Short Line Railroad Relief Act This bill authorizes the Department of Transportation to provide grants or enter into contracts and other agreements for capital projects to protect, repair, reconstruct, or replace short line railroad equipment and facilities in danger of suffering catastrophic damage, or that has suffered catastrophic damage, as a result of an emergency.

Putting Investors First Act of 2022 This bill requires a proxy advisory firm to register with the Securities and Exchange Commission and prohibits an unregistered proxy advisory firm from using interstate commerce to provide proxy-voting advice, research, analysis, or recommendations to any client. With respect to these firms, the bill (1) establishes procedures for both registration and termination of registration; (2) requires each firm to employ an ombudsman, designate a compliance officer, and publicly disclose conflicts of interest; (3) allows issuers to assess and comment on proxy voting recommendations; and (4) prohibits unfair, coercive, or abusive practices. The bill establishes a private right of action against a proxy advisory firm that endorses an approved proposal that is not supported by the issuer and is found to be illegal.

Interactive Federal Review Act This bill revises the environmental review process for federal-aid highway projects. Specifically, the Department of Transportation (DOT) must encourage recipients of federal highway funding to utilize interactive, digital, cloud-based platforms when carrying out environmental reviews under the National Environmental Policy Act of 1969 (NEPA); select at least 10 federal-aid highway projects to demonstrate the use of interactive, digital, cloud-based platforms in carrying out the environmental impact analysis and community engagement processes under NEPA; and publish technology-neutral best practice guidance to encourage sponsors of projects that receive federal funds from DOT to use an interactive, digital, cloud-based platform in carrying out the environmental impact analysis and community engagement processes required under NEPA.

Prevent Family Fire Act of 2022 This bill allows a new business-related tax credit, through 2030, for 10% of the amount of the first retail sale of a safe firearm storage device. The amount upon which the credit is based may not exceed $400. A safe firearm storage device is a device that (1) is designed and marketed to deny unauthorized access to, or rendering inoperable, a firearm or ammunition; and (2) is secured by a combination lock, key lock, or lock based on biometric information.

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Improving Care and Access to Nurses Act or the I CAN Act This bill allows other health care providers besides physicians (e.g., nurses) to provide certain services under Medicare and Medicaid. Among other changes, the bill (1) allows a nurse practitioner or physician assistant to fulfill documentation requirements for Medicare coverage of special shoes for diabetic individuals; (2) expedites the ability of physician assistants, nurse practitioners, and clinical nurse specialists to supervise Medicare cardiac, intensive cardiac, and pulmonary rehabilitation programs; and (3) allows nurse practitioners to certify the need for inpatient hospital services under Medicare and Medicaid.

Moving Our Democracy and Congressional Operations Towards Modernization Resolution of 2022 This resolution implements recommendations made by the House Select Committee on the Modernization of Congress. The recommendations include enhancing bipartisan collaboration by, for example, establishing a space in the U.S. Capitol for bipartisan gathering and encouraging committees to experiment with alternative hearing formats; revising various administrative matters, such as authorizing the use of bulk purchases for supplies and services for Member offices, requiring offices to establish continuity of operations plans, and implementing secure information transfer practices; supporting efforts related to workforce and human resource management in the House; and improving accessibility of congressional spaces and websites for individuals with disabilities. The resolution also requires (1) reevaluating the method of calculating Representational Allowances (funds provided to Members for operating their offices and carrying out their official and representational duties), and (2) publishing information about the expenditures and staffing of eligible Congressional Member Organizations (groups of Members that register with the Committee on House Administration in support of a common legislative objective).

Federal Infrastructure Bank Act of 2022 This bill provides for the establishment of the Federal Infrastructure Bank Holding Company (FIBHC), which shall be the parent company of the Federal Infrastructure Bank (the bank). The bank shall provide equity investments, direct loans, and loan guarantees for the construction or maintenance of infrastructure projects in the United States with sufficient revenue sources and guarantees to support the payment of dividends, interest, principal, or fees to the bank. At least 10% of the loans, equity investments, and loan guarantees shall be for infrastructure projects in rural areas. The Board of Governors of the Federal Reserve System shall have oversight and supervisory authority over the FIBHC and the bank. The bank shall establish an Infrastructure Guarantee Fund to cover loans and loan guarantees in the event of nonpayment by loan recipients. The bill provides for a taxpayer credit in an amount equal to 10% of the amount such taxpayer paid to the FIBHC for an equity investment at its original issue.

American Confidence in Elections Act or the ACE Act This bill addresses election administration and security, campaign finance, and other related provisions. Among other provisions, the bill reduces certain election assistance payments for states and local jurisdictions that allow noncitizens to vote in state and local elections, establishes certain requirements related to election and political mail, prohibits foreign nationals from making contributions or donations in connection with state or local ballot initiatives or referenda, repeals certain limits on coordinated party expenditures and aggregate contributions by individuals, terminates the Presidential Election Campaign Fund and requires remaining funds to be transferred to the 10-Year Pediatric Research Initiative Fund, and prohibits the use of federal funds to establish a Disinformation Governance Board.

