Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Damaged Vehicle Information Act - Amends federal transportation law to direct the Secretary of Transportation to issue a regulation to require persons who terminate a motor vehicle contract due to flood or water damage, collision, fire damage, theft and recovery, or any circumstance that adversely affects the fair market value of the vehicle to disclose information of such vehicle damage to the public.

Expresses support for the goals and ideals of National Cyber Security Awareness Month. Declares that the House of Representatives will work with federal agencies, national organizations, businesses, and educational institutions to encourage the development and implementation of existing and future computer security voluntary consensus standards, practices, and technologies in order to enhance the state of computer security in the United States.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Prescription Drug Comparative Effectiveness Act of 2006 - Requires the Director of the Agency for Healthcare Research and Quality (AHRQ) to conduct or support reviews of existing evidence and research to develop evidence regarding comparative clinical effectiveness, outcomes, and appropriateness of prescription drugs, medical devices, and procedures. Requires the Secretary of Health and Human Services to develop a coordinated plan for research on methods for measuring and comparing adverse events associated with pharmaceuticals and other medical and surgical treatments so that clinicians and patients can evaluate the comparative safety and clinical effectiveness of the alternative treatment options. Provides for information developed from such reviews to be made available to practitioners and patients.

Amends the Immigration and Nationality Act to redefine "terrorist organization" for purposes of the alien terrorist exclusion as an organization of two or more individuals engaged in terrorist activities whose activities threaten the security of U.S. nationals or U.S. national security, as determined by the Secretary of State independently or upon the request of the Attorney General or the Secretary of Homeland Security. States that the Secretary of State's failure to determine that a group threatens the security of U.S. nationals or national security shall not affect the application of any of the other security and terrorism-related bars on admission to any of the group's members. Redefines "engage in terrorist activity" for purposes of alien terrorist exclusion to provide an undue coercion or duress exception with respect to providing terrorists with material support.

Refugee Ecology Protection, Assistance, and Immediate Response Act - Authorizes the Secretary of the Interior to provide under the Refuge Ecology Protection, Assistance, and Immediate Response Grant Program or the REPAIR Program (established by this Act): (1) a grant to any eligible applicant to carry out a qualified control project to control harmful nonnative species; and (2) a grant to any state to carry out an assessment project to identify harmful nonnative species, assess the needs to restore, manage, or enhance native fish, wildlife and habitats, identify priorities, and identify mechanisms to increase capacity building for native fish, wildlife, and habitats. Requires the Secretary to consult with the Invasive Species Advisory Committee on: (1) the projects proposed for such grants; and (2) regarding the development of a database concerning control projects carried out with such grants. Authorizes the Secretary to provide financial assistance to enable an immediate response to outbreaks of harmful nonnative species that threaten or may negatively impact refuge resources that are at a stage at which rapid eradication or control is possible, and to ensure eradication or immediate control of such species. Directs the Secretary to establish a Cooperative Volunteer Invasives Monitoring and Control Program to document and combat invasive species in national wildlife refuges.

Amends federal transportation law to allow the local matching share provided by a recipient of federal assistance for a capital project to include amounts expended by a private vanpool contractor of the recipient to acquire rolling stock used by the contractor to provide turnkey public transportation. Allows such contractor to use revenues received in providing public transportation that are in excess of the operating costs of the contractor to acquire such stock.

Mathematics and Science Teaching Corps Act of 2006 - Amends the Department of Education Organization Act to create a Math and Science Teaching Corps to significantly improve mathematics and science achievement among secondary school students. Requires the Director of the Corps to carry out a program that awards: (1) Math and Science Teaching Corps Fellowships for Prospective Teachers (MSTC Fellowships) to teachers possessing comprehensive subject area knowledge; (2) grants to partner institutions to pay the tuition, fees, and overhead costs of the fellows; and (3) grants to participating local educational agencies to pay the expenses associated with facilitating the induction and professional development services for the fellows. Requires MSTC Fellowship recipients to: (1) receive specified pedagogical training; (2) teach mathematics or science, for a specified stipend, in a public secondary school for four years, and participate in induction and professional development programs; (3) participate in additional weekend or summer professional development activities in their first two years of teaching; and (4) receive mentoring training in their third year of teaching, and provide mentoring in their fourth year. Requires the Director to carry out a program that awards Math and Science Teaching Corps Fellowships for Experienced Teachers (MSTC Master Fellowships). Requires an MSTC Master Fellowship recipient to: (1) continue to teach mathematics or science, for a specified stipend, in a secondary school of a participating agency for at least five of the seven years after receiving such fellowship; (2) serve as a leader and mentor within the individual's department and school; and (3) attend subject or pedagogy workshops offered by the participating local educational agency. Requires that at least 30% of the recipients in each category of fellowship teach at hard-to-staff schools. Provides bonus stipends to such recipients.

