Economic Growth and Tax Relief Act of 2001 - Amends the Internal Revenue Code, as of tax year 2001, to establish (in addition to existing brackets) a 12 percent individual tax bracket for each filing status. Caps taxable income levels for the 12 percent bracket at: (1) $12,000 for married individuals filing jointly; (2) $10,000 for heads of households; and (3) $6,000 for unmarried individuals or married individuals filing separately. Applies the current 15 percent bracket to income levels above the 12 percent caps but below current 15 percent caps. Prohibits minimum bracket amount inflation adjustments through tax year 2006. Revises the cost-of-living adjustment formula, as of tax year 2007. Provides, beginning in tax year 2002, for specified reductions in the 12, 28, 31, 36, and 39.6 percent individual (and estate) brackets. (Maintains the revised 15 percent bracket without further change.) Repeals mandatory reductions in the additional (three or more children) child tax credit and the earned income credit for taxpayers subject to the alternative minimum tax.

Requires the Secretary of the Treasury to deposit into the CRAF certain Outer Continental Shelf revenues, undisbursed impact assistance and coastal conservation amounts, and interest earned on CRAF investments. Allocates CRAF funds among coastal States for impact assistance and coastal conservation, the Land and Water Conservation Fund, and Federal aid to a certain wildlife restoration fund. Provides for CRAF funding of the Urban Park and Recreation Recovery Act of 1978, the National Historic Preservation Act, the National Maritime Heritage Act of 1994, Endangered and Threatened Species Recovery Agreements, and a specified program for payments in lieu of taxes and refuge revenue sharing. Expresses the intent of Congress that amounts made available under this Act are to supplement, and not to detract from, annual appropriations for the National Park Service. Prohibits the expenditure of funds under this Act if such an expenditure diminishes benefit obligations of the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, the Hospital Insurance Trust Fund, or the Supplementary Medical Insurance Trust Fund.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Unsolicited Commercial Electronic Mail Act of 2001 - Amends the Federal criminal code to provide criminal penalties for intentionally initiating the transmission of any unsolicited commercial electronic mail message (message) to a protected computer in the United States with the knowledge that any domain name or other initiator identifying information contained in or accompanying such message is false or inaccurate. Prohibits any person from sending such a message unless the message contains a valid e-mail address, conspicuously displayed, to which a recipient may send notice of a desire not to receive further messages. Prohibits a person from sending other unsolicited commercial e-mail messages after a reasonable period of time following such notice. Requires any such message to include information that: (1) identifies the message as unsolicited commercial e-mail; and (2) contains notice of the opportunity for the recipient to request to not receive further messages. Makes it unlawful for a person to initiate the transmission of such a message in violation of a policy regarding unsolicited commercial e-mail messages that complies with specified requirements. Directs the Federal Trade Commission (FTC) to notify violators under this Act, to prohibit further initiation of such messages, and to require the initiator to delete the names and e-mail addresses of the recipients and providers from all mailing lists. Requires the names and e-mail addresses of any children of the recipient to be included in such notification.

The Citizen and the Constitution program and The Project Citizen program, and under Cooperative Educational Exchange programs; and (2) the National Council on Economic Education (NCEE) to carry out economic education activities under Cooperative Educational Exchange programs. Revises requirements for CCE implementation of the We the People... The Citizen and the Constitution program and The Project Citizen program. Sets forth requirements for the Cooperative Educational Exchange programs of civic education by CCE and economic education by NCEE. Makes eligible for such programs Central European countries, an Eastern European country, Lithuania, Latvia, Estonia, and the independent states of the former Soviet Union. Allows such program eligibility also for the Republic of Ireland, the province of Northern Ireland in the United Kingdom, and any developing country as defined under the Education for the Deaf Act. Amends the Goals 2000: Educate America Act to repeal provisions for an International Education Program.

Clean Air and Water Preservation Act of 2001 - Amends the Clean Air Act to prohibit the use of methyl tertiary butyl ether (MTBE) as a fuel additive. Makes such prohibition effective three years after this Act's enactment date. Amends the Safe Drinking Water Act to require the Administrator to amend certain guidelines to require State source water assessment programs to be revised to prioritize groundwater areas and aquifers that have been contaminated, or are most vulnerable to contamination, by MTBE. Revises the oxygen content requirement for reformulated gasoline under the Clean Air Act to require the oxygen content to equal or exceed an average of two percent by weight (currently, equal or exceed two percent by weight). Invalidates Federal regulations that establish a per-gallon minimum oxygen content (percent, by weight). Limits the hydrocarbon content of reformulated gasoline to the average content of such gasoline sold in covered nonattainment areas during the year 2000. Expresses the sense of Congress that the United States should promote renewable ethanol to replace MTBE and encourage oil refiners to make the transition from MTBE-blended fuel to ethanol-blended fuel as soon as possible.

Reauthorizes appropriations for FY 2002 through 2006 for the revolving fund program.

