Pulmonary and Cardiac Rehabilitation Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of items and services under a cardiac rehabilitation program and a pulmonary rehabilitation program.

Securing America's Energy Independence Act of 2007 - Amends the Internal Revenue Code to extend through 2016: (1) the energy tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential energy efficient property expenditures. Allows such credits to be applied against alternative minimum tax liability. Includes advanced energy storage systems as energy property for purposes of the tax credit. Provides for a special credit amount for solar photovoltaic energy property and residential energy efficient property based upon kilowatt capacity. Allows accelerated depreciation (three-year recovery period) for solar energy and fuel cell property.

International Solid Waste Importation and Management Act of 2007 - Amends the Solid Waste Disposal Act to authorize states to enact laws or issue regulations or orders restricting the receipt and disposal of foreign municipal solid waste within their borders until the Administrator of the Environmental Protection Agency (EPA) issues regulations implementing and enforcing the Agreement Concerning the Transboundary Movement of Hazardous Waste between the United States and Canada. Declares that state actions authorized by this Act shall not be considered a burden on, or otherwise impede, interstate and foreign commerce. Requires the Administrator to: (1) perform the functions of the Designated Authority of the United States with respect to the importation and exportation of municipal solid waste under the Agreement; (2) implement and enforce the notice and consent and other provisions of the Agreement; and (3) issue final regulations on the Administrator's responsibilities as Designated Authority of the United States. Requires the Administrator to give substantial weight to the views of affected states and local governments before consenting to the importation of foreign municipal solid waste into the United States under the Agreement, and to consider the impact of such importation on: (1) public support for state and local recycling programs; (2) landfill capacities; (3) air emissions and road deterioration from increased vehicular traffic; and (4) homeland security, public health, and the environment. Makes it unlawful for any person to import, transport, or export municipal solid waste for final disposal or for incineration in violation of the Agreement. Authorizes the Administrator to assess civil penalties for violations of this Act or to commence a civil action in the U.S. district court. Limits civil penalties to $25,000 per day of noncompliance for each violation. Provides for a public hearing to review any noncompliance order issued by the Administrator.

Requires the Director of the National Science Foundation (NSF) to establish a pilot program designated as "Partnerships for Access to Laboratory Science" to award grants to partnerships to improve laboratories and to provide instrumentation as part of a comprehensive program to enhance the quality of mathematics, science, engineering, and technology instruction at the secondary school level. Requires grants awarded under this Act to be made to a partnership that: (1) includes an institution of higher education or a community college; (2) includes a high-need local educational agency; (3) includes a business or eligible nonprofit organization; and (5) may include a state educational agency, other public agency, national laboratory, or community-based organization.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Adoption Tax Relief Guarantee Act of 2007 - Exempts provisions expanding the adoption tax credit and adoption assistance programs enacted by the Economic Growth and Tax Relief Reconciliation Act of 2001 from the general terminating (sunset) provisions of that Act.

Alice Paul Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a congressional gold medal in commemoration of Alice Paul, to recognize her role in the women's suffrage movement and in advancing equal rights for women. Authorizes the Secretary of the Treasury to strike and sell duplicates in bronze of such medal. Requires proceeds from the sale of such medals to be deposited into the U.S. Mint Public Enterprise Fund.

Independent Study of Distance Education Act of 2007 - Directs the Secretary of Education to enter into an agreement with the National Academy of Sciences to evaluate the quality of distance education, as compared to campus-based education programs, at institutions of higher education. Requires the study to identify the types of students that derive the most benefit from each program and the types that do not benefit from distance education.

Veterans' Disability Compensation Automatic COLA Act - Requires that, whenever there is an increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, the Secretary of Veterans Affairs shall increase by the same percentage the amounts payable as veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children.

Dam Rehabilitation and Repair Act of 2007 - Amends the National Dam Safety Program Act to require the Administrator of the Federal Emergency Management Agency (FEMA) to establish a program to provide grant assistance to states for use in rehabilitating publicly-owned dams that fail to meet minimum safety standards and pose an unacceptable risk to the public (deficient dams). Sets forth provisions regarding procedures for grant awards and fund allocation. Requires the Administrator to develop a risk-based priority system for identifying deficient dams for which such grants may be made. Limits the federal share of rehabilitation costs to 65%.

