Shielding Public Spaces from Vehicular Terrorism Act This bill amends the Homeland Security Act of 2002 to include among the responsibilities of the Under Secretary for Science and Technology of the Department of Homeland Security research and development activities to combat emerging terrorist threats, including vehicular attacks. The bill includes among criteria for the designation of colleges or universities as centers for homeland security, demonstrated expertise in combating emerging terrorist threats, including vehicular attacks. The Federal Emergency Management Agency (FEMA) shall permit the recipient of a grant under the Urban Area Security Initiative or under the State Homeland Security Grant Program to use grant funds to address security vulnerabilities of public spaces, including through the installation of bollards and other target hardening activities.

Houthis and Iran Sanctions Accountability Act of 2017 This bill continues certain sanctions blocking the property of persons threatening the peace or stability of Yemen. The President shall: determine and report to Congress whether certain Iranian persons are threatening Yemen's peace or stability, and if so, impose property blocking sanctions against each identified person; and impose property blocking and visa sanctions on foreign persons or entities that knowingly provide significant financial, material, or technological support for Ansar Allah in Yemen (also known as the Houthis) and certain other persons and entities.

Domestic Explosives Detection Canine Capacity Building Act of 2017 This bill directs the Transportation Security Administration (TSA) to establish a working group to determine ways to develop a decentralized domestic canine breeding network to produce high quality explosives detection canines and modernize canine training standards. The working group shall submit to the TSA preliminary behavioral standards, medical standards, and technical standards for such network and training, including recommendations on how the TSA can engage stakeholders to further the development of such network and training. The TSA shall submit a strategy for expanding the network based on such recommendations. The TSA shall issue baseline behavioral standards for explosives detection canines. Such standards, as well as the preliminary medical and technical standards issued pursuant to this bill, shall be incorporated into all statements of work for the TSA explosive detection canine contracts and reflect the detection capabilities required to effectively mitigate terrorist threats.

This bill requires the President to establish a commission called the "Anti-Bullying Roundtable" to study bullying in elementary and secondary schools in the United States. The roundtable must submit a report about best practices concerning bullying, including recommendations for: (1) combating bullying, (2) educating school officials to recognize bullying, and (3) helping parents to address the early warning signs of bullying with their children.

NICS Denial Notification Act of 2017 This bill amends the federal criminal code to require the Department of Justice (DOJ) to report certain information to state and local law enforcement authorities following a determination, by the National Instant Criminal Background Check System, that a prospective firearm purchaser is a prohibited person (i.e., a person who is barred from receiving or possessing a firearm). DOJ must report annually on: (1) certain details regarding denied firearm purchases in each category of prohibited persons, and (2) the number of background check notices reported to states.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Taking Responsibility by Accounting for Corruption and Excess Act or the TRACE Act This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit the federal government from reimbursing an entity for an activity carried out pursuant to a contract involving assistance under such Act that prohibits the Federal Emergency Management Agency (FEMA) or the Government Accountability Office from reviewing any aspect of such contract.

Rehabilitation for Multiemployer Pensions Act This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Go to High School, Go to College Act of 2017 This bill amends the Higher Education Act of 1965 to direct the Department of Education to carry out (from July 1, 2017, through June 30, 2023) a program awarding Early College Federal Pell Grants to students to support their enrollment in, and completion of, postsecondary courses offered through early college high schools. Students who would be eligible for a Federal Pell Grant if not for their enrollment in secondary school are deemed eligible for an Early College Federal Pell Grant upon their completion of a full-time postsecondary semester or its equivalent. Students may receive Early College Federal Pell Grants in an amount equal to the cost of not more than four full-time postsecondary semesters or the equivalent while enrolled in postsecondary courses offered by an early college high school. Early College Federal Pell Grants shall count toward the 12-semester, or equivalent, limit on a student's receipt of Federal Pell Grants.

