Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

Employee Stock Ownership Plan Promotion and Improvement Act of 2010 - Amends the Internal Revenue Code to: (1) exempt certain distributions, including dividends, by S corporations to an employee stock ownership plan (ESOP) from the penalty tax for premature employee benefit plan withdrawals; (2) exempt deductions for ESOP dividends from corporate alternative minimum tax adjustments based on adjusted earnings and profits; (3) allow deferral of the recognition of gain for certain sales to ESOPs sponsored by any domestic corporation, including S corporations; (4) allow reinvestment of ESOP stock proceeds eligible for nonrecognition of gain in certain mutual funds; and (5) modify certain ESOP stock ownership rules. Amends the Small Business Act to allow a majority-owned ESOP business concern to continue to qualify for loans, preferences, and other programs under such Act.

Girls Protection Act of 2010 - Amends the federal criminal code to impose a fine or five-year prison term, or both, on any U.S. citizen or alien admitted for permanent residence who knowingly transports in foreign commerce a girl under the age of 18 for the purposes of female genital mutilation.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Amends the Patient Protection and Affordable Care Act to prohibit federal funds from being to used to cover any part of the costs of any health plan that includes coverage of abortion services. (Currently, federal funds cannot be used for abortion services and plans receiving federal funds must keep federal funds segregated from any funds for abortion services.) Requires any qualified health benefit plan offered through an Exchange that includes coverage for abortions to also offer a qualified health benefit plan through the Exchange that is identical in every respect except that it does not cover abortions.

Expresses the sense of the House of Representatives that: (1) Democratic Members of the House should join its Republican Members in a total ban on earmarks for one year; (2) discretionary spending should be reduced in the concurrent budget resolution for FY2011 by the total amount that was spent on requests for earmarks in FY2010; (3) if spending in that resolution is not reduced by such amount, an amendment to that resolution to effectuate this change should be made in order; and (4) a complete review and overhaul of the congressional budgetary, spending, and earmark processes should be commenced by creating a bipartisan, bicameral committee to study the issue and report to the House and Senate with its recommendations.

America's Commitment to Clean Water Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," for waters subject to the Act, with the term "waters of the United States," defined to mean: (1) all waters that are currently used, were used in the past, or may be susceptible to use in interstate or foreign commerce including all waters that are subject to the ebb and flow of the tide; (2) all interstate and international waters, including interstate and international wetlands; (3) all other waters, including intrastate lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, or natural ponds, the use, degradation, or destruction of which does or would affect interstate or foreign commerce, U.S. obligations under a treaty, or U.S. territory or property; (4) all impoundments of waters otherwise defined as waters of the United States; (5) tributaries of such waters; (6) the territorial seas; and (7) waters, including wetlands, adjacent to such waters. Excludes from such definition: (1) waters that are all or part of a waste treatment system, including treatment ponds or lagoons designed to meet the requirements of the Act; or (2) prior converted cropland. Declares that the final authority regarding jurisdiction under this Act remains with the Administrator of the Environmental Protection Agency (EPA) notwithstanding the Secretary of Agriculture's determination that an area is prior converted cropland. Sets forth provisions defining waste treatment systems and prior converted farmland. Prohibits a system or structure that is created in waters of the United States or results from the impoundment of such waters from being documented as a waste treatment system. Authorizes a waste treatment system in existence and documented before this Act's enactment to include a waste treatment system that was either originally created in or resultant from the impoundment of such waters if the system's discharge meets applicable standards and limitations at the point of discharge.

Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Home Star Energy Retrofit Act of 2010 - Requires the Secretary of Energy to establish: (1) the Home Star Retrofit Rebate Program to provide rebates to contractors to be passed through as discounts to homeowners who retrofit their homes to achieve energy savings; (2) a Federal Rebate Processing System to enable rebate aggregators to submit claims for reimbursement; and (3) a national retrofit website and public information campaign that provide information on the Program. Requires the Secretary to: (1) develop a network of rebate aggregators that can facilitate the delivery of rebates to reimburse participating contractors and vendors for discounts provided to homeowners for energy efficiency retrofit work; (2) ensure that rebate aggregation services are available to all homeowners at the lowest reasonable cost; and (3) develop guidelines for states to allow utilities participating as rebate aggregators to count the energy savings from their participation toward state-level energy saving targets. Sets forth eligibility criteria for, and responsibilities of, rebate aggregators. Establishes: (1) a Silver Star Home Energy Retrofit Program to award rebates during the first year after this Act's enactment to reimburse participating contractors and vendors for discounts provided to homeowners for retrofit work that installs specified energy saving measures, including air-sealing and insulation measures, duct seal or replacement, window or door replacement, heating or cooling system replacement, and water heater replacement; and (2) a Gold Star Home Energy Retrofit Program to award rebates to reimburse participating accredited contractors and vendors for retrofit work that achieves whole home energy savings. Sets forth provisions concerning: (1) the amount of the rebates (up to $3,000 per home for Silver Star rebates or $8,000 per home for Gold Star rebates); and (2) the treatment of rebates for tax purposes (excluded from taxable income). Requires states that receive funding under this Act to submit to the Secretary plans to implement quality assurance programs that cover residential energy efficiency retrofit work sponsored or provided under this Act. Requires the Secretary to establish a Home Star Energy Efficiency Loan Program to make funds available to states to support financial assistance provided by qualified financing entities for qualifying energy saving measures under the Silver Star or Gold Star programs.

