Ensuring the Future Physician Workforce Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the formula for calculating payments for physicians' services. Resets to 2007 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2010. Extends the current quality reporting system. Amends the Medicare Improvement and Extension Act of 2006 to extend and increase transitional bonus incentive payments. Amends SSA title XVIII to direct the Secretary of Health and Human Services to: (1) establish a new physician quality incentive system; and (2) create standards for health information technology (HIT) payment incentives. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of HIT and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Directs the Secretary to arrange for a study of price inputs and relative values for physicians' services recommended by the AMA/Speciality Society Relative Value Unit Scale Update Committee process. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities. Amends SSA title XVIII to accelerate the deadline for nationwide implementation of the recovery audit contractor element of the Medicare Integrity Program.

Iraq Study Group Recommendations Implementation Act of 2007 - Expresses the sense of Congress: (1) that the President should formulate a comprehensive plan to implement the Iraq Study Group recommendations; (2) respecting diplomatic efforts in Iraq; and (3) respecting redeployment of U.S. combat brigades not necessary for force protection and other specified duties by the first quarter of 2008. States U.S. policy respecting: (1) security and military forces in Iraq; (2) strengthening the U.S. military; (3) police and criminal justice in Iraq; (4) the oil sector in Iraq; (5) improving assistance programs in Iraq; (6) budgetary preparation; and (7) conditions for continued U.S. assistance to Iraq based upon the government of Iraq meeting specified milestones. Requires the President to report to Congress every 90 days respecting such policies' implementation.

Protecting Our Children Comes First Act of 2007 - Amends the Missing Children's Assistance Act to reauthorize through FY2013, and revise requirements for uses of, the annual grant to the National Center for Missing and Exploited Children by the Administrator of the Office of Juvenile Justice and Deliquency Prevention.

Recreational Boating Act of 2007 - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to redefine the term "pollutant" to exclude any deck runoff from a recreational vessel, any engine cooling water, gray water, bilge water effluent from properly functioning recreational marine engine, laundry, shower, and galley sink wastes from a recreational vessel, or any other discharge incidental to the normal operation of a recreational vessel. Declares that such exclusion does not apply to rubbish, trash, garbage, or any other such materials discharged overboard by a recreational vessel. Defines "recreational vessel" to mean a vessel that is: (1) manufactured for operation, or operated primarily for recreational purposes; or (2) leased, rented, or chartered to an individual for recreational purposes.

Essential Oral Health Care Act of 2007 - Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to award grants to up to six entities to participate as pilot sites for the Community Dental Health Coordinator model developed as a new mid-level allied dental professional who will work in underserved communities where residents have no or limited access to oral health care. Requires the Secretary also to award grants to eligible entities to: (1) purchase portable or mobile dental equipment; and (2) pay for appropriate operational costs for the provision of free dental services to underserved populations. Amends SSA title XIX (Medicaid) and title XXI (State Children's Health Insurance Program (SCHIP)) to provide for an increase in the federal medical assistance percentage (FMAP) for states implementing requirements that ensure that children enrolled in the state Medicaid plan and/or SCHIP have access to oral health care services to the same extent as such services are available to the pediatric population of the state. Amends the Internal Revenue Code to allow a tax credit for the donation of qualified dental services to qualified low income individuals.

Wakefield Act - Amends the Public Health Service Act to extend by one year the length of time for which a grant may be awarded under the emergency medical services for children grant program, which allows the Secretary of Health and Human Services to make grants to states or schools of medicine to support projects to expand and improve emergency medical services for children who need treatment for trauma or critical care. Sets forth as the purpose of the program the reduction of child and youth morbidity and mortality by supporting improvements in the quality of all emergency medical care children receive. Requires the Secretary to support emergency medical services for children by supporting projects that: (1) develop and present scientific evidence; (2) promote existing innovative technologies appropriate for the care of children; and (3) provide information on health outcomes and effectiveness and cost-effectiveness. Directs that such program: (1) strive to enhance the pediatric capability of emergency medical service systems; and (2) be coordinated with all research, evaluations, and awards undertaken by the federal government related to emergency medical services for children.