Western Hemisphere Traveler Improvement Act of 2006 - Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to extend the implementation date for the Western Hemisphere Travel Initiative. Authorizes the Secretary of State (Secretary) to develop a Passport Card for U.S. citizen travel from the United States to Canada, Mexico, the Caribbean countries, and Bermuda. States that such Card shall be deemed to be a U.S. passport for U.S. passport laws and valid for the same period as a U.S. passport. Sets forth related fee and technology requirement provisions. Directs the Secretary of Homeland Security and the Secretary to enter into an enrollment demonstration program with at least one state under which: (1) an individual's citizenship status shall be included on a driver's license; (2) there will a communication method with a participating state to verify the citizenship status of an applicant who voluntarily seeks to have citizenship status included on his or her driver's license; (3) an individual's information shall be managed in the same manner as passport application information with no further distribution of such information; and (4) a complying driver's license shall be sufficient to permit the bearer to enter the United States from Canada through at least one designated international border crossing in each participating state. Authorizes the Secretaries to work with Canadian authorities to certify identification issued by the government of Canada, including a driver's license, as meeting U.S. security requirements. Requires that more U.S. states than Canadian provinces are program participants. Directs the Secretary of Homeland Security to expand expedited processing for repeat travelers to all ports of entry. States that such travelers' identities should be entered into a database of known travelers who have been subjected to in-depth background and watch-list checks to permit border control officers to focus on unknown travelers, potential criminals, and terrorists. Directs the Commissioner of Customs and Border Patrol to conduct and expand trusted traveler and pilot programs to facilitate expedited processing of U.S. citizens returning from pleasure craft trips in Canada, Mexico, the Caribbean, or Bermuda. Requires one such program to be conducted in Florida and modeled on the Canadian Border Boat Landing (I-68) program. Directs the Secretary to establish: (1) a program to permit U.S. citizens lacking appropriate travel documents to cross the international border and return to the United States for up to 72 hours; or (2) a process to make admissibility determinations respecting such persons. Authorizes the Secretary to waive travel document requirements for groups of six or more children under adult supervision traveling to Canada or Mexico. Directs the Secretary to implement an outreach plan to inform U.S. citizens about the Western Hemisphere Travel Initiative, facilitate acquisition of appropriate travel documentation, and educate U.S. citizens about the requirements for such travel.

Manchester Bidwell Center for Arts and Technology Act - Authorizes the Secretary of Labor to award a grant to the Manchester Bidwell Corporation in Pennsylvania to improve, expand, and replicate the arts and technology education centers operated by such Corporation. Permits the Manchester Bidwell Corporation to use the grant awarded under this Act to conduct any of the following activities: (1) the development of a business plan to replicate at other locations in the United States the arts and technology education centers modeled after the Corporation in Pittsburgh, Pennsylvania; (2) the implementation of such business plan at locations in the United States where there is an interest in establishing arts and technology education centers similar to those operated by the Corporation in Pittsburgh; or (3) any other activities the Secretary determines to be appropriate. Requires Manchester Bidwell Corporation, in order to be eligible to receive such grant, to provide matching funds from non-federal sources (in cash or in kind) in an amount equal to or greater than the federal funds received in accordance with the grant to carry out the activities supported by it.