Moving Americans Privacy Protection Act This bill amends the Tariff Act of 1930 to revise requirements regarding the public disclosure of personally identifiable information contained in the manifest of vessels or aircraft entering any U.S. port or place to direct the U.S. Customs and Border Protection (CBP) to ensure that any such information, including social security numbers, passport numbers, and residential addresses, are removed from any manifest signed and transmitted to the CBP before it is disclosed to the public.

Veteran Treatment Court Coordination Act of 2017 This bill expresses the sense of Congress that veterans treatment courts are a successful program aimed at helping veterans charged with non-violent crimes receive the help and the benefits to which they are entitled. The Department of Justice (DOJ) shall establish a Veteran Treatment Court Program to provide assistance to state circuit court systems that have adopted or filed a notice of intent to establish such a program. The DOJ program shall include veterans treatment court grant programs carried out pursuant to laws establishing other incarceration alternatives programs.

Lyme Disease Research Stamp Act This bill directs the U.S. Postal Service to issue a Lyme Disease Research Semipostal Stamp. The proceeds from the sale of the stamp shall be transferred to the National Institute of Allergy and Infectious Diseases for funding Lyme disease and related tick-borne illness research, through payments which shall be made at least twice a year. The stamp shall be made available to the public for at least six years.

National Sea Grant College Program Amendments Act of 2017 This bill amends the National Sea Grant College Program Act to reauthorize through FY2023 the National Sea Grant College Program. The bill requires the National Oceanic and Atmospheric Administration (NOAA) to award Dean John A. Knauss Marine Policy Fellowships. Currently, NOAA has discretion in awarding such fellowships. Those fellowships support the placement of graduate students in fields related to ocean, coastal, and Great Lakes resources in positions with the executive and legislative branches. NOAA must establish priorities for the use of donations given for the National Sea Grant Program. An agency may appoint a recipient of a Dean John A. Knauss Marine Policy Fellowship to a federal position within five years after such recipient successfully completes a fellowship. The bill authorizes through FY2023 grants for university research on: (1) the biology, prevention, and control of aquatic nonnative species; (2) oyster diseases, oyster restoration, and oyster-related human health risks; (3) the biology, prevention, and forecasting of harmful algal blooms; and (4) sustainable aquaculture techniques and technologies. The bill also authorizes through FY2023 grants for: (1) fishery extension activities conducted by sea grant colleges or sea grant institutes to enhance existing core program funding; and (2) priority issues identified in the National Sea Grant Program's strategic plan.

Protecting UACs Through Enhanced Sponsor Vetting Act of 2017 This bill establishes additional sponsor vetting requirements for placement of unaccompanied alien children (UACs) who are in federal custody because of their immigration status. UACs are children under the age of 18 with no lawful immigration status who either have no parent or legal guardian in the United States, or have no parent or legal guardian in the United States available to provide care and physical custody. The Homeland Security Act of 2002 is amended to require the Department of Health and Human Service's Office of Refugee Resettlement, as part of its UAC placement determinations, to: notify the governor and the chief executive of the county in which a sponsor resides of a prospective placement; include the Federal Bureau of Investigation and state and local law enforcement officials in consultations regarding UAC adherence to hearing requirements and safety from criminal or exploitive elements, including protection from members of a transnational criminal organization. Prior to making a placement determination the office shall: coordinate with the Department of Justice to use the Next Generation Identification System to check the criminal background of prospective sponsors; and consult with federal, state, and local law enforcement entities. The office shall also: notify state and local governments of a placement determination, including notifying the governor and mayor of the locality in which the sponsor resides; and provide the Terrorist Screening Center with any information uncovered during the placement process that establishes the child's or sponsor's membership or affiliation with a transnational criminal organization.