Global Conservation Act of 2010 - Directs the President, through the Coordinator for Global Conservation, to establish the International Conservation Strategy to help combat global natural resource and biodiversity degradation in developing countries. Directs the Coordinator to establish the Interagency Working Group on Global Conservation. Directs the President to establish the President's Advisory Committee for Global Conservation. Urges the President to work with the world's major foreign assistance donor countries to: (1) develop an international conservation assistance strategy; (2) identify multilateral coordinating mechanisms; and (3) promote existing multilateral initiatives designed to identify meaningful levels of interim funding for forest conservation in developing countries.

Medical Foods Equity Act of 2010 - Amends titles XVIII (Medicare), XIX (Medicaid), and XXI (State Children's Health Insurance Program) (CHIP, formerly known as SCHIP) of the Social Security Act to include coverage of: (1) medically necessary food and food modified to be low protein; and (2) pharmacological doses of vitamins and amino acids used for the treatment of inborn errors of metabolism. Provides for similar coverage under the TRICARE program (military health care). Amends the Employee Retirement Income Security Act (ERISA), the Public Health Service Act, and the Internal Revenue Code to provide coverage in group and individual plans of such food and vitamins and amino acids. Requires the Secretary of Health and Human Services (HHS) to determine the minimum yearly coverage for all health insurance plans based upon the expanded coverage provided by this Act.

Drunk Driving Repeat Offender Prevention Act of 2010 - Directs the Secretary of Transportation to withhold specified graduated percentages of a state's apportionment of certain federal-aid highway funds for FY2013-FY2015 if the state has not enacted and is not enforcing a law requiring the installation of an ignition interlock device for a minimum of 180 days on each motor vehicle operated by an individual convicted of driving while intoxicated or driving under the influence.

Research of Alcohol Detection Systems for Stopping Alcohol-related Fatalities Everywhere Act of 2010 or the ROADS SAFE Act of 2010 - Directs the Administrator of the National Highway Traffic Safety Administration (NHTSA) to carry out a collaborative research effort to continue to explore, and report to specified congressional committees on, the feasibility and the potential benefits of, and the public policy challenges associated with, more widespread deployment of in-vehicle technology to prevent alcohol-impaired driving.

Great Lakes Restoration Semipostal Stamp Act of 2010 - Requires the United States Postal Service to issue and sell, at a premium, a Great Lakes Restoration Semipostal Stamp. Requires proceeds from the sale of such stamp to be transferred to the Environmental Protection Agency (EPA) for the operations of the Great Lakes Restoration Initiative. Prohibits such proceeds from being taken into account in any decision relating to the level of appropriations or other federal funding to be furnished to the EPA or such Initiative. Requires the stamp to: (1) be made available to the public for at least five years; and (2) depict images of the five Great Lakes.

American Job Creation and Investment Act - Amends the Internal Revenue Code to allow a corporation to elect in 2010 and 2011 to increase its alternative minimum tax (AMT) credits by a specified credit adjustment amount for purposes of increasing its U.S. workforce and making investments in business equipment. Allows a similar election for a taxable year which includes December 31, 2009, with certain restrictions. Terminates such additional credit allowance after December 31, 2011.

Bleeding Disorder Screening, Awareness, and Further Education (SAFE) Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to carry out the following activities: (1) development of a new, or identification of an existing, screening questionnaire that is evidence-based and in accordance with clinical guidelines for use in the diagnosis of bleeding disorders in adolescents and young adults; and (2) as widely as possible in adolescent populations, dissemination and implementation of the screening questionnaire and other screening tools relevant to the diagnosis of bleeding disorders, ensuring referrals as specified. Directs the Secretary to give priority to grant or contract applicants proposing to provide screening to high school or higher education students. Requires the Secretary to conduct an education campaign to increase awareness about bleeding disorders among health professionals. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or contracts to public or nonprofit private entities to: (1) augment existing research efforts to evaluate, improve, and standardize methods for diagnosing bleeding disorders; and (2) expand ongoing efforts to determine the prevalence of bleeding disorders in the general population, identify symptoms, risk factors, and co-morbidities associated with bleeding disorders, and implement female-specific surveillance systems and conduct related research to improve bleeding symptoms and quality of life among adolescent and adult women with bleeding disorders. Authorizes the Secretary to provide technical assistance. Directs the Secretary to report to Congress on the results of activities under this Act.

