Puppy Protection Act - Amends the Animal Welfare Act to: (1) include among humane standards for animal treatment provisions respecting socialization of dogs to facilitate contact with other dogs and people, and breeding initiation and frequency of female dogs; (2) revise temporary license suspension provisions; and (3) establish mandatory suspension provisions.

Temporary Unemployment Compensation Act of 2001 - Provides for a program of temporary supplemental unemployment compensation (TSUC). Sets forth TSUC program requirements for Federal-State agreements, formulas for determining amounts in individual TSUC accounts and weekly benefits, payments to States, and financing. Includes among eligibility requirements an individual's not having rights, with respect to a week, to other compensation (excluding extended compensation). Applies TSUC agreements to weeks of unemployment: (1) beginning after the date on which such an agreement is entered into; and (2) ending before January 1, 2003. Makes a modification relating to part-time employment and increased benefits applicable to weeks of unemployment in such TSUC agreement period, regardless of the date on which an individual's claim for benefits is filed. Makes a modification relating to alternative base periods applicable only to initial claims filed after September 11, 2001. Makes TSUC payments applicable only to individuals exhausting their rights to regular compensation after September 11, 2001.

Amends the Federal-State Extended Unemployment Compensation Act of 1970 to revise the formula for the extended benefits trigger. Amends the Social Security Act (SSA) to require increases and decreases in the earnings allocated to State accounts when States meet or fail to meet funding goals. Amends SSA to restrict interest-free advances to State accounts in the Unemployment Trust Fund to States which meet funding goals. Amends the Internal Revenue Code with respect to the Federal Unemployment Tax Act to allow certified States to elect to collect Federal unemployment taxes. Requires States to distribute to unemployed individuals State-specific information packets explaining unemployment insurance eligibility conditions.

Expresses the sense of Congress that the President should award and present a Public Safety Officer Medal of Valor to those public safety officers who were killed and to those select public safety officers who have earned special recognition for outstanding valor above and beyond the call of duty in the aftermath of the terrorist attacks in the United States on September 11, 2001.

Small Business Emergency Relief Act of 2001 Authorizes the Administrator of the Small Business Administration to make disaster loans to small business concerns and other eligible entities that were injured as a result of the September 11, 2001, terrorists attacks. Makes such loans available for repair, rehabilitation, refinancing, or replacement of damaged or destroyed real or personal property and any economic injury. Includes charitable organizations among those eligible for such loans. Authorizes the Administrator to forgive or undertake obligations under loans already made under the Small Business Act to recipients which have suffered substantial economic injury as a result of the September 11, 2001, terrorist attacks. Amends the Small Business Act to prohibit the sale of disaster loans.

Andean Trade Promotion and Drug Eradication Act - Amends the Andean Trade Preference Act to authorize the President to grant duty-free treatment to certain non import-sensitive articles imported into the United States from Andean Trade Preference Expansion Act (ATPEA) beneficiary countries (Bolivia, Ecuador, Colombia, and Peru) designated under such Act. Extends, through December 31, 2006, treatment free of any duties, quantitative restrictions, limitations, or consultation levels to certain apparel articles imported into the United States from ATPEA beneficiary countries. Sets forth penalties for exporters and countries that have engaged in transshipment with respect to such articles from an ATPEA beneficiary country. Amends the Caribbean Basin Economic Recovery Act and the African Growth and Opportunity Act to provide duty-free and quota free treatment to imported apparel articles that are sewn or otherwise assembled, or cut in a U.S.-Caribbean Basin Trade Partnership Act (CBTPA) or sub-Saharan African beneficiary country from components knit-to-shape in the United States. Increases the allowable amount (cap) over a eight year period of certain apparel made in a sub-Saharan African country from regional fabric formed from yarn originating either from such country or from the United States that can be imported into the United States duty-free and quota free.

Directs the Secretary of the Interior to establish a memorial within the District of Columbia in memory of the victims of the terrorist attacks on the United States on September 11, 2001. Establishes the Victims of Terrorism Memorial Commission to raise funds to design, construct, and maintain the memorial.