10,000 Teachers, 10 Million Minds Science and Math Scholarship Act - Amends the National Science Foundation Authorization Act of 2002 to revise requirements for the Robert Noyce Scholarship program, which provides scholarships, stipends, and teacher training to science, mathematics, and engineering students and professionals in exchange for service as elementary or secondary school teachers. Extends the use of funds to summer internships for freshmen students. Increases the duration of the scholarships and stipends, and the minimum yearly scholarship amount. Eliminates the requirement that scholarship recipients serve in high-need areas, but reduces their service obligation for doing so. Authorizes the Director of the National Science Foundation (NSF) to accept private donations for the program. Revises requirements for the Mathematics and Science Education Partnerships program, which provides grants to IHEs or nonprofit institutions for the improvement of elementary and secondary mathematics and science instruction. Provides for: (1) prioritizing applications that focus on teacher training; (2) requiring the availability of master's degree programs for in-service teachers; and (3) allowing teacher training in the provision of advanced placement courses. Sets minimum and maximum grant amounts. Provides funding for: (1) teacher institutes or workshops and master's degree programs, under the Partnerships program; and (2) the Laboratory Science Teacher Professional Development program. Requires the Director to convene a panel of experts to identify, collect, and recommend the development of kindergarten through grade 12 mathematics and science teaching materials. Revises the Science, Mathematics, Engineering, and Technology Talent Expansion program to require the Director to issue grants for the creation of centers to develop and disseminate curriculum, teaching methods, and ways to better train professors and teacher assistants to increase the number and performance of undergraduate students in such courses.

Methamphetamine Remediation Research Act of 2007 - Requires the Administrator of the Environmental Protection Agency to establish: (1) voluntary guidelines, based on the best currently available scientific knowledge, for the remediation of former methamphetamine laboratories, including guidelines regarding preliminary site assessment and the remediation of residual contaminants; and (2) a program of research to support the development and revision of such guidelines. Directs the Administrator to: (1) periodically convene a conference of appropriate state agencies, as well as individuals or organizations involved in research and other activities directly related to the environmental or biological impacts of former methamphetamine laboratories; and (2) enter into an arrangement with the National Academy of Sciences for a study of the status and quality of research on the residual effects of methamphetamine laboratories. Requires the Director of the National Institute of Standards and Technology to support a research program to develop: (1) new methamphetamine detection technologies, with an emphasis on field test kits and site detection; and (2) appropriate standard reference materials and validation procedures for methamphetamine detection testing.

Standards to Provide Educational Achievement for Kids Act or the SPEAK Act - Amends the National Assessment of Educational Progress Authorization Act (the Act) to require the Commissioner for Educational Statistics to add science to the mandatory biennial national and state academic achievement assessments of students in grades four, eight, and twelve in reading and mathematics. Amends the Elementary and Secondary Education Act of 1965 to require states receiving school improvement funds to participate in such science assessments of students in grades four and eight, beginning with the 2008-2009 school year. Amends the Act to task the National Assessment Governing Board with creating or adopting voluntary American education content standards in mathematics and science for kindergarten through grade 12 which reflect the knowledge students need to enter college or the workforce and compete in the global economy. Requires the Secretary of Education to establish the American Standards Incentive fund to award competitive four-year grants to states which agree to: (1) adopt such voluntary mathematics and science standards as the core of their own academic content standards in such subjects; and (2) align their teacher certification and professional development requirements to such standards. Provides additional funds to successful grantees for the enhancement of their student performance data systems. Authorizes the Secretary to extend by two to four years for such grantees the 12-year period at the end of which students must meet or exceed state academic performance standards established under the Elementary and Secondary Education Act of 1965.

Currency Harmonization Initiative through Neutralizing Action Act of 2005 - Directs the Secretary of the Treasury to analyze annually the exchange rate policies of the People's Republic of China, and to impose additional tariffs, if necessary, to equalize any currency manipulations.