Condemns the attacks against civilians by Burma's security services and calls on Burma's Commander-in-Chief, Min Aung Hlaing, to end such attacks in the state of Rakhine. Expresses appreciation to the government of Bangladesh for providing refuge to those fleeing violence. Condemns the Arakan Rohingya Salvation Army attacks but warns that these attacks do not justify the response that has resulted in severe human rights violations and atrocities against civilians. Calls on Burma's government and military and security forces to: (1) implement the recommendations of the Advisory Commission on Rakhine State, and (2) allow humanitarian access to refugees and internally displaced persons. Urges support and access for the United Nations Fact Finding Mission to Burma. Calls on Burma's military and government to allow refugees to return to Burma and to change laws and policies that have contributed to insecurity in Rakhine. Calls on the President to impose sanctions on those responsible for human rights abuses, including members of Burma's military and security services.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

Kevin and Avonte's Law of 2017 Missing Americans Alert Program Act of 2017 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise, rename, and reauthorize through FY2022 the Missing Alzheimer's Disease Patient Alert Program. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants: to develop or operate programs to prevent wandering and locate missing individuals with dementia or children with developmental disabilities, and to develop tracking technology programs to locate missing individuals with dementia or children with developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill prohibits the use of data from tracking devices to create a federal database. It also prohibits construing this bill to require a parent or guardian to use a tracking device.

Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2017 or the Dialysis PATIENTS Demonstration Act of 2017 This bill establishes a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into transplantation, palliative care, or hospice; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment. The Medicare Payment Advisory Commission must, before 2025, submit to Congress an interim report on the program.

Monitoring America's Premiums Act of 2017 or the MAP Act of 2017 This bill amends the National Flood Insurance Act of 1968 to suspend annual mandatory flood insurance premium increases for a property in a special flood hazard area during any period the Federal Emergency Management Agency (FEMA) is revising or updating the flood insurance rate map for that property.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Stopping Threats On Pedestrians Act of 2017 or the STOP Act of 2017 This bill directs the Department of Transportation to establish a program to assist bollard installation projects designed to prevent pedestrian injuries and acts of terrorism in areas utilized by large numbers of pedestrians. Such a project is one that installs raised concrete or metal posts on a sidewalk adjacent to a roadway that are designed to slow or stop a motor vehicle.

Denying Firearms and Explosives to Dangerous Terrorists Act of 2017 This bill authorizes the Department of Justice to deny the transfer of firearms or the issuance of firearms (and explosives) licenses and permits to a known or suspected terrorist.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the federal criminal code to prohibit certain conduct with respect to any part or combination of parts that is designed and functions to increase the rate of fire of a semiautomatic rifle but does not convert the semiautomatic rifle into a machine gun. Specifically, it makes it a crime to manufacture, possess, or transfer such device: (1) in or affecting interstate or foreign commerce, or (2) that has been shipped or transported in interstate or foreign commerce. An individual who knowingly violates the prohibition is subject to criminal penalties—a fine, a prison term of up to five years, or both. Additionally, the U.S. Sentencing Commission must review and amend the sentencing guidelines and policy statements to provide an enhanced penalty if the device has been: (1) used, carried, or possessed during or in relation to a crime of violence or drug trafficking crime; or (2) unlawfully smuggled into or from the United States.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

9/11 Heroes Medal of Valor Act of 2017 This bill makes eligible for the 9/11 Heroes Medal of Valor a public safety officer who: (1) participated in the response to the terrorist attacks of September 11, 2001; and (2) died because of such participation as a result of a WTC-related health condition (i.e., a World Trade Center-related health condition).

Close Official Acts Loophole Act of 2017 This bill amends the federal criminal code to modify the definition of "official act" for purposes of an offense involving bribery of public officials. Bribery of public officials includes offering a thing of value to (or acceptance of a thing of value by) a public official to influence an official act (or in return for being influenced in connection with an official act). Currently, an official act is any decision or action on a question, matter, cause, suit, proceeding, or controversy, which may at any time be pending, or which may by law be brought before a public official, in their official capacity. This bill broadens an official act to include the personal and substantial participation through, or investigation of, a question, matter, cause, suit, proceeding, or controversy.

Medicare Home Health Flexibility Act of 2017 This bill establishes circumstances under which an occupational therapist may conduct an initial or comprehensive assessment for an individual who is eligible for home health services under Medicare. Specifically, an occupational therapist may conduct the assessment if the physician's referral order does not include skilled nursing care but does include: (1) occupational therapy, and (2) physical therapy or speech language pathology.

