National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

National Discovery Trails Act of 2010 - Amends the National Trails System Act to establish national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on federal lands and, with the consent of the owner, on non-federal lands. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado. Sets forth requirements for designation as a national discovery trail. Requires the appropriate Secretary for each national discovery trail to: (1) administer the trail in cooperation with a competent trailwide volunteer-based organization; and (2) submit a comprehensive plan for the protection, management, development, and use of such trail.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Haitian Orphan Placement Effort Act or the HOPE Act - Directs the Secretary of Homeland Security (DHS) to expand the humanitarian parole policy for certain Haitian orphans announced on January 18, 2010, so as to apply it on a case-by-case basis to children who were legally confirmed as orphans eligible for intercountry adoption by the government of Haiti before January 12, 2010. Authorizes the placement of Haitian children granted humanitarian parole into the United States in an unaccompanied refugee minor program if a suitable family member is not available to provide care.

Express Loans Improvements Act of 2009 - Amends provisions of the Small Business Act relating to the Express Loan Program (Program) to: (1) increase (for a two-year period) from 50% to 75% the maximum percentage of Program loans that may be guaranteed by the Small Business Administration (SBA); (2) make such percentage 60% after such two-year period; and (3) increase from $350,000 to $1 million the maximum Program loan amount. Directs the SBA Administrator to: (1) issue regulations with respect to Program loan and lender eligibility and collateral requirements that minimize federal risk of loss; and (2) report annually to the congressional small business committees describing Program implementation, including actions taken to reduce default rates.

Sleeping Bear Dunes National Lakeshore Conservation and Recreation Act - Designates specified lands and inland waters within the Sleeping Bear Dunes National Lakeshore in Michigan as wilderness and as a component of the National Wilderness Preservation System, to be known as the Sleeping Bear Dunes National Lakeshore Wilderness. Sets forth requirements for the administration of the Sleeping Bear Dunes National Lakeshore Wilderness, including with respect to road maintenance, hunting, fish and wildlife, watercraft, and buffer zones.

Military Tribunals for Terrorists Act of 2010 - Requires trial only by a military commission for any foreign national who: (1) engages or has engaged in an offense relating to a terrorist attack against persons or property in the United States or U.S. government property or personnel outside the United States; and (2) is subject to trial for that offense by a military commission under the Uniform Code of Military Justice.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Amends the National Institute of Standards and Technology Act to reduce the matching funds requirement for participants in the Hollings Manufacturing Extension Partnership Program (providing services to small and mid-sized manufacturers) from not less than 50% of the costs incurred for the first three years and an increasing share for each of the last three years to no more than 50% of the costs incurred by a participating Regional Center for the Transfer of Manufacturing Technology. Directs the Secretary of Commerce to establish criteria to determine a Center's cost share.

All Students Achieving through Reform Act of 2009 or All-STAR Act of 2009 - Directs the Secretary of Education to award competitive grants to certain eligible entities and, through them, subgrants to successful public charter schools to allow such schools to expand or replicate to serve additional students. Lists, as eligible grantees, state and local educational agencies, authorized public chartering agencies, and tax-exempt organizations that have successfully supported the replication and expansion of such schools. Sets forth the attributes that are to give such entities grant priority, including their serving or planning to serve a large percentage of low-income students from public schools with low-graduation rates or schools identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Authorizes grantees to use up to 20% of a grant to establish a reserve account to assist them in acquiring and developing new facilities for successful public charter schools through: (1) credit enhancement initiatives; (2) the establishment of revolving loan funds; (3) direct spending or financing; or (4) partnerships with community development or other mission-based financial institutions. Directs the Secretary to conduct an independent, comprehensive, and scientifically sound evaluation of the effect this Act's initiatives have on student achievement, but no sooner than three years after this Act's enactment.

Amends the Higher Education Act of 1965 to extend by one year, from July 2010 to July 2011, the Secretary of Education's authority to purchase or enter into forward commitments to purchase: (1) Federal Family Education Loans (FFELs) from lenders, upon the determination that there is an inadequate availability of loan capital to meet the demand for such loans; and (2) rehabilitated loans that eligible lenders purchased under the FFEL default reduction program. Extends by one year, from June 30, 2010 to June 30, 2011, the authority of institutions of higher education (IHEs), with the Secretary's approval, to participate in the FFEL lender-of-last-resort program for borrowers otherwise unable to obtain such loans (thereby requiring guaranty agencies serving as lenders-of-last-resort to make FFELs to student and parent borrowers of such IHEs, until such date, regardless of their ability to otherwise obtain such loans).