Alternative Pluripotent Stem Cell Therapies Enhancement Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop techniques for the isolation, derivation, production, or testing of stem cells that are capable of producing all or almost all of the cell types of the developing body and may result in improved understanding of treatments for diseases and other adverse health conditions, but are not derived from a human embryo. Requires the Secretary to: (1) provide guidance concerning the next steps required for additional research; (2) prioritize research with the greatest potential for near-term clinical benefit; and (3) take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research.

Amends the Metric Conversion Act of 1975 to require guidelines on government use of the metric system of measurement to require any federal agency transaction providing for a person to perform scientific or engineering research with federal funding to include provisions: (1) clearly identifying the extent to which such system or other systems of measurement will be used under the transaction and requiring such use; and (2) assigning such person the financial responsibility for failure to follow such requirements.

Aquatic Invasive Species Research Act - Requires the National Oceanic and Atmospheric Administration (NOAA), the Smithsonian Institution, and the U.S. Geological Survey (administering agencies) to: (1) enter into a memorandum of understanding regarding the implementation and coordination of this Act; and (2) develop a marine and freshwater research program to support efforts to assess introduction rates and patterns of invasive nonnative species into the aquatic ecosystem, and efforts to detect, prevent, and eradicate them. Requires the administering agencies to: (1) develop standardized protocols for conducting ecological and pathway surveys of such species; (2) conduct research to identify the relationship between the introduction and establishment of such species; and (3) analyze the data collected and develop a profile that determines whether a species planned for importation is likely to invade an aquatic ecosystem. . Requires the U.S. Geological Survey to develop a central, national pathway and ecological surveys database of information. Makes the Invasive Species Council responsible for disseminating such information and develop a national strategy for how it will be shared with federal, state, and local entities. Requires the Environmental Protection Agency (EPA) to develop a grant program to fund research, development, demonstration and verification of environmentally sound, cost-effective technologies and methods to control and eradicate such species. Reauthorizes the ship pathway technology demonstration program. Requires the Coast Guard and the EPA to develop a research program to support implementation of ship pathway standards to prevent the introduction and spread of invasive species by ships. Requires the National Science Foundation to establish a grant program for researchers at institutions of higher education and museums to carry our research programs in systematics and taxonomy.

National Oceanic and Atmospheric Administration Act - Reestablishes in the Department of Commerce the National Oceanic and Atmospheric Administration (NOAA), headed by an Under Secretary of Commerce for Oceans and Atmosphere, who shall serve as the Administrator of NOAA. Maintains within NOAA: (1) the National Weather Service; (2) programs to support efforts, on a continuing basis, to collect data and provide information and products regarding satellites, observations, and coastal, ocean, and Great Lakes information; and (3) programs to conduct and support research and education and the development of technologies relating to weather, climate, and the coasts, oceans, and Great Lakes. Establishes a Science Advisory Board within NOAA. Terminates the Reorganization Plan No. 4 of 1970 (the executive order that established NOAA). Requires the Administrator to develop and submit to Congress a NOAA reorganization plan. Prohibits the Administrator from closing, consolidating, relocating, subdividing, or establishing a facility of NOAA unless there has been specified prior public and congressional notification, and an assessment, of any proposed changes. Prohibits, except as provided, a NOAA activity or function that is converted to contractor performance under Office of Management and Budget Circular A-76 from being performed by the contractor or any subcontractor at a location outside of the United States.

Manufacturing Technology Competitiveness Act of 2007 - Directs the President to establish or designate an Interagency Committee to plan and coordinate Federal efforts in manufacturing research and development, with an Advisory Committee from the non-Federal sector. Amends the National Institute of Standards and Technology Act (NIST Act) to establish: (1) a pilot program of collaborative manufacturing research grants; (2) manufacturing sciences research fellowships; (3) manufacturing extension center competitive grants; and (4) standards education grants to develop higher education curricula on the role of standards in engineering, business, science, and economics. Revises requirements under the NIST Manufacturing Extension Partnership program. Authorizes appropriations to the Secretary of Commerce for the following NIST programs: (1) scientific and technical research and services laboratory activities; (2) the Malcolm Baldrige National Quality Award (under the Stevenson-Wydler Technology Innovation Act of 1980); (3) construction and maintenance of facilities; (4) Teacher Science and Technology Enhancement Institute; (5) Manufacturing Extension Partnership (through the Secretary or other appropriate Federal agencies); (6) Collaborative Manufacturing Research Pilot Grants; and (7) Manufacturing Fellowships.

