Equitable Agriculture Today for a Healthy America Act or the EAT Healthy America Act - Amends provisions with respect to: (1) specialty crops; (2) the tree assistance program; (3) the conservation reserve program; (4) the wetlands reserve program; (5) the farmland protection program; (6) the grassland reserve program; (7) the wildlife habitat incentive program; (8) the environmental qualities incentives program; (9) air quality improvement; (10) integrated pest management initiative; (11) native plant habitat restoration; (12) agricultural trade; (13) invasive pests and diseases; (14) nutrition; (15) agricultural research; and (16) renewable energy, including crop biomass waste.

Securing Effective and Necessary Individual Outpatient Rehabilitation Services (SENIORS) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to the temporary process for obtaining an exception from the uniform dollar limitation on Medicare payment for medically necessary physical therapy services (Medicare therapy cap exceptions process). Extends the exceptions process period from the beginning of calendar 2006 through calendar 2007.

Tax Snooping Prevention Act of 2006 - Amends the Internal Revenue Code to double the dollar amount of civil damages available and the criminal fines for unauthorized inspection or disclosure of tax returns and return information. Amends the Internal Revenue Service Restructuring and Reform Act of 1998 to require the firing of Internal Revenue Service (IRS) employees who violate IRS policy on unauthorized inspection of tax returns or return information.

Stop Endangering the Records of Veterans (SERVE) Act of 2006 - Directs the Secretary of Veterans Affairs to: (1) physically secure all sensitive personal information processed or maintained by the Department of Veterans Affairs (VA) and all equipment containing such information; (2) encrypt all sensitive personal information; and (3) require VA contractors with access to sensitive personal information to encrypt or encode such information and physically secure all equipment containing such information. Defines "sensitive personal information" to include social security numbers, dates of birth, and individual financial information. Imposes criminal penalties for the unauthorized disclosure of sensitive personal information.

Amends the Internal Revenue Code to allow an inflation adjustment based upon the gross domestic product deflator to the adjusted basis of certain assets (including C corporation common stock and tangible property used in a trade or business) held by a taxpayer for more than three years for purposes of determining gain or loss on the sale or other disposition of such assets. Sets forth rules for applying such inflation adjustment to short sales, regulated investment companies and real estate investment trusts, partnerships and other pass-thru entities, and dispositions of assets between related persons.

Commends the efforts of U.S. officials who have helped secure the Comprehensive Peace Agreement and the Darfur Peace Agreement. Supports the appointment of an adequately staffed Presidential Special Envoy for Sudan to develop and coordinate U.S. policy toward Sudan. Urges the Envoy's mandate to include: (1) deterring further escalation of violence and humanitarian disaster in the Darfur region of Sudan while ensuring civilian protection and implementation of the Darfur Peace Agreement; (2) facilitating the development of an international peacekeeping mission to Darfur; (3) coordinating reconstruction in Southern Sudan and other marginalized areas; (4) coordinating the return of refugees and displaced people in Darfur and southern Sudan; (5) consolidating peace in Northern Uganda; (6) coordinating efforts to ensure transformation of the Sudan People's Liberation Army (SPLA) into a professional armed force; (7) working toward achieving a peaceful and democratic Sudan by ensuring that free and fair elections are held; and (8) coordinating efforts toward achieving accountability for the crimes committed in Darfur.

Amends the Internal Revenue Code to treat the first $10,000 of tips received for cosmetology, hospitality (including lodging and food and beverage services), recreation, taxi, newspaper delivery, and shoe shine services as property transferred by gift, thus exempting such tips from income, employment, and unemployment taxation and from wage withholding.

American-Made Energy Freedom Act of 2006 - Amends the Internal Revenue Code to: (1) increase tax credits for cellulosic biomass ethanol; (2) extend the energy credit for solar and fuel cell property; (3) extend and modify the credits for residential energy efficient property and for certain liquid fuel derived from coal; and (4) establish the American-Made Energy Trust Fund to implement designated sections of the Energy Policy Act of 2005, including climate change technology deployment. Directs the Secretary of the Interior to undertake a competitive oil and gas leasing program that will result in an environmentally sound program for the exploration, development, and production of the oil and gas resources of the Coastal Plain of Alaska. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR) and any leasing or development leading to such production. Prescribes procedures for: (1) lease sales; (2) grants of leases; and (3) Coastal Plain environmental protection; (4) rights-of-way and easements for the transportation of oil and gas across the Coastal Plain. Directs the Secretary to convey: (1) the surface estate of specified lands to the Kaktovik Inupiat Corporation; and (2) the remaining subsurface estate of specified lands to the Arctic Slope Regional Corporation. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to provide financial assistance to specified entities directly impacted by oil and gas production and exploration on the Coastal Plain.