Cybersecurity Enhancement Act of 2009 - Directs specified federal agencies participating in the National High-Performance Computing Program to: (1) transmit to Congress a cybersecurity strategic research and development plan and triennial updates; and (2) develop and annually update an implementation roadmap for such plan. Provides for the award of computer and network security research grants by the National Science Foundation (NSF) in the research areas of social and behavioral factors, including human-computer interactions, and identity management. Instructs that applications for the establishment of Computer and Network Security Research Centers include how such Centers will partner with government laboratories, for-profit entities, other institutions of higher education, or nonprofit research institutions. Requires the NSF Director to carry out a program of awarding fellowships to encourage young scientists and engineers to conduct postdoctoral research in the fields of cybersecurity and information assurance, including the research areas under which computer and network security research grants are awarded. Requires the Office of Science and Technology Policy (OSTP) Director to convene a cybersecurity university-industry task force to explore mechanisms for carrying out collaborative R&D activities. Requires (currently, permits) the National Institute of Standards and Technology (NIST) Director to establish priorities for the development of checklists of settings and options that minimize security risks associated with computer systems that are, or are likely to become, widely used within the federal government. Requires: (1) development or identification and revision or adaptation as necessary, of checklists, configuration profiles, and deployment recommendations for products and protocols that minimize such risks; and (2) development of automated security specifications respecting checklist content and associated security related data. Ensures that any products developed under the National Checklist Program for any information systems, including the Security Content Automation Protocol, be disseminated to federal agencies Requires conducting of intramural security research activities under NIST's computing standards program. Instructs the NIST Director to: (1) ensure coordination of U.S. government representation in the international development of technical standards related to cybersecurity; (2) implement a cybersecurity awareness and education program through the Manufacturing Extension Partnership program; and (3) establish a program to support development of technical standards, metrology, testbeds, and conformance criteria with regard to identity management research and development.

Recognizes the 20th anniversary of the historic events in Central and Eastern Europe that brought about the collapse of the communist regimes and the fall of the Iron Curtain. Commemorates, with the Slovak and Czech Republics, the 20th anniversary of the Velvet Revolution in Czechoslovakia. Appreciates the contribution of the Slovak and Czech Republics as members of the North Atlantic Treaty Organization (NATO) and the European Union (EU) to the promotion and defense of democracy. Reaffirms the bonds of friendship and cooperation between the United States and the Slovak and Czech Republics.

Reengaging Americans in Serious Education by Uniting Programs Act - Directs the Secretary of Labor to award competitive, renewable, five-year grants to eligible partnerships to assist them in providing disadvantaged youth with the support needed to: (1) attain a secondary school diploma; (2) attain a postsecondary credential, including those offered by institutions of higher education, industry groups, or registered apprenticeship programs; and (3) secure and succeed in a family-supporting career. Requires each eligible partnership to include: (1) the head of the local government assisted by the grant; (2) representatives from certain state and local service agencies; (3) representatives from certain educational entities; and (4) a representative from a community-based organization, a business, and a secondary school or labor-management committee; and (5) disadvantaged youth and their caregivers. Requires grantees to award subgrants and contracts to community-based organizations and other entities for the provision of a comprehensive array of coordinated services to disadvantaged youth that include workforce preparation, education support, and youth support services. Directs the Secretary to award planning grants to eligible partnerships to enable them to submit competitive applications for grants to support disadvantaged youth. Establishes an accountability system for measuring the performance of each grantee against specified interim, transitional, and long-term indicators of success. Directs the Secretary to: (1) award a grant or contract to an entity outside the Department of Labor for an evaluation of grant-assisted activities; (2) disseminate best practices that emerge from the partnership grant program; and (3) provide training, technical assistance, and professional development for organizations serving disadvantaged youth, including organizations that do not receive funding under this Act.

Improving Mathematics and Science Teacher Quality Act - Amends part B of title II of the Elementary and Secondary Education Act of 1965 (ESEA) to authorize the inclusion of informal science education centers and business consortia as partners in the grant program to improve the quality of elementary and secondary school mathematics and science teachers. Requires the inclusion of teacher training departments of institutions of higher education in such partnerships, but removes state educational agencies as partnership participants. Authorizes the Secretary of Education to award such grants to states for redistribution as competitive subgrants to eligible partnerships. (Currently, the Secretary awards grants directly to such partnerships if appropriations do not exceed a specified amount.) Requires that grant priority be given to eligible partnerships that carry out activities modeled after programs which are to be identified and disseminated by the Secretary, in consultation and coordination with the Director of the National Science Foundation, for replication on a more expansive basis. Removes the provision of financial incentives to recruit and retain teachers from authorized grant uses. Reauthorizes appropriations for the programs under parts A and B of title II of the ESEA through FY2015.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Strengthening Kids' Interest in Learning and Libraries Act or the SKILLs Act - Amends title I of the Elementary and Secondary Education Act of 1965 to authorize appropriations for FY2010-FY2015 for the Improving Literacy through School Libraries grant program. Requires local educational agencies (LEAs) that receive school improvement funds to ensure, to the extent feasible, that each of their schools receiving such funds employs at least one state certified school library media specialist. Directs states and LEAs that receive school improvement funds to ensure that by the beginning of the 2010-2011 school year there is at least one highly qualified school library media specialist in every school that receives such funds. Requires Improving Literacy through School Libraries funds to be: (1) proportionally distributed to serve students in elementary, middle, and high schools; (2) used for media resources appropriate for all grades; and (3) used for professional development in information literacy instruction that is appropriate for all grades. Expands the program of grants to states and subgrants to LEAs for the recruitment, retention, and professional development of teachers to require that highly qualified school library media specialists be included in the focus of such efforts.