Ballast Water Management Act of 2007 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to direct the Secretary of the department in which the Coast Guard is operating to issue regulations to prevent the introduction and spread of nonindigenous aquatic species in waters of the United States (under current law, of aquatic nuisance species into the Great Lakes). Directs the Secretary to: (1) issue regulations to establish national ballast water discharge standards that limit the number of living organisms contained in ballast water discharged from vessels into waters of the United States; and (2) determine whether one or more alternative ballast water management methods are available to achieve those standards. Requires vessel operators to conduct all ballast water management operations in accordance with a ballast water management plan designed to minimize the discharge of aquatic nuisance species. Regulates ballast tank sediment management. Removes provisions allowing, except in the Great Lakes, a vessel to exchange ballast water in a harbor if it has, because of safety, not done so at sea. Replaces a ballast water management demonstration program with a shipboard technology evaluation and demonstration program to evaluate alternative ballast water management methods aboard vessels to prevent aquatic nuisance species from being introduced into and spread through discharges of ballast water in waters of the United States. Requires a program to demonstrate and verify technologies and practices to monitor and control the introduction of aquatic invasive species by ship pathways other than the release of ballast water.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Death Tax Repeal Permanency Act of 2007 - Makes the repeal of the estate and generation-skipping transfer taxes under the Economic Growth and Tax Reconciliation Act of 2001 permanent (under the Act, those taxes would be reinstated after December 31, 2010).

Financial Security Accounts for Individuals with Disabilities Act of 2007 - Amends the Internal Revenue Code to establish tax-exempt financial security accounts for individuals with disabilities to pay certain expenses of such individuals, including expenses for education, medical care, and employment training.

Voting Enhancement and Security Act of 2007 - Amends the Help America Vote Act of 2002 to direct the Technical Guidelines Development Committee to develop for the Election Assistance Commission specific guidelines, meeting certain criteria, for the operation of electronic voting equipment in federal elections. Requires states to comply with such guidelines. Requires states to: (1) administer audits of the results of federal elections held in the state in accordance with a state audit plan; and (2) develop and implement election security protocols for protecting the voting equipment and contingency plans for addressing voting system failures and other emergencies.

Education Begins at Home Act - Directs the Secretary of Health and Human Services (HHS) to: (1) allot grants to states, Indians, territories, and possessions for programs of early childhood home visitation; and (2) make competitive grants to local educational agencies and other eligible applicants for early home visitation for families with English language learners. Directs the Secretary of Defense to make competitive grants to eligible applicants for early home visitation for military families. Amends the Head Start Act to direct the Secretary of HHS to establish standards for home visitor staff in Early Head Start programs with respect to their training, qualifications, and conduct of home visits. Revises Early Head Start programs to provide for: (1) training in parenting skills and child development; (2) certain home-based and family support services; (3) procedures for transition into Head Start or other local early childhood education programs; (4) staff communication and program coordination; and (5) professional development and personnel enhancement. Directs the Secretary of HHS to develop and implement a public information and educational campaign to inform the public and new parents about the importance of proper care for infants and children under five years of age.

Hearing Aid Assistance Tax Credit Act - Amends the Internal Revenue Code to allow a nonrefundable income tax credit of up to $500 for the purchase of a qualified hearing aid for an individual who is either: (1) age 55 or older; or (2) is claimed as a dependent of the taxpayer.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS) and other motor neuron disorders that can be confused with ALS, misdiagnosed as ALS, or progress to ALS; and (2) establish a national registry for the collection and storage of such data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to review information and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS and other motor neuron disorders. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for research access to ALS data as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Mother's Day Centennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue not more than 400,000 $1 coins emblematic of the 100th anniversary of President Wilson's proclamation designating the second Sunday in May as Mother's Day. Authorizes the Secretary to issue such coins beginning January 1, 2014, except that the Secretary may initiate sales of such coins, without issuance, before such date. Terminates such minting authority after December 31, 2014. Requires coin sales to include a $10 surcharge per coin, with distribution of such surcharges to the Susan G. Komen for the Cure and the National Osteoporosis Foundation for the purpose of furthering research.