Minimum Wage Competitiveness Act of 2006 - Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $6.00 an hour, beginning on the 60th day after enactment of this Act; (2) $6.75 an hour, beginning six months after that 60th day; and (3) $7.15 an hour, beginning 12 months after that 60th day. Makes federal minimum wage requirements applicable to the Commonwealth of the Northern Mariana Islands. Sets forth a transition period during which a specified minimum wage there shall be gradually increased to equal the federal minimum wage.

Child Fingerprints Safekeeping Act of 2006 - Directs the Attorney General to establish and implement a grant program for the voluntary fingerprinting of children. Permits release of such fingerprints only to a parent or guardian of the child.

Soldiers Targeted by Offensive Profiteering Act of 2006 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Internet Stopping Adults Facilitating the Exploitation of Today's Youth Act (SAFETY) of 2006 - Amends the federal criminal code to prohibit: (1) financial transactions that facilitate access to, or the possession of, child pornography; (2) the operation of a child exploitation enterprise; and (3) the use of deceptive wording or images to deceive persons, including minors, into viewing obscene material on the Internet. Increases criminal penalties for: (1) registered sex offenders who commit a felony offense involving a child; and (2) activities involving the sexual exploitation of children and child pornography. Amends the Victims of Child Abuse Act of 1990 to: (1) increase monetary penalties for willful failure of electronic communication service providers to report child pornography; and (2) impose new penalties for negligent failure to report. Requires commercial website operators to place warning marks prescribed by the Federal Trade Commission on web pages that contain sexually explicit material. Includes within the definitions of racketeering activity and money laundering the crimes of child pornography and child sexual exploitation. Expands civil remedies for victims of sex crimes against children. Establishes in the Department of Justice an Office on Sexual Violence and Crimes against Children. Authorizes additional (not less than 200) U.S. attorneys in FY2007 to prosecute crimes relating to the sexual exploitation of children. Directs the Administrator of the Office of Juvenile Justice and Delinquency Prevention to increase the number of Internet Crimes Against Children Task Forces. Directs the Attorney General to make grants to states, local governments, Indian tribes, and nonprofit organizations to establish and maintain programs for the prevention of sexual offenses against minors. Amends the USA PATRIOT Act to increase funding for regional computer forensic laboratories.

Children of Fallen Soldiers Pell Grant Act of 2006 - Amends the Higher Educaton Act of 1965 to eliminate the expected family contribution used in determining Pell Grant eligibility in the case of a student applicant whose parent or guardian was killed while performing military service in Iraq or Afghanistan after September 11, 2001.

United States and India Nuclear Cooperation Promotion Act of 2006 - Declares the sense of Congress that: (1) it may be in the U.S. interest to enter into an agreement for nuclear cooperation under the Atomic Energy Act of 1954 (AEA) with a country that has never been a member of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) with respect to civilian nuclear technology if certain criteria have been met; (2) India meets such criteria; and (3) it is in the U.S. national security interest to deepen its relationship with India across a full range of issues, including peaceful nuclear cooperation. Declares the policy of the United States to oppose the development of a capability to produce nuclear weapons by any non-nuclear weapon state, within or outside of the NPT. Declares certain U.S. policy objectives with respect to South Asia, including to seek to halt the increase of nuclear weapon arsenals in South Asia, and to promote their reduction and eventual elimination. Specifies conditions which the President must determine to exist in order to exercise authority to: (1) exempt a proposed agreement for nuclear cooperation with India from the AEA requirement that International Atomic Energy Agency (IAEA) safeguards be maintained for all nuclear materials in peaceful nuclear activities; (2) waive application to India of the AEA prohibition against U.S. export of source material, special nuclear material, production or utilization facilities, and any sensitive nuclear technology unless such safeguards are maintained; and (3) waive certain AEA export restrictions required because of the detonation of a nuclear explosive device by a non-nuclear-weapon state, and failure to take steps representing sufficient progress toward terminating activities involving source or special nuclear material with direct significance for the manufacture or acquisition of nuclear explosive devices. Prescribes procedures for: (1) submission to Congress of information concerning such determinations; and (2) approval by Congress of a proposed agreement for nuclear cooperation with India. Requires termination of nuclear transfers to India if India makes materially significant transfers of nuclear or nuclear-related material, equipment, or technology, or of ballistic missiles or related equipment or technology, that do not conform to guidelines of the Nuclear Suppliers Group (NSG) or the Missile Technology Control Regime (MTCR).

