Linking Access to Spur Technology for Agriculture Connectivity in Rural Environments Act of 2025 or the LAST ACRE Act of 2025 This bill requires the Department of Agriculture (USDA) to make grants and loans to facilitate broadband and wireless connectivity projects on active agricultural land. To be eligible for support, projects must involve (1) the provision of broadband service to structures and devices, including tractors, irrigation systems, and drones; (2) the provision of wireless connectivity to facilitate data transmission between structures and devices; or (3) activities that support the construction of wireless infrastructure. Projects must involve agricultural land that is used for the active production of agricultural commodities or livestock and that lacks broadband service at specified minimum speeds. To apply for funding, a broadband or wireless connectivity provider must submit an initial bid to USDA relating to a project on eligible agricultural land. The application must include information on the provider’s engagement with the relevant farmer or rancher and a description of how the grant or loan assistance would be used to establish connectivity on the land. Once an initial bid is received, USDA must allow other providers that operate on or near the relevant land to submit competing bids. Separately, the bill requires USDA to include in certain surveys of U.S. farmers questions related to whether and how respondents use broadband service at farm sites. Finally, the bill repeals two USDA loan and grant programs that support innovative broadband projects and middle mile broadband infrastructure, respectively.

Made in America Manufacturing Finance Act This bill increases the maximum loan amounts available to small manufacturers under the Small Business Administration's 7(a) and 504 loan programs. In particular, the bill generally doubles the maximum loan amount for small manufacturers under the 7(a) program and the bill increases the maximum loan amount for small manufacturers under the 504 program from $5.5 million to $10 million. Generally, 7(a) loans provide short- and long-term working capital which can be used for expenses such as operational needs. 504 loans provide financing for major fixed assets such as new facilities.

Ensuring Community Access to Pharmacist Services Act This bill provides for permanent coverage under Medicare of certain pharmacist services. Specifically, the bill provides for permanent coverage of testing and treatment services provided by pharmacists relating to (1) COVID-19, influenza, respiratory syncytial virus (RSV), and streptococcal pharyngitis (strep throat); and (2) other public health needs in relation to a declared public health emergency. (Similar authorities were temporarily granted during the COVID-19 public health emergency.) Such services must be provided in accordance with the applicable state laws governing pharmacists' scope of practice.

Save SBA from Sanctuary Cities Act This bill requires the relocation of a regional, district, or local office of the Small Business Administration (SBA) if the SBA makes a public determination that the office is located in a sanctuary jurisdiction. The SBA must relocate that office, within 60 days of such determination, to a location that is not a sanctuary jurisdiction. Under the bill, a sanctuary jurisdiction is a state or political subdivision thereof that prohibits or restricts any government entity or official from (1) exchanging with another government entity information regarding the citizenship or immigration status of an individual; or (2) complying with specified requests by the Department of Homeland Security. Additionally, the SBA may not establish an office in a sanctuary jurisdiction.

Small Business Regulatory Reduction Act of 2025 This bill requires the Small Business Administration (SBA) to ensure the annual small business regulatory budget for the SBA in each fiscal year is no greater than zero. The small business regulatory budget is the cost to a small business of a federal rulemaking, including the cost resulting from the issuance of any new rule and the cost resulting from the modification or repeal of an existing rule.

Homebuyers Privacy Protection Act This bill limits the circumstances in which credit reporting agencies may provide consumer credit reports to third parties in connection with residential mortgage transactions. Specifically, the bill prohibits a credit reporting agency from providing a consumer's credit report to a third party in connection with a residential mortgage transaction unless the transaction consists of a firm offer of credit or insurance and (1) the third party provides documentation certifying that it has the consumer's consent; or (2) the third party has originated a mortgage on behalf of the consumer, is a current mortgage loan servicer to the consumer, or has a current specified banking relationship with the consumer. These provisions take effect 180 days after the bill's enactment.

Combating Organized Retail Crime Act of 2025 This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Deregulating Restrictions on Interstate Vehicles and Eighteen-wheelers Act or the DRIVE Act This bill prohibits the Federal Motor Carrier Safety Administration (FMCSA) from issuing any rule or regulation to require vehicles that have a gross vehicle weight of more than 26,000 pounds and are operating in interstate commerce to be equipped with a speed limiting device set to a maximum speed. The FMCSA issued an advance notice of supplemental proposed rulemaking on this subject on May 4, 2022.

CBO Scoring Accountability Act This bill requires the Congressional Budget Office (CBO) to provide additional cost estimates and reports regarding major legislation that has been enacted into law. Under the bill, major legislation is any bill or joint resolution that would be projected to result in outlays of mandatory spending or receipts of federal revenue equal to or greater than 0.25% of the current projected gross domestic product of the United States for that year. For the first 10 years after major legislation has been enacted into law, the bill requires CBO to annually prepare and make publicly available an analysis of the results of carrying out the provisions of the legislation. The analysis must include an estimate of the costs and the change in federal revenue as a result of the legislation, a comparison of the current and previous estimates of the costs and change in revenue, and any applicable updates to the estimates. The bill also requires CBO to submit reports to Congress that explain any discrepancy between the actual and estimated costs and change in revenue that is greater than or equal to 10%.

Religious Workforce Protection Act This bill allows the Department of Homeland Security (DHS) to extend the nonimmigrant visa status of certain religious workers. Under current law, if specified conditions are met, nonimmigrant religious workers may receive a visa for a period not to exceed five years. The bill allows DHS to grant an extension until the individual’s application for adjustment of status to permanent resident or an immigrant visa has been processed and a decision has been made. To be eligible for the extension, the individual must be (1) the beneficiary of a certain type of immigrant petition, and (2) eligible for such immigrant status absent the application of certain numerical limitations. Such individuals who have pending adjustment of status applications are also granted certain job flexibilities, such as the ability to change employers. Individuals who have previously departed the U.S. due to the expiration of their visa are exempt from the one-year foreign residence requirement to renew their visa.

