Every Prescription Conveyed Securely Act This bill generally requires, with specified exceptions, electronic prescribing under the Medicare prescription drug benefit with respect to covered drugs that are controlled substances.

Border Security for America Act of 2017 This bill directs the Department of Homeland Security (DHS) to: (1) construct and operate infrastructure and technology to deter and detect illegal border activity in high traffic areas, (2) deploy the most practical and effective technology to achieve situational awareness and operational control of the border, (3) deploy additional capabilities to specified border sectors or regions, (4) submit a plan for evaluating and using independent verification and validation resources for border security technology, (5) establish a National Border Security Advisory Committee, (6) submit a southern border threat analysis, (7) implement the Border Security Deployment Program, (8) establish a biometric exit data system, and (9) begin eradicating the carrizo cane plant and any salt cedar along the Rio Grande River. The bill provides for: (1) U.S. Border Patrol personnel increases and infrastructure improvements, including forward base upgrades along the southern border; and (2) National Guard and Department of Defense border assistance. The bill: (1) prohibits federal agency restrictions on U.S. Customs and Border Protection activities on federal land within 100 miles of the border, (2) requires increases in immigration and law enforcement personnel and agricultural specialists, (3) authorizes appropriations for specified immigration purposes, and (4) requires electronic passport screening and biometric matching at airports of entry. The Anti-Border Corruption Act of 2010 is amended to provide for hiring flexibility. Operation Stonegarden is established as a DHS program to provide border security grants. This bill authorizes DHS to construct new ports of entry along the northern and southern borders.

Hamas Human Shields Prevention Act This bill states that it is U.S. policy to: (1) condemn the use of human shields by Hamas as an act of terrorism and a violation of human rights and international humanitarian law, and (2) act against those engaging in or supporting the use of human shields. The President is urged to direct the U.S. Permanent Representative to the United Nations (U.N.) to use U.S. influence at the U.N. Security Council to secure support for a resolution imposing multilateral sanctions against Hamas's use of human shields. The President shall prohibit property transactions and U.S. entry with respect to: (1) each foreign person or entity that is a member of or acting on behalf of Hamas and that is responsible for or complicit in Hamas' use of human shields; and (2) each foreign person or entity and each agency or instrumentality of a foreign state that has significantly facilitated any act with respect to such use of human shields, provided material support to a listed person or entity, or attempted to facilitate or support such acts or persons. The President may waive a sanction for 120 days with prior congressional certification that such waiver is vital to U.S. national security interests.

Bindu Philips and Devon Davenport International Child Abduction Return Act of 2017 This bill amends the Trade Act of 1974 to prohibit the President from designating a country as a beneficiary developing country if the country has a pattern of noncompliance under the Sean and David Goldman International Child Abduction Prevention and Return Act of 2014 in cases of child abduction during the preceding 12 months. Under current law, a beneficiary developing country is eligible for benefits under the Generalized System of Preferences (i.e., tariff benefits).

Military Care Package Program Act This bill requires a military care package mailed by a family member to a member of the Armed Forces deployed in support of a contingency operation and addressed to a postal facility located at an Armed Forces installation to be carried at no cost to the sender. The Department of Defense shall reimburse the U.S. Postal Service for carrying out this bill.

Megan Rondini Act This bill amends title XVIII (Medicare) of the Social Security Act to require the Department of Health and Human Services to designate a hospital as a "SAFE-ready facility" if the hospital: (1) employs or contracts with a sexual-assault forensic examiner, or (2) uses a telemedicine system of such examiners. Subject to civil penalties, and as a condition of participation in the Medicare program, a hospital that has an emergency department but is not designated as a SAFE-ready facility must meet certain requirements. Specifically, with respect to an individual who comes to the hospital's emergency department for treatment relating to sexual assault, the hospital must (regardless of whether the individual is eligible for Medicare): inform the individual that the hospital is not a SAFE-ready facility; provide the name and location of the nearest SAFE-ready facility; inform the individual that the individual may elect either to receive treatment at the hospital or to be stabilized and transferred to the nearest SAFE-ready facility; and if the individual elects to be transferred, obtain the individual's written consent for the transfer, contact the nearest SAFE-ready facility to confirm that a sexual-assault forensic examiner or telemedicine system is available, and stabilize and transfer the individual. In addition, a hospital with an emergency department must develop and implement a plan to train relevant personnel on sexual-assault forensic-evidence collection.

