Veterans Programs Extension Act of 2006 - Extends for specified periods certain expiring programs of the Department of Veterans Affairs (VA), including: (1) health care for veteran participants in Department of Defense (DOD) chemical and biological warfare testing; (2) certain assistance for homeless veterans and seriously mentally ill veterans; and (3) the educational assistance allowance for work-study. Expands eligibility under the Survivors' and Dependents' Educational Assistance Program to include the spouse or child of a member who: (1) is hospitalized or receiving outpatient medical care; (2) has a total permanent disability incurred in the line of duty; and (3) is likely to be discharged or released due to such disability. Directs the Secretary of Veterans Affairs to designate specified VA health care facilities as: (1) centers of Parkinson's disease research, education, and clinical activities; and (2) multiple sclerosis centers of excellence. Authorizes the Secretary to carry out specified major medical facility leases in FY2006 and FY2007. Codifies recently enacted VA cost-of-living adjustments in veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children.

Expresses condolences to the families of women and girls murdered in Guatemala. Condemns the ongoing abductions and murders of women and girls in Guatemala. Urges the government of Guatemala to recognize domestic violence and sexual harassment as criminal acts and encourages the government of Guatemala to investigate the killings of women, prosecute those responsible, and eliminate the tolerance of violence against women. Supports efforts to identify perpetrators and unknown victims through forensic analysis, including DNA testing. Encourages the Secretary of State to urge the government of Guatemala to: (1) honor the victims of the brutal murders and to continue to include in the Department of State's annual Country Reports on Human Rights Practices all instances of improper investigatory methods, threats against human rights activists, and the use of torture with respect to cases involving the murder and abduction of women and girls in Guatemala; (2) hold accountable those law enforcement and judicial officials who fail to investigate and prosecute the murders adequately; and (3) take measures to ensure that the special Guatemalan police and prosecutorial units are adequately staffed and have sufficient resources. Recommends that the Secretary develop a comprehensive plan to combat the growing problem of violence against women in Latin America.

Provides that, for purposes of carrying out the duties of the Special Inspector General for Iraq Reconstruction (Inspector General), any funds appropriated or otherwise made available for FY2007 for the Iraq Security Forces Fund shall be treated as amounts appropriated or otherwise made available for the Iraq Relief and Reconstruction Fund. Amends the Emergency Supplemental Appropriations Act for Defense and for the Reconstruction of Iraq and Afghanistan, 2004 to terminate the Office of the Inspector General ten months after the date on which 80 percent of the amounts appropriated or otherwise made available to both the Iraq Relief and Reconstruction Fund and the Iraq Security Forces Fund have been expended.

Recodifies under federal veterans' benefits provisions former federal armed forces provisions relating to educational assistance programs for members of the reserve components. Directs the Secretary of Veterans Affairs (Secretary) (currently, the Secretaries of each military department) to establish and maintain a program of educational assistance to members of the Selected Reserve who agree to remain members of the Selected Reserve for at least six years. Increases monthly educational assistance benefit amounts. Includes under such recodification provisions concerning Selected Reserve educational assistance allowances for: (1) apprenticeships and on-the-job training; (2) correspondence courses; (3) tutorial assistance; (4) courses beyond the baccalaureate degree level; and (5) persons with skills or specialties for which there is a critical shortage. Extends the time limitation for the use of such entitlement to ten years after separation from the Selected Reserve (currently, ten years after the person first becomes entitled to such assistance). Requires the Secretary (currently, the Secretaries of each military department) to establish and maintain a program to provide educational assistance to members of the Ready Reserve. Extends the time limitation for the use of such entitlement to ten years after separation from the Ready Reserve.