Urges: (1) the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), the Inter-American Development Bank, and other multilateral financial institutions to cancel Haiti's debts to them under the Enhanced Heavily Indebted Poor Countries Initiative and the Multilateral Debt Relief Initiative; and (2) the Secretary of the Treasury to instruct U.S. Executive Directors at such institutions to use U.S. influence to accomplish this goal.

Child and Family Services Improvement Act of 2006 - Amends part B (Child and Family Services) of title IV of the Social Security Act with respect to the safe and stable families program to: (1) limit reimbursement for administrative costs; (2) reauthorize the program; (3) increase the set-asides for Indian tribes, and (4) set forth special rules for funds reserved to support monthly caseworker visits. Authorizes appropriations to the Secretary of Health and Human Services for child welfare services. Modifies state plan as well as state allotment and reimbursement requirements under the child welfare services program. Reauthorizes the court improvement program and the program for mentoring children of prisoners. Makes additional appropriations to the Secretary for the safe and stable families program.

Permanent Estate Tax Relief Act of 2006 - Amends the Internal Revenue Code to: (1) increase the estate and gift tax exclusion amount to $5 million beginning in 2010; (2) lower to 15% the estate tax rate for estates up to $25 million and 30% for estates of $25 million or more; (3) repeal after 2009 the estate tax deduction for estate, inheritance, legacy, or succession taxes paid to states; (4) allow a surviving spouse to claim any unused portion of a deceased spouse's estate or gift tax exclusion amount; and (5) allow a taxpayer election to deduct from gross income the lesser of 60% of qualified timber gain or net capital gain. Provides that the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001(EGTRRA) (i.e., December 31, 2010) shall not apply to the estate, gift, and generation-skipping transfer tax provisions of EGTRRA not amended by this Act. Repeals provisions of EGTRRA relating to carryover basis of estate property to allow heirs of such property after 2009 to use date-of-death fair market values.

Stealth Tax Relief Extension Act of 2006 - Amends the Internal Revenue Code to: (1) increase the exemption from the alternative minimum tax for individual taxpayers in 2007; and (2) extend through 2007 the allowance of certain nonrefundable tax credits against alternative minimum tax liability.

Commission on Catastrophic Disaster Risk and Insurance Act of 2006 - Establishes a bipartisan Commission on Catastrophic Disaster Risk and Insurance to assess: (1) the condition of the property and casualty insurance and reinsurance markets in the aftermath of Hurricanes Katrina, Rita, and Wilma in 2005, and the four major hurricanes that struck the United States in 2004; (2) the ongoing exposure of the United States to earthquakes, volcanic eruptions, tsunamis, and floods; and (3) recommend and report legislative and regulatory changes that will improve the domestic and international financial health and competitiveness of such markets.

Amends federal veterans' benefits provisions to: (1) make permanent (currently, terminates on December 31, 2006) the authority for the provision by the Secretary of Veterans Affairs of government markers or memorial headstones for the marked graves of veterans buried in private cemeteries; and (2) terminate a reporting requirement on the use of such authority. Amends the Veterans Education and Benefits Expansion Act of 2001 to make eligible for such markers or headstones certain veterans dying on or after November 1, 1990 (currently, September 11, 2001).

Veterans Identity Protection Act - Directs the Secretary of the Department of Veterans Affairs (VA) to provide notice to each veteran whose name or other personal identifying information was part of the VA data that was stolen from the home of a VA employee around May 22, 2006, informing the veteran of: (1) the theft; (2) the nature of the breach of confidentiality; and (3) the veteran's right to request a free credit report once every three months and free monitoring of the veteran's credit report for the next year. Directs the Secretary to: (1) include with each notification a form (with a postage-paid return envelope) by which the veteran may make such requests; (2) enter into discussions with the three principal credit reporting agencies and conclude agreements necessary to implement such elections; and (3) fully implement, as rapidly as possible, each of the 16 information security improvements recommended in the VA Inspector General's report on the March 2005 audit of the VA's Information Security Program. Sets penalties for failure to implement this Act.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services to waive, for two-year periods, requirements for awarding breast and cervical cancer grants to states if certain conditions are met, including that granting such a waiver will not reduce the number of women in the state receiving examinations and screening for breast or cervical cancer or the quality of such services. Requires the Secretary to review performance under the waiver and allows the Secretary to extend such waivers. Authorizes appropriations for breast and cervical cancer grants through FY2012.