529 Opening Paths To Invest in Our Nation's Students Act or the 529 OPTIONS Act This bill amends the Internal Revenue Code to allow distributions from qualified tuition programs (known as 529 plans) to be used for certain expenses associated with registered apprenticeship programs. The bill expands the definition of "qualified higher education expenses" for which tax-free distributions are allowed to include: (1) books, supplies, and equipment required for the enrollment or attendance of a designated beneficiary in an apprenticeship program registered and certified with the Department of Labor; (2) child care at a licensed day care center, and transportation, in connection with such enrollment or attendance; and (3) costs associated with obtaining an industry certification or other credential in connection with an apprenticeship program.

Cybersecurity and Infrastructure Security Agency Act of 201 7 This bill amends the Homeland Security Act of 2002 to redesignate the Department of Homeland Security's (DHS's) National Protection and Programs Directorate as the Cybersecurity and Infrastructure Security Agency (CISA) to be headed by a Director of National Cybersecurity and Infrastructure Security to lead national efforts to protect and enhance the security and resilience of U.S. cybersecurity, emergency communications, and critical infrastructure. CISA shall be composed of DHS components reorganized as: (1) the Cybersecurity Division; (2) the Infrastructure Security Division; and (3) the Emergency Communications Division, which was previously the Office for Emergency Communications. The agency will also have a privacy officer to ensure compliance with relevant federal laws. CISA must carry out DHS's responsibilities concerning chemical facilities antiterrorism standards.

Expresses the sense of Congress that: child safety is the first priority of custody and parenting adjudications, and courts should resolve safety risks and claims of family violence before assessing other best interest factors; quasi-scientific evidence should be admitted by courts only when it meets admissibility standards for scientific evidence; evidence from court-affiliated or appointed fee-paid professionals regarding adult or child abuse allegations in custody cases should be considered only when the professional possesses documented expertise and experience in the relevant types of abuse, trauma, and the behaviors of victims and perpetrators; states should define required standards of expertise and experience for appointed fee-paid professionals who provide evidence to the court on behaviors of abuse victims and perpetrators, specify requirements for the contents of such professional reports, and require courts to find that any appointed professionals meet those standards; states should consider models under which court-appointed professionals are paid directly by the courts, with potential reimbursement by the parties after due consideration of the parties' financial circumstances; and Congress should schedule hearings on family courts' practices with regard to children's safety and civil rights.

Advancing Care for Exceptional Kids Act or the ACE Kids Act This bill amends title XIX (Medicaid) of the Social Security Act to establish a state Medicaid option to provide for medical assistance with respect to coordinated care provided through a health home (i.e., a designated provider or team of health-care professionals) for children with medically complex conditions. A state shall make payments for such health-home services regardless of whether they are provided through a fee-for-service or managed-care system. For an initial period of eight fiscal-year quarters, the federal matching rate applicable to such payments shall be increased by 20 percentage points, not to exceed 90%. A state that exercises this option shall specify its methodology for determining payment and evaluating quality of care, in accordance with requirements established by the bill. In addition, the state must meet specified requirements regarding hospital referrals, out-of-state providers, education and outreach, data collection, and reporting. The Centers for Medicare & Medicaid Services must issue guidance on best practices for using out-of-state providers to provide care to children with medically complex conditions. The Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report to Congress and to the Department of Health and Human Services on specified matters related to children with medically complex conditions.