Condemns: (1) the violence and displacement inflicted on Burma's (Myanmar's) Rohingya civilians, and (2) the attacks by the Arakan Rohingya Salvation Army militant group. Calls for an immediate halt to all hostilities by Burmese authorities. Urges the government of Burma to: (1) allow access to the United Nations Fact-Finding Mission on Myanmar, and (2) resume delivery of field work and humanitarian aid to help those displaced and injured and to monitor events in Rakhine State. Calls on the government of Burma to implement the August 2017 recommendations of its Advisory Commission on Rakhine State, including to end restrictions on Rohingya movement and to provide the Rohingya with citizenship. Encourages Aung San Suu Kyi to live up to her inspiring words upon receiving the 2012 Nobel Peace Prize with respect to ethnic reconciliation in Burma.

Animal Emergency Planning Act of 2017 This bill amends the Animal Welfare Act to require research facilities, dealers, exhibitors, intermediate handlers, and carriers (covered persons) to develop, document, and follow a contingency plan to provide for the humane handling, treatment, transportation, housing, and care of their animals in the event of an emergency or disaster. The plan must: identify situations that the covered person might experience that would trigger the need to implement the measures identified in the plan; outline tasks to be carried out in response to emergencies or disasters; establish a chain of command and identify the individuals responsible for fulfilling the tasks; and address how response and recovery will be handled in terms of materials, resources, and training needed. Covered persons must review their plan at least annually, train personnel in their roles and responsibilities as outlined in the plan, and provide training when the plan changes.

Recognize, Assist, Include, Support, and Engage Family Caregivers Act of 2017 or the RAISE Family Caregivers Act This bill directs the Department of Health and Human Services (HHS) to develop and make publicly available a National Family Caregiving Strategy that identifies recommended actions for recognizing and supporting family caregivers in a manner that reflects their diverse needs. HHS shall convene a Family Caregiving Advisory Council to advise the department on recognizing and supporting family caregivers. The council shall terminate after five years.

Secret Service Recruitment and Retention Act of 2017 This bill amends the Overtime Pay for Protective Services Act of 2016 to extend through 2018 the exemption of U.S. Secret Service officers, employees, and agents who perform protective services from the limitation on premium pay otherwise applicable to federal employees. The Secret Service must report to Congress by January 30, 2018, and January 30, 2019, on the amounts of premium pay above the limitation paid to Secret Service personnel in the previous year. The Secret Service must conduct and provide to Congress updated threat assessments, including protection costs, on all of the individuals who are protected by the Secret Service. No such assessments will be conducted for the President, the Vice-President, their spouses or children, or former Presidents or Vice-Presidents. The Secret Service must submit to Congress: (1) a report on its recruitment and retention efforts; (2) a notice whenever it, at the direction of the Department of Homeland Security or the President, extends the protection of an individual beyond the length of time such protection would otherwise be provided; and (3) a list of all of the questions asked in 2016 on any polygraph exam it issued to applicants for employment.

No Knives on Planes Act of 2017 This bill prohibits the Department of Homeland Security from implementing any change to the prohibited items list of the Transportation Security Administration that would permit passengers to carry small, non-locking knives through passenger screening checkpoints at airports, into sterile areas at airports, or onboard passenger aircraft.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex, rehabilitative, manual wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Promoting Affordable Childcare for Everyone Act or the PACE Act This bill amends the Internal Revenue Code, with respect to the tax credit for expenses for household and dependent care services necessary for gainful employment (known as the Child and Dependent Care Tax Credit), to: (1) make the credit refundable, (2) increase the rate for the credit, and (3) require the dollar amounts for such credit to be adjusted for inflation after 2017. The bill also increases the amount of employer-provided dependent care assistance which may be excluded from the gross income of an employee and requires the increased exclusion amount to be adjusted for inflation after 2018.
