs for purposes of calculating the medical loss ratio of a health insurance plan. The bill defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under state law to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

This bill requires the President to establish a commission called the "Anti-Bullying Roundtable" to study bullying in elementary and secondary schools in the United States. The roundtable must submit a report about best practices concerning bullying, including recommendations for: (1) combating bullying, (2) educating school officials to recognize bullying, and (3) helping parents to address the early warning signs of bullying with their children.

Lyme Disease Research Stamp Act This bill directs the U.S. Postal Service to issue a Lyme Disease Research Semipostal Stamp. The proceeds from the sale of the stamp shall be transferred to the National Institute of Allergy and Infectious Diseases for funding Lyme disease and related tick-borne illness research, through payments which shall be made at least twice a year. The stamp shall be made available to the public for at least six years.

No Pensions for Corrupt Politicians Act of 2017 This bill prohibits Members of Congress who have been convicted of certain felonies from receiving pension payments between the date of sentencing and the date of final conviction for the offense (i.e., after all appeals have been exhausted). (Under current law, Members of Congress who have been convicted of such an offense may continue receiving pension payments until there is a final conviction.) If such a conviction is overturned on appeal, the Members may continue receiving their pensions as normal and are also eligible to retroactively receive the pension payments that were denied under this bill.

Sugar Policy Modernization Act of 2017 This bill amends the Federal Agriculture Improvement and Reform Act of 1996 and other agricultural laws to modify the Department of Agriculture (USDA) sugar program. The bill modifies the sugar program to: reduce the rates for price support loans to processors of domestically grown sugarcane and sugar beets; require USDA to recover the net cost of the program from domestic sugar processors; extend through 2019 and then terminate the Feedstock Flexibility Program under which USDA purchases surplus sugar from domestic processors for resale to ethanol producers; extend through 2020 and then repeal the flexible marketing allotments which limit the amount of sugar that domestic processing companies may sell for domestic human use; require USDA to administer the program to provide adequate supplies of sugar at reasonable prices; require USDA to adjust sugar tariff-rate quota imports to achieve specified ratios of sugar stocks to total sugar use; and allow the transfer of quotas between countries.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Protecting Home Oxygen & Medical Equipment Access Act of 2017 or the Protecting HOME Access Act of 2017 This bill: (1) requires the Centers for Medicare & Medicaid Services (CMS) to delay by one year the full implementation of new Medicare payment rates for durable medical equipment, and (2) revises a Medicare budget-neutrality requirement related to oxygen. Under current law, the CMS may establish separate payment classes under Medicare for items of oxygen and related equipment only if doing so does not result in increased program expenditures. The bill provides an exception to this budget-neutrality requirement with respect to such items that are included in a competitive acquisition program.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

School Milk Nutrition Act of 2017 This bill revises the requirements for milk provided by the National School Lunch Program (NSLP) and other Department of Agriculture (USDA) programs. The bill amends the Richard B. Russell National School Lunch Act to permit schools participating in the NSLP to offer students low-fat and fat-free milk, including low-fat flavored milk containing no more than 150 calories per 8-ounce serving. For students who cannot consume fluid milk because of a medical or other dietary need, schools may offer a nondairy beverage that is: (1) nutritionally equivalent to low-fat and fat-free milk; and (2) meets USDA nutritional standards, including fortification of calcium, protein, vitamin A, vitamin D, magnesium, phosphorus, potassium, riboflavin, and vitamin B-12. (Under current law, the substitute is only required to include fortification of calcium, protein, vitamin A, and vitamin D to levels found in cow's milk.) In establishing national school nutritional standards, USDA must provide that containers of all beverages sold in schools have the same maximum volume. USDA must also: (1) report to Congress on recent trends in fluid milk consumption in schools; (2) carry out a pilot program to test and demonstrate strategies by which schools can increase the consumption of fluid milk; and (3) make lactose-free milk with an extended shelf life available to schools. If available evidence indicates that woman and children participating in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) typically consume fewer than the number of daily servings of dairy recommended in the Dietary Guidelines for Americans, USDA must ensure that women have access to reduced fat milk for themselves and their children upon request.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Advancing Critical Connectivity Expands Service, Small Business Resources, Opportunities, Access, and Data Based on Assessed Need and Demand Act or the ACCESS BROADBAND Act This bill requires the Department of Commerce to establish the Office of Internet Connectivity and Growth within the National Telecommunications and Information Administration. The office shall: connect with communities that need access to high-speed Internet and improved digital inclusion efforts, hold regional workshops to share best practices and effective strategies for promoting broadband access and adoption, develop targeted broadband training and presentations for various demographic communities through media, develop and distribute publications providing guidance to communities for expanding broadband access and adoption, and track construction and use of any broadband infrastructure built using federal support. The office must report annually: (1) a description of the office's work, (2) the number of U.S. residents who received broadband as result of federal broadband programs and the Universal Service Fund program, and (3) an estimate of the economic impact of such broadband deployment efforts on the local economy. The office shall consult with any agency offering a federal broadband support program in order to streamline the application process and create one application that may be submitted to apply for all federal broadband support programs.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Simplifying Technical Aspects Regarding Seasonality Act of 2017 or the STARS Act This bill amends the Internal Revenue Code to exclude seasonal employees from the definition of "full-time employee" for purposes of the employer mandate to provide employees with minimum essential health care coverage. The bill defines a "seasonal employee" as an employee who is employed in a position for which the customary annual employment is not more than six months and which requires performing labor or services that are ordinarily performed at certain seasons or periods of the year.