Authorizes appropriations for FY2008-FY2010 for the: (1) National Science Foundation (NSF); and (2) specified programs and activities of the National Institute of Standards and Technology (NIST).

Improving Supplemental Education by Improving Parental Awareness Act - Amends the Elementary and Secondary Education Act of 1965 to require local educational agencies (LEAs) to make supplemental educational services (SES) available to needy students at the beginning of the school year following a school's identification as needing improvement for failing for two consecutive years to make adequate yearly progress (AYP) toward state academic performance standards. (Currently, such services are provided after an additional year of failure.) Expands the availability of school improvement funds for SES. Requires LEAs to: (1) provide parents with information concerning SES instructors; (2) choose SES providers using a fair, open, and objective process to operate at school sites for, at most, a reasonable fee; and (3) provide logistical information to providers and outreach to parents. Directs states to: (1) use valid and reliable methods based on nationally recognized professional standards to monitor SES providers; (2) establish fair removal procedures for providers subject to repeated complaints; (3) assist LEAs with the SES student enrollment process; (4) ensure that such process is fair to all SES providers; (5) if appropriate, require LEAs to use different methods to recruit SES eligible students; (6) if appropriate, provide incentives to rural SES providers; and (7) ensure that disabled and limited English proficient (LEP) children have a choice of at least two SES providers. Adds to the annual reporting requirement of states and LEAs receiving school improvement funds to require information regarding spending on, and student participation in, school choice and SES. Requires the Secretary of Education's assessment of SES effectiveness to employ scientifically-based criteria and weigh the participation of disabled and LEP children. Makes LEAs identified as needing improvement or corrective action ineligible as SES providers.

Amends the Tropical Forest Conservation Act of 1998 to make forests, coral reefs, and associated coastal marine ecosystem activities eligible for U.S. debt reduction benefits for developing countries. (Currently, such provision applies to tropical forests.) Renames: (1) the Tropical Forest Facility as the Conservation Facility; and (2) a Tropical Forest Agreement as a Conservation Agreement. Extends authorization of appropriations for debt reduction. Authorizes U.S. government representation on the administering body that oversees the implementation of grants arising from debt-for-nature swap or debt buy-back regardless of whether the United States is a party to any agreement between the purchaser and the beneficiary country government.

Volunteer Pilot Organization Protection Act of 2007 - Amends the Volunteer Protection Act of 1997 to exempt from liability a nonprofit volunteer pilot organization (or its referring agency) that flies for public benefit, its staff members, and its volunteers for harm caused by a volunteer while flying, in furtherance of the organization's purpose, an aircraft for which the volunteer was properly licensed and insured.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Plug-In Hybrid Electric Vehicle Act of 2007 - Directs the Secretary of Energy to: (1) conduct a program of research, development, demonstration, and commercial application of technologies needed for the development of plug-in hybrid electric vehicles; and (2) establish a competitive grant pilot demonstration program to provide up to 25 grants annually to state and local governments and metropolitan transportation authorities, or combinations of them, to implement demonstration projects for plug-in hybrid electric vehicles.

