Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting an individual under age 18 across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the individual resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the individual obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the individual resides, took place. Authorizes any parent who suffers legal harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Directs the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2001 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Housing Preservation Matching Grant Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States (including the District of Columbia and U.S. commonwealths, territories, and possessions) for low-income housing preservation. Sets forth requirements for projects: (1) with Department of Housing and Urban Development-insured mortgages; (2) with section 8 assistance; or (3) purchased by the residents.

No Frills Prison Act of 2001 - Amends Federal criminal code provisions concerning the expenses of prisoners to prohibit the use of money from the Treasury to purchase cable television services or to rent or purchase videocassettes, videocassette recorders, or other audiovisual or electronic equipment used primarily for recreational purposes, with an exception for equipment for inmate training or educational programs.

Securing Affordable Vocational and Collegiate Education (SAVE) Act - Amends the Internal Revenue Code to: (1) allow a limited deduction for amounts paid to any qualified State tuition program; and (2) provide that distributions from such programs used to pay qualified higher education expenses shall not be included in gross income.

Reserve Employer Tax Credit Act of 2001 - Amends the Internal Revenue Code to provide: (1) employers a business tax credit for a portion of compensation that was not paid with respect to members of the military reserves who were absent from work on qualified reserve duty; (2) a comparable credit for participating self-employed individuals; and (3) for the deduction of certain expenses paid or incurred by members of a Reserve component of the armed forces.

Amends the Internal Revenue Code to repeal the current dollar limitation on the deduction for interest on educational loans provision and replace it with a limitation on such deduction based on modified adjusted gross income. Repeals the 60-month limitation period on the allowance of the interest deduction on such loans.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2001 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) debt reaffirmation and credit counseling; (4) domestic support obligations; (5) personal injury claims resulting from drug- or alcohol-impaired operation of a motor vehicle or vessel; (6) Federal criminal law enforcement with regard to abusive reaffirmations of debt; (7) fraudulent bankruptcy schedules; (8) education and retirement benefits; and (9) nondischarge from a debt for restitution or damages awarded in a civil action against the debtor for willful or malicious injury that caused personal injury or death of an individual. Prescribes guidelines regarding: (1) discouragement of bankruptcy abuse; (2) general and small business bankruptcy; (3) bankruptcy data dissemination and bankruptcy tax provisions; (4) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (5) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Prescribes guidelines for insolvent health care businesses and related patients' rights. Mandates appointments and extensions for certain additional temporary bankruptcy judgeships. Prescribes additional consumer credit disclosures.

Montgomery GI Bill Improvements Act of 2001 - Amends Federal basic educational assistance provisions (the Montgomery GI Bill) to authorize enhanced educational assistance to a member of the armed forces who, after September 30, 2001: (1) first enters on active duty; (2) reenlists or continues to serve on active duty; (3) serves a continuous period of active duty of four years; or (4) serves and is discharged or released for a service-connected disability, at the convenience of the Government (after serving at least 42 months of such duty), or due to a reduction in force. Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides: (1) a monthly stipend for approved programs of education; and (2) tutorial assistance. Increases the monthly rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance; and (4) provisions limiting an individual's opportunity to withdraw an election not to enroll in such assistance program. Authorizes an individual entitled to basic educational assistance to receive an accelerated payment of such allowance, beginning on March 1, 2002, under certain conditions. Authorizes the use of basic educational assistance for training for technological occupations offered by entities other than educational institutions.

Surviving Spouses and Dependents Outreach Enhancement and Veterans Casework Improvement Act - Encourages all elements within the Department of Veterans Affairs and public and private sector entities (including veterans service and veterans widows organizations) to work cooperatively to fully inform veterans' surviving spouses and dependents regarding their eligibility for veterans' benefits and health care services. Requires the Secretary of Veterans Affairs to assign appropriate Department employees to conduct outreach programs and provide outreach services for eligible spouses and dependents.

Fishable Waters Act of 2001 - Amends the Federal Water Pollution Control Act (the Act) to establish a program of grants to States with approved fisheries habitat protection, restoration, and enhancement programs. Permits States to designate watershed councils to carry out fisheries habitat protection, restoration, and enhancement plans. Makes projects that support or implement specific recommendations contained in a council plan eligible for financial support from a State's fisheries habitat account established pursuant to this Act. Directs the Secretary of the Interior, acting through the Director of the Fish and Wildlife Service, to establish a community fisheries habitat revitalization program to provide for assistance to State fish and wildlife agencies for projects to improve urban watersheds and public access to such watersheds in order to restore fisheries habitat or enhance fisheries uses and provide recreational opportunities. Requires States with approved programs to establish fisheries habitat accounts for providing financial support for recommended projects. Requires the Secretary, acting through the Directors of the Fish and Wildlife Service and the Geological Survey, to establish a national planning program for protection and restoration of fisheries habitat through improved floodplain management practices on major waterways. Provides for public dissemination of technical information on fisheries-related needs for instream flows. Treats Indian tribes as States for purposes of this Act. Reauthorizes appropriations for FY 2002 through 2006 under the Act for grants for: (1) nonpoint source pollution control management programs; and (2) groundwater quality protection activities to advance States toward implementation of such programs.