Medicare Drug Benefit Enrollment Fairness Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to eliminate the Medicare prescription drug late enrollment penalty for months during calendar year 2006. Amends SSA title XVIII to set additional limitations on the total amount of expenditures from the Medicare Advantage Regional Plan Stabilization Fund for periods prior to October 1, 2007, and during the period from October 1, 2007, through September 30, 2011.

District of Columbia Fair and Equal House Voting Rights Act of 2006 - Considers the District of Columbia a congressional district for purposes of representation in the House of Representatives. Applies to the District in the same manner as it applies to a state the federal law providing for the fifteenth and subsequent decennial censuses and for apportionment of Representatives in Congress. Limits the District to one Member under any reapportionment of Members. Modifies the formula regarding the number of presidential electors to subject it to the Twenty-Third amendment to the Constitution in the case of the District. Makes conforming amendments to federal law regarding the Armed Forces (appointments to service academies). Increases membership of the House from 435 to 437 Members. Provides for a reapportionment of Members resulting from such increase. Makes conforming amendments to the District of Columbia Elections Code of 1955. Repeals provisions of: (1) the District of Columbia Delegate Act establishing the office of District of Columbia Delegate to the House of Representatives; and (2) the District of Columbia Statehood Constitution Convention Initiative of 1979 providing for electing a Senator and Representative for the District.

Benjamin Moore Surviving Military Spouses' and Children's Equitable Relief Act - Provides for the payment of a Survivor Benefit Plan annuity to the dependent children, instead of the surviving spouse, of a member of the Armed Forces who dies after October 7, 2001 (currently, November 23, 2003).

Natural Disaster Relief Act - Directs the Secretary of Agriculture to provide emergency financial assistance to eligible agricultural producers (other than sugar cane and sugar beet producers) who have incurred qualifying: (1) 2005 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest); and (2) 2006 crop losses due to weather or related conditions (including crop disease, insects, and delayed harvest) with respect to which a natural disaster declaration has been made. Requires a producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide: (1) payments through the 2002 livestock compensation program for livestock disaster losses during calendar years 2005 and 2006 for losses that occurred prior to of enactment of this Act (including wildfire disaster losses in Texas and other states); (2) livestock indemnity payments to producers who have incurred 2005 and 2006 livestock disaster losses prior to enactment of this Act (including wildfire disaster losses in Texas and other states), including losses due to hurricanes, floods, wildfires, and anthrax. Requires a livestock producer who suffered qualifying losses to elect assistance for one but not both years. Directs the Secretary to provide indemnity payments to poultry producers in hurricane-affected counties. Directs the Secretary to provide: (1) sugarcane and sugar beet disaster assistance for qualifying producers and first processors in Louisiana counties designated as disaster areas due to Hurricanes Katrina or Rita, or related conditions, or to qualifying producers and first processors in Florida for 2005 losses due to hurricanes, floods, rain, or storms; (2) assistance to sugarcane growers in Texas (for additional Baton Rouge demurrage costs and raw sugar transportation and storage costs) and Hawaii (for an agricultural transportation cooperative); (3) assistance to specialty and nursery crop producers in hurricane-affected counties; (4) assistance to tree producers (including Christmas, potted, ornamental, and nursery trees, shrubs, and vines), and fruit and nut tree producers in hurricane-affected counties; (5) assistance to dairy producers for production and spoilage losses in hurricane-affected counties; (6) assistance to producers and first handlers of cottonseed; (7) emergency watershed protection and emergency conservation program activities; and (8) assistance for additional conservation-related technical assistance in each state that has a disaster or hurricane-affected county. Authorizes the Secretary to provide financial and technical assistance to remove debris and animal carcasses that could adversely affect health and safety on non-federal land in hurricane-affected counties. Directs the Secretary to hire additional state and county Farm Service Agency personnel to assist in agricultural disaster and economic assistance programs. Defines "hurricane-affected county" as: (1) a county covered by a natural disaster designation related to Hurricanes Katrina, Rita, or Wilma, or related condition; and (2) a contiguous county.

Expresses support for: (1) the goals and ideals of Mental Health Month; and (2) President Bush's Commission on Mental Health's finding that the failure to prioritize mental health is a national tragedy.