Internet Radio Equality Act - Declares to be ineffective: (1) the March 2, 2007, Determination of Rates and Terms of the U.S. Copyright Royalty Judges regarding rates and terms for the digital performance of sound recordings and ephemeral recordings; (2) the April 17, 2007, modification of that determination by an order denying motions for rehearing; and (3) any subsequent modification by the Copyright Royalty Judges published in the Federal Register. Replaces standards for determining reasonable rates and terms of royalty payments for public performances of sound recordings by means of eligible nonsubscription transmission services and new subscription services with a requirement that such rates and terms be established in accordance with stated objectives of the Copyright Royalty Judges. (Currently, rates and terms are required to distinguish among different types of eligible nonsubscription transmission services and include a minimum fee for each type.) Allows a minimum annual royalty for each provider subject to such rates and terms. Provides a transition rule for payment of royalties by providers of digital audio transmissions that would have been subject to the rates and terms nullified by this Act. Revises royalty payment provisions concerning the use of certain works in noncommercial broadcasting to include: (1) sound recordings; and (2) performance or display by nonprofit organizations and public broadcasting entities. Provides a transition rule for the payment by a public broadcasting entity to owners of copyrights in sound recordings. Requires a report to the Copyright Royalty Judges by the Assistant Secretary of Commerce for Communications and Information on the competitiveness of the Internet radio marketplace and the effect on Internet radio providers of proposed rate determinations in proceedings concerning: (1) public performances of sound recordings by means of the services described above; or (2) the use of certain works in noncommercial broadcasting. Requires the Federal Communications Commission (FCC), upon publication of the commencement of proceedings of the Copyright Royalty Judges to determine rates and terms under the statutory license described in this Act, to report on the effect of such proposals on localism, diversity, and competition in the Internet radio marketplace (including in rural areas). Requires a report to Congress and the Copyright Royalty Judges by the Corporation for Public Broadcasting (CPB) on the effect of such proposals upon public broadcasting licensees and permittees.

Civil Rights Act of 1964 Commemorative Coin Act - Requires the Secretary of the Treasury to mint and issue, during 2014, up to 350,000 one-dollar coins designed to be emblematic of the enactment of the Civil Rights Act of 1964 and its contribution to civil rights in America. Requires sales to include a $10 surcharge per coin, which shall be paid to the United Negro College Fund.

Urges the President to: (1) declare lung cancer a public health priority and immediately lead a coordinated effort to reduce the mortality rate of lung cancer by 50% by 2015; (2) direct the Secretary of Health and Human Services to increase funding for lung cancer research; (3) direct the Secretary of Defense to develop a lung cancer screening and disease management program among members of the Armed Forces and veterans and diagnostic programs for the early detection of lung cancer; (4) appoint the Lung Cancer Scientific and Medical Advisory Committee; and (5) convene a National Lung Cancer Public Health Policy Board to oversee and coordinate all efforts to reduce the lung cancer mortality rate.

Teach for America Act - Authorizes the Secretary of Education to award a grant to Teach For America, Inc. to implement and expand its program of recruiting, selecting, training, and supporting new teachers. Requires that grant funds be used to provide teachers to local educational agencies that serve a substantial percentage of students eligible for free or reduced price meals under the Richard B. Russell National School Lunch Act. Directs the Secretary of Education to provide for a study, at least once every three years, comparing the academic achievement of students taught by teachers assisted by this Act with the academic achievement of students taught by other teachers in the same schools and positions.