Act to Save America's Forests - Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date. Directs the Chief of the Forest Service, the Director of the U.S. Fish and Wildlife Service, and the Director of the Bureau of Land Management to each prepare a continuous inventory of forest land administered by each agency head and to document whole-system measures that will be taken as a result of the inventory. Requires the Secretary of Agriculture to provide for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain federal land, National Forest System land, and National Wildlife Refuge System land. Provides for federal enforcement and a private right of action. Designates special areas which shall be subject to restrictions on road construction and logging in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Idaho, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Vermont, Virginia, Wisconsin, and Wyoming. Requires the Secretaries concerned to appoint a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for federal enforcement and a private right of action. States that this Act and the amendments made by this Act shall not apply to federal wilderness areas designated under the Wilderness Act. Adds specified land to the Giant Sequoia National Monument. Transfers administrative jurisdiction over the Monument from the Secretary to the Secretary of the Interior. Establishes the Giant Sequoia National Monument Advisory Board. Adds specified parts of Sequoia National Forest that are not included in the Monument to: (1) Sierra National Forest; and (2) Inyo National Forest.

Veterans Corporation Reauthorization and Enhancement Act of 2006 - Amends Small Business Act provisions establishing a National Veterans Business Development Corporation (Corporation) to: (1) authorize appropriations for the Corporation in FY2008-FY2012; (2) require the Corporation to seek private funding; (3) make members of the reserve components eligible for business development programs sponsored by the Corporation; and (4) require the Secretaries of Veterans Affairs and Labor to provide information on services provided by the Corporation to veterans.

Disabled Warriors' Family Education Act of 2006 - Allows spouses and dependent children of permanently disabled members of the Armed Forces to access benefits under the Survivors' and Dependents' Educational Assistance program while such members are still on active duty.

Health Care Access and Rural Equity (H-CARE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2); payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) extension of the Medicare rural hospital hold harmless provision under the prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services under Medicare; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of interests of rural areas on the Medicare Payment Advisory Commission; and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and disregarding hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for purchase and enhanced utilization of qualified health information technology systems; (2) establish a capital infrastructure revolving loan program and a Rural Health Quality Advisory Commission; and (3) provide for delta rural disparities and health systems development.

Federal Living Wage Responsibility Act - Requires the Federal government and any employer under a Federal contract or subcontract exceeding $10,000 to pay each of their respective workers: (1) an hourly wage (or salary equivalent) necessary for such employee to earn, while working 40 hours a week on a full-time basis, not less than the amount of the Federal poverty level for a family of four; and (2) an additional amount, based on the locality in which a worker resides, sufficient to cover the costs to such worker to obtain specified fringe benefits not provided by the worker's employer. Exempts employers that are: (1) small business concerns; or (2) nonprofit, tax-exempt organizations, if the ratio of the total compensation of the chief executive officer to that of the full-time equivalent of their lowest-paid employee is not greater than 25 to 1. Directs the Secretary of Labor to enforce this Act. Makes federal contractors that are part of a pattern or practice of violations of such wage requirements subject to federal contract suspension, a five-year ineligibility period, and liability for government costs of obtaining a replacement contractor. Provides for judicial review of the Secretary's determinations, and authorizes the President to suspend the provisions of this Act in times of emergency. Allows an aggrieved worker to bring a civil action against an employer for appropriate relief for a violation of this Act, if the employer has not paid or reinstated the worker as a result of the administrative action.

Homeless Veterans Assistance Act of 2006 - Extends through: (1) FY2011 the homeless veterans comprehensive services program; (2) 2011 the authority of the Secretary of Veterans Affairs to provide treatment and rehabilitation for seriously mentally ill and homeless veterans; (3) 2011 the authority of the Secretary to transfer to homeless veterans' housing programs real property obtained by the Department of Veterans Affairs (VA) through foreclosure of home mortgages; (4) FY2011 a VA grant program for homeless veterans with special needs; (5) FY2011 the authorization of appropriations for the VA technical assistance grant program; and (6) FY2011 the Advisory Committee on Homeless Veterans. Authorizes the Secretary to make emergency grants to entities providing care to homeless veterans for repairing or replacing facilities damaged or destroyed by a disaster. Directs the Secretary to provide financial assistance to eligible entities to provide supportive services for very low income veteran families residing in permanent housing. Requires the equitable distribution of such assistance across geographic regions, including rural communities and tribal lands. Requires the Secretary to carry out a demonstration program on preventing homelessness of veterans who are at risk of homelessness after they are discharged or released from active military service. Makes permanent and extends to at least 12 (currently, six) locations a VA demonstration program of referral and counseling services for veterans transitioning from certain institutions (including penal and mental illness institutions) who are at-risk for homelessness.