Safeguarding Addresses From Emerging at Home Act or the SAFE at Home Act This bill requires each federal agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program. An individual who provides an address pursuant to such a program shall not be subject to any federal regulatory, civil, or criminal penalties for providing such address in lieu of the individual's actual physical address. An address confidentiality program is a state-implemented program that provides a designated address in lieu of the individual's actual physical address to an individual who: (1) is determined to be at risk of being a victim of domestic violence, rape, sexual assault, human trafficking, or stalking or who otherwise fears for their safety; or (2) resides in the same household as such an individual. An agency or court seeking to acquire such individual's actual address shall comply with applicable procedures of such a program. Such address shall be considered confidential and shall not be subject to a Freedom of Information Act request.

Help Ensure Lives are Protected Act of 2017 or the HELP Act of 2017 This bill amends the Controlled Substances Act and the Controlled Substances Import and Export Act to impose a criminal penalty of life imprisonment or death on a person who commits a drug offense involving a specified quantity of heroin that contains a detectable amount of fentanyl or fentanyl that is represented to be or sold as heroin, if death or serious bodily injury results from the use of such substance.

Amends Rule XIV (Order and Priority of Business) of the Rules of the House of Representatives to require (on the first legislative day of each month) a reading of the names of members of the Armed Forces who died in the previous month as a result of combat. Prohibits the Speaker of the House from reading the name of any such member if any family member informs the Speaker that he or she does not wish to have the name of that individual read.

Infrastructure Expansion Act of 2017 This bill precludes absolute liability in any action against a property owner or contractor for projects that are federally owned or operated or are receiving federal financial assistance for infrastructure and transportation development for any injury associated with an elevation- or gravity-related risk occurring on those projects. In any such claim, a state shall apply a liability standard that considers the comparative negligence of the injured person, when such negligence is a proximate cause of an injury.

Animal Emergency Planning Act of 2017 This bill amends the Animal Welfare Act to require research facilities, dealers, exhibitors, intermediate handlers, and carriers (covered persons) to develop, document, and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster. The plan must: identify situations that the covered person might experience that would trigger the need to implement the measures identified in the plan; outline tasks to be carried out in response to emergencies or disasters; establish a chain of command and identify the individuals responsible for fulfilling the tasks; and address how response and recovery will be handled in terms of materials, resources, and training needed. Covered persons must review their plan at least annually, train personnel in their roles and responsibilities as outlined in the plan, and provide training when the plan changes.

