Expedited Remedy for Persistent Dumping Act of 2001 - Revises federal tariff law provisions concerning monitoring cases of suspected persistent dumping to: (1) provide for an expedited antidumping investigation of merchandise from an additional supplier country if the Commerce Department discerns imports of merchandise from the additional supplier country have increased by 15 percent or more during a period of 90 days or longer; and (2) establish Department Commerce and International Trade Commission procedures and deadlines for making determinations as to whether or not dumping and injury have occurred. Adds specific conditions for reducing the price used to establish export price or "constructed export price," meaning the amount at which the merchandise is first sold or agreed to be sold in the United States by or for the producer or exporter.

Amends title XVIII (Medicare) of the Social Security Act to set the conversion factor (update) for payments under the Medicare physician fee schedule for the first six months of 2002 at the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for services furnished on or after July 1, 2002, shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Cyber Security Enhancement Act of 2001 - Directs the United States Sentencing Commission to amend Federal sentencing guidelines and otherwise address crimes involving fraud in connection with computers and access to protected information, protected computers or restricted data in interstate or foreign commerce or involving a computer used by or for the Federal Government. Includes among exceptions to otherwise criminal conduct emergency disclosures to a governmental entity by an electronic communication service and specified disclosures made in good faith. Increases penalties for violations where the offender knowingly causes or attempts to cause death or serious bodily injury. Directs the Attorney General, acting through the Federal Bureau of Investigation, to establish and maintain a National Infrastructure Protection Center to serve as a national focal point for threat assessment, warning, investigation, and response to attacks on the Nation's critical infrastructure, both physical and cyber. Establishes within the Department of Justice an Office of Science and Technology to work on law enforcement technology issues, addressing safety, effectiveness and improved access by Federal, State, and local law enforcement agencies. Includes investigative and forensic technologies, corrections technologies, and technologies that support the judicial process. Abolishes the Office of Science and Technology of the National Institute of Justice, transferring functions, activities, and funds to the newly formed Office. Requires the Director of the Office to operate and support National Law Enforcement and Corrections Technology Centers.

Ballistic Imaging Evaluation and Study Act of 2001 - Directs the Attorney General to enter into an arrangement with the National Research Council (NRC) of the National Academy of Sciences to study the effectiveness of ballistic imaging technology. Prohibits a State from using Federal funds for ballistic imaging technology until the NRC report is transmitted to Congress. Authorizes the Secretary of the Treasury, at a State's request, to waive such prohibition upon a showing that the use would be in the national interest.

Fairness to All Vietnam Veterans Act - Directs the Secretary of Defense to study and report to Congress: (1) to identify veterans who died after October 31, 1955, as a result of military operations in southeast Asia whose names are not eligible for inscription on the Vietnam Veterans Memorial; and (2) on the feasibility and equitability of revising the eligibility requirements to be more inclusive of such veterans or of creating an alternative means for recognizing them.

Pathogen Research, Emergency Preparedness and Response Efforts Act of 2001 (PREPARE Act) - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to encourage the development and manufacture of new products or new uses for products which can identify, prevent, or treat biological agents. Permits a limited antitrust exemption for the cooperative efforts of the pharmaceutical, biotechnical, medical device, and research industries when working to develop and bring such countermeasure products to market. Authorizes the Secretary to enter into contracts and provide assistance for product development, including good manufacturing practices and facility security. Requires the Secretary to ensure that medical supplies from the National Pharmaceutical Stockpile are located in appropriate proximity to the site of special events. Amends the Federal Food, Drug, and Cosmetic Act to permit: (1) fast-track designation and priority review for unapproved countermeasure products; and (2) the use of animal trials for drugs useful against lethal or disabling agents. Requires the Secretary to: (1) prohibit the unauthorized transportation of biological agents; (2) establish and maintain a list of each biological agent and toxin potentially threatening to public health and another list of those agents and toxins potentially threatening to national security; and (3) establish safety procedures for the transfer of such agents and toxins. Requires the Secretaries of Health and Human Services and Defense to coordinate the creation of a government-owned, contractor-operated vaccine production facility on a military installation.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956 and the Revised Statutes of the United States to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from making a determination that real estate brokerage activity or real estate management activity is an activity that is either financial in nature or incidental to any financial activity, or is complementary to a financial activity.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to carry out a national education and information campaign promoting stroke prevention and immediate treatment. Directs the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse, including conducting and/or making available research concerning best practices for prevention, treatment, and rehabilitation; (2) make grants to States to establish statewide stroke prevention, treatment, and rehabilitation systems; and (3) develop a model curriculum for training emergency medical services personnel. Sets forth requirements for the State grant program, including matching funds, standards for care and facilities, central data reporting and analysis, special consideration for geographic areas with high rates of disability from stroke or significant need, and technical assistance. Authorizes the Secretary to make grants to develop and implement education programs for appropriate medical personnel with regard to newly developed diagnostics, technologies, and therapies for stroke prevention and treatment.