Energy For Our Future Act - Amends the Internal Revenue Code to: (1) repeal the limitation on the number of new qualified hybrid and advanced lean-burn technology vehicles eligible for the credit; (2) provide tax credits for manufacturers of fuel efficient motor vehicles; and (3) subject sports utility vehicles (SUVs) to the limitation on the depreciation of certain luxury automobiles. Sets forth a grant program for development of transit-oriented development corridors in urban areas. Amends federal transportation law to: (1) revise phased increases in automobile fuel economy standards; (2) set forth a national passenger car and light truck tire efficiency program; and (3) prescribe heavy duty vehicle fuel economy requirements. Amends the Energy Conservation and Production Act to double the appropriations authorized for weatherization assistance. Authorizes appropriations for the Energy Star program. Amends the Internal Revenue Code to extend the tax credits for: (1) renewable electricity production; and (2) residential energy efficient property. Amends the Public Utility Regulatory Policies Act of 1978 regarding: (1) efficiency resource standards for retail electricity and natural gas suppliers; (2) federal renewable portfolio standards; and (3) a revised net metering standard. Amends the Internal Revenue Code regarding: (1) tax credits for qualified energy efficiency expenditures for non-business property and for residential property; (2) modified tax deductions for energy efficient commercial buildings and low-rise buildings; (3) the tax deduction for energy efficient residential property; and (4) an energy savings certification credit. Amends the Energy Policy Act of 2005 to repeal certain provisions related to oil and gas production, resources, and tax incentives. Amends the Outer Continental Shelf Lands Act to repeal the Alaska Offshore Royalty suspension. Amends the Energy Policy and Conservation Act to declare certain preemptions of state law inapplicable to state regulation of energy consumption or water use of specified products. Amends the Coastal Zone Management Act of 1972 to restore the former procedure for appeals from consistency determinations revised by the Energy Policy Act of 2005. Amends the Federal Power Act to repeal specified provisions governing the siting of interstate electric transmission facilities. Amends the Natural Gas Act to rescind the authority of the Federal Energy Regulatory Commission to coordinate federal permits and other authorizations and compliance with the National Environmental Policy Act of 1969. Amends federal transportation law to repeal the preemption of state law relating to automobile fuel economy standards. Instructs the Secretary of Energy to implement a research and development program targeting advanced technologies, including: (1) biofuel; (2) hydrogen storage; (3) solar photovoltaic; and (4) wind energy. Plug-In Hybrid Electric Vehicle Act of 2007 - Instructs the Secretary to establish: (1) a research and development program targeting technologies for the development of plug-in hybrid electric vehicles and electric drive transportation; and (2) establish a competitive grant pilot demonstration program for governmental and public entities to implement plug-in hybrid electric vehicles. Solar Utilization Now Demonstration Act of 2007, or the SUN Act of 2007 - Instructs the Secretary to establish a grants program for states to demonstrate advanced photovoltaic technology.

American Automobile Industry Promotion Act of 2007 - Directs the Secretary of Energy to: (1) offer to enter into an arrangement with the National Academy of Sciences to assess state-of-the-art battery technologies with potential application for electric drive transportation; (2) conduct a program of research, development, demonstration, and commercial application for electric drive transportation technology (i.e., vehicles that use electric motors for all or part of the motive power); and (3) establish and carry out an Advanced Battery Initiative to support research, development, demonstration, and commercial application of battery technologies in on-road or nonroad vehicles. Amends the Internal Revenue Code to redefine the new advanced lean burn technology motor vehicle credit to suspend, until 2012 and later model vehicles, requirements that vehicles, to qualify for the credit, receive a certificate stating they meet or exceed certain weight and emission standards. Amends the Clean Air Act to: (1) define "biodiesel" and "biodiesel blend"; and (2) require the Administrator of the Environmental Protection Agency (EPA) to promulgate regulations to establish standards for each biodiesel blend.

Technology Innovation and Manufacturing Stimulation Act of 2007 - Authorizes appropriations to the Secretary of Commerce for FY2008-FY2010 for: (1) scientific and technical research and services laboratory activities of the National Institute of Standards and Technology (NIST); (2) the Malcolm Baldrige National Quality Award program; (3) construction and maintenance of NIST facilities; and (4) NIST Industrial Technology Services activities. Requires the Director of NIST, concurrent with submission to Congress of the President's annual budget request, to transmit a three-year programmatic planning report for NIST and subsequent updates. Establishes a Manufacturing Extension Partnership (MEP) Advisory Board. Allows the Secretary and the Director to accept funds from other federal departments and agencies and from the private sector to strengthen U.S. manufacturing. Requires the Director to establish within the MEP program a program to award competitive grants among the Regional Centers for the Transfer of Manufacturing Technology, or a consortium of such Centers, for the development of projects to solve new or emerging manufacturing problems. Abolishes the Advanced Technology Program. Establishes: (1) the Technology Innovation Program (TIP) to assist U.S. businesses and institutions of higher education to accelerate development and application of challenging, high-risk technologies that promise widespread economic benefits; and (2) a TIP Advisory Board. Increases funding for research fellowships and other financial assistance to students at institutions of higher education within the United States and to U.S. citizens for research and technical activities on NIST programs. Requires the Director to establish: (1) a manufacturing research pilot grants program to make awards to partnerships to foster cost-shared collaborations among firms, educational and research institutions, state agencies, and nonprofit organizations in the development of innovative, multidisciplinary manufacturing technologies; and (2) a manufacturing fellowship program for postdoctoral studies and research activities related to manufacturing sciences.