America's Opportunity Scholarships for Kids Act - Directs the Secretary of Education to award competitive grants to local educational agencies, state educational agencies, or nonprofit organizations to provide scholarships or sustained supplemental educational services to low-income students who attend, or their siblings who would attend, a public elementary or secondary school due for restructuring for failing to meet state academic performance standards. Requires such scholarships to enable students to attend: (1) the private elementary or secondary school of their parent's choice; or (2) a public elementary or secondary school of their parent's choice outside the student's home school district, consistent with state law. Requires the Secretary to conduct an independent evaluation of this program, including an assessment of its impact on student achievement.

Public Transportation Security Assistance Act of 2006 - Requires a security assessment of each public transportation system. Requires each public transportation agency that receives an assessment to develop a prioritized plan of needed capital and operational security improvements. Makes grants to eligible public transportation agencies for certain capital security improvements and operational security improvements. Sets the federal share of such security project costs at 80% and 50%, respectively. Requires the Secretary of Homeland Security to provide notification of all credible terrorist threats against public transportation assets in the United States. Directs the Secretary of Transportation to develop and issue guidelines for a public transportation employee security training program. Requires a public transportation agency that receives a public transportation security assessment to develop, and submit for the Secretary's approval, an employee training program in accordance with such guidelines. Makes grants to private operators of over-the-road buses for certain system-wide security improvements to their operations. Sets the federal share of security project costs at 80%. Directs the Secretary to submit to Congress a preliminary report that includes an assessment of the over-the-road bus security grant program.

Pipeline Safety Improvement Act of 2006 - Amends federal transportation law to revise certain one-call notification system minimum requirements to subject to certain civil judicial action or assessment of a civil penalty: (1) persons who excavate without using the one-call notification system to establish the location of underground pipelines or disregard location information or markings established by a pipeline operator; and (2) pipeline operators who fail to respond to a location request or fail to take steps, in response to such request, to ensure accurate marking of the pipeline location in order to prevent damage to the pipeline. Authorizes the Secretary of Transportation (Secretary) to make a grant to a state authority to assist in improving the effectiveness of the state's damage prevention program if certain requirements are met. Directs the Secretary to prescribe: (1) minimum standards for integrity management programs for distribution pipelines (including criteria to require operators of natural gas distribution systems to install excess flow valves on single family residential service lines on the basis of feasibility and risk analysis); (2) standards for managing gas and hazardous liquid pipelines to reduce risks associated with human factors, including fatigue; (3) minimum standards for the transportation of hazardous liquids by low-stress pipelines located in proximity to areas unusually sensitive to environmental damage; and (4) standards to implement recommendations in the National Transportation Safety Board's report entitled "Supervisory Control and Data Acquisition (SCADA) in Pipelines" and adopted November 29, 2005.

Military Fallen Heroes Protection Act of 2006 - Prohibits any person, except with permission, from using the name, image, or likeness of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, commercial, or political activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.

Energy Research, Development, Demonstration, and Commercial Application Act of 2006 - Directs the Secretary of Energy to implement the following energy research, development and commercial application projects: (1) advanced clean coal energy technology; (2) advanced nuclear fuel cycle technologies for generating electricity and industrial process heat from nuclear power; (3) advanced battery technologies for use in motor vehicles, particularly for plug-in hybrid electric vehicles; (4) production of liquid fuels from biomass; (5) technologies to enable practical onboard storage of hydrogen for use as a fuel for light-duty motor vehicles; (6) advanced solar photovoltaic technologies; and (7) advanced wind energy technologies. Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary to conduct a research, development, and commercial application program on technologies needed for the development of plug-in hybrid electric vehicles. Solar Utilization Now Demonstration Act of 2006, or the SUN Act of 2006 - Directs the Secretary to establish a grants program: (1) for states to demonstrate advanced photovoltaic technology; (2) for businesses and organizations for new construction or renovation of energy efficient buildings; and (3) for Cooperative Extension services or offices, states, local governments, institutions of higher education, and nonprofit institutions with expertise in energy research or extension to conduct activities to transfer knowledge and information about advanced energy technologies that increase efficiency of energy use. Authorizes the Secretary to contribute funds to the National Science Foundation: (1) for the Integrative Graduate Education and Research Traineeship program; and (2) for improvement of interdisciplinary engineering and architecture education related to the design and construction of high performance buildings. Directs the Secretary to arrange with the National Academy of Sciences to study and make further recommendations to Congress on the October 2005 National Academy of Sciences recommendation to establish an Advanced Research Projects Agency-Energy (ARPA-E).

