Firearm Industry Non-Discrimination Act or the FIND Act This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products. Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract. The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

Illegitimate Court Counteraction Act This bill imposes sanctions against foreign persons (individuals and entities) who assist the International Criminal Court (ICC) in investigating, arresting, detaining, or prosecuting certain individuals. The bill categorizes as protected persons (1) any U.S. individual, U.S. entity, or person in the United States, unless the United States is a state party to the Rome Statute of the ICC and provides formal consent to ICC jurisdiction; and (2) any foreign person that is a citizen or lawful resident of a U.S. ally that is not a state party to the Rome Statute or has not consented to ICC jurisdiction. If the ICC attempts to investigate, arrest, detain or prosecute a protected person, the President must impose visa- and property-blocking sanctions against the foreign persons that engaged in or materially assisted in such actions, as well as against foreign persons owned by, controlled by, or acting on behalf of such foreign persons. The President must also apply visa-blocking sanctions to the immediate family members of those sanctioned. Upon enactment, the bill rescinds all funds appropriated for the ICC and prohibits the subsequent use of appropriated funds for the ICC.

Protection of Women and Girls in Sports Act of 2025 This bill generally prohibits school athletic programs from allowing individuals whose biological sex at birth was male to participate in programs that are for women or girls. Specifically, the bill provides that it is a violation of Title IX of the Education Amendments of 1972 for federally funded education programs or activities to operate, sponsor, or facilitate athletic programs or activities that allow individuals of the male sex to participate in programs or activities that are designated for women or girls. (Title IX prohibits discrimination on the basis of sex in federally funded education programs or activities, including in public elementary and secondary schools and in colleges and universities.) Under the bill, sex is based on an individual's reproductive biology and genetics at birth. The bill does not prohibit male individuals from training or practicing with programs or activities for women or girls as long as such training or practice does not deprive any female of corresponding opportunities or benefits. The Government Accountability Office must report on the benefits for women or girls in single-sex sports that would be lost as a result of male participation. In particular, the report must document the negative psychological, developmental, participatory, and sociological effects of male participation on girls.

This resolution recognizes and celebrates (1) the Scarboro 85 as the first group of African American students to integrate public schools in the Southeast region following the Supreme Court's decision in Brown v. Board of Education , and (2) the role of the Scarboro 85 in leading the desegregation movement in the Southeast region.

Protecting American Agriculture from Foreign Adversaries Act of 2024 This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including by requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions.) Specifically, the bill directs CFIUS to, after receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction. Reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person of China, North Korea, Russia, or Iran; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions. The bill also expands the membership of CFIUS to include the Secretary of Agriculture on covered transactions that involve agricultural land, agricultural biotechnology, or the agriculture industry (e.g., agricultural transportation, storage, and processing).

James J. Andrews and William H. Campbell Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal in commemoration of James J. Andrews and William H. Campbell to recognize their bravery and devotion during the Civil War as the only civilian members of Andrews’ Raiders, who launched a daring military raid that became known as the Great Locomotive Chase.

Freedom from Unfair Gun Taxes Act of 2024 This bill prohibits states or localities from imposing a levy or collecting an excise tax on the sale of a firearm, ammunition, or any part or component thereof, by a manufacture or retailer.

Energy and Water Development and Related Agencies Appropriations Act, 2025 This bill provides FY2025 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and several independent agencies. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for energy programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Grid Deployment; Nuclear Energy; Fossil Energy and Carbon Management; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy and Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

This joint resolution nullifies the final rule issued by the Department of Education titled Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance and published on April 29, 2024. The final rule addresses Title IX of the Education Amendments of 1972, which prohibits discrimination on the basis of sex in federally funded education programs or activities. Among other elements, the rule establishes certain definitions related to sex-based harassment and establishes additional requirements for grievance procedures.