Cool and Efficient Buildings Act - Amends the Internal Revenue Code to allow a 20-year depreciation recovery period, calculated on a straight line basis, for heating, ventilation, air conditioning, or commercial refrigeration systems installed in nonresidential buildings.

National Science Foundation Authorization Act of 2007 - Authorizes appropriations to the National Science Foundation (NSF) for FY2008-FY2010, with specific allocations for: (1) research and related activities; (2) education and human resources; (3) major research equipment and facilities construction; (4) agency operations and award management; (5) the Office of the National Science Board; and (6) the Office of the Inspector General. Requires: (1) the Director of the NSF (the Director), for programs that require as part of the selection process for awards the submission of preproposals and that also limit the number of preproposals that may be submitted by an institution, to allow the subsequent submission of a full proposal based on each preproposal that is determined to have merit following the NSF's merit review process; and (2) the National Science Board to assess the effects on institutions of higher education of NSF policies regarding the imposition of limitations on the number of proposals that may be submitted by a single institution for programs supported by NSF. Directs the National Science Board to evaluate: (1) the role of NSF in supporting interdisciplinary research; and (2) the effectiveness of NSF's efforts to engage undergraduate students in research experiences in interdisciplinary settings. Requires the Director to carry out a pilot program to award one-year grants to individuals to assist them in improving research proposals that were previously submitted to NSF but not selected for funding. Makes an investigator supported under a NSF award, whom the Director determines has failed to comply with the provisions of section 734 (concerning the dissemination and sharing of research results) of the Foundation Grant Policy Manual, ineligible for a future award under any NSF supported program or activity. Requires the Director to annually evaluate all NSF's grants that are scheduled to expire within one year and that primarily: (1) meet the objectives of the Science and Engineering Equal Opportunity Act; or (2) provide teacher professional development. Requires the National Science Board to evaluate: (1) certain impacts of its policy to eliminate cost sharing for research grants and cooperative agreements for existing and new programs involving industry participation; and (2) funding for preconstruction activities and maintenance and operation costs for major research equipment and facilities. Requires that plans for proposed construction, repair, and upgrades to national research facilities include estimates of the total project cost and the source of funds for major upgrades of facilities in support of Antarctic research programs. Requires the Director to transmit specified reports on: (1) education programs within NSF research directorates; and (2) the Research in Undergraduate Institutions program. Requires rendering of National Science Board reports to Congress (currently, just rendered to the President for submission to Congress).

Librarian Incentive to Boost Recruitment and Retention in Areas of Need Act of 2007 or the LIBRARIAN Act - Amends the Higher Education Act of 1965 to permit the cancellation of Federal Perkins Loans for students who perform public service as full-time librarians, if the librarian has a master's degree in library science and is employed in: (1) an elementary school or secondary school that is eligible for assistance under title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965; or (2) a public library that serves a geographic area that contains one or more schools eligible for assistance under title I of such Act.

National Trails System Willing Seller Act - Amends the National Trails System Act to: (1) prohibit the federal acquisition of lands outside the exterior boundaries of any federally administered area, except with the owner's consent, for the Oregon, Mormon Pioneer, Lewis and Clark, Iditarod, and Nez Perce National Historic Trails and the Continental Divide, North Country, Ice Age, and Potomac Heritage National Scenic Trails; and (2) provide that federal authority to acquire fee title shall be limited to an average of not more than one-quarter mile on either side of the Oregon, Mormon Pioneer, Continental Divide, Lewis and Clark, Iditarod, and the Nez Perce trails.