Program for Real Energy Security Act or the PROGRESS Act - Establishes the National Commission on Energy Security and Transition to New Fuels. Sets forth the duties of the Commission, including to make recommendations to Congress and the President for: (1) preserving the national energy security in the event of a terrorist attack or natural disaster; and (2) reducing U.S. dependence on foreign oil over a specified period. Establishes: (1) the New Manhattan Center for High Efficiency Vehicles; and (2) the Advisory Council on Federal Participation. Requires the Secretary of Energy to carry out a program of grants to federal and private sector researchers (including the Center) to research and develop alternative fuels and technologies to improve the productivity of U.S. automotive firms in the manufacture of high efficiency vehicles. Establishes a grant program to provide assistance to retail and wholesale motor fuel dealers or other entities to install, replace, or convert motor fuel storage and dispensing infrastructure for use in the storage and dispensing of biobased fuels. Sets forth requirements calling for: (1) the production and distribution of biobased fuels (ethanol) and deployment of new engine technologies for fuel-flexible, hybrid, plug-in hybrid, and biodiesel vehicles; (2) greater use of alternative fuels in dual fueled vehicles operating in the federal fleet; and (3) the increase and expansion of employer-provided mass transit fringe benefits. Transit Rail Accommodation Improvement and Needs Act - Allows for the shared use of rail carrier trackage and rail rights-of-way by mass transportation authorities. Authorizes capital investment grants to improve intercity passenger rail service. Allows a tax credit to holders of qualified high-speed rail infrastructure bonds. Railroad Track Modernization Act of 2006 - Establishes a capital grant program for the rehabilitation, preservation, or improvement of railroad track of class II and class III railroads. Requires the issuance of regulations implementing reliability standards for the safe transportation of energy supplies by rail.

Belarus Democracy Reauthorization Act of 2006 - Amends the Belarus Democracy Act of 2004 to extend and specify authorization of appropriations for: (1) democracy and civil society activities; and (2) radio and television broadcasting to Belarus. Establishes specified economic and U.S. entry sanctions against Belarus until its government makes progress in meeting specified conditions respecting: (1) release of political prisoners and accounting for the disappearances of opposition leaders and journalists; (2) cessation of political harassment; (3) prosecution of senior government leaders for embezzlement of state assets and administration of fraudulent elections; and (4) holding free presidential and parliamentary elections under independent supervision.

Veterans Identity and Credit Security Act of 2006 - Requires: (1) the Director of the Office of Management and Budget (OMB) to establish policies and standards for federal agencies to follow in the event of a breach of data security involving the disclosure of sensitive personal information; and (2) each federal agency to establish procedures for notifying individuals whose sensitive personal information is compromised. Establishes in the Department of Veterans Affairs (VA) an Under Secretary for Information Services. Outlines responsibilities of the VA's Chief Information Officer with respect to personal information security management. Requires the Secretary of Veterans Affairs to report quarterly to the congressional veterans' committees on any data breach with respect to sensitive personal information possessed or maintained by the VA. Requires within the VA, with respect to each data breach, an independent risk analysis to determine the level of risk for the potential misuse of such information. Provides for, after a data breach: (1) fraud alerts; (2) credit security freezes; and (3) credit protection services. Outlines requirements for contractors who contract to perform any VA function that requires access to sensitive personal information. Directs the Secretary, in order to ensure appropriate information security skills for VA employees, to carry out programs to provide financial support for the education of such personnel in information security at institutions of higher education. Authorizes: (1) a scholarship program under which the Secretary may provide financial assistance to an individual for up to five years with a limit of $50,000 per year; and (2) a debt reduction program under which the Secretary makes payments on loans taken by VA employees to obtain appropriate information security education, with a payment limit of $82,500 over a five-year period. Provides a first and second priority, in the provision of assistance under this section, to: (1) veterans with service-connected disabilities; and (2) other veterans. Requires any veteran receiving assistance to have been discharged from the Armed Forces under honorable conditions.