Math & Science School Readiness Act of 2007 - Amends the Head Start Act to require the Secretary of Health and Human Services to establish additional scientifically-based education performance standards to ensure that children participating in the Head Start program develop and demonstrate premathematics and prescience knowledge and skills, including number concepts and operations, geometry and spatial concepts, classification, and time and measurement concepts. Requires each Head Start classroom in a center-based program to be assigned one teacher with the competency to impart such knowledge and skills.

National Science Education Tax Incentive for Teachers Act of 2007 - Amends the Internal Revenue Code to allow certain full-time elementary and secondary school teachers of math, science, engineering, or technology courses a refundable tax credit for 10% of their undergraduate tuition up to $1,000 in any taxable year. Increases such credit amount to $1,500 for teachers in schools serving children with disabilities.

Oil and Gas-to-Alternatives Swap (OGAS) Act of 2007 - Amends the Internal Revenue Code to repeal: (1) the tax credit for facilities producing coke or coke gas-related fuel; (2) the classification of the tax credit for producing fuel from a nonconventional source as a business-related credit; (3) accelerated amortization of geological and geophysical expenditures; and (4) the limitation on the number of new qualified hybrid and advanced lean-burn technology vehicles eligible for the tax credit for alternative motor vehicles. Extends through 2012 the alternative motor vehicles tax credit for: (1) advanced lean burn technology motor vehicles; (2) qualified hybrid motor vehicles; and (3) qualified alternative fuel vehicles. Increases from 30 to 60% the rate of the tax credit for alternative fuel vehicle refueling property and extends such credit through 2012.

Belated Thank You to the Merchant Mariners of World War II Act of 2007 - Directs the Secretary of Veterans Affairs to pay a monthly benefit of $1,000 to certain honorably-discharged veterans of the U.S. Merchant Marine who served between December 7, 1941, and December 31, 1946 (or to their survivors). Includes service in the Army Transport Service and the Naval Transport Service. Exempts from taxation benefits paid under this Act.

Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

RU-486 Suspension and Review Act of 2007 - Deems the approved application for the drug mifepristone (marketed as Mifeprex, commonly known as RU-486, and used for the chemically induced termination of intrauterine pregnancy) to have been withdrawn. Deems the drug misoprostol to be misbranded under the Federal Food, Drug, and Cosmetic Act (FFDCA) if it bears labeling providing that the drug may be used for the medical termination of intrauterine pregnancy. Directs the Comptroller General to review and report on the process by which the Food and Drug Administration (FDA) approved mifepristone. Provides for the reinstatement of the approved application for such drug if the report determines the approval to have been in accordance with FFDCA.

Calling for 2-1-1 Act of 2007 - Directs the Secretary of Health and Human Services to award a grant to each state to carry out a program for making available throughout that state the 2-1-1 telephone service for information and referral on human services. Requires a participating state to ensure that at least 50% of the resources of the program funded by the grant will be derived from other sources. Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Science Accountability Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to require states to: (1) establish challenging academic content and student achievement standards in science, beginning in the 2008-2009 school year; and (2) measure the achievement of students in grades three through eight against such standards, beginning in the 2009-2010 school year.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each chamber to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each chamber by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Provides for severance pay to committee and leadership staff of the House of Representatives displaced by a change in majority party status. Requires continuing payment of eligible displaced House staff members, upon application to the Chief Administrative Officer, at his or her respective salary for up to 60 days following separation from employment or until he or she becomes otherwise gainfully employed, whichever is earlier. Declares eligible for such severance pay any individual who: (1) is separated from employment with a House committee or a leadership office solely and directly as a result of a change in the party holding the majority of the membership of the House; and (2) was an employee of the committee or leadership office involved, before separation, for at least 183 days (whether or not service was continuous).