Green Energy Education Act of 2006 - Authorizes the Secretary of Energy to contribute energy research and development funds to the National Science Foundation (NSF) for the Integrative Graduate Education and Research Traineeship program to support graduate education related to such energy projects. Authorizes the Secretary to contribute funds for advanced energy technology research and development for high performance buildings to the NSF for curriculum development to improve undergraduate or graduate interdisciplinary engineering and architecture education related to the design and construction of such buildings.

Advanced Energy Initiative Act of 2006 - Instructs the Secretary of Energy to: (1) implement a project to demonstrate the commercial feasibility of advanced clean coal energy technology, including carbon capture and geological sequestration, for electricity generation (FutureGen); and (2) ensure, to the extent practicable, that the project utilizes available advanced clean coal technology, such as coal gasifier technology. Directs the Secretary to implement research and development programs for advanced nuclear fuel cycle technologies for generating electricity and industrial process heat from nuclear power, including spent fuel recycling, waste minimization, and reduction of radioactivity of final waste products. Directs the Secretary to develop a comprehensive modeling and simulation capability to enable a thorough analysis of possible advanced nuclear fuel cycle systems, as well as of more than one possible configuration of an advanced nuclear fuel cycle system using the analytical capability so developed. Requires the Secretary to develop and report to Congress a detailed advanced nuclear fuel cycle system technology plan. Prohibits the Secretary, until 90 days after delivery of such report, from initiating detailed design or construction of any demonstration facility: (1) capable of processing 500 kilograms or more per year of nuclear fuel or spent nuclear fuel; and (2) designed to demonstrate certain advanced nuclear fuel system component technologies. Instructs the Secretary to implement research and development programs for advanced: (1) battery technologies to use in motor vehicles, particularly plug-in hybrids; (2) biofuel technologies; (3) hydrogen storage technologies; (4) solar photovoltaic technologies; and (5) wind energy technologies.

Energy Efficient Buildings Act of 2006 - Directs the Secretary of Energy to establish a pilot program to award grants to businesses and organizations for new construction of energy efficient buildings, or major renovations of buildings that will result in energy efficient buildings, and to demonstrate innovative energy efficiency technologies, especially those sponsored by the Department of Energy.

Plug-In Hybrid Electric Vehicle Act of 2006 - Directs the Secretary of Energy to: (1) conduct a program of research, development, demonstration, and commercial application of technologies needed for the development of plug-in hybrid electric vehicles; and (2) establish a competitive grant pilot demonstration program to provide up to 25 grants annually to state and local governments and metropolitan transportation authorities, or combinations of them, to implement demonstration projects for plug-in hybrid electric vehicles.

Veterans' Disability Compensation Automatic COLA Act - Requires that, whenever there is an increase in benefit amounts payable under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, the Secretary of Veterans Affairs shall increase by the same percentage the amounts payable as veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled adult children, and dependency and indemnity compensation for surviving spouses and children.

National Oceanic and Atmospheric Administration Act - Reestablishes in the Department of Commerce the National Oceanic and Atmospheric Administration (NOAA), headed by an Under Secretary of Commerce for Oceans and Atmosphere who shall serve as the Administrator of NOAA. Establishes within NOAA the positions of: (1) Assistant Secretary of Commerce for Oceans and Atmosphere; (2) Deputy Under Secretary of Commerce for Oceans and Atmosphere; (3) Deputy Assistant Secretary for Science and Education; (4) up to two additional Deputy Assistant Secretaries; and (5) General Counsel. Maintains within NOAA: (1) the National Weather Service; (2) programs to support efforts, on a continuing basis, to collect data and provide information and products regarding satellites, observations, and coastal, ocean, and Great Lakes information; and (3) programs to conduct and support research and education and the development of technologies relating to weather, climate, and the coasts, oceans, and Great Lakes. Establishes a Science Advisory Board within NOAA. Requires the Administrator to: (1) provide a review of NOAA environmental data and information systems, including recommendations to address any inadequacies identified by the review; (2) develop a strategic plan that responds to such recommendations and sets forth modernization and improvement objectives for an integrated national environmental data access and archive system; and (3) develop a strategic plan for research and development (R&D) at NOAA. Requires the Administrator to: (1) develop a reorganization plan for NOAA; and (2) provide public and congressional notification, and an assessment, of any proposed closing, consolidating, relocating, subdividing, or establishing of a NOAA facility.