Directs the Chief Administrative Officer of the House of Representatives to: (1) take all necessary steps to begin installation of cameras in room H-313 of the Capitol during the next recess lasting 10 calendar days or longer; (2) during the next such recess, begin and complete installation of such cameras; and (3) coordinate with the Chair of the Committee on Rules to provide for live broadcasting of the proceedings of such Committee on the Internet.

Suspend ACORN Certification Act of 2009 - Requires the Inspector General of the Department of Housing and Urban Development (HUD), with respect to the Association of Community Organizations for Reform Now (ACORN) or any of its specified related affiliates (covered organizations), to: (1) audit all assistance within HUD jurisdiction provided to ACORN at any time; (2) determine whether each such covered organization has used the assistance in accordance with all laws, regulations, and other terms and conditions; and (3) publish such determination in the Federal Register. Bars covered organizations from being approved, certified, or authorized under the Housing and Urban Development Act of 1968 or otherwise to provide housing counseling in connection with any HUD program or to receive HUD assistance for housing counseling activities unless and until the Inspector General has made a determination, pursuant to such audit, that all such recipients of the assistance have used all of it in accordance with its terms and conditions. Prohibits the HUD Secretary from providing any assistance within HUD jurisdiction for housing counseling activities to a covered organization unless and until the Inspector General has made such determination.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require the chair of a committee, within 24 hours after commencing a meeting to consider a measure or matter, to cause its text to be made publicly available in an electronic form. Requires a committee chair to do the same with an amendment to such measure or matter within 24 hours after adopting it. Amends Rule XIII (Calendar and Committee Reports) to prohibit a committee report on a measure or matter from including recommended amendments after it was ordered reported, except technical and conforming changes authorized by the committee to correct section numbers, cross-references, punctuation, grammar, spelling, or to maintain mathematical consistency.

Establishes a Joint Select Committee on Earmark Reform to study and report to both chambers on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Community College Energy Training Act of 2009 - Directs the Secretary of Energy, in coordination with the Secretary of Labor, to create a program awarding grants to community colleges to provide workforce training and education in sustainable energy industries and practices, such as: (1) alternative energy; (2) energy efficient construction, retrofitting, and design; (3) sustainable energy technologies; (4) water and energy conservation; (5) recycling and waste reduction; and (6) sustainable agriculture and farming. Requires at least one-half of the grant funds to be awarded to community colleges with existing sustainability programs leading to certificates or degrees in one or more of the industries or practices listed above.

Community Restoration and Revitalization Act of 2009 - Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.

Ensuring the Future Physician Workforce Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the formula for calculating payments for physicians' services. Resets to 2009 the base year for application of the sustainable growth rate formula, which shall be eliminated in 2011. Amends SSA title XVIII to extend the current transitional bonus payments through 2011 at 3%. Directs the Secretary of Health and Human Services to establish a reporting system for quality measures relating to physicians' services that focus on disease-specific high cost conditions. Amends SSA title XI to create safe harbors to antikickback and civil and criminal penalties for provision of health information technology (HIT) and training services. Directs the Secretary to study and report to Congress on the impact of such safe harbors. Amends SSA title XVIII to create an exception to the limitation on certain physician referrals for the provision of HIT and training services to health care professionals. Directs the Secretary to report annually to: (1) each physician information on the physician's total Medicare billings; and (2) each individual entitled to benefits under Medicare part A (Hospital Insurance) and part B (Supplementary Medical Insurance) on the amount of Medicare payments made to or on behalf of the individual during the year involved. Directs the Secretary to collect data on annual savings in expenditures in the Medicare program due to physicians' services that resulted in hospital or in-patient diversion. Requires the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different funding mechanisms under Medicare parts A, B, and D (Voluntary Prescription Drug Benefit Program) provide an appropriate alignment with the program goals of the respective parts. Requires the Secretary to provide for a study of, and report to Congress on, health care disparities in high-risk health condition areas and minority communities with respect to the impact reporting requirements may have on physician penetration in such communities.

1863 Gettysburg Campaign Act - Directs the Secretary of the Treasury to mint and issue commemorative five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the history and memory of the 1863 invasion of Pennsylvania, the Battle of Gettysburg, and the Gettysburg Address of President Abraham Lincoln.

Revises the authority of the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) to immediately issue, rescind, and revise regulations and security directives to protect transportation security during an emergency. Requires the Assistant Secretary to issue such emergency regulations and directives, instead, in cases of imminent threat of finite duration. Declares that review of emergency regulations and directives by the Transportation Security Oversight Board (authorized by existing law) shall determine, specifically, if a regulation or security directive is needed to respond to an imminent threat of finite duration. Revises factors the Assistant Secretary must consider in issuing, rescinding, or revising a regulation or security directive. Requires the Assistant Secretary to consider whether a regulation or security directive will remain in force for more than a 90-day period, and whether it will require revision in the subsequent 90-day period. Authorizes the Assistant Secretary, if it is not feasible to make such an estimate, to waive requirements for an analysis of whether the estimated costs of such regulations and directives are excessive in contrast to the number of lives save by the regulations or directives.