Oil and Gas-to-Alternatives Swap (OGAS) Act of 2006 - Amends the Internal Revenue Code to repeal: (1) the tax credit for facilities producing coke or coke gas-related fuel; (2) the classification of the tax credit for producing fuel from a nonconventional source as a business-related credit; (3) accelerated amortization of geological and geophysical expenditures; and (4) the limitation on the number of new qualified hybrid and advanced lean-burn technology vehicles eligible for the tax credit for alternative motor vehicles. Extends through 2012 the alternative motor vehicles tax credit for: (1) advanced lean burn technology motor vehicles; (2) qualified hybrid motor vehicles; and (3) qualified alternative fuel vehicles. Increases from 30 to 60% the rate of the tax credit for alternative fuel vehicle refueling property and extends such credit through 2012.

Amends the Energy Policy Act of 2005 to instruct the Secretary of Energy to make loan guarantee commitments to domestic motor vehicle manufacturers and suppliers for advanced conservation and fuel efficiency technology projects for gasoline and diesel vehicles, flexible fuel vehicles, and hybrid electric vehicles that reduce dependence on oil and greenhouse gas emissions. Limits the aggregate amount of guarantees for such production.

Alternative Energy Research and Development Act - Directs the Secretary of Energy to implement a program of research, development, demonstration, and commercial application (R&D) for: (1) production of motor and other fuels from biomass; (2) technologies to enable practical onboard storage of hydrogen for use as a fuel for light-duty motor vehicles; (3) advanced solar photovoltaic technologies; and (4) advanced wind energy technologies. Instructs the Secretary to continue R&D activities targeting: (1) distributed energy; (2) micro-cogeneration technology; and (3) geothermal energy, hydropower, and ocean energy authorized by the Energy Policy Act of 2005. Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary to: (1) implement an R&D program for plug-in hybrid electric vehicles and electric drive transportation; and (2) establish a pilot program to provide competitive grants to state governments, local governments and public entities, and metropolitan transportation authorities for plug-in hybrid electric vehicle demonstration projects. Solar Utilization Now Demonstration Act of 2006, or the SUN Act of 2006 - Instructs the Secretary to establish a program of grants to states to demonstrate advanced photovoltaic technology. Directs the Secretary to establish a pilot grants program for new builidng construction or renovation to demonstrate innovative energy efficiency technologies. Amends the Energy Policy Act of 2005 to revise the guidelines for a geographically dispersed network of Advanced Energy Technology Transfer Centers. Authorizes the Secretary to contribute funds to the National Science Foundation for the Integrative Graduate Education and Research Traineeship program. Directs the Secretary to arrange for the National Academy of Sciences to study its October 2005 recommendation to establish an Advanced Research Projects Agency-Energy (ARPA-E). Directs the Secretary to establish R&D programs for commercial application of: (1) coal gasification facilities that convert coal into pipeline quality gaseous fuels (methanation); and (2) materials to be added to alternative biobased fuels and Ultra Low Sulfur Diesel fuels. Directs the Secretary, in making awards for integrated biorefinery demonstration projects, to encourage the commercial application of biomass technologies for biodegradable natural plastics from biomass.

Securing Effective and Necessary Individual Outpatient Rehabilitation Services (SENIORS) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to the temporary process for obtaining an exception from the uniform dollar limitation on Medicare payment for medically necessary physical therapy services (Medicare therapy cap exceptions process). Extends the exceptions process period from the beginning of calendar 2006 through calendar 2007.

Video Game Decency Act of 2006 - Makes it unlawful for any person to distribute any video game whose label contains an age-based content rating if, with the intent of obtaining a less restrictive age-based rating, that person fails to disclose game content to an independent ratings organization, with the result that the video game receives a less-restrictive age-based content rating. Treats any violation of this Act as an unfair or deceptive act or practice. Preempts state or local law or regulation related to video game content rating.