Say No to Indoctrination Act This bill prohibits the use of federal elementary and secondary education funds to teach or advance concepts related to gender ideology as defined by Executive Order 14168. This executive order, titled Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government , was published on January 20, 2025.

Improving Veterans Access to Congressional Services Act of 2025 This bill requires the Department of Veterans Affairs (VA) to permit a Member of Congress (upon request) to use a VA facility to meet with constituents. The VA and the General Services Administration must jointly identify available spaces in VA facilities for such purposes. The VA must prescribe regulations regarding such use of a VA facility by a Member of Congress.

Safeguarding American Food and Export Trade Yields Act of 2025 or the SAFETY Act of 2025 This bill directs the Department of Agriculture (USDA) to secure foreign markets for goods using common names. In general, the bill defines common name as a name that (1) is ordinarily or customarily used for an agricultural commodity or food product, (2) is typically placed on the packaging and product label of the agricultural commodity or food product, and (3) the use of which is consistent with standards of the Codex Alimentarius Commission. The bill includes a list of names that will be considered common names for (1) food products (e.g., basmati, bratwurst, and parmesan); (2) wine, including grape varietal terms, grape variety designations, and non-varietal descriptors such as chateau and vintage; and (3) beer (e.g., bitter, pale ale, and hefeweizen). Specifically, USDA must coordinate efforts with the Office of the U.S. Trade Representative (USTR) to secure the right of U.S. agricultural producers, processors, and exporters to use common names for agricultural commodities or food products in foreign markets. Through the negotiation of bilateral, plurilateral, or multilateral agreements, memoranda of understanding, or exchanges of letters, USDA and the USTR must assure the current and future use of each common name in connection with U.S. agricultural commodities or food products. USDA and the USTR must jointly brief Congress on these efforts on a semi-annual basis.

Portable Ultrasound Reimbursement Equity Act of 2025 This bill provides for Medicare coverage of ultrasound tests performed at a beneficiary's home. The Centers for Medicare & Medicaid Services must provide for separate payments for portable ultrasound services in the same manner and to the same extent as for portable X-ray services.

Modern, Clean, and Safe Trucks Act of 2025 This bill repeals the 12% federal excise tax imposed on the first retail sale of certain heavy trucks, trailers, and tractors that generally are used on the highway. As background, a 12% federal excise tax is imposed on the sale price (of the first retail sale) of truck bodies and chassis suitable for use with a vehicle having a gross vehicle weight of over 33,000 pounds; truck trailer and semitrailer bodies and chassis suitable for use with a vehicle having a gross vehicle weight over 26,000 pounds; and tractors that are generally used for highway transportation in combination with a trailer or semitrailer, have a gross vehicle weight over 19,500 pounds, and have a gross combined weight of greater than 33,000 pounds. Amounts collected from the excise tax on the retail sale of heavy trucks, trailers, and tractors are deposited into the Highway Trust Fund. (The Highway Trust Fund supports surface transportation programs and projects.) Under current law, the excise tax on the retail sale of heavy trucks, trailers, and tractors expires on October 1, 2028.

Reducing Medically Unnecessary Delays in Care Act of 2025 This bill requires Medicare coverage decisions, including prior authorization requirements and adverse coverage decisions, to be based on written clinical criteria that is developed in consultation with physicians.

Brake for Kids Act of 2025 This bill directs the Department of Transportation (DOT) to produce and distribute a national public safety campaign on the dangers of illegally passing stopped school buses. Specifically, the campaign must increase awareness and education about the issue through a variety of media, including television, radio, and social media advertising. DOT must use Infrastructure Investment and Jobs Act funds to produce and distribute the campaign.

Fortifying Refrigeration Infrastructure and Developing Global Exports Act of 2025 or the FRIDGE Act of 2025 This bill expands the Foreign Market Development Cooperator Program to include funding for technical assistance for infrastructure-related projects to ensure U.S. agricultural commodities are not damaged or lost due to infrastructure deficiencies in new and developing markets. This Foreign Agricultural Service (FAS) program funds projects that address long-term opportunities to reduce foreign import constraints or expand export growth opportunities. Specifically, the bill directs FAS to enter into contracts or other agreements with trade organizations to enhance the infrastructure capabilities (including cold chain capacity and port improvements) in new and developing foreign markets through needs assessments, training, and other technical assistance.

LEOSA Reform Act of 2025 This bill broadens the authority for certain law enforcement officers to carry concealed firearms across state lines. Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public. Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards.

Innovative Feed Enhancement and Economic Development Act of 2025 or the Innovative FEED Act of 2025 This bill provides for the regulation of zootechnical animal food substances as food additives. The bill defines zootechnical animal food substance as a substance that is added to the food or drinking water of animals and that affects only the animal's gastrointestinal tract, with the intended purpose of affecting the byproducts of the animal's digestion, reducing foodborne pathogens, or altering the animal's gastrointestinal biome. The definition does not include substances that are used to treat or prevent diseases in animals, hormones, or active ingredients of animal drugs. Labels for zootechnical animal food substances must include a disclaimer that the substance may not be used to treat or prevent diseases in animals.

Law-Enforcement Innovate to De-Escalate Act This bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act. The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device. The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Protecting Access to Ground Ambulance Medical Services Act of 2025 This bill extends the specialized rate increase for Medicare payment of ground ambulance services in rural areas for an additional three years (until January 1, 2028).