Confirmation Of Congressional Observer Access Act of 2022 or the COCOA Act of 2022 This bill requires states to provide designated congressional election observers with full access to observe the administration procedures of federal elections. The bill prohibits such an observer from handling ballots or elections equipment, advocating for a position or candidate, taking any action to reduce ballot secrecy, or otherwise interfering with the elections administration process. Designated congressional election observer refers to an individual who is designated in writing by specified congressional committees to gather information with respect to an election, including in the event that the election is contested in the House of Representatives or the Senate and for other purposes permitted by Article I, Section 5 of the U.S. Constitution.

One Federal Decision Act 1.3 This bill requires, to the greatest extent feasible, the Department of Transportation (DOT) to conduct efficient environmental reviews for port infrastructure projects, pipeline projects, and airport or aviation projects that require DOT's approval under the National Environmental Policy Act of 1969 (NEPA). In addition, DOT must maintain and publish a database concerning such projects that are categorically excluded from NEPA requirements.

RETURN (Repealing Excise Tax on Unalienable Rights Now) our Constitutional Rights Act of 2022 or the RETURN our Constitutional Rights Act of 2022 This bill repeals the excise taxes on firearms and ammunition and on bows and arrows. It also repeals the excise tax on transferring and making firearms under the National Firearm Act.

Reducing Farm Input Costs and Barriers to Domestic Production Act This bill addresses various provisions related to the regulation of domestic agricultural products, including by requiring the Department of Agriculture to publish criteria for considering requests from meat and poultry establishments to operate at line speeds in excess of the current regulatory limitations. The bill also nullifies the final rule issued by the Council on Environmental Quality on April 20, 2022, that reinstated various National Environmental Policy Act regulatory provisions.

Deterring Enemy Forces and Enabling National Defenses Act of 2022 or the DEFEND Act of 2022 This bill requires the Department of Defense to seek to cooperate with Middle East allies and partners (i.e., countries of the Gulf Cooperation Council, Iraq, Israel, Jordan, Egypt, and other countries in the region as appropriate) to identify and develop an approach for such allies and partners to implement an integrated air and missile defense capability to protect against attacks from Iran and groups linked to Iran.

Noncitizens: Outlawed from Voting in Our Trusted Elections Act of 2022 or the NO VOTE for Noncitizens Act of 2022 This bill establishes additional requirements related to noncitizens and voting and addresses related issues. Among other provisions, this bill (1) requires states to make reasonable efforts to remove noncitizens from the official eligible voter lists, (2) requires states to coordinate official registered voter lists with court records of individuals who have been recused from jury duty on the grounds that they are noncitizens, and (3) reduces election assistance to states and local jurisdictions that allow noncitizens to vote.

Secure Every School and Protect Our Nation’s Children Act or the STOP II Act This bill reauthorizes and supports various grants to enhance school safety and security initiatives. It also provides statutory authority for the federal clearinghouse of school safety resources. (The clearinghouse identifies and publishes best practices and recommendations for school safety for use by state and local educational and law enforcement agencies, institutions of higher education, health professionals, and the public.)

Citizen Vote Protection Act This bill revises the minimum document requirements and issuance standards for federal recognition of state-issued driver's licenses or identification cards. Specifically, the bill prohibits federal agencies from accepting a state-issued driver's license or identification card unless the document includes the individual's citizenship status.

No Federal Funds for Ballot Harvesting Act This bill requires each state, in order to receive federal funds for election administration, to prohibit the knowing collection and transmission of a ballot in a federal election that was mailed to another person (commonly referred to as ballot harvesting), with exceptions.

WHO Withdrawal Act This bill requires the President to immediately withdraw the United States from the World Health Organization (WHO) and prohibits using any federal funds to provide for U.S. participation in the WHO. The bill also repeals the 1948 act authorizing the United States to join the WHO.

Protecting American Sovereignty Act This bill prohibits the federal government from implementing any obligations upon the United States that may be contained in a draft report by a World Health Organization (WHO) working group on strengthening the WHO's preparedness and response to health emergencies. This prohibition shall also apply to any related or successor reports and recommendations regarding pandemics.

Defending Freedom of Conscience for Cadets and Midshipmen Act of 2022 This bill provides that a cadet or midshipman at a federal service academy (e.g., the U.S. Naval Academy) may not be required to be vaccinated for COVID-19 as a condition for graduation and may not be dismissed from the academy as a result of refusing to be vaccinated. Cadets and midshipmen who are prohibited from fulfilling their service agreement due to their refusal to receive a COVID-19 vaccination may not be subjected to repayment provisions (e.g., bonus repayment) or specified debt repayment collections.

