Promoting Apprenticeships through Regional Training Networks for Employers Required Skills Act of 2019 or the PARTNERS Act This bill establishes a grant program to promote registered apprenticeships and other work-based learning opportunities for small and medium-sized businesses within in-demand industry sectors, through the establishment and support of eligible partnerships.

Born-Alive Abortion Survivors Protection Act This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement. A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both. Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder. The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony. A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Agency Accountability Act of 201 9 This bill requires any agency that receives a fee, fine, penalty, or proceeds from a settlement to deposit the amount in the general fund of the Treasury. The bill also prohibits the funds from being used unless the funding is provided in advance in an appropriations bill. The bill includes exceptions for funds to be paid to a whistle-blower, loan guarantee programs, and insurance programs. The requirements do not apply to the U.S. Postal Service or the U.S. Patent and Trademark Office (USPTO). The Department of Commerce and the USPTO must report annually to Congress on funds collected by the USPTO from a settlement. The bill also requires offsetting receipts and collections to be treated as revenue for the purpose of carrying out the Congressional Budget Act of 1974 and other laws. (Offsetting receipts and collections are funds collected by agencies from other government accounts or from the public in businesslike or market-oriented transactions. Under current law, the collections are treated as negative budget authority and outlays rather than revenue and may be used to offset spending for budget enforcement purposes.)

Threat Assessment, Prevention, and Safety Act of 2019 This bill directs the Department of Homeland Security (DHS) to establish a Joint Behavioral Threat Assessment and Management Task Force, which shall provide recommendations to Congress and DHS on the development and implementation of a national strategy for preventing targeted violence through behavioral threat assessment and management. The bill defines behavioral threat assessment and management as the systematic and evidence-based process of (1) identifying individuals whose behavior indicates a capacity for committing acts of violence, (2) investigating and gathering information from multiple sources to assess whether such individuals pose a threat, and (3) the subsequent management of such a threat. DHS shall (1) develop and implement the national strategy and provide information and training services related to it, and (2) award grants to establish community based units for implementing the national strategy.

Artificial Intelligence Job Opportunities and Background Summary Act of 2019 or the AI JOBS Act of 2019 This bill expresses the sense of Congress that technology can improve the lives of individuals, but can also disrupt jobs, and for this reason, innovation should be encouraged while training and retraining American workers. The Department of Labor shall prepare and submit to Congress a report on artificial intelligence and its impact on the workforce.

Middle Class Health Benefits Tax Repeal Act of 201 9 This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill revises and expands criminal provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Fix the Immigration Loopholes Act This bill modifies immigration law provisions relating to unaccompanied alien minors and to asylum seekers. For certain unaccompanied inadmissible alien children, generally those not at risk of being trafficking victims nor having a fear of persecution, the Department of Homeland Security (DHS) shall repatriate the child. Currently, only inadmissible unaccompanied aliens from neighboring countries are subject to repatriation, and DHS has discretion whether to repatriate. When HHS releases an unaccompanied child to an individual, it shall provide DHS with certain information about that individual, including Social Security number and immigration status. The bill amends the definition of "credible fear of persecution" to require that such fear can be established by statements that are more probable than not. The bill also imposes certain rules relating to credible fear interviews, including requirements for recordings and interpreters. If an alien is granted asylum because of fear of persecution in a country, the alien is deemed to have renounced asylum status by returning to that country, if there has been no change in the country's conditions. DHS may waive such renunciation if there was a compelling reason for the return. The bill expands the definition of a frivolous asylum application to include an application so insufficient in substance that it is clear that it was filed to delay removal or seek employment authorization. Any individual who knowingly and willfully makes materially false statements or uses fraudulent documents in asylum-related proceedings shall be fined or imprisoned up to 10 years, or both.

Student Empowerment Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Military Surviving Spouses Equity Act This bill updates the Department of Defense's Survivor Benefit Plan and how it operates in relation to other benefits. The plan currently provides a monthly annuity (based on a percentage of a service member's retirement pay) to an eligible beneficiary upon the death of the service member. Currently, if a surviving spouse is also entitled to dependency and indemnity compensation, the annuity paid under the plan will be reduced. The bill repeals certain provisions that require the offset of the plan annuity from amounts paid in dependency and indemnity compensation. Under current law, upon the request of the surviving spouse, the military branch concerned is authorized to pay an annuity to the member's dependent children instead of to the surviving spouse. The bill restores the annuity to an eligible spouse who previously elected to transfer payment to a dependent child.