Encourages continued commitment and investments by the U.S. government, international donors, private foundations, and private sector donors through the GPE to the global effort to promote children and youth attending school.

First Responder Fair Return for Employees on Their Initial Retirement Earned Act of 2017 or the First Responder Fair RETIRE Act This bill preserves special federal retirement benefits for certain law enforcement officers, firefighters, air traffic controllers, nuclear materials couriers, and diplomatic special security agents who cannot meet the minimum age and service requirements for special retirement benefits due to a work-related injury or illness.

Joint Counterterrorism Awareness Workshop Series Act of 2017 This bill amends the Homeland Security Act of 2002 to direct the Federal Emergency Management Agency (FEMA) to establish a Joint Counterterrorism Awareness Workshop Series to address emerging terrorist threats and to enhance the ability of state and local jurisdictions to prevent, protect against, respond to, and recover from terrorist attacks. The workshop series shall include: reviewing terrorism preparedness, response, and interdiction plans, policies, and procedures of the participating jurisdictions and identifying gaps in such plans, operational capabilities, response resources, and authorities; identifying federal, state, and local resources available to address such gaps; providing assistance to build or sustain the capabilities to close such gaps; examining the roles and responsibilities of participating agencies and respective communities in the event of a terrorist attack; improving situational awareness and information sharing among all participating agencies in the event of such an attack; and identifying and sharing best practices and lessons learned from each workshop series. FEMA shall select jurisdictions to host a workshop series from cities that: (1) have received or are receiving funding under the Urban Area Security Initiative, and (2) have requested to be considered. Individuals from state and local jurisdictions and emergency response providers in cities selected shall be eligible to participate in the series. FEMA must report to all participating agencies and to Congress regarding key findings or themes, lessons learned, and best practices identified.

This bill restricts the mailability of tableting machines, encapsulating machines, or controlled substance counterfeiting materials. Additionally, it amends the federal criminal code to make it a crime to knowingly mail to an unauthorized person equipment that that may be used to manufacture counterfeit controlled substances. A violator is subject to criminal penalties—a fine, a prison term of up to one year, or both.

President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Refund Rights for Taxpayers Act This bill amends the Internal Revenue Code to: (1) extend the statute of limitations for making a claim for a credit or refund for the overpayment of any tax, and (2) shorten the statute of limitations for a collection after the assessment of any tax. (Under current law, the statute of limitations for making a claim for a credit or refund is three years from the time the return was filed or two years from the time the tax was paid, whichever period expires later. If no return was filed by the taxpayer, the limit is two years from the time the tax was paid.) The bill extends this limit to seven years from the later of the time the return was filed or the tax was paid or, if no return was filed, seven years from the time the tax was paid. With respect to the statute of limitations for a collection after the assessment of any tax, the bill decreases the limit from 10 years to 7 years after the assessment of the tax.

Zero Tolerance for Domestic Abusers Act This bill amends the federal criminal code to: state that the term "intimate partner" includes a dating partner and any other person subject to a protection order under state domestic or family violence law; and expand the term "misdemeanor crime of domestic violence" to include the use or attempted use of physical force, or the threatened use of a deadly weapon, by a current or former intimate partner. The bill makes it a crime to knowingly sell or dispose of a firearm to a person who has been convicted of a misdemeanor crime of stalking. It also makes it a crime for such convicted stalker to receive or possess a firearm.