Joshua Omvig Veterans Suicide Prevention Act - Directs the Secretary of Veterans Affairs to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) mandatory training for appropriate staff and contractors of the Department of Veterans Affairs who interact with veterans; (2) screening of veterans who receive medical care at a Department facility for suicide risk factors; (3) referral of at-risk veterans for counseling and treatment; (4) a suicide prevention counselor at each Department medical facility; (5) research for suicide prevention and for mental health care for veterans who have experienced sexual trauma while in military service; (6) 24-hour veterans' mental health care availability; and (7) a toll-free hotline. Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary should take in the special needs of PTSD-afflicted veterans in developing and implementing the program.

Children of Fallen Soldiers Pell Grant Act of 2006 - Amends the Higher Educaton Act of 1965 to eliminate the expected family contribution used in determining Pell Grant eligibility in the case of a student applicant whose parent or guardian was killed while performing military service in Iraq or Afghanistan after September 11, 2001.

Declares that the House of Representatives: (1) supports efforts to identify, track, and pursue suspected foreign terrorists and their financial supporters by tracking terrorist money flows and uncovering terrorist networks here and abroad in accordance with existing applicable law, but notes that the expression of such support in this resolution should not be construed as providing additional authority for such efforts; and (2) expresses concern that the unauthorized disclosure of classified information may have made efforts to locate terrorists and terrorist networks, and disrupt their plans, more difficult.

Recognizes that National POW/MIA Recognition Day is one of six days specified by law on which the POW/MIA flag is to be flown over specified federal facilities and national cemeteries, military installations, and post offices. Applauds the personnel of the Defense POW/Missing Personnel Office, the Joint POW/MIA Accounting Command (JPAC) of the Department of Defense (DOD), the Armed Forces DNA Identification Laboratory, the Air Force Life Sciences Equipment Laboratory, and the military departments for seeking the fullest possible accounting of Americans unaccounted for as a result of the nation's previous conflicts. Extends the thanks of Congress and the nation to the personnel of those offices, commands, and laboratories and the Socialist Republic of Vietnam for their efforts to achieve the fullest possible accounting of Americans who remain unaccounted for as a result of the Vietnam War. Encourages and recognizes the efforts of the U.S. government, POW/MIA families and veterans, and host nations in supporting such mission. Recognizes and honors eight Americans and nine Vietnamese who paid the ultimate sacrifice in supporting such mission. Thanks Vietnam for continued assistance and cooperation in the humane recovery, identification, and repatriation of the remains of American personnel remaining unaccounted for from the Vietnam era. Recognizes that the efforts and involvement of POW/MIA families contribute significantly to the success of the JPAC.

Safe Climate Act of 2006 - Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) to promulgate: (1) targets for a 2% reduction in greenhouse gas emissions each year from 2010-2050 ; and (2) regulations requiring reductions to meet such targets, including by setting caps on emissions of sources and sectors with the largest emissions or the best opportunities to reduce them, by issuing and authorizing trading of emission allowances, and by imposing penalties for excess emissions. Requires relevant federal agencies to finalize a rule to carry out the National Academies' recommendations for regulatory action needed to reduce atmospheric greenhouse gas concentrations or explain their reasons for declining to act. Requires the President to submit to Congress a plan for the distribution of emission allowances (including through auctions) and the use of proceeds (to be deposited in a Climate Reinvestment Fund) for specified goals, including mitigating the effects of energy cost increases and climate change. Requires the EPA to ensure that emissions and allowances are accurately tracked, reported, and verified. Authorizes the emission reduction regulations to include: (1) additional requirements for any source or sector; and (2) performance standards, best management practices, and technology-based requirements. Requires such regulations to set standards for the reduction of greenhouse emissions from motor vehicles at least as quickly as the standards adopted by the California Air Resources Board at its September 2004 hearing. Requires the EPA to revise such standards in 2014 and every five years thereafter to further reduce emissions. Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy to: (1) require, beginning in 2009, an annual increase in the percentage of electric energy generated from renewable sources that is sold at the retail level in the United States and to require such percentage to be at least 20% of the total electricity sold by 2020; and (2) set end-user savings targets for retail electric-energy and natural gas suppliers. Authorizes DOE to: (1) increase the required percentage of end-user savings for years after 2020; and (2) allow suppliers to achieve the targets through a market-based trading system.