Paleontological Resources Preservation Act - Directs Federal land managers to: (1) manage and protect paleontological resources on Federal land using scientific principles and expertise; (2) develop plans for inventorying, monitoring, and the scientific and educational use of such resources; and (3) establish a program to increase public awareness about the significance of paleontological resources and the need to preserve and provide access to them. Prohibits a person from collecting a paleontological resource from Federal land without a permit. Authorizes Federal land managers (with the exception of National Park Service managers) to allow casual collecting of abundant invertebrate and plant paleontological resources for scientific, educational, and recreational uses without a permit where not inconsistent with laws governing management of such lands and this Act. Sets forth permit issuance criteria and requirements. Requires any paleontological resource and associated data and records collected under a permit to be deposited in an approved repository. Prohibits: (1) excavating, removing, or altering a paleontological resource located on Federal lands except in compliance with this Act; (2) exchanging or receiving such a resource that was obtained from Federal lands in violation of Federal law; (3) selling or purchasing a paleontological resource that was obtained from Federal lands; or (4) making or submitting false records, accounts, or identification of any such resources. Sets forth requirements for the assessment of civil penalties by Federal land managers for violations of any prohibitions contained in regulations or permits issued under this Act. Requires any recovered amounts to be available to such a manager for use: (1) to protect or restore the paleontological resources and sites or to acquire sites with equivalent resources and to protect, monitor, and study the resources and sites; (2) to provide educational materials to the public about paleontological resources and sites; and (3) as a reward. Requires that information on the nature and specific location of a paleontological resource that requires a permit under this Act or other Federal law be withheld from the public, including under the Freedom of Information Act, except under specified conditions.

Medicare+Choice Stabilization and Improvement Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to: (1) base the Medicare+Choice payment floor on fee-for-service payments; and (2) establish a limitation on the reduction in payment for graduate medical education.

Airline Workers Fairness Act - Requires procedures that ensure the fair and equitable resolution of labor integration issues in certain transactions for the combination of air carriers which were pending or had been completed during the period from January 1, 2001 to September 11, 2001, and which did not result in the creation of a single air carrier by September 11, 2001. Requires specified labor protective provisions, which were imposed by the Civil Aeronautics Board in the Allegheny-Mohawk merger, to apply to covered employees of the covered air carrier, in any covered transaction that leads to the combination of crafts or classes that are subject to the Railway Labor Act. Requires the terms of a collective bargaining agreement to govern the process of seniority integration where such agreement provides for application of such labor protective provisions in such process. Provides for enforcement of this Act in Federal district courts.

Medicare Coordinated Community Care Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to make the social health maintenance organizations (SHMOS) a permanent option under the Medicare+Choice program as coordinated community care plans which offer benefits for certain chronic illness care, home and community-based, supplemental non-acute institutional, and end-of-life and palliative care services. Directs the Secretary of Health and Human Services to establish a National Advisory Committee on Social HMO Replication to assist Medicare+Choice plans, health care providers, and other appropriate organizations in the design, implementation, and ongoing evaluation of coordinated community care plans under this Act.

Bail Bond Fairness Act of 2001 - Amends the Federal criminal code to prohibit a judicial officer from declaring forfeited a bail bond for violation of specified collateral release conditions other than failing to appear in court. Makes forfeiture of a bail bond for violation of such collateral release conditions unavailable as a sanction. Amends rule 46 of the Federal Rules of Criminal Procedure to provide that if the defendant fails to appear physically before the court (currently, if there is a breach of condition of a bond), the district court shall declare a forfeiture of the bail.

Medicare Needlestick Prevention Act - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act to apply the bloodborne pathogens standard in effect pursuant to regulations required under the Occupational Safety and Health Act of 1970 through Medicare provider agreements to hospitals that are not subject to that Act.

Rural Hospital and Health Network Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the prospective payment system (PPS) for hospital outpatient department (OPD) services to: (1) make permanent the hold harmless treatment for small rural hospitals (with 100 or fewer beds) under the OPD PPS; and (2) provide a transitional adjustment for sole community hospitals with between 100 and 400 beds that are classified as rural referral centers, in order to limit any decline in payment under the OPD PPS.

Safe Skies Act of 2001 - Amends Federal aviation law to direct the Administrator of the Federal Aviation Administration to ensure that each individual who is enrolled or to be enrolled in a civilian school for instruction in flying single-engine or multi-engine aircraft or helicopter, or who has commenced flight training (other than ground training) from an authorized flight instructor of such aircraft or helicopter, has had a background review conducted by the Administrator and paid for by such individual. Expresses the sense of Congress that the Administrator, the Director of the Federal Bureau of Investigation, and the Director of the Central Intelligence Agency should ensure that such reviews be completed not more than 28 days after the effective date of this Act, or in the case of an individual to be enrolled for instruction after such effective date, 28 days after the date of application for such enrollment.

Expresses the sense of Congress that in light of the attacks on the United States on September 11, 2001: (1) the United States steel industry is vital to the national security interests of the United States; and (2) the United States should place a priority on using steel produced in the United States in order to help rebuild our Nation and support any future military efforts in response to such attacks.

September 11th Families Stamp Act - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to the September 11th Families Fund to provide assistance, through the Office for Victims of Crime, Department of Justice, to the families of individuals who were killed in the terrorist attacks against the United States on September 11, 2001. Establishes the September 11th Families Fund.