Medicare Regulatory and Contracting Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) a regular timeline for the publication of final regulations; and (2) contracts with Medicare administrative contractors. Outlines requirements for provider education and technical assistance under Medicare. Amends SSA title XVIII part D with respect to the Practicing Physicians Advisory Council to direct the Secretary to appoint a Medicare Provider Ombudsman to: (1) assist confidentially service providers and suppliers with respect to grievances and requests for information; and (2) submit recommendations to the Secretary for improvement in Medicare administration. Amends SSA title XVIII to direct the Secretary to appoint a Medicare Beneficiary Ombudsman to assist Medicare beneficiaries with respect to grievances and requests for information. Directs the Secretary of Health and Human Services (HHS) to establish a demonstration program making certain technical assistance available, upon request on a voluntary basis, to small providers of services or suppliers to evaluate their billing and related systems for compliance with the applicable Medicare requirements. Outlines requirements with respect to provider appeals and recovery. Directs the Secretary to establish a process for expedited access to judicial review. Amends SSA title XVIII part D with respect to: (1) the Medicare Integrity Program to provide for the recovery of overpayments; and (2) agreements with service providers to direct the Secretary to establish a process for enrollment of Medicare service providers and suppliers. Prohibits the Secretary from implementing any documentation guidelines for evaluation and management physician services under Medicare unless the Secretary has, among other things, established a plan with specific goals and a schedule for improving the use of such guidelines.

Declares that: (1) the President and the United Nations (UN) should insist on monitoring weapons development in Iraq, and Iraq should allow UN weapons inspectors into Iraq, as required by UN Security Council Resolution 687; (2) Iraq remains in material and unacceptable breach of its international obligations; and (3) Iraq's refusal to admit UN weapons inspectors into any facility covered by such resolution should be considered an act of aggression against the United States and its allies.

National Sea Grant College Program Act Amendments of 2001 - Amends the National Sea Grant College Act to include an emphasis on ocean and coastal resources conservation and management and collaboration between academia and the scientists and programs of the National Oceanic and Atmospheric Administration. Excludes grants to assist coastal and ocean research from the two-thirds limitation otherwise applicable. Revises and expands the terms of membership for the sea grant review panel. Authorizes appropriations for zebra mussel, oyster, harmful algal bloom, and coastal ocean research.

Medicare Laboratory Services Access Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to specify as $5.25 for 2002, adjusted for inflation in each subsequent year, the nominal fee for collecting specimens for clinical diagnostic laboratory tests under Medicare.

Embassy Employee Compensation Act - Directs the Attorney General to provide compensation for American citizens who were victims of the bombings of the United States Embassy in Nairobi, Kenya and of the United States Embassy in Dar es Salaam, Tanzania on August 7, 1998. Authorizes payments for physical harm, economic losses and noneconomic losses such as physical and emotional pain or loss of enjoyment of life for individuals present at either of the bombings or their immediate aftermath. Allows relatives of an individual killed to collect on behalf of the deceased. Declares that individuals filing claims waive the right to participate in civil suits in any Federal or State court for damages sustained in the bombings, except for suits that involve recovery of "collateral source" obligations such as life insurance, pension funds, death benefit programs and payments by Federal, State and local governments. Declares that only one claim may be filed by an individual or on behalf of a deceased person and that there will be no punitive damages awarded.

Medicare Patient Access to Physical Therapists Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize qualified physical therapists to provide services for Medicare beneficiaries without the requirement of a physician referral. Provides for treatment of outpatient speech-language pathology services separately from outpatient physical therapy services.

Reservist Pay Security Act of 2001 - Entitles a person who is absent from his or her position of Federal employment to perform service in the uniformed services or the National Guard to receive from his or her agency an amount that, when added to the pay and allowances for such service, equals the basic pay which would have been payable to such employee for such period of service for which such employee is not otherwise compensated.