Science Accountability Act of 2006 - Amends the Elementary and Secondary Education Act of 1965 to require states to: (1) establish challenging academic content and student achievement standards in science, beginning in the 2008-2009 school year; and (2) measure the achievement of students in grades three through eight against such standards, beginning in the 2009-2010 school year.

Medicaid Emergency Psychiatric Care Act of 2006 - Amends title XIX (Medicaid) of the Social Security Act with respect to reimbursement for specified emergency care and services of private institutions for mental diseases subject (under the Emergency Medical Treatment and Active Medicaid (EMTALA) Program) to certain requirements for examination and treatment for emergency medical conditions. Requires the Medicaid program to reimburse such institutions for care and services required to stabilize an emergency medical condition of an individual between ages 21 and 65, if the treatment is within the range of services that such institution typically provides.

Science and Mathematics Education for Competitiveness Act - Amends the National Science Foundation Authorization Act of 2002 to modify provisions concerning the Robert Noyce Scholarship Program. Renames such Program as the "Robert Noyce Teacher Scholarship Program." Revises stipend and service obligation provisions. Rewrites provisions concerning mathematics and science education partnerships. Requires the Director to carry out a program of awarding grants to departments of science, mathematics, or engineering at institutions of higher education (or consortia thereof) to establish Centers for Undergraduate Education in Science, Mathematics, and Engineering. Requires the Director to enter into an agreement with an appropriate party to assess the impact of the Professional Science Master's degree. Requires the Director to submit a report on the impact of the broader impacts grant criterion used by the NSF. Directs the Secretary of Energy to carry out education programs and activities in fields related to the Department of Energy's mission. Requires the Secretary to transmit a report on the inventory and evaluation of existing education programs and activities at the Department of Energy and at the National Laboratories. Authorizes appropriations through FY2011.

Early Career Research Act - Requires the Director of the National Science Foundation to carry out a program of awarding grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct research in fields relevant to the mission of the National Science Foundation (NSF). Permits the existing Faculty Early Career Development (CAREER) Program to be designated as the mechanism for awarding such grants. Requires reports describing the: (1) distribution of the institutions of the awardees of such program since FY2001 among specified categories of institutions of higher education; and (2) impact of such program on the ability of young faculty to compete for NSF research grants. Requires the Undersecretary for Science of the Department of Energy to carry out a program of awarding grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct research in fields relevant to the mission of the the Department of Energy (DOE). Requires submission of a report on efforts to recruit and retain young scientists and engineers at the early stages of their careers at the DOE laboratories. Requires the Director of the National Institute of Standards and Technology (NIST) to report on efforts to recruit and retain young scientists and engineers at the early stages of their careers at the National Institute of Standards and Technology laboratories and joint institutes.

Research for Competitiveness Act - Requires the Director of the National Science Foundation to carry out a program of awarding competitive grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct, high-risk, high-return research in areas relevant to industry. Directs the Under Secretary for Science of the Department of Energy to carry out a program of awarding competitive grants to scientists and engineers at the early stage of their careers at institutions of higher education and research institutions to conduct high-risk, high-return research in areas relevant to energy production, storage, and use.