Comprehensive Veterans' Data Protection and Identity Theft Prevention Act of 2006 - Places upon the Secretary of Veterans Affairs an affirmative obligation to protect from any data breach the sensitive personal information of veterans and any other individuals that the Department of Veterans Affairs possesses, creates, or maintains, as well as information or tools (including passwords and encryption keys) used to protect the integrity of such data. Requires the Secretary to: (1) implement and maintain reasonable security policies and procedures to protect such information; and (2) prescribe policies and procedures regarding employee and third party access to, and use of, such information which the Department receives, maintains, or transmits. Directs the Secretary, upon discovery of a data breach, to: (1) notify the United States Secret Service, the Department's Inspector General, the congressional veterans' committees, and the Federal Trade Commission (FTC); (2) notify each individual whose information was acquired or accessed by an unauthorized person; and (3) place a conspicuous notice on the Department's Internet website. Requires the Secretary, upon request of an affected individual, to: (1) include a fraud alert in the file of the individual with each nationwide consumer reporting agency; (2) apply a security freeze to the file of such individual; and (3) provide free damage mitigation services, including credit monitoring and annual copies of consumer credit reports. Establishes within the Department an Ombudsman for Data Security.

Rural Veterans Health Care Act of 2006 - Directs the Secretary of Veterans Affairs to: (1) conduct an outreach program to identify and provide information to veterans who served in Operations Iraqi Freedom or Enduring Freedom and who reside in rural communities in order to enroll those veterans in the Department of Veterans Affairs (VA) health care system; (2) expand access to Vet Centers in rural areas; (3) develop and implement a plan for improving veterans access to health care in rural areas; (4) establish a health information technology pilot program to ensure quality care for rural veterans through VA facilities; (5) establish the Advisory Committee on Rural Veterans; (6) designate at least four VA health care facilities as centers of rural health research, education, and clinical activities; (7) include rural veterans in a current VA grant program for homeless veterans with special needs; (8) enhance the education, training, retention, and recruitment of health professionals in rural areas; and (9) expand VA health care presence in Native American, Native Hawaiian, and Native Alaskan rural communities.

Veterans Identity Protection Act of 2006 - Directs the Secretary of the Department of Veterans Affairs (VA) to: (1) certify in writing to Congress that any individual whose personal information is compromised due to lax data security at the VA has been appropriately notified in writing of such compromise; and (2) provide free of charge to each such individual credit monitoring services during the one-year period beginning on the date of this Act's enactment and a copy of the affected individual's credit report (in addition to any other credit report provided under otherwise applicable law) once annually during the two-year period beginning on the date on which the credit monitoring services terminate.

Fostering Our Future Act of 2006 - Amends the Omnibus Budget Reconciliation Act of 1993 to require, for grants to the highest state courts for foster care proceedings, that the state in which the courts are located has laws and procedures in effect that will ensure that the courts measure their performance with respect to children under the court's jurisdiction. Amends the Higher Education Act of 1965 to authorize the Secretary of Education to forgive the student loan debt of a borrower who: (1) enters a written agreement with the Secretary to remain employed full-time as a family law, dependency, or domestic relations attorney for at least three years; and (2) is not in default on a loan for which the borrower seeks forgiveness. Limits the amount that the Secretary may pay to no more than $6,000 in any year for any borrower or $50,000 in the aggregate for any borrower. Authorizes the Secretary to renew such agreements. Directs the Comptroller General to conduct a comparative study of state dependency courts and foster care systems. Calls for legislation to be enacted by October 1, 2008, to guarantee that every person in the United States is entitled to receive all medically necessary care under a system of care that meets specified requirements, including that: (1) the system provides a single universal standard of excellence in care; (2) such care is affordable to all and there are no financial barriers to needed care; (3) the system provides comprehensive benefits and promotes prevention and early intervention; and (4) the system maximizes consumer choice of health care providers.