Self-Employed Health Insurance Fairness Act of 2001 - Amends the Internal Revenue Code to allow a deduction for 100 percent of a self-employed individual's health insurance costs for himself or herself, spouse, and dependents, unless such individual participates in an employer-maintained health plan. (Current law provides for a phased-in 100 percent deduction and disallowance upon participation eligibility.)

Constitutional Amendment - Prohibits Federal expenditures (except those for repayment of debt principal) from exceeding revenues (except those derived from borrowing) for any fiscal year unless three-fifths of the whole number of each House of Congress provides for a specific excess of expenditures over revenues by a rollcall vote. Authorizes Congress to waive such prohibition when a declaration of war is in effect or under other specified circumstances involving military conflict.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Keeping Our Promises to Special Education Act of 2001 - Amends the Individuals with Disabilities Education Act (IDEA) to authorize funding to reach the Federal Government's goal of providing 40 percent of the national average per pupil expenditure to assist States and local educational agencies with the excess costs of educating children with disabilities. Authorizes appropriations for IDEA part B programs of assistance for education of all children with disabilities, in specified amounts for FY 2002 through 2006, and as necessary thereafter.

National Discovery Trails Act of 2001 - Amends the National Trails System Act to provide for the establishment, as components of the National Trails System, of national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on Federal lands and, with the consent of the owner, on non-Federal lands. Requires the appropriate Secretary for each national discovery trail to administer the trail in cooperation with a competent trailwide nonprofit organization. Provides requirements for designation as a national discovery trail. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado.

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Mental Health and Substance Abuse Parity Amendments of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Internal Revenue Code, and the Public Health Service Act to prohibit group and individual health plans from imposing treatment limitations or financial requirements on the coverage of mental health benefits, or substance abuse and chemical dependency benefits, if similar limitations or requirements are not imposed on medical and surgical benefits. Amends the Health Insurance Portability and Accountability Act of 1986 to provide for coordination in implementation of such amendments.

ERISA Guaranteed Benefits COLA Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for cost-of-living adjustments (COLAs) to guaranteed benefit payments paid by the Pension Benefit Guaranty Corporation. Makes such adjustments for guaranteed benefit payments with respect to single-employer plans, multiple employer plans, and aggregate limits.

Younger Americans Act - Sets forth a national youth policy to assure that all youth have access to the full array of core resources, including: (1) ongoing relationships with caring adults; (2) safe places with structured activities in which to grow and learn; (3) services that promote healthy lifestyles, including those designed to improve physical and mental health; (4) opportunities to acquire marketable skills and competencies; and (5) opportunities for community service and civic participation. Establishes in the Executive Office of the President: (1) the Office of National Youth Policy ; (2) a Director of the Office; and (3) the Council on National Youth Policy within the Office. Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Amends the Trade Act of 1974 to authorize appropriations to the Department of Labor through FY 2006 for: (1) trade adjustment assistance to displaced workers and for firms; and (2) the North American Free Trade Agreement Transitional Adjustment Assistance Program. Provides that a certification of eligibility to apply for trade adjustment assistance shall not cover a worker whose last total or partial separation from a firm occurred more than two years (currently, one year) before the date of a petition on which such certification was granted (effectively extending the time for filing the petition for worker assistance).

Small Communities Assistance Act of 2001 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a small community advisory committee or reconstitute an existing small community advisory committee. Directs the Administrator to develop and implement a plan to increase the involvement of small communities in the regulatory review processes conducted under the Regulatory Flexibility Act of 1980, the Small Business Regulatory Enforcement Fairness Act of 1996, and title II of the Unfunded Mandates Reform Act of 1995. Directs each EPA regional office to establish a Small Town Ombudsman Office. Requires the Administrator to distribute to small communities a guide to Federal environmental requirements for small communities.

Amends the Clean Air Act to authorize the Administrator of the Environmental Protection Agency to waive oxygen content requirements for reformulated gasoline upon petition of a State. Permits the Administrator to control or prohibit the use of any oxygenate (including methyl tertiary butyl ether (MTBE)) as a fuel or fuel additive if the oxygenate contributes to contamination of drinking water which may be anticipated to endanger public health, welfare, or the environment. Caps the annual volume of MTBE manufactured or introduced into commerce as a fuel or fuel additive, beginning in 2005, at the average annual volume estimated to have been manufactured or introduced into commerce in 1986 through 1991. Grants States certain authority to prescribe and enforce controls on the use of MTBE as a fuel additive. Directs the Administrator to establish regional performance standards to ensure that levels of reductions of toxic air pollutants achieved under the Reformulated Gasoline Program are maintained in areas where the oxygen content requirement is waived. Requires any regulation or modification of fuel properties made by this Act to take into account the need to provide lead time for refinery and fuel distribution system modifications necessary to assure adequate fuel supply for all States.