Addiction Treatment Access Improvement Act of 2017 This bill amends the Controlled Substances Act to revise the qualifications required for a practitioner to administer, dispense, or prescribe narcotic drugs for maintenance or detoxification treatment in an office-based opioid treatment program. It increases the maximum patient limit for a qualifying practitioner who meets certain requirements. The maximum patient limit is the maximum number of patients a qualifying practitioner can treat at one time. The bill expands qualifying practitioners to include additional nonphysician practitioners: clinical nurse specialists, certified registered nurse anesthetists, and certified nurse midwives. It makes permanent the authorization for certain nonphysician practitioners to become qualifying practitioners.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Border Security for America Act of 2017 This bill directs the Department of Homeland Security (DHS) to: (1) construct and operate infrastructure and technology to deter and detect illegal border activity in high traffic areas, (2) deploy the most practical and effective technology to achieve situational awareness and operational control of the border, (3) deploy additional capabilities to specified border sectors or regions, (4) submit a plan for evaluating and using independent verification and validation resources for border security technology, (5) establish a National Border Security Advisory Committee, (6) submit a southern border threat analysis, (7) implement the Border Security Deployment Program, (8) establish a biometric exit data system, and (9) begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River. The bill provides for: (1) U.S. Border Patrol personnel increases and infrastructure improvements, including forward base upgrades along the southern border; and (2) National Guard and Department of Defense border assistance. The bill: (1) prohibits federal agency restrictions on U.S. Customs and Border Protection activities on federal land within 100 miles of the border, (2) requires increases in immigration and law enforcement personnel and agricultural specialists, (3) authorizes appropriations for specified immigration purposes, and (4) requires electronic passport screening and biometric matching at airports of entry. The Anti-Border Corruption Act of 2010 is amended to provide for hiring flexibility. Operation Stonegarden is established as a DHS program to provide border security grants. This bill authorizes DHS to construct new ports of entry along the northern and southern borders.

Second Amendment Guarantee Act or the SAGA Act This bill prohibits a state or local government from establishing a regulation, prohibition, or registration or licensing requirement with respect to a rifle or shotgun that is more restrictive (or that imposes a greater penalty) than federal law.

Canadian Snowbird Visa Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security to admit into the United States as a nonimmigrant visitor for a period not to exceed 240 days during any single 365-day period a Canadian citizen who: (1) is at least 50 years old, (2) maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of such stay, (3) is not inadmissible or deportable, (4) will not engage in employment or labor for hire in the United States other than for a non U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (5) will not seek any form of assistance or benefit under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The spouse of such person may be admitted under the same terms except that he or she is not required to separately satisfy the residence/housing requirements. The bill grants a person so admitted nonresident alien tax status.

Anti-Pyramid Scheme Act of 2017 This bill amends the Federal Trade Commission Act to make it unlawful for any person to establish, operate, or promote a pyramid promotional scheme. "Pyramid promotional scheme" means any plan or operation in which individuals pay consideration for the right to receive compensation that is based upon recruiting other individuals into the plan or operation rather than primarily related to the sale of products or services to ultimate users. Furthermore, any person who establishes, operates, or promotes any plan or operation which sells or solicits the sale of consumer products or services in the home or otherwise outside of a permanent retail establishment, and which sells products or services to independent salespeople, shall have a bona fide inventory repurchase agreement. A violation of the bill shall be treated under the Act as an unfair or deceptive act or practice in, or affecting, commerce.

State Sanctions Against Iranian Terrorism Act This bill amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to specify that a state may, in addition to limiting investment in Iran's energy sector, prohibit or limit any person from engaging in specified investment activities in Iran. A state may also enter into interstate compacts to prohibit or limit such financial activities. Enforcement of such measures may include the imposition of disclosure and transparency requirements. The description of "investment activities" is revised to: (1) reduce the threshold for financial involvement from $20 million to $10 million; and (2) include, in addition to the energy sector, involvement in a business enterprise in Iran, including an entity owned or controlled by the Iranian government. The bill declares that a state or local government measure authorized pursuant to the bill is: (1) authorized and not preempted by any federal law or regulation, or any policy, agreement, or exercise of waiver authority of the executive branch; and (2) is consistent with U.S. federal policy, including U.S. foreign policy. A state or local government may enforce a measure adopted before the enactment of this bill that: (1) provides for the divestment of state or local assets from, or prohibits the investment of those assets in, any person that engages in investment activities in Iran or other business activities in Iran identified in the measure; or (2) prohibits or limits any person from engaging in investment activities in Iran. State and local government authority to divest from certain companies that invest in Iran shall not terminate pursuant to a presidential certification if Congress, not later than 60 days after the date on which the President submits such certification, enacts a joint resolution disapproving such certification.