Attorney Fee Payment System Improvement Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) increase from $4,000 to $5,200 the maximum allowable attorney fee; and (2) cap the amount of attorney assessments at $100. Amends SSA title XVI (Supplemental Security Income) to prescribe a fee payment system for attorneys representing individuals filing claims for past-due benefits in the SSI program. Caps attorney fees at 25 percent of such past-due benefits. Requires the Commissioner of Social Security to assess such an attorney up to $100.

Amends the Internal Revenue Code to tax lifetime annuity payouts and similar payments of life insurance proceeds at dates later than death at capital gains rates. Excludes amounts received under an eligible deferred compensation plan or under a qualified retirement plan. Includes such gains in the calculation of the maximum rate of tax on net capital gains of noncorporate taxpayers when computing the alternative minimum tax.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Expresses the sense of Congress that the President should direct: (1) the Nuclear Regulatory Commission (NRC), the Department of Defense, the National Guard Bureau, the Department of Transportation, the Federal Bureau of Investigation, and the Central Intelligence Agency to conduct a joint study to assess the present and future need for military and National Guard units to augment security at the 103 active nuclear facilities in the United States; (2) the NRC and National Guard Bureau to work with State law enforcement agencies to establish basic guidelines for the proper training and use of National Guard units deployed at such facilities; and (3) the NRC, the Federal Emergency Management Agency, and the Food and Drug Administration to establish emergency reserves of potassium iodide tablets in communities within the emergency planning zones of each of the 64 U.S. nuclear power sites. Calls for Federal funding of the National Guard units protecting nuclear facilities.

Sioux Code Talkers Recognition Act - Authorizes the President to present on behalf of Congress (where appropriate, posthumously) a congressional gold medal to named Sioux Indians who served as Sioux Code Talkers during World War II in recognition of their service to the Nation.

Spirit of America Commemorative Coin Act of 2001 - Directs the Secretary of the Treasury to mint and issue $50 gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the tragic events that occurred at the Pentagon, in New York City, and in Pennsylvania, on September 11, 2001. Establishes the Victims of September 11th Fund which shall consist of amounts from surcharges received from the sale of such coins transferred to the Office for Victims of Crime for individuals who were injured, and to the families of individuals who were killed or injured, in the terrorist attacks against the United States on September 11, 2001.

Expresses the sense of Congress that the President, at the upcoming World Trade Organization (WTO) round of negotiations at Doha, Qatar, November 9-13, 2001, and at any subsequent round of WTO negotiations, should: (1) preserve the U.S. ability to enforce its trade laws rigorously, including antidumping and countervailing duty laws, and avoid agreements which lessen the effectiveness of domestic and international disciplines on unfair trade, especially dumping and subsidies, in order to ensure that U.S. workers, agricultural producers, and firms can compete fully on fair terms and enjoy the benefits of reciprocal trade concessions; and (2) ensure that U.S. exports are not subject to the abusive use of trade laws, including antidumping and countervailing duty laws, by other countries.

Water Infrastructure Security and Research Development Act - Directs the Administrator of the Environmental Protection Agency to establish a program of research, development, and demonstration activities to achieve improvements to technologies and related processes for the security of water supply systems. Requires the program to be carried out through grants to, or cooperative agreements with, research organizations to be used for matters including the following: (1) research regarding vulnerability assessment and physical asset and information system protection technologies; (2) dissemination of research results to the public and to managers of water supply systems; (3) demonstration and assessment of upgraded security technologies; (4) development of security standards and procedures; and (5) research and development related to real-time monitoring to protect against, and technologies and processes to address, chemical, biological, and radiological contamination.

Expresses the sense of Congress that: (1) renegotiation by members of the World Trade Organization (WTO) of existing antidumping and safeguard provisions contained in the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade (commonly known as the "Antidumping Agreement") is unnecessary and unlikely to result in an agreement that does not weaken the antidumping and safeguard provisions; and (2) the United States Trade Representative should oppose any changes to such provisions contained in the Antidumping Agreement at the Fourth Ministerial Conference of the WTO to be held at Doha, Qatar, from November 9-13, 2001, and at any subsequent negotiations, including any changes that make antidumping relief under these provisions more difficult, uncertain, or costly for domestic industries to achieve and maintain over time.