Iran and Hizballah Western Hemisphere Prevention Act of 2017 This bill declares it to be U.S. policy to prevent further penetration of Iran and Hizballah into the Western Hemisphere and to prioritize diplomatic efforts to engage countries in the hemisphere to disrupt and degrade Hizballah's illicit networks operating in the region. The Department of State shall submit a strategy to prevent hostile activities by Iran and disrupt and degrade Hizballah's illicit networks in the hemisphere. The President shall instruct the State Department to prioritize U.S. diplomatic engagement with countries in the hemisphere in order to increase cooperation and build the capacity of the governments of those countries to prevent such activities and disrupt and degrade such networks. The bill amends the Hizballah International Financing Prevention Act of 2015 to require the President to instruct: the U.S. Permanent Representative to the Organization of American States (OAS) to work to secure OAS support for a resolution that would declare Hizballah to be a terrorist organization and address such illicit networks; and the U.S. Ambassador to the Organization for Security and Cooperation in Europe (OSCE) to work in securing a report on compliance by participating states with OSCE Decision Number 1063, the Consolidated Framework for the Fight Against Terrorism, with regard to Hizballah; and U.S. diplomats to work with international forums to identify government entities in Latin America and the Caribbean that support individuals affiliated with Hizballah in the hemisphere. The State Department must provide to the relevant congressional committees annual briefings that review its efforts to implement such strategy and U.S. bilateral and multilateral engagement with respect to Hizballah in the hemisphere.

Corporate Transparency Act of 2017 This bill requires an entity that forms a corporation or limited liability company to disclose information about its beneficial owners. A beneficial owner is an individual who exercises substantial control over a corporation or limited liability company or has a substantial interest in or receives substantial economic benefits from the assets of a corporation or limited liability company. Specifically, if an entity applies to form a corporation or limited liability company in a state that does not require the disclosure of beneficial ownership information, then the entity must file beneficial ownership information with the Financial Crimes Enforcement Network. The bill imposes a civil penalty and authorizes criminal penalties—a fine, a prison term for up to three years, or both—for providing false or fraudulent beneficial ownership information or for willfully failing to provide complete or updated beneficial ownership information. It directs the Department of the Treasury to require persons engaged in the business of forming (or of purchasing, selling, or transferring the public records that form) corporations or limited liability companies to establish anti-money laundering programs. The Government Accountability Office must study and report on: (1) the availability of beneficial ownership information for other legal entities (e.g., partnerships), and (2) the effectiveness of incorporation practices implemented under this bill.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

Mental Health Access Improvement Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) cover marriage and family therapist services and mental health counselor services under Medicare, (2) exclude such services from the skilled nursing facility prospective payment system, and (3) authorize marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Elie Wiesel Genocide and Atrocities Prevention Act of 2017 This bill states that it is U.S. policy to regard the prevention of genocide and other atrocity crimes as a core national security interest and a core moral responsibility. The President shall instruct the Department of State to establish a Mass Atrocities Task Force to strengthen State Department efforts and assist other agency efforts at atrocity prevention and response. The Foreign Service Act of 1980 is amended to provide for the training of Foreign Service Officers in conflict and atrocity crimes prevention. The Director of National Intelligence is encouraged to include in his or her annual testimony to Congress on threats to U.S. national security: (1) a review of countries and regions at risk of atrocity crimes; and (2) specific countries and regions at immediate risk of atrocity crimes, including most likely pathways to violence, specific risk factors, potential perpetrators, and at-risk target groups. The bill establishes the Complex Crises Fund to enable the State Department and the U.S. Agency for International Development to support programs and activities to prevent or respond to emerging or unforeseen foreign challenges and complex crises overseas, including potential atrocity crimes. Fund amounts may not be expended for lethal assistance or to respond to natural disasters.

Calls for an end to the dog and cat meat industry. Urges the governments of China, South Korea, Vietnam, Thailand, the Philippines, Indonesia, Cambodia, Laos, India, and all other nations to: (1) adopt and enforce laws banning the dog and cat meat trade, (2) increase efforts to prevent any leather or fur byproducts of such trade from entering international markets, and (3) use their food safety laws to crack down on the sale of dog and cat meat. Affirms the U.S. commitment to the protection of animals and to advancing the progress of animal protection around the world. Urges executive branch officials to include the dog and cat meat trade on the agenda for discussion with the officials of countries that have a dog or cat meat industry.

This bill directs the United States Postal Service to issue and sell an Alzheimer's Disease Research Semipostal Stamp. Proceeds from the sale of the stamp must be transferred to the National Institutes of Health. The stamp must be made available to the public for six years.