Building Rail Access for Customers and the Economy Act of 2019 or the BRACE Act of 2019 This bill permanently extends the tax credit for railroad track maintenance. The extension applies to expenditures paid or incurred during tax years beginning after 2017. Assignments of miles of railroad track, including related expenditures, for tax years ending after 2017 must be treated as timely if they are made pursuant to a written agreement entered into within 90 days of the enactment of this bill.

Defund Planned Parenthood Act of 2019 This bill temporarily restricts federal funding for Planned Parenthood Federation of America, Inc. Specifically, the bill prohibits, for a one-year period, the availability of federal funds for any purpose to this entity, or any of its affiliates or clinics, unless they certify that the affiliates and clinics will not perform, and will not provide any funds to any other entity that performs, an abortion during such period. This restriction does not apply in cases of rape or incest or where a physical condition endangers a woman's life unless an abortion is performed. The Department of Health and Human Services and the Department of Agriculture must seek repayment of federal assistance received by Planned Parenthood Federation of America, Inc., or any affiliate or clinic, if it violates the terms of the certification required by this bill. Additional funding for community health centers is provided for the one-year period described above (subject to the same abortion-related restrictions and exceptions).

Preserving America's Battlefields Act This bill reauthorizes through FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the American Battlefield Preservation Program to include the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

Sanctity of Human Life Act This bill declares that (1) the right to life guaranteed by the Constitution is vested in each human and is a person's most fundamental right; (2) each human life begins with fertilization, cloning, or its equivalent, at which time every human has all the legal and constitutional attributes and privileges of personhood; and (3) Congress, each state, the District of Columbia, and each U.S. territory have the authority to protect all human lives.

Compassionate Access, Research Expansion, and Respect States Act of 2019 or the CARERS Act of 2019 This bill removes restrictions on, and creates new protections for, conduct and activities related to medical marijuana that are authorized by state law. Among other things, the bill does the following: eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for producing, possessing, distributing, dispensing, administering, testing, recommending, or delivering medical marijuana in compliance with state law; establishes a new, separate registration process to facilitate medical marijuana research; and authorizes health care providers employed by the Department of Veterans Affairs to make recommendations to veterans regarding participation in state marijuana programs.

Hearing Protection Act This bill removes silencers from the definition of firearms for purposes of the National Firearms Act. It also treats persons acquiring or possessing a firearm silencer as meeting any registration and licensing requirements of such Act. The Department of Justice must destroy certain records relating to the registration, transfer, or making of a silencer. The bill also revises the definition of firearm silencer and firearm muffler under the federal criminal code and includes such items in the 10% excise tax category.

Concealed Carry Reciprocity Act of 2019 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by any state or be eligible to carry a concealed firearm in his or her state of residence. Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

Build the Wall, Enforce the Law Act of 2018 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to modify provisions relating to the enforcement of immigration laws. Specifically, the bill prohibits any individual (e.g., an employer) from restricting or interfering with the enforcement of the immigration laws by federal officials. It also denies states or localities (i.e., sanctuary jurisdictions) that fail to cooperate in the enforcement of the immigration laws eligibility for federal funds and law enforcement grants under the Omnibus Crime Control and Safe Streets Act of 1968. The bill amends detainer provisions to authorize the Department of Homeland Security to issue detainers for the arrest of an illegal alien if there is probable cause to believe that the alien is inadmissible or deportable. It also provides qualified immunity to governmental and certain nongovernmental entities that detain an alien, except in cases of mistreatment, and allows a private right of action to relatives of victims of crime committed by an alien released from custody by a state or local governmental entity that failed to honor a detainer. The bill also revises provisions requiring detention of aliens during the pendency of removal proceedings to require indefinite detention of aliens who have committed certain serious crimes; enhances penalties for the criminal offense of reentry after removal; establishes new and specific grounds of inadmissibility and deportability for aliens who are members of designated criminal gangs (consisting of five or more persons); and provides funding for border barriers, technology and other resources at the southern border to prevent illegal entry.

Fairness in Federal Drug Testing Under State Laws Act This bill generally prohibits denying federal employment to a prospective employee or taking an adverse personnel action (e.g., termination) against a current federal employee for using marijuana in compliance with state law.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

American Border Act This bill modifies various provisions related to border security, including by: directing the Department of Homeland Security (DHS) to achieve situational awareness and operational control of the southern border, requiring U.S. Customs and Border Protection to carry out a certain minimum number of flight hours in patrol of the southern border, directing DHS to deploy certain infrastructure along specified sectors of the southern border, authorizing DHS to request U.S. National Guard support to secure the southern border, and establishing within DHS the Integrated Border Enforcement Team to work with Canada on border security.