Binational Great Lakes-Seaway Enhancement Act of 2001 - Authorizes the President to enter into an executive agreement with Canada to establish as binational corporations the Saint Lawrence Seaway Corporation and the Great Lakes Development Bank. Sets forth the functions of the Corporation, including: (1) operating and improving the assets of the United States and Canada on the Saint Lawrence Seaway; (2) facilitating safe navigation on the Seaway; and (3) promoting domestic and international trade involving the Great Lakes States and Great Lakes Provinces. Repeals the Saint Lawrence Seaway Act (effectively eliminating the Saint Lawrence Seaway Development Corporation). Sets forth the functions of the Great Lakes Development Bank, including: (1) providing loans and other assistance to the Seaway and public and private entities involved in maritime commerce in the Great Lakes and Seaway regions; and (2) facilitating maritime commerce-related investment there.

Amends the Internal Revenue Code to exclude, subject to a $3,000 maximum exclusion (double for a joint return), from gross income a capital gain dividend which is: (1) distributed by a regulated investment company; and (2) automatically reinvested by the company in the stock of such company with respect to which the dividend is distributed.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Simplified USA Tax Act of 2001 - Title I: Findings; Need to Replace the Income Tax - Sets forth findings, the main features of the Simplified USA Tax System, and the concepts and structure of the Simplified USA Tax System. Title II: Simplified USA Tax for Individuals - Establishes a new chapter 1 of the Internal Revenue Code (IRC), "Simplified USA Tax for Individuals." Establishes tax rates at 15, 25, and 30 percent. Sets forth provisions defining gross income, exclusions from gross income, alimony and child support deductions, personal and dependency deductions, the family living allowance, the homeowner deduction, the education deduction (equal, as a general rule, to the sum of all qualified education expenses), the philanthropic transfer deduction, the kiddie tax (concerning taxable income of children), and tax credits (including allowing a payroll tax credit). Sets forth provisions concerning a Roth IRA, a deductible IRA, annuities, endowment contracts, and life insurance contracts. Permits contributions to a Roth IRA of up to the amount of an individual's adjusted gross income. Provides, as a general rule, for the exclusion from gross income of Roth IRA distributions. Sets forth provisions concerning basis, business transactions, and nonrecognition transactions. Establishes rules for exclusion from gross income, rules relating to deductions, and rules for the rental of real estate. Requires a trust or estate to prepay the Simplified USA Tax for individuals. Sets the tax rate at 30 percent on the taxable income of a trust or estate when the taxable income exceeds $3,800. Sets forth rules concerning trusts and estates, including rules for credits, deductions, trust income, distributions, beneficiaries, charitable remainder trusts, reversionary interests, and funeral trusts. Title III: Simplified USA Tax for Businesses - Renumbers the current chapter 2 (Tax on Self-Employment Income) of the IRC as chapter 3. Establishes a new chapter 2, "Simplified USA Tax for Businesses." States that the tax equals the amount by which the business tax exceeds the payroll tax credit. Defines the "business tax" as the sum of: (1) 8 percent of the portion of the gross profits of the business entity for the taxable year that does not exceed $150,000; and (2) 12 percent of such portion of the gross profits of the business entity for the taxable year that exceeds $150,000. Directs the Secretary to prescribe rules under which the gross profits of business entities under common control are aggregated for purposes of applying the benefit of the lower rate. States that such rules shall be similar to rules applicable under IRC sections 1551 (Disallowance of the benefits of the graduated corporate rates and accumulated credit) and 1561 (Limitations on certain multiple tax benefits in the case of controlled corporations). Defines the "payroll tax credit" as a credit for the social security, railroad retirement, and hospital insurance taxes paid by an employer. Sets forth subchapters governing: (1) the basic rules for the business tax; (2) capital contributions, mergers, acquisitions, and distributions; (3) accounting method rules; (4) land and rental property; (5) insurance and financial products; (6) financial intermediation and financial institutions; (7) tax-exempt organizations; (8) cooperatives; (9) sourcing rules; (10) business conducted in a possession; (11) the payroll tax credit; (12) the import tax (as a general rule, eleven percent of the customs value of property or services); and (12) transition, administration, and consolidated returns (permitted, if it would have been permitted under the IRC provisions governing consolidated returns and such provisions were applied by treating each business entity as a corporation and its owners or partners as shareholders). Repeals chapter 6 (Consolidated Returns) of the IRC. Title IV: Deferred Compensation Plans - Provides, in general, that subchapter D (Deferred Compensation) of chapter 1 of the IRC is saved. Title V: Repeal of Estate and Gift Taxes - Repeals Subtitle B (Estate and Gift Taxes) of the IRC. Title VI: Technical and Administrative Changes: Effective Dates - Renames the IRC the "USA Tax Code." Makes other amendments to the IRC which reflect the amendments made by this Act.

Calls upon the President: (1) to immediately review the entry into the customs territory of the United States of all steel products of Australia, China, South Africa, Ukraine, Indonesia, India, Japan, Russia, South Korea, or Brazil; (2) if he finds that the Governments of such countries are not abiding by the spirit and letter of international trade agreements regarding steel imports into the United States, to immediately impose a one-year ban on the imports of all steel products from such countries; (3) to establish a task force within the executive branch to closely monitor steel imports into the United States; and (4) to report to Congress on any other actions to ensure that all U.S. trading partners abide by such agreements.