Deferment for Active Cancer Treatment Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to allow borrowers to defer student loans while they are receiving cancer treatment and during the six months after treatment.

Outdoor Recreation Legacy Partnership Grant Program Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to eligible entities (the states, their political subdivisions, special purpose districts, and Indian Tribes) for projects to: (1) acquire land and water for parks and other outdoor recreation purposes, and (2) develop new or renovate existing outdoor recreation facilities. As a condition for receiving a grant, an eligible entity shall provide matching funds in cash or in kind equal to 100% of the amounts available under the grant. A grant recipient may use the grant to acquire land or water providing outdoor recreation opportunities to the public. A grant may also be used to develop or renovate outdoor recreational facilities, with priority given to projects that: create or significantly enhance access to park and recreational opportunities in an urban neighborhood or community; engage and empower underserved communities and youth; provide opportunities for youth employment or job training; establish or expand public-private partnerships; take advantage of coordination among various levels of government. Grant funds may not be used for specified costs, facilities, and activities, including the acquisition of lands or interests that restrict access to particular persons.

Volunteer Income Tax Assistance Permanence Act of 2017 This bill directs the Internal Revenue Service (IRS) to establish a Community Volunteer Income Tax Assistance Matching Grant Program to provide matching funds for the development, expansion, or continuation of tax preparation programs to assist low-income taxpayers and members of underserved populations. Unless otherwise provided by a specific appropriation, the IRS may not allocate more than $30 million per fiscal year (exclusive of costs of administering the program) for the program.

United States-Israel Anti-Tunnel Defense Cooperation Act This bill authorizes the Department of Defense, upon request of the Ministry of Defense of Israel and in consultation with the Department of State and the Director of National Intelligence, to carry out research, development, test, and evaluation, on a joint basis with Israel, to establish anti-tunneling capabilities to detect, map, and neutralize underground tunnels that threaten the United States or Israel.

Promoting Resilience and Efficiency in Preparing for Attacks and Responding to Emergencies Act or the PREPARE Act This bill revises programs and activities of the Federal Emergency Management Agency (FEMA), the Office of Emergency Communications of the Department of Homeland Security (DHS), and the Office of Health Affairs of DHS. Specifically, the bill amends the Homeland Security Act of 2002 to: revise requirements for and reauthorize the Urban Area Security Initiative, require states receiving homeland security grants to submit to FEMA certain threat and risk assessments, expand the allowable uses of homeland security grant funds to include enhancing medical preparedness and cybersecurity, require FEMA to implement a uniform process for using grant funds to purchase certain equipment or systems, update the National Incident Management System at least once every five years, expand requirements relating to cyber preparedness, require FEMA to establish a major metropolitan area counterterrorism training and exercise grant program, revise duties of the Chief Medical Officer of DHS, and require DHS to establish a medical countermeasures program. DHS may establish a Rural Domestic Preparedness Consortium to provide training to emergency response providers from rural communities. FEMA must provide updates on the management of the Chemical, Ordnance, Biological, and Radiological Training Facility of the Center for Domestic Preparedness. DHS may not implement the National Preparedness Grant Program or change the location or reporting structure of the Office of Emergency Communications without prior authorization from Congress. FEMA must: (1) designate a chief management official for the agency, (2) report on efforts to modernize its grants and financial information technology systems, and (3) update its strategic human capital plan in 2018 and the next five succeeding years.

Expresses that the House of Representatives: remembers the victims, their families, the survivors, and the community one year since the Pulse nightclub shooting in Orlando, Florida, the deadliest mass shooting in the history of the United States; acknowledges the scars are still fresh and the community is still recovering from this tragedy; offers support to the brave men and women of the emergency response teams, law enforcement agencies who responded to the scene of the shooting, and the medical personnel who treated victims and survivors; acknowledges the threat of homegrown terrorists and will work together to ensure such a tragedy is not repeated; stands united together against terrorism and hatred, and will not permit prejudice, violence, and fear to diminish the U.S. ideals of compassion, liberty, equality, and freedom.