Restoring Emergency Services to Protect Our Nation From Disasters Act of 2006 or the RESPOND Act of 2006 - Reestablishes the Federal Emergency Management Agency (FEMA) as a cabinet-level independent establishment in the executive branch to be headed by a Director appointed by the President. Requires FEMA to: (1) include all functions and authorities prescribed by the Robert T. Stafford Disaster and Emergency Assistance Act; (2) carry out its mission by leading and supporting the nation in a risk-based, comprehensive emergency management system; and (3) be the lead agency for the National Response Plan. Provides for an Office of the Inspector General within FEMA. Requires the Director to develop a human capital strategy. Establishes within FEMA a disaster workforce reserve cadre to meet surge requirements during emergencies. Requires the Director to: (1) establish a program to assist states and local governments representing areas at substantial risk for a catastrophic incident; (2) maintain and operate a national emergency operations center; (3) develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services; and (4) establish and maintain an interoperable communications capability. Amends the Stafford Act to require the President, acting through the Director, to establish at least three national response teams, sufficient regional and other response teams, and a national emergency preparedness goal and system. Requires the Director to: (1) carry out a grant program to improve state and local government emergency response capabilities; (2) establish a comprehensive system to assess the nation's overall emergency preparedness; and (3) establish a National Emergency Preparedness Task Force. Establishes a national incident management system.

Senior Independence Act of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for FY2007-FY2011 for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, specified services under such Act, and older American community service employment-based training. Revises the definition of "information and assistance service" for purposes of such Act to include such a service to older individuals at risk for institutional placement. Adds as duties and functions of the Administration on Aging: (1) assisting service providers to inform certain older individuals of the eligibility requirements for specified benefits; and (2) assisting states to support the provision of disease prevention and health promotion services. Repeals the authorization for the Assistant Secretary for Aging to provide staff and assistance to the Federal Council on Aging. Requires the Assistant Secretary to assist entities that serve older individuals in integrated health promotion and disease prevention programs. Includes among state eligibility requirements for grants for programs on aging: (1) assuring that preference will be given to providing services to older individuals, including low-income minority individuals, individuals with limited English proficiency, and individuals living in rural areas; and (2) promoting the development of a comprehensive, coordinated system for providing long-term care in home and community-based settings. Requires area plans to: (1) provide that the area agency on aging shall facilitate the development and implementation of such system; and (2) determine the extent of need for services and senior centers by considering low-income minority older individuals, older individuals with limited English proficiency, older individuals residing in rural areas, and older individuals at risk for institutional placement. Authorizes area agencies to: (1) include in such plan an assessment of how prepared the area is for change in the number of older individuals; and (2) make recommendations to government officials on actions that build the area's capacity to meet needs of older individuals. States as the purpose of the nutrition projects grant program to promote socialization and the health and well-being of older individuals by assisting such individuals to gain access to disease prevention and health promotion services to delay the onset of health conditions resulting from poor nutritional health or sedentary behavior. Requires states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects. Requires area agencies to encourage using trained volunteers for services and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to make grants to assess the aging population and facilitate planning and coordination between state and local agencies. Rewrites provisions concerning the older American community service employment program as the Older American Community Service Employment-Based Training Act. Repeals requirements for review and public comment on training projects. Requires the Secretary of Labor to use funds for demonstration, pilot, and evaluation projects for the purpose of developing approaches and demonstrating the effectiveness of methods in addressing older workers' employment and training needs. Requires a state's chief executive officer to submit a plan that outlines a strategy for the statewide provision of training and related activities (currently, the governor submits the plan). Includes among uses of state allotments for the prevention of elder abuse, neglect, and exploitation promotion of financial literacy to prevent identity theft and financial exploitation of older individuals.

Dextromethorphan Distribution Act of 2006 - Amends the Federal Food, Drug, and Cosmetic Act to allow the Secretary of Health and Human Services to prohibit the distribution of an unfinished active ingredient to any person other than a registered producer of drugs and devices in order to protect the public health. Requires the Secretary to establish such restrictions on the distribution of dextromethorphan.

Requests that the President issue a proclamation that reflects on the important contribution of African American spirituals to American history and that names the African American spiritual as a national treasure.

Early Hearing Detection and Intervention Act of 2006 - Amends the Public Health Service Act to expand the newborns and infants hearing loss program to: (1) provide services for young children (currently, limited to infants and newborns); and (2) include diagnostic services among services provided. Requires the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration (HRSA), to assist in the recruitment, retention, education, and training of qualified personnel and health care providers. Includes within the purposes of such program: (1) developing efficient models to ensure that newborns, infants, and young children who are identified with a hearing loss through screening are not lost to follow-up by a qualified health care provider; and (2) ensuring an adequate supply of qualified personnel to meet the screening, evaluation, and early intervention needs of children. Requires the Director of the National Institutes of Health (NIH), acting through the Director of the National Institute on Deafness and Other Communication Disorders, to establish a postdoctoral fellowship program to foster research and development in the area of early hearing detection and intervention. Amends the definition of "early intervention" to require that families be given the opportunity to obtain the full range of early intervention services, educational and program placements, and other options for their child from highly qualified providers.