Natural Disaster Relief Act - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest) with respect to which a natural disaster declaration has been made. Requires a producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax. Requires a livestock producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide indemnity payments to poultry producers in hurricane-affected counties. Directs the Secretary to provide: (1) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or related conditions, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (2) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (3) assistance to specialty and nursery crop producers in hurricane-affected counties; (4) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines), and fruit and nut tree producers in hurricane-affected counties; (5) assistance to dairy producers for production and spoilage losses in hurricane-affected counties; (6) assistance to producers and first handlers of cottonseed; (7) emergency watershed protection and emergency conservation program activities; and (8) assistance for additional conservation-related technical assistance in each state that has a disaster or hurricane-affected county. Authorizes the Secretary to provide financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Defines "hurricane-affected county" as: (1) a county covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma, or related condition; and (2) a contiguous county.

HOPE VI Reauthorization Act of 2006 - Amends the United States Housing Act of 1937 to extend appropriations for FY2007-FY2011 for demolition, site revitalization, replacement housing, and tenant-based assistance grants for public housing projects. Extends the sunset date for such assistance to September 30, 2011.

Pet Safety and Protection Act of 2005 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat and owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Revises provisions to prohibit federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Revises provisions to prohibit dealers from selling or otherwise providing a research facility with random source dogs or cats unless specified certification requirements are met.

Federal Locks and Lock and Dam Facilities Act of 2006 - Declares that: (1) water and navigational resource projects and facilities are national critical infrastructures and the operation and maintenance of locks and lock and dam facilities constitute inherently governmental functions that require performance by federal employees; and (2) the transfer of such functions to a different agency shall not change such determination. Permits the Army Corps of Engineers to continue to contract: (1) for private sector performance of such functions that were performed under contracts with the private sector in effect on March 1, 2006, but permits the Corps to use federal employees to perform such functions in the future; and (2) with the private sector to construct new locks and lock and dam facilities.

National Defense Enhancement and National Guard Empowerment Act of 2006 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Establishes within the JCS an Assistant to the Chairman of the Joint Chiefs of Staff for Reserve Matters. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general.

Veterans' Equity in Education Act of 2006 - Amends the Higher Education Act of 1965 with respect to calculation of financial assistance for which a student receiving veterans' education benefits may be eligible. Reduces the factor in the eligibility formula representing estimated educational financial assistance already received by the student by the amount of military pay deductions for such benefits made by or on behalf of the student while on active duty in the U.S. armed forces or in the Selective Reserve.

Child Nutrition Promotion and School Lunch Protection Act of 2006 - Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to revise the definition of "food of minimal nutritional value," the sale of which in areas where school meals are sold or eaten is prohibited as a condition for federal funding of school lunch and breakfast programs. Applies such definition (and prohibition) to all food sold outside such programs anywhere on school campuses at any time of the day, with the possible limited exemption of food sold at school fundraisers. Requires the Secretary, when revising such definition, to consider the recommendations of authoritative scientific organizations and evidence concerning the relationship between diet and health.

Medicare Rural Health Provider Payment Extension Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Deficit Reduction Act of 2005, to extend through calendar 2009 the Medicare rural hospital hold harmless provision under the prospective payment system for hospital outpatient department services. Amends SSA title XVIII to extend through calendar 2010: (1) the Medicare incentive payment program for physician scarcity areas; (2) Medicare increased payments for ground ambulance services in rural areas; and (3) the floor on Medicare work adjustment. Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend through July 1, 2011, Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas. Amends the Medicare Prescription Drug Improvement, and Modernization Act of 2003, as amended by the Deficit Reduction Act of 2005, to extend through calendar 2011 the temporary Medicare payment increase for home health services furnished in a rural area.