Department of Homeland Security Authorization Act of 2017 or the DHS Authorization Act of 2017 This bill amends the Homeland Security Act of 2002 to establish in the Department of Homeland Security (DHS) a Headquarters, which shall, among other things: (1) establish an overall strategy to successfully further the mission of DHS, and (2) ensure that DHS successfully meets operational and management performance objectives. The bill: (1) sets forth the responsibilities of Chief Privacy Officer, the Chief Financial Officer, and the Chief Information Officer of DHS; (2) establishes the positions of Chief Procurement Officer and Chief Security Officer; and (3) includes acquisition management with the responsibilities of the Under Secretary for Management. DHS must establish an Acquisition Review Board to: (1) strengthen accountability and uniformity within the DHS acquisition review process, (2) review major acquisition programs, and (3) review the use of best practices. DHS must adopt, and report on, a multiyear acquisition strategy.

Stop the Importation and Trafficking of Synthetic Analogues Act of 2017 or the SITSA Act This bill amends the Controlled Substances Act to establish a new, sixth schedule of controlled substances—schedule A. A drug or substance in schedule A has a chemical structure that is similar to, and an effect on the body that is similar to or greater than, a controlled substance in schedule I, II, III, IV, or V. The bill adds 13 synthetic fentanyl-related substances to schedule A. It also authorizes, and establishes procedures for, the Drug Enforcement Administration (DEA) to temporarily and permanently place a drug or substance in schedule A. The bill establishes criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute a schedule A substance. However, it explicitly prohibits criminal and civil penalties solely for possession of a schedule A controlled substance. The bill makes it unlawful to import, export, manufacture, distribute, dispense, or possess with intent to manufacture, distribute, or dispense, a schedule A substance that is not clearly labeled. Finally, it establishes new, separate DEA registration requirements for manufacturers, distributors, and importers and exporters of schedule A substances.

Maritime Security Coordination Improvement Act This bill amends the Security and Accountability for Every Port Act of 2006 to direct the Department of Homeland Security (DHS), by 270 days after this bill's enactment: (1) and every three years thereafter, to submit an update of the strategic plan to enhance the security of the international supply chain; and (2) to report on the effectiveness of, and need for any improvements to, the Container Security Initiative. The bill requires an Area Maritime Security Advisory Committee to facilitate the sharing of information relating to cybersecurity risks and incidents to address port-specific cybersecurity risks and incidents. DHS's facility and vessel vulnerability assessments shall include identification of weaknesses in cybersecurity. The security plan submitted by an owner or operator of a vessel or facility for deterring a transportation security incident shall include provisions for prevention, management, and response to cybersecurity risks and incidents. DHS must verify the effectiveness of each such plan at least once (currently, twice) a year, and more frequently as necessary, in a risk-based manner. The bill requires DHS, at least 30 days before signing an arrangement with a foreign government providing for mutual recognition of supply chain security practices which might result in the utilization of benefits offered to Tier 1, Tier 2, and Tier 3 participants in the Customs-Trade Partnership Against Terrorism (C-TPAT), to: (1) notify Congress of the proposed terms, and (2) determine that such government's program provides comparable security as that provided by C-TPAT. The bill amends the Homeland Security Act of 2002 to direct DHS, within 180 days and biennially thereafter, to submit to Congress a maritime operations coordination plan. The Government Accountability Office shall report on the state of the Coast Guard's Deployable Specialized Forces. DHS shall conduct a cost-benefit analysis, for any location in which U.S. Customs and Border Protection's Office of Air and Marine Operations is based within 45 miles of locations where any other DHS agency also operates air and marine assets, to consider the potential cost and savings from co-locating the operational assets of such office at facilities where such other DHS agencies operate such assets. The bill repeals provisions requiring DHS to establish: (1) interagency operational centers for port security at all high-priority ports, and (2) a program to evaluate and certify secure systems of international intermodal transportation.