Freight Rail Assistance and Investment to Launch Coronavirus-Era Activity and Recovery Act of 2022 or the Freight RAILCAR Act of 2022 This bill provides a new tax credit through 2024 for 10% of freight railcar fleet modernization expenses (i.e., railcar replacement and modernization expenses for meeting fuel efficiency and performance standards). The bill provides that no more than 2,000 freight railcars per taxpayer may be taken into account for purposes of determining the credit in a taxable year. The Department of the Treasury must report to Congress on the credit to provide information on the number of times the credit was claimed and the number of railcars scrapped or built as a result of the credit.

Paycheck Protection Program Fairness for Engineering Services Act This bill exempts until June 30, 2025, certain contractors that receive federal highway or public transportation funding from having to adjust costs associated with their contracts to account for loan forgiveness through the Paycheck Protection Program (PPP). (The PPP provided small businesses with loans for payroll and other costs to respond to the COVID-19 emergency with loan forgiveness under certain conditions.) Under current law, a contractor with a cost-reimbursable contract must reduce costs or provide cash refunds to the Department of Transportation (or a state department of transportation) if the contractor receives or accrues any income, rebate, allowance, or other credit relating to an allowable contract cost, which includes PPP loan forgiveness.

Prohibiting Abortion Industry's Lucrative Loopholes Act This bill expands the prohibition on the sale or purchase of human fetal tissue in interstate commerce to include any payments associated with the transportation, implantation, processing, preservation, quality control, or storage of such tissue.

Border Safety and Security Act of 2022 This bill requires the Department of Homeland Security (DHS) to suspend the entry of any non-U.S. nationals ( aliens under federal law) without valid entry documents during any period when DHS cannot detain such an individual or return the individual to a foreign country contiguous to the United States. A state may sue DHS to enforce this requirement. (Under current law, non-U.S. nationals who arrive at the border without entry documents are generally subject to expedited removal. However, if such an individual is found to have a credible fear of persecution, they are typically subject to detention while their asylum claim is being considered.) The bill also authorizes DHS to suspend the entry of non-U.S. nationals without entry documents at the border if DHS determines that such a suspension is necessary to achieve operational control over such a border.

Farm Credit Administration Independent Authority Act This bill prohibits the Consumer Financial Protection Bureau from issuing, implementing, or continuing any policy or guidance issued after January 1, 2021, that affects the Farm Credit Administration (FCA), Farm Credit System, or FCA Board.

This resolution condemns the unauthorized leak of a draft Supreme Court opinion concerning abortion and the related violence, property damage, and attempted intimidation of Supreme Court Justices by activists. It also encourages the enforcement of federal criminal laws that prohibit protests and picketing outside of the homes of federal judges, jurors, witnesses, and others involved in the U.S. court system.

Leak and Lose Act of 2022 This bill establishes federal criminal offenses for acts involving the concealment, removal, or destruction of an opinion or draft opinion of the Supreme Court before it is published. Specifically, the bill prohibits the willful and unlawful (1) concealment, removal, mutilation, obliteration, or destruction of an opinion or draft opinion; (2) attempt to conceal, remove, mutilate, obliterate, or destroy an opinion or draft opinion; and (3) taking or carrying away of an opinion or draft opinion with the intent to conceal, remove, mutilate, obliterate, or destroy. An individual who violates the prohibition is subject to a $5,000 fine and, if applicable, the permanent forfeiture of his or her admission to federal courts for the practice of law.

Supreme Court Police Parity Act of 202 2 This bill grants the Marshal of the Supreme Court and the Supreme Court Police the authority to protect any member of the immediate family of the Chief Justice, any Associate Justice, or any officer of the Supreme Court if the Marshal determines that such protection is necessary.

My Child, My Choice Act of 2022 This bill prohibits an elementary school from receiving federal education funds unless a teacher requests written parental consent prior to teaching a lesson specifically related to gender identity, sexual orientation, or transgender studies. In particular, the bill requires a teacher to request written consent from the parent of each student enrolled in the class prior to teaching the lesson. If a parent does not submit written consent to the lesson, then the school must provide the student with an alternative period of learning or study hall. Further, the teacher may not teach the lesson if the principal does not receive written consent from the parents of at least 50% of the students enrolled in the class.

Iranian Nuclear and Venezuelan Energy, Sanctions and Terrorism Investigation Government Accountability Report Act or INVESTIGAR Act This bill requires the President to, no later than 14 days after reaching an agreement with Iran regarding Iran's nuclear program, report to Congress describing the possible benefits that will accrue to the regime of Nicolas Maduro as a result of the agreement. (Maduro is the president of Venezuela whose reelection in 2018 is widely condemned, including by the United States, as fraudulent.) The President must update the report every 180 days.

Traditional Screening Application Act or the TSA Act This bill prohibits the Transportation Security Administration (TSA) from using the 'X' gender designation in the TSA PreCheck advanced security program and instead authorizes the TSA to allow applicants and participants in the program to select from only 'Male' or 'Female'.