Prohibits the percentage adjustment taking effect in a calendar year, in any salary rate, from exceeding that adjustment taking effect in such year under General Schedule pay rate provisions. Preparedness Against Domestic Terrorism Act of 2001 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Act) to include snow droughts, acts of terrorism or other catastrophic events within its definition of "major disaster" for purposes of authorized disaster relief. Requires the President (current law authorizes the Director of the Federal Emergency Management Agency (FEMA Director)) to be responsible for carrying out Federal emergency preparedness plans and programs. Includes as a covered hazard a domestic terrorist attack involving a weapon of mass destruction. Requires the President to ensure that Federal response plans and programs are adequate to respond to the consequences of terrorism directed against a target in the United States. Includes the development of equipment, clothing, and facilities within authorized preparedness measures. Repeals provisions of the Act which: (1) allow State preparedness funds to be used to prepare for hazards and for providing emergency assistance in response to hazards; and (2) require the FEMA Director to establish emergency preparedness security regulations. Establishes the President's Council on Domestic Preparedness. Requires the Council to: (1) publish a Domestic Terrorism Preparedness Plan and an annual implementation strategy; (2) designate an entity to assess the risk of terrorist attacks against transportation, energy, and other infrastructure facilities; and (3) establish voluntary minimum guidelines for preparedness programs. Authorizes the Council to attend meetings of the National Security Council pertaining to domestic terrorist attack preparedness matters, subject to the direction of the President.

Project Exile Safe Streets and Neighborhoods Act of 2001 - Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct the Attorney General to provide firearms sentencing incentive grants to eligible States that: (1) demonstrate that they have implemented laws requiring that any person who uses or carries a firearm in any violent crime or serious drug trafficking crime be sentenced to not less than five years in prison (without the possibility of parole) in addition to the punishment provided for such crime, or requiring that any person who possesses a firearm, having at least one prior conviction for a violent crime, be sentenced to five years' imprisonment (without the possibility of parole); or (2) can demonstrate that they have in effect an equivalent Federal prosecution agreement; and (3) demonstrate that they have or will implement a public awareness and community support program that seeks to build support for, and warns potential violators of, such firearms sentencing laws; and (4) provide assurances that they will coordinate with Federal prosecutors and Federal law enforcement agencies and will allocate resources to reduce crime in high-crime areas. Sets forth allowable uses for such grants, including to: (1) support law enforcement agencies, prosecutors, courts, probation officers, correctional officers, the juvenile justice system, the improvement of criminal history records, or case management programs involving the sharing of information about serious offenders; (2) carry out such a public awareness and community support program; and (3) build or expand correctional facilities.

Unborn Victims of Violence Act of 2001 - Provides that: (1) whoever engages in conduct that violates specified provisions of the Federal criminal code, the Controlled Substances Act of 1970, or the Atomic Energy Act of 1954, or specified articles the Uniform Code of Military Justice (conduct constituting certain Federal violent crimes) and thereby causes the death of, or bodily injury to, a child who is in utero, shall be guilty of a separate offense; and (2) the punishment for that separate offense shall be the same as that provided under Federal law for that conduct had that injury or death occurred to the unborn child's mother. Specifies that a violation of such provisions does not require proof that: (1) the person engaging in the conduct had knowledge or should have had knowledge that the victim of the underlying offense was pregnant; or (2) the defendant (or accused) intended to cause the death of, or bodily injury to, the unborn child. Directs that if the person engaging in the conduct thereby intentionally kills or attempts to kill the unborn child, that person shall be punished as provided under the Federal criminal code for intentionally killing or attempting to kill a human being. Prohibits imposition of the death penalty for an offense under this Act. Bars prosecution under this Act: (1) of any person for conduct relating to an abortion for which the consent of the pregnant woman, or a person authorized by law to act on her behalf, has been obtained or for which such consent is implied by law; (2) for conduct relating to any medical treatment of the pregnant woman or her unborn child; or (3) of any woman with respect to her unborn child.

Trade Fairness Act of 2001

Trade Fairness Act of 2001 - Amends the Trade Act of 1974 to repeal the requirement that the cause of serious injury (or threat) be substantial to the domestic industry producing an article like or directly competitive with an article that is being imported into the United States in such increased quantities with respect to the President's taking action to facilitate efforts by such industry to make a positive adjustment to the import competition. Revises certain factors the International Trade Commission must consider when investigating to determine whether an article is being imported into the United States in such increased quantities as to be a substantial cause of serious injury (or threat) to the domestic industry producing an article like or directly competitive with the imported article. Repeals, similarly, the requirement that such injury be substantial. Declares that imports shall be considered to be a "cause of serious injury, or threat thereof," if a causal link is established between imports and injury to the domestic industry. Directs the Secretary of Commerce to establish and implement a steel import permit and monitoring program. Requires: (1) a person to have a steel import permit before he or she can import certain steel products into the United States; and (2) the Secretary to issue such permit to any person who files an application that meets specified requirements. Requires the Secretary to compile and publish certain information with respect to such imported steel.