Protecting Job Opportunities for Borrowers Act or the Protecting JOBs Act This bill amends the Higher Education Act of 1965 to prohibit states from suspending, revoking, or denying driver's licenses, teaching licenses, or professional licenses based solely on individuals' default or delinquency on student loans.

Permanent Tax Relief for Working Families Act This bill amends the Internal Revenue Code to make permanent the modifications to the child tax credit that were included in P.L. 115-97 (commonly known as the Tax Cuts and Jobs Act). (The provisions increased the amounts of the credit and created a nonrefundable credit for a taxpayer's dependents who are not qualifying children. Under current law, the provisions are scheduled to expire at the end of 2025.)

Border Wall Trust Fund Act This bill authorizes the Department of the Treasury to accept donations to plan, design, construct, or maintain a barrier along the U.S.-Mexico international border. The Department of Homeland Security shall provide for a commemorative display as an integrated part of the barrier recognizing individuals who contributed to the Border Wall Trust Fund established by this bill.

Water Resources Development Act of 2018 This bill reauthorizes, deauthorizes, and modifies various projects under the Water Resources Development Act of 1986 and the National Dam Safety Program Act and provides for specified studies. The bill extends the National Levee Safety Program and the National Dam Safety Program through FY2023. The U.S. Army Corps of Engineers shall issue guidance on the use of mitigation banks (sites where resources such as wetlands or streams are restored, established, enhanced, or preserved to compensate for the impact of authorized activity) to meet specified goals. Before developing implementation guidance for certain water resources development laws, the Corps of Engineers shall: (1) inform nonfederal stakeholders of the intent to develop guidance, and (2) provide an opportunity for such stakeholders to provide input and recommendations. The Corps of Engineers shall enter into an agreement with the National Academy of Sciences to study: (1) the ability of the Corps to carry out its statutory missions and responsibilities, and (2) improving the Corps's project delivery processes. The bill extends the nonfederal implementation pilot program through FY2023. The Corps of Engineers must develop a list of water resources development projects to deauthorize. A water resources development project, or separable element thereof, authorized by this bill is deauthorized after 10 years unless: (1) funds have been obligated for construction or a postauthorization study, or (2) the authorization has been modified by a subsequent Act of Congress.

Jobs and Opportunity with Benefits and Services for Success Act This bill extends through FY2023 and revises the Temporary Assistance for Needy Families (TANF) program, the Healthy Marriage and Responsible Fatherhood grant program, and the Child Care Entitlement (CCE) grant program. The bill modifies a variety of programmatic requirements as well as funding for the TANF program and related activities. Specifically, the bill: renames the program as the "Jobs and Opportunity with Benefits and Services" program; revises requirements for initial assessments of individuals by state programs; requires state programs to use, and periodically review, individual responsibility plans; revises mandatory work requirements for program recipients; prohibits state programs from using grant funds for direct spending on child care services or child welfare activities; revises state programs' authority to use grant funds for other specified purposes; by FY2023, eliminates the option for state programs to use third-party contributions to satisfy certain maintenance-of-effort requirements; applies to state programs certain provisions of federal law regarding improper payment; limits state programs' option to carry over unobligated grant funds; eliminates the TANF Contingency Fund (which provides additional funds to states in economic distress); increases funding for CCE grants; modifies certain data and reporting requirements; and otherwise revises requirements related to the TANF program and related activities.

OSHA Employer Notification Act This bill amends the Occupational Safety and Health Act of 1970 to require the Occupational Safety and Health Administration to: (1) notify employers of the issuance of citations or proposed penalties at least one full business before publicly announcing the citations or penalties; and (2) update its website posts if citations or penalties are subsequently settled, vacated, or modified.

Veterans' Credit Protection Act This bill directs the Department of Veterans Affairs (VA) to conduct outreach to inform veterans of how to resolve credit issues caused by a delayed payment of a claim for emergency hospital care, medical services, or other emergency health care furnished through a non-VA provider. The Government Accountability Office shall conduct a study that evaluates the effectiveness of the Office of Community Care in providing timely payment of a proper invoice for such care by the required payment date.

This bill amends the Internal Revenue Code to limit the authority of the Internal Revenue Service (IRS) to immediately sell certain seized property. The IRS may continue to immediately sell seized property that is liable to perish (e.g., food, but not clothing or equipment) after the owner is given an opportunity to pay the appraised value of the property or post a bond to ensure payment. The IRS may no longer immediately sell seized property merely if it is liable to become greatly reduced in price or cannot be kept without great expense.