Tax and Education Assistance for Children (TEACH) Act of 2006 - Amends the Internal Revenue Code of 1986 to establish a tax credit for the tuition paid by taxpayers to send their dependents to private or religious elementary or secondary schools. Sets the annual credit limit at $4,500 for single individuals and taxpayers filing a joint return, and $2,250 for a married individual filing a separate return.

Amends the the Foreign Assistance Act of 1961 to require that U.S. foreign assistance to a nongovernmental organization or contributions to an international organization may be provided only if the organization and each subrecipient submits to the U.S. government a certification that the assistance or contributions will not be used to: (1) intentionally traffic in goods or services that contain counterfeit marks; and (2) provide goods or services that are unauthorized by the owner or holder of the intellectual property rights (including trademarks, copyrights, and trade secrets) in such goods or services. Directs the President to suspend or terminate assistance or contributions for violations of such prohibitions.

Securing America's Energy Independence Act of 2006 - Amends the Internal Revenue Code to extend through 2015: (1) the investment tax credit for solar energy property and qualified fuel cell property; and (2) the tax credit for residential photovoltaic, solar water heating, and fuel cell property expenditures. Modifies the maximum amounts for such residential credits based upon kilowatt of capacity. Allows such credits to be taken against the alternative minimum tax.

Communities Building Access Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to make grants to public or nonprofit private entities to carry out demonstration projects for the purpose of making health care coverage available, on a cost-sharing basis, to: (1) employees through employers that have not contributed to health care benefits for employees during the prior 12 months; and (2) self-employed individuals who have been without such coverage during the prior 12 months. Requires the Secretary to make matching grants to public or nonprofit private entities to carry out demonstration projects for the purpose of forming and maintaining networks composed of health care specialists who volunteer health services to eligible individuals. Directs the Secretary to make an award of a grant or contract for the establishment and operation of a clearinghouse for information on demonstration projects under this Act and similar projects that are community initiated. Allows the Secretary to carry out a program to encourage public and private entities that plan or operate such projects to submit information to the clearinghouse.

Congressional Teacher Award Act of 2006 - Establishes the Congressional Teacher Award Task Force to designate a nonprofit organization to operate a Congressional Teacher Award program which will provide an award to one excellent elementary or secondary school teacher in each congressional district each year. Authorizes the program to provide professional development scholarships to award recipients. Sets forth award eligibility requirements, which include letters of recommendation from a principal, a fellow teacher, and a student.

STEM Scholarship Database Act - Directs the Secretary of Education to establish and maintain, on the public website of the Department of Education, a database of information on public and private programs of financial assistance for the study of postsecondary and graduate science, technology, engineering, and mathematics. Requires that such database: (1) provide separate information for each field of study; (2) be searchable by category and combinations of categories; (3) indicate programs targeted toward specific demographic groups; and (4) provide searchers with program sponsor contact information and hyperlinks.

H-Prize Act of 2006 - Directs the Secretary of Energy to award competitive cash prizes biennially to advance the research, development, demonstration, and commercial application of hydrogen energy technologies. Designates prize-eligible categories, including: (1) advancements in certain hydrogen components or systems; (2) prototypes of hydrogen-powered vehicles or other hydrogen-based products that meet or exceed certain performance criteria; and (3) transformational changes in technologies for hydrogen distribution or production that meet or exceed far-reaching criteria, including minimal carbon emissions, and which may include cost criteria designed to facilitate the eventual market success of a winning technology.

Amends the Public Health Service Act to: (1) include physical therapy within the definition of "primary health services;" and (2) make physical therapists eligible for the National Health Service Corps Loan Repayment Program (to assure an adequate supply of physical therapists among other health professionals).