Expresses the sense of Congress that: (1) on September 11, 2001, the passengers and crew of hijacked United Airlines Flight 93 possibly averted the use of such aircraft in a further terrorist attack on the United States by attempting to overpower the hijackers; (2) the United States owes its gratitude to the passengers and crew of Flight 93 and extends its condolences to the victims' families and friends; and (3) a memorial plaque to the victims should be placed on the grounds of the Capitol, and a copy of the plaque and this resolution sent to a designated survivor of each victim.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Amends the State Department Basic Authorities Act of 1956 with respect to the reward paid to an individual under the Department of State's reward program for information leading to the arrest or conviction of any individual in connection with acts of international terrorism against U.S. persons or property or with certain narcotics-related offenses. Increases from $5 million to $25 million the reward paid in connection with the terrorist attacks on the United States on September 11, 2001. Increases the amount of funds that may be appropriated for such program to no more than $50 million.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

National Weather Service Flexible Work Scheduling Act - Provides an overtime hourly rate of pay of one and one-half times the hourly rate of basic pay and provides that all such pay is premium pay for an employee of the National Weather Service who occupies a nonmanagerial position in GS-14 or under: (1) the duties of which are critical to the immediate daily operation of the forecast and warning responsibilities of the Service and directly affect public and aviation safety; (2) in which overtime work is usually unscheduled due to the vicissitudes of severe weather; and (3) in which overtime work is therefore unusually taxing. Exempts such an employee from the limitation on aggregate pay, including premium pay, for a pay period. Provides for a National Weather Service employee, who works during a regularly scheduled eight-hour period of service a part of which is performed on Sunday, to be paid at his or her basic pay rate, plus premium pay at a rate equal to 25 percent of his or her basic pay rate with respect to that portion of such period of service which is performed on Sunday.

Declares that Congress: (1) reaffirms the inherent right of self-defense against armed attack, as embodied in Article 51 of the United Nations Charter, for all nations, including Israel; (2) recognizes that preemptive measures used to prevent terrorist attacks on civilian populations are a recognized and legitimate use of state power in conformance with the inherent right of self-defense of all nations including Israel; and (3) supports Israel in its legitimate exercise of internationally recognized rights of self-defense.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) regulations, establishing a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers, physicians, practitioners, and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Outlines requirements with respect to provider appeals. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments and prepayment review; and (2) agreements with service providers to direct the Secretary to establish a process (including an appeals process) for enrollment of Medicare service providers, services, physicians, practitioners, and suppliers. Requires the Secretary to establish a demonstration program under which Medicare specialists employed by HHS provide advice and assistance to Medicare beneficiaries at the location of existing local offices of the Social Security Administration. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan that contains specific goals and a schedule for improving the use of such guidelines.

Cybermolesters Enforcement Act of 2001 - Amends the Federal criminal code to provide for a five-year mandatory minimum sentence for: (1) transportation of a person under age 18 with intent to engage in criminal sexual activity; and (2) travel with intent to engage in a sexual act with a person under age 18. Authorizes the interception of wire, oral, or electronic communications in the investigation of crimes involving: (1) transporting, receiving, distributing, selling, or possessing child pornography; or (2) coercing or enticing an individual to travel to engage in prostitution or any sexual activity for which a person can be charged with a criminal offense, transportation of a minor with the intent that the minor engage in such sexual activity, or travel for the purpose of engaging in a sexual act with a minor that would constitute a felony if that activity took place within the special maritime and territorial jurisdiction of the United States. Includes child pornography within the definition of "contraband" the transport, concealment, or possession of which is prohibited.

American Legacy Preservation Act - Provides that, upon the request of an owner of non-Federal land or the head of any Federal agency with jurisdiction over Federal land where a gravesite of a former President of the United States is located, the Secretary of the Interior shall provide technical assistance, financial assistance, or both, to such owner or Federal agency for the maintenance of that gravesite.

Post-Abortion Depression Research and Care Act - Requires the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to post-abortion depression and post-abortion psychosis. Requires the Director of the National Institute of Mental Health to: (1) conduct or support research to expand the understanding of the causes of, and to find a cure for, post-abortion conditions; and (2) conduct a national longitudinal study to determine the incidence and prevalence of cases of post-abortion conditions, and the symptoms, severity, and duration of such cases, toward the goal of more fully identifying the characteristics of such cases and developing diagnostic techniques. Requires the Secretary to make grants of up to $100,000 per fiscal year, under specified conditions, to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with post-abortion depression or post-abortion psychosis.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Expresses the sense of Congress that: (1) the President and Congress should save Social Security as soon as possible; (2) Social Security surpluses must be vigorously safeguarded and used only for purposes of saving Social Security or reducing the publicly held debt; and (3) the President's Commission to Strengthen Social Security, recognizing the immense financial commitment of every American worker in the Social Security system, should present in its recommendations innovative ways to protect that commitment without benefit cuts or payroll tax increases.
