Fix Our Forests Act This bill establishes requirements for managing forests on federal land, including requirements concerning reducing wildfire threats, expediting the review of certain forest management projects, and implementing forest management projects and other activities. Specifically, the bill (1) designates certain firesheds at high risk for wildfires as fireshed management areas; (2) directs the U.S. Forest Service and U.S. Geological Survey to jointly establish an interagency Fireshed Center that is responsible for duties related to assessing and predicting fire, including maintaining a fireshed registry on a publicly accessible website that provides interactive geospatial data on individual firesheds; and (3) makes other requirements related to reducing wildfire. Next, the bill expedites the review of certain forest management projects under the National Environmental Policy Act (NEPA) of 1969 and exempts certain activities from NEPA review. It also establishes intra-agency strike teams to accelerate the review and any interagency consultation processes under NEPA, the Endangered Species Act of 1973, and the National Historic Preservation Act. It also limits consultation requirements concerning threatened and endangered species under the Forest and Rangeland Renewable Resources Planning Act of 1974 and the Federal Land Management and Policy Act of 1976. Finally, it limits litigation involving fireshed management projects and limits remedies that courts may provide. Additionally, the bill supports reducing community wildfire risks, carrying out forest restoration and stewardship activities, conducting biochar demonstration projects, and advancing technologies to address forest wildfires.

Israel Security Assistance Support Act This bill specifies that no federal funds may be used to withhold, halt, reverse, or cancel the delivery of defense articles or defense services to Israel. Also, no funds may be used to pay the salary of any Department of Defense (DOD) or Department of State employee who acts to limit defense deliveries to Israel. Additionally, DOD and the State Department shall ensure prompt delivery of all defense articles and services expected to be delivered to Israel in FY2024 and FY2025. Unobligated funds for operation and maintenance for the Office of the Secretary of Defense, diplomatic programs for the Office of the Secretary of State, and the National Security Council may not be spent until each office certifies to Congress that any withheld defense articles or services are delivered to Israel. DOD and the State Department must obligate any remaining funds for assistance to Israel. DOD and the State Department must periodically report to Congress on defense articles and services provided to Israel.

Clear Communication for Veterans Claims Act This bill requires the Department of Veterans Affairs (VA) to seek to enter into an agreement with a federally funded research and development center to assess notices that the VA sends to claimants applying for or submitting claims for VA benefits. The VA must report on the findings of the assessment and implement recommendations in the assessment.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Harnessing Energy At Thermal Sources Act or the HEATS Act This bill exempts certain geothermal activities on state and private lands (except Indian lands) from drilling permit requirements as well as environmental and historic preservation review requirements. First, the bill prohibits the Department of the Interior from requiring an operator to obtain a drilling permit under the Geothermal Steam Act of 1970 for any geothermal exploration and production activity conducted on a nonfederal surface estate (i.e., the part of the estate that is above ground) if (1) the United States holds an ownership interest of less than 50% of the subsurface geothermal estate to be accessed by the proposed action, and (2) the operator submits to Interior a state permit to conduct the geothermal exploration and production activity on the nonfederal surface estate. Next, the bill states that such geothermal exploration and production activity is not considered a major federal action under National Environmental Policy Act of 1969 (NEPA). Thus, such activity does not trigger NEPA's environmental review requirements. In addition, the bill exempts such activity from the consultation requirements under the Endangered Species Act of 1973. It also exempts the activity from review under the National Historic Preservation Act unless the state in which the activity occurs does not have a state law that addresses the preservation of historic properties.

This joint resolution nullifies the final rule issued by the Federal Highway Administration (FHWA) titled National Performance Management Measures; Assessing Performance of the National Highway System, Greenhouse Gas Emissions Measure and published on December 7, 2023. Under current law, each state must set targets for and report on the progress of performance metrics related to the U.S. surface transportation system. The rule establishes a specific measure for assessing greenhouse gas (GHG) emissions associated with transportation (GHG measure). The rule also requires state departments of transportation and metropolitan planning organizations to establish declining carbon dioxide (CO2) targets for the GHG measure and report to the FHWA on their progress towards achieving these targets.

BOLD Infrastructure for Alzheimer's Reauthorization Act of 2024 This bill reauthorizes through FY2029 several programs that are administered by the Department of Health and Human Services to support research and resources related to Alzheimer's disease and related dementias. Specifically, the bill reauthorizes (1) cooperative agreements with state, local, and tribal health departments to address Alzheimer's disease and related dementias through education, early detection, caregiver support, and other avenues; (2) regional centers that raise awareness and support research regarding these conditions; and (3) data collection on the incidence and prevalence of these conditions.
