Rural Revitalization Now Act This bill establishes a program to provide up to $50,000 in student loan forgiveness for each borrower who lives and works in a qualifying area for eight or more years. Qualifying areas are cities or towns that are defined based on population size, population loss over the last 10 years, potential economic benefit, or designation as a major disaster area within the last 5 years.

COVID-19 Data Accuracy Act This bill directs the Government Accountability Office (GAO) to initiate an inquiry within seven days and report on the impact of certain changes to hospital reporting requirements for COVID-19 (i.e., coronavirus disease 2019) on data quality, transparency, and access. The White House's Coronavirus Task Force revised the process for hospitals to report COVID-19 data on July 13, 2020; previously, hospitals reported data to the Centers for Disease Control and Prevention (CDC) instead of to the Department of Health and Human Services (HHS). To facilitate the inquiry, HHS must provide the GAO with direct access to relevant information systems. The GAO must present its findings within 45 days, and HHS must then respond to the findings and rectify any issues identified within 7 days. HHS must also, in coordination with the CDC, develop a process within 30 days to correct inaccuracies in the COVID-19 data. In addition, the GAO must issue reports that address, for example, the impact of the changes to reporting requirements on federal and nonfederal entities, such as hospitals, states, and other jurisdictions, and information about how the decision to change those requirements was made.

Building Back American Manufacturing Act or B - BAM Act This bill requires the Department of Commerce to establish the Committee on Building Back American Manufacturing to review and report on the strength, integrity, and capacity of the manufacturing base of the United States and supply chain for crucial, strategic resources and products in the United States. The duties of the committee shall include (1) developing proposals to diversify production lines within the United States; (2) recommending policy proposals to improve production and acquisition of critical products and supplies where access can be severely limited in the event of global supply chain disruption; and (3) reviewing ways to disseminate best practices, technical expertise, funding or financing opportunities, and fostering industry collaborations that improve the competitiveness of U.S. manufacturers.

Holding Providers Harmless From Medicare Cuts During COVID-19 Act of 2020 This bill temporarily increases payments to providers under Medicare medical services. Specifically, the bill provides an additional payment for certain services in 2021 and 2022 if the otherwise applicable payment is less than what it would have been in 2020. The bill applies to services that are payable under the physician fee schedule, excluding specified outpatient evaluation and management services.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to support research on and facilitate access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Collaborative for Neurodegenerative Diseases, which shall support the development and regulatory approval of drugs that address ALS and other rare neurodegenerative diseases.

Growing Opportunities in Agriculture Act or the GO Ag Act This bill directs the Department of Education to award competitive grants to eligible entities (e.g., local educational agencies) to create new agricultural education programs in secondary schools. Agricultural education refers to career and technical education that is focused on agriculture, including classroom or laboratory instruction, work-based learning, and leadership education that is delivered through career and technical student organizations.

Disaster Tax Relief Act of 2020 This bill sets forth tax relief provisions for taxpayers residing in a disaster zone. Specifically, the bill allows penalty-free qualified disaster distributions from tax-exempt retirement plans up to $100,000, allows recontributions of distributions for home purchases cancelled due to disasters, increases to $100,000 the limit on loans from retirement plans not treated as distributions, allows an employee retention tax credit for 40% of wages paid by employers affected by a disaster, expands eligibility for disaster-related personal casualty losses, permits the calculation of the earned income tax credit based upon income earned prior to 2020, and suspends the limitation on corporate charitable contributions.

End Taxpayer Subsidies for Drug Ads Act This bill prohibits tax deductions for expenses relating to direct-to-consumer advertising of prescription drugs. Direct-to-consumer advertising is any dissemination, by or on behalf of a sponsor of a prescription drug product, of an advertisement that is (1) in regard to the drug product, and (2) primarily targeted to the general public.

Next Generation Fuels Act of 2020 This bill establishes and revises requirements for transportation fuels, including to (1) require the Environmental Protection Agency to test and certify a low-carbon, high-octane fuel; (2) establish a minimum octane standard for gasoline; (3) limit the use of aromatic hydrocarbon content in gasoline; and (4) revise requirements regarding ethanol blends.

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

Disaster Recovery for Economies, Local Individuals, Employers, and Families Act of 2020 or the Disaster RELIEF Act This bill provides tax relief measures for individual and business taxpayers in qualified disaster areas during a specified period, other than areas for which a disaster has been declared solely by reason of COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides employers in a disaster area a tax credit designed to retain employees by allowing a credit for 40% of their employee wages, not exceeding $6,000 for each employee. It also allows an enhanced tax deduction for personal casualty losses incurred in a disaster area.

National Apprenticeship Act of 2020 This bill provides statutory authority for the registered apprenticeship program within the Department of Labor (DOL), provides for related grant programs, and contains related provisions. The bill provides statutory authority for the Office of Apprenticeship (OA) within DOL. The OA's responsibilities include (1) supporting the development of apprenticeship models; (2) recognizing qualified state apprenticeship agencies, and operating apprenticeship offices in states without a recognized agency; (3) providing technical assistance to state agencies; (4) periodically updating requirements for each occupation in the apprenticeship program and determining whether to approve new occupations for the program; and (5) awarding grants provided under this bill. The bill also establishes in statute the responsibilities of state apprenticeship agencies and offices, including (1) providing technical assistance to stakeholders, (2) resolving complaints, (3) establishing state performance goals, and (4) including in its written plan a description of how its apprenticeship programs align with the skills needs of the state's employers. The OA shall enter into an agreement with the Department of Education to promote the integration and alignment of apprenticeship programs with secondary, postsecondary, and adult education. The OA shall award grants to eligible entities to (1) expand national apprenticeship system programs, including by encouraging employer participation; and (2) strengthen alignment between the apprenticeship system and education providers. The bill also establishes in statute criteria for various programs, including (1) quality standards for apprenticeships, (2) requirements for apprenticeship agreements between a program sponsor and an apprentice, and (3) acceptable uses for grant funds awarded under this bill.

FEMA Assistance Relief Act of 2020 This bill modifies the federal cost share of certain emergency assistance relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides for (1) a 100% federal cost share of assistance provided under the emergency declaration issued by the President on March 13, 2020, relating to COVID-19 and any subsequent major disaster declaration that supersedes it; and (2) at least a 90% federal cost share of assistance provided for any emergency or major disaster declared by the President from January 1-December 31, 2020. With respect to the emergency declaration issued on March 13, 2020, the President may provide assistance for activities, costs, and purchases of states or local governments or the owners or operators of eligible private nonprofits, including, among other things backfill costs for first responders and other essential employees who are ill or quarantined; increased operating costs for essential government services due to such emergency; costs associated with maintaining alternate care facilities or related facilities currently inactive but related to future needs tied to the ongoing pandemic event; personal protective equipment and other critical supplies and services for first responders and other essential employees; and costs of procuring and distributing food to individuals affected by the pandemic through networks established by state, local, or tribal governments or other organizations.