Great Lakes Collaboration Implementation Act - National Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements, measurable numeric ballast water discharge standards, and civil and criminal penalties for violations; (3) require federal agencies to restrict the importation of live aquatic organisms of species not in trade that have a high or moderate probability of undesirable impacts; and (4) declare importation of such species to be unlawful and prescribe civil and criminal penalties for violations. Directs the Assistant Secretary of the Army for Civil Works to: (1) upgrade and make permanent the Chicago sanitary and ship canal dispersal barrier in Chicago, Illinois; and (2) construct dispersal barriers as necessary. Renames the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as the Nonindigenous Aquatic Invasive Species Prevention and Control Act of 1990. National Invasive Species Council Act - Prohibits federal agencies from authorizing, funding, or carrying out any action that would promote the introduction or spread of invasive species unless the benefits of the action outweigh the harm. Establishes the National Invasive Species Council (NISC) as an independent entity in the executive branch to lead and coordinate efforts to minimize the negative effects caused by invasive species and to reduce the threat of further invasions. Requires NISC to develop a National Invasive Species Management Plan and to establish an Invasive Species Advisory Committee. Reauthorizes and modifies the Great Lakes Fish and Wildlife Restoration Act of 1990. Amends the Federal Water Pollution Control Act to: (1) authorize the Administrator of the Environmental Protection Agency (EPA) to provide funding for wastewater assistance to certain municipalities and small publicly-owned treatment works; (2) authorize states to provide additional subsidization to benefit certain municipalities or state agencies that already receive assistance from the water pollution control revolving fund or to implement certain alternative techniques; (3) replace each reference to "navigable waters of the United States" with a reference to "waters of the United States"; (4) require the Great Lakes National Program Office to provide grants to reduce the quantity of mercury in the Great Lakes; and (5) require the President include a joint Great Lakes research plan in the annual budget submitted to Congress. Requires: (1) the National Oceanic and Atmospheric Administration (NOAA) to provide grants for Great Lakes research and monitoring activities; (2) the President to establish a system that detects and predicts changes in the ocean, coastal, and Great Lakes environment that impact certain U.S. systems; and (3) the National Ocean Research Leadership Council to establish an interagency program office to be known as OceanUS to be responsible for program planning and coordination of such observing system. Amends the Federal Water Pollution Control Act to require the Program Office to develop specified science-based indicators of water quality and related environmental factors in the Great Lakes. Authorizes the Secretary to: (1) provide financial assistance for certain restoration or remediation projects; and (2) restore and remediate waterfronts and related areas. Establishes: (1) the Great Lakes Interagency Task Force, as established by Executive Order 13340, as a task force within EPA; (2) a Great Lakes Regional Collaboration Executive Committee to hold meetings and make recommendations and reports on Great Lakes restoration goals and progress; and (3) the Great Lakes Regional Collaboration to develop a restoration and protection strategy for use in Great Lakes program implementation and funding decisions, to serve as a forum for addressing regional issues relating to ecosystem restoration and protection of the Great Lakes, and to establish an oversight forum to coordinate and enhance implementation of Great Lakes programs. Provides funding for a variety of Great Lakes programs.

Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax; (3) indemnity payments to poultry producers in hurricane-affected counties, and for 2006 ewe lamb replacement and retention; (4) compensation for certain owners of flooded crop and grazing land in North Dakota; (5) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (6) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (7) assistance to specialty and nursery crop producers in hurricane-affected counties; (8) assistance to dairy producers in hurricane-affected counties; (9) assistance to producers and first handlers of cottonseed; (10) grants for agricultural promotion; (11) supplemental economic loss payments under a specified rate to producers who received crop year 2005 commodity assistance; (12) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines) in hurricane-affected counties; and (13) emergency watershed protection and emergency conservation program activities. Authorizes the Secretary to provide: (1) financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties; and (2) immunizations to Department of Agriculture employees involved in direct recovery work in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Appropriates emergency drought assistance funds for: (1) the Army Corps of Engineers; and (2) the Bureau of Reclamation (Department of the Interior). Defines "hurricane-affected county" as a county, or contiguous county, covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma.