Designating Each Car's Automation Level Act or the DECAL Act This bill requires the Department of Transportation (DOT) to: complete research to determine the most cost effective method and terminology for informing consumers about the capabilities and limitations of each highly automated vehicle or each vehicle that performs partial driving automation; and determine whether such information includes terminology as defined by SAE International in Recommended Practice Report J3016 (published September 2016) or alternative terminology. After completion of such research, DOT shall initiate a rulemaking proceeding to require manufacturers to inform consumers about such information. The bill defines: (1) a "highly automated vehicle" as a motor vehicle, other than a commercial motor vehicle, that is equipped with an automated driving system; and (2) an "automated driving system" as the hardware and software of a vehicle that are collectively capable of performing the entire dynamic driving task on a sustained basis, regardless of whether such system is limited to a specific operational design domain.

Teaching Health Centers Graduate Medical Education Extension Act of 2017 This bill amends the Public Health Service Act to extend and expand funding through FY2020 for graduate medical education programs at teaching centers (which train medical residents in primary care specialties). The bill allows funds to be used for maintaining, expanding, and establishing graduate medical residency programs.

Transparency in Music Licensing and Ownership Act This bill amends federal copyright law to direct the U.S. Copyright Office to establish and maintain a publicly accessible database of nondramatic musical works and sound recordings subject to copyright protection. It limits available remedies, in copyright infringement actions against certain parties, for a copyright owner who fails to provide or maintain the minimum information required in the database.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Reliable Investment in Vital Energy Reauthorization Act of 2017 or the RIVER Act of 2017 This bill amends the Energy Policy Act of 2005 to extend the eligibility for and reauthorize through FY2027 the program of hydroelectric production incentives and incentive payments to the owners or operators of hydroelectric facilities at existing dams to make capital improvements directly related to improving efficiency.

Medicare Choices Empowerment and Protection Act This bill amends title XVIII (Medicare) of the Social Security Act to establish an Advance Directive Certification Program. Under the program, the Centers for Medicare & Medicaid Services (CMS) shall grant accreditation to advance directive vendors that meet specified accreditation criteria. CMS shall establish procedures for an eligible beneficiary to register the adoption of a certified advance directive under the program. Beneficiary registration in the program shall be optional, but each eligible beneficiary who adopts and registers a certified advance directive shall receive a one-time incentive payment. CMS shall provide for related education and outreach.

Renovate and Enhance Veterans Meeting Halls and Posts Act of 2017 or the REVAMP Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a pilot program to award grants to veterans service organizations in rural areas to: (1) repair or rehabilitate a facility in a rural area, and (2) acquire or upgrade computers and technology for such a facility. An organization may not receive a grant in any fiscal year in an amount exceeding the lesser of: (1) the aggregate cost of such proposed activities and uses, or (2) $75,000. An organization that receives such a grant for a fiscal year shall be ineligible for any such grant for the next five fiscal years. Grants awarded under this bill may not be used for the construction or acquisition of new facilities.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

Calls for an end to the dog and cat meat industry. Urges the governments of China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India, and all other nations to: (1) adopt and enforce laws banning the dog and cat meat trade, (2) increase efforts to prevent any leather or fur byproducts of such trade from entering international markets, and (3) use their food safety laws to crack down on the sale of dog and cat meat. Affirms the U.S. commitment to the protection of animals and to advancing the progress of animal protection around the world. Urges executive branch officials to include the dog and cat meat trade on the agenda for discussion with the officials of countries that have a dog or cat meat industry.

Protecting Gun Owners in Bankruptcy Act of 2017 This bill amends the federal bankruptcy code to allow an individual debtor to exempt from their bankruptcy estate one or more fierarms, up to a total maximum value of $3,000. The bill also specifies that such firearms are household goods that are not subject to liens in bankruptcy.