Formaldehyde Standards for Composite Wood Products Act - Amends the Toxic Substances Control Act (TSCA) to require the Administrator of the Environmental Protection Agency (EPA) to conduct a rulemaking process to determine whether the definition of "hardwood plywood" should exempt engineered veneer or any laminated product. Makes the formaldehyde emission standard contained in the California Code of Regulations (relating to an airborne toxic control measure to reduce formaldehyde emissions from composite wood products, as in effect on July 28, 2009) applicable to hardwood plywood, medium-density fiberboard, and particleboard sold, supplied, offered for sale, or manufactured in the United States, regardless of whether such a material is in the form of an unfinished panel or incorporated into a finished good. Specifies materials and products that are exempt from such standard. Directs the Administrator to promulgate implementing regulations that ensure compliance equivalent to compliance with the California standard, including its provisions relating to labeling, chain of custody requirements, sell-through provisions, ultra low-emitting formaldehyde resins, no-added formaldehyde-based resins, finished goods, third-party testing and certification, auditing and reporting of third-party certifiers, recordkeeping, enforcement, and laminated products. Bases the effective date of sell-through regulations, with respect to finished goods containing regulated composite wood products, for recreational vehicles, manufactured homes, and modular homes on a designated date of manufacture, rather than the date of sale, of the finished good. Exempts any inventory of finished goods containing regulated composite wood products manufactured before the designated date of manufacture of the finished goods from the formaldehyde emissions standard. Requires the Administrator, by July 1, 2012, in coordination with the Commissioner of Customs and Border Protection (CBP) and other appropriate federal agencies, to revise regulations promulgated under TSCA concerning import certification of any chemical substance, mixture, or article containing a chemical substance or mixture as necessary to ensure compliance with this Act. Authorizes the Administrator to modify any reference to an industry formaldehyde emission standard that is subsequently updated. Provides that an individual or entity that violates any requirement under this Act shall be considered to have committed a prohibited act under TSCA. Requires the Secretary of Housing and Urban Development (HUD) to update regulations on formaldehyde emission controls for certain wood products used in construction of manufactured homes to ensure that they reflect the formaldehyde emission standards established by this Act.

Community Airport Access and Protection Act of 2010 - Allows sponsors of general aviation airports to enter into agreements granting persons owning property adjacent to the airport through-the-fence access for aircraft located on their property. Declares that sponsors who make such agreements shall not be ineligible for airport improvement project grant funds conditioned on general assurances on airport uses.

Great Lakes Ecosystem Protection Act of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to expand the duties of the Great Lakes Program Office by requiring the Office to: (1) provide support for Great Lakes governance and management; and (2) coordinate with the Great Lakes Interagency Task Force. Establishes: (1) the Great Lakes Leadership Council to establish policy, goals, and priorities with respect to Great Lakes protection and restoration, determine a process for participating in international forums, and provide annual input regarding federal budget priorities and levels for Great Lakes protection and restoration; (2) the Great Lakes Management Committee within the Council to report to and provide direction for the Council, monitor and assist implementation activities relating to Great Lakes management, and engage in problem solving regarding Great Lakes management; and (3) the Great Lakes Interagency Task Force. Requires the Administrator of the Environmental Protection Agency (EPA) to report annually to Congress on budgets and restoration activities relating to EPA's organizational elements involved in Great Lakes activities and EPA's reasons for approving or disapproving the Council's recommendations. Authorizes appropriations for: (1) remediation of sediment contamination in areas of concern in the Great Lakes; and (2) the Great Lakes Program. Requires EPA, in coordination with federal partners, to implement a Great Lakes Restoration Initiative which will: (1) identify and support programs to target the most significant environmental problems in the Great Lakes ecosystem; (2) be based on the work of the Task Force and the Council's stakeholders and nongovernmental partners; and (3) represent the government's commitment to significantly advance Great Lakes protection and restoration. Prohibits funding made available to implement the Initiative from being used for water infrastructure activity that is implemented using funds made available under the clean water or drinking water state revolving fund program. Requires federal agencies to: (1) maintain the base level of funding for their Great Lakes activities; and (2) identify new activities to support the environmental goals of the Initiative.

National Manufacturing Strategy Act of 2010 - Expresses the sense of Congress that the U.S. government should promote policies related to the nation's manufacturing sector that, among other things: (1) create sustainable economic growth and increased employment; (2) recruit, improve, and educate the workforce; (3) increase productivity, exports, and global competitiveness; and (4) maintain and improve national and homeland security. Directs the President, every four years, to: (1) conduct a comprehensive analysis of the nation's manufacturing sector; and (2) submit to Congress a National Manufacturing Strategy (Strategy). Requires the President, in developing each Strategy, to convene a Manufacturing Strategy Task Force to make recommendations regarding specified matters for incorporation into the Strategy, including short- and long-term goals for the manufacturing sector. Directs that: (1) each final Strategy be published on a public website; and (2) the first Strategy be issued by February 28, 2011. Directs the Comptroller General, three years after publication of a Strategy, to review its recommendations. Requires the President to convene a President's Manufacturing Strategy Board to provide information and recommendations regarding the needs of, and opportunities for, the nation's manufacturing sector. Directs the National Academy of Sciences to: (1) conduct quadrennial studies concerning U.S. manufacturing; and (2) report each study's results to Congress and the President. Provides for additional required and discretionary studies. Requires the President, in preparing each annual budget, to include information regarding that budget's consistency with the goals and recommendations included in the latest Strategy.