Late Fee Emergency Relief Act of 2001 - Amends the Truth in Lending Act to limit the late fee and annual percentage rate increase imposed upon a consumer credit obligation in the case of any consumer whose principal residence is located in a postal zip code designated by the Postmaster General as a biological, chemical, or radiological attack-related mail disruption area. Requires the Postmaster General to: (1) designate such an area promptly for a 30-day period following any such mail disruption; and (2) disseminate monthly to specified agencies and publish in the Federal Register the postal zip codes designated as mail disruption areas.

International Disability and Victims of Landmines, Civil Strife and Warfare Assistance Act of 2001 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to individuals with disabilities, including victims of civil strife and warfare, in foreign countries. Authorizes the Secretary of Health and Human Services to conduct programs (including the provision of grants to nongovernmental organizations for the purpose of carrying out research, prevention, public awareness, and assistance programs) in foreign countries related to individuals with disabilities, including victims of landmines and other victims of civil strife and warfare. Authorizes the Secretary of Veterans Affairs to provide: (1) advice and expertise on prosthetics, orthotics, physical and psychological rehabilitation and treatment, and disability assistance to other Federal agencies with respect to the implementation of programs to provide assistance to victims of landmines and other victims of civil strife and warfare in foreign countries and landmine research and health-related programs; and (2) technical assistance to private voluntary organizations with respect to the planning, development, operation, and evaluation of such landmine assistance, research, and prevention programs. Directs the Secretary of State to establish and chair an interagency group to coordinate all Federal programs that furnish assistance to victims of landmines and other victims of civil strife and warfare, and conduct landmine research, demining and prevention programs.

Medicare Ambulance Payment Reform Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise requirements for payment for ambulance services concerning: (1) the establishment of a fee schedule; and (2) the coding system specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service. Amends SSA titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) to establish a prudent layperson standard for justification of emergency ambulance services under Medicare and Medicaid.

Amends rule XXIII of the Rules of the House of Representatives to prohibit a Member, Delegate, or Resident Commissioner from having access to classified information (including access through attendance at any briefing or other event at which classified information is presented) unless such individual meets the same security clearance and confidentiality requirements as Permanent Select Committee on Intelligence employees.

Amends title XVIII (Medicare) of the Social Security Act to: (1) exclude portable electrocardiograms, portable x-rays, and portable mammograms from payment under the skilled nursing facility prospective payment system; and (2) include as reasonable and necessary for Medicare reimbursement the costs of transportation of electrocardiogram equipment.

Higher Education Relief Opportunities for Students Act of 2001 - Authorizes the Secretary of Education to waive or modify certain requirements of student financial aid programs under title IV of the Higher Education Act of 1965 as the Secretary deems necessary in connection with the national emergency declared by the President with respect to the terrorist attacks of September 11, 2001, or any subsequent national emergency declared by reason of terrorist attacks (the emergency). Authorizes such waiver or modification of requirements in order to provide relief from certain financial and administrative burdens to affected individuals who: (1) are serving on active duty during the emergency; (2) reside or are employed in a disaster area declared by any Federal, State, or local official in connection with the emergency; or (3) suffered direct economic hardship as a direct result of the emergency, as determined under a waiver or modification issued under this Act. Authorizes waiver or modification of certain reporting requirements for institutions of higher education, lenders, guarantee agencies, and other entities participating in such programs, if such entities are located in declared disaster areas connected to the emergency. Expresses the sense of Congress that institutions offering postsecondary education should provide refunds and waivers of certain requirements to students who are members of the Armed Forces serving on active duty during the national emergency.

Visa Integrity and Security Act of 2001 - Expresses the sense of Congress, in light of the September 11, 2001, terrorist attacks against the United States, that the Attorney General should: (1) implement the integrated entry and exit data system; and (2) establish the Integrated Entry and Exit Data System Task Force, which shall focus on biometric technology and tamper-proof identification, and integration with law enforcement databases. Amends the Immigration and Nationality Act to: (1) direct the Attorney General and the Federal Bureau of Investigation to provide the Department of State with access to specified criminal history records in order to determine whether or not a visa or admissions applicant has a criminal history; and (2) include specified passport-related requirements as part of the visa waiver pilot program. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to expand the foreign student tracking system to: (1) include "other approved educational institutions" (including flight and language schools); and (2) require university reporting of student failure to commence studies. Requires an employer who terminates the employment of specified aliens (H-1b visa) to so notify the Attorney General.
