The bill also prohibits the EPA from determining that any state standards amended after the bill's enactment are within the scope of an existing waiver. Safe Responsible Ethical Scientific Endeavors Assuring Research for Compassionate Healthcare Act or the Safe RESEARCH Act This bill prohibits the National Institutes of Health (NIH) from conducting or supporting research on human fetal tissue obtained from an abortion procedure. It also imposes other restrictions on human fetal tissue research. Under the bill, the NIH may conduct or support research on human fetal tissue only if it was obtained from a stillbirth. Current law allows research on tissue from stillbirths or from spontaneous or induced abortions. The bill also applies informed consent and other requirements applicable to research on the transplantation of human fetal tissue for therapeutic purposes to all research with human fetal tissue. This includes research on stem cells and other human fetal tissue alternatives. Additionally, human fetal tissue used for this research must be obtained in accordance with state anatomical gift laws. These laws govern organ and tissue donation for therapeutic, research, and other purposes. Some states already apply anatomical gift laws to human fetal tissue donation. Currently, executive branch officials may not prohibit the NIH from conducting or supporting research on the transplantation of human fetal tissue for therapeutic purposes. The bill repeals this limitation on executive branch officials. It also repeals a requirement that the NIH fund certain proposals for this research.

Cattle Price Discovery and Transparency Act of 2023

United States · United States Congress · 1 March 2023

Cattle Price Discovery and Transparency Act of 2023 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in contract terms and pricing in the cattle industry. Among these requirements, USDA must maintain a publicly available library or catalog of contracts entered into between meat packers and livestock producers for the purchase of cattle, including any schedules of premiums or discounts associated with the contracts and other specific details. USDA must make this information available to producers and other interested parties in a monthly report. The bill further requires USDA to establish five to seven regions encompassing the entire continental United States that reasonably reflect similar fed cattle purchase practices for processing plants and establish mandatory minimums for each region (i.e., the minimum percentage of cattle purchases that are required to be made through approved pricing mechanisms from producers that are not packers). Under the bill, approved pricing mechanisms are generally purchases of fed cattle made through a negotiated purchase, through a negotiated grid purchase, at a stockyard, or through trading systems or platforms where multiple buyers and sellers can regularly make and accept bids and offers. The bill also establishes a maximum penalty for mandatory minimum violations by covered packers. Under the bill, a covered packer is a packer that has slaughtered an average of 5% or more of the number of fed cattle slaughtered nationally during the immediately preceding five calendar years.

The notification must also indicate when extraordinary measures may be necessary to prolong the funding of the federal government in the absence of a debt limit increase. In addition, the bill requires any formal presidential request to increase the debt limit to include (1) the amount of the proposed increase, and (2) proposed legislation to reduce spending by an amount that is equal to or greater than the amount of the requested increase. If the President determines that a country acted with gross negligence, the President must impose the initial sanctions (e.g., suspending scientific cooperative programs and restricting U.S. government contracting with entities operating in chemical or biological sectors of a sanctioned country) within 30 days. Within 120 days of making the determination of gross negligence, the President must determine whether the country has taken adequate steps to redress its sanctionable conduct. If the country has not taken adequate steps, the President must impose intermediate sanctions (e.g., terminating most foreign aid and prohibiting arms transactions). Within 210 days of making the determination of gross negligence, the President must again determine whether the country has taken adequate steps to redress its sanctionable conduct. If the country has not taken adequate steps, the President must impose final sanctions (e.g., prohibiting certain transactions in foreign exchange or transfers of credit or payment). The sanctions may be removed 12 months after the initial sanctions were imposed if the President certifies a country adequately redressed the sanctionable conduct. The bill also authorizes waivers of the sanctions, subject to certain restrictions. Furthermore, the President must determine and report to Congress about whether China meets the criteria for gross negligence with respect to its chemical or biological weapons program.

Currently, an IHE must provide one-time entrance counseling to a student who is a first-time federal student loan borrower. Prior to certifying a Federal Direct Loan disbursement to a student, an IHE must ensure that the student manually enters the exact dollar amount of the loan.