Combating BDS Act of 2017 This bill allows a state or local government to adopt and enforce measures to divest its assets from, prohibit investment of its assets in, or restrict contracting with: (1) an entity that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with such an entity. Such measures are not preempted by federal law. A state or local government that seeks to adopt or enforce such measures shall comply with specified requirements related to notice, timing, and opportunity for comment. In addition, the bill amends the Investment Company Act of 1940 to prohibit a person from bringing any civil, criminal, or administrative action against a registered investment company based solely upon that company's divestment from securities issued by a person that engages in a commerce- or investment-related boycott, divestment, or sanctions activity targeting Israel.

(The program, which provides persons who are engaged in Asia-Pacific Economic Cooperation business with expedited airport processing, is scheduled to end on September 30, 2018.)

Fight Russian Corruption Act This bill amends the State Department Basic Authorities Act of 1956 to require the Department of State to establish the Office of Anti-Corruption relating to Illicit Russian Financial Activities in Europe. Such office shall: (1) analyze financial networks of the Russian Federation operating in European countries that relate to real estate, energy, media, infrastructure, and other sectors; and (2) train U.S. liaison officers to serve in key U.S. diplomatic and consular posts in such countries to cooperate with foreign partners in uncovering and prosecuting illicit Russian financial activity. The bill authorizes the State Department to provide assistance to European countries to combat corruption, including to support: (1) activities of such office; (2) foreign programs focused on investigative journalism and independence of the media environment to expose Russian corruption; and (3) activities in Europe related to anti-corruption, anti-propoganda, and anti-Russian malign influence. The State Department shall seek to work with the North Atlantic Treaty Organization (NATO) to: (1) elevate anti-corruption as an element of NATO's Readiness Action Plan, (2) task the NATO Assistant Secretary General for Intelligence and Warning with monitoring Russian influence in NATO member states, and (3) prioritize the combating of Russian influence under the NATO-European Union framework. The Office of the Director of National Intelligence shall submit a National Intelligence Estimate on: (1) purchases made in the last five years by individuals and entities of key sectors in European countries, particularly purchases that provide monopolistic control of a sector; and (2) the individuals and entities making such purchases, including any links to the Russian Federation.

Humane Cosmetics Act This bill prohibits testing cosmetics on animals, effective on the date that is one year after enactment of this bill. No cosmetic may be sold or transported if the final product or any component was developed or manufactured using animal testing after that date, effective three years after enactment of this bill.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Economic Growth and Development Act This bill requires the President to establish a primary interagency mechanism to coordinate U.S. development assistance programs carried out by federal agencies overseas with private sector investment activities. The mechanism shall: streamline the private-sector liaison, coordination, and investment promotion functions of such agencies; facilitate the use of development and finance tools across such agencies to attract greater participation in development activities by the private sector; and establish a single point of contact for U.S. private sector entities pursuing partnership opportunities with such agencies. Federal agencies planning or providing U.S. development assistance overseas shall ensure that: (1) a rigorous analysis of the constraints to economic growth and investment within a recipient country guides any U.S. development strategy, and (2) U.S. development strategies are coordinated with private sector activities in such countries. Each analysis shall identify and analyze: (1) the constraints posed by inadequacies in critical infrastructure, the education system, the rule of law, the tax and investment codes, or the customs or regulatory regimes in the recipient country; and (2) the particular economic sectors that are central to achieving economic growth in the recipient country. The results of each analysis shall be: (1) incorporated into any relevant development strategy, and (2) used to guide the allocation of resources by federal agencies planning or providing U.S. development assistance overseas.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II. The bill expresses the sense of Congress that the Smithsonian Institution should make the medal available for display elsewhere, particularly at appropriate locations associated with the Ghost Army, and that preference should be given to locations affiliated with the Smithsonian.

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.
